PROBABLE CAUSE
PROBABLE CAUSE STATEMENT

The probable cause of the arrest of the above-named individual is as follows:


[On 07/20/19 at approximately 2028 hours officers were dispatched to E 11th Ave
and N Colorado Blvd in the city and county of Denver, State of Colorado, in
response to a hit and run accident that occurred by means of a Green John Deer
tractor.

The Defendant ,Thomas Busch 02/17/81, stole a green John Deer Tractor license
plate number 072HUG from Denver Water with registered address of 1600 W 12th
Ave Denver Co 80204. The Busch then got into a hit and run accident at E 11th
Ave and N Colorado Blvd with a passenger motor vehicle. Busch was seen by 911
callers crashing into a fence and driving on the construction site. Officers
attempted to make contact with Busch in city park, who was driving through
grass and sidewalks in the park. Officers activated their overhead lights in
an effort to initiate a traffic stop of the defendant. At this point Busch
eluded by a failing to stop for officers and driving in a reckless manner,
damaging private property, and forcing pedestrians to flee when he would drive
on the side walk.

The situation escalated when Busch took the tractor into down town Denver
driving the wrong way head on into traffic and through pedestrians during
Friday nights busy streets. Officers decided to end the chase before he was
able to hurt anyone. Officers rammed the front end of the tractor with their
squad car disabling it, injuring an officer in the process.

When Busch was contacted in the disable tractor he became combative and fought
officers which then had to use 2 tasers which were still not effective in
subduing Busch. Officers then deployed a police K9 in response to Busch's
continued resistance which concluded in Busch being able to be detained but a
officer was also bit trying to get Busch into handcuffs.

Busch was then handcuffed and taken to Denver Health Medical Center by
Ambulance 78 and was treated for injuries received during his struggle to
resist apprehension.]
