National Anti-Poverty Commission 

1st National Conference on Philippine Anti-Poverty Policy Reform

Rationale  The National Anti-Poverty Commission’s functions include the 


  oversight, monitoring, and recommendation of anti-poverty policies. 
  Fulfilling this function requires opening venues for public discussion, 
including among policy exerts, scholars, and scientists in the 
academe.  

Description  The National Conference on Anti-Poverty Policy will bring together 


  policy experts, scholars, scientists, and researchers in different fields, 
  to discuss the current situation of poverty in the Philippines and 
explore opportunities for policy reforms in key areas that correspond 
to the 10 Basic Needs and the 14 basic sectors that the NAPC 
represent, with particular emphasis on the following themes:  
● Macroeconomic policy reforms 
● Agrarian reform and rural development 
● National industrialization 
● Social policy 
● People’s participation in governance 
● Migration and poverty 
● Environmental issues and poverty 
● Disaster risk reduction and resilience 
● Women and poverty 
● Sustainable livelihoods 
● Peace and development 
● Food security and sovereignty 

Objectives  1. Provide an opportunity for academics to share their research 


on poverty, anti-poverty policy, development policy, and basic 
sector issues and concerns.  
2. Introduce the NAPC Anti-Poverty Framework to the academic 
community and serve as a platform of engagement and 
exchange of ideas on how to reform Philippine development 
and anti-poverty policy, especially in relation to the 10 Basic 
Needs.  
3. Lay down the foundation for a network of anti-poverty policy 
reform advocates in the academic community.
