THE NEW CHARTER

INTRODUCTION

We are the Land Title Registry (LTR) under the Ministry of Lands,
Forestry & Mines of the Republic of Ghana.

VISION
To develop an environment in which the issuance of Land Title
Certificates would be friendly, simple and expeditious.

MISSION
To provide an open, cost effective and timely service in the registration
of titles and interests in land that is state-guaranteed to meet the
needs and expectations of the country and its inhabitants.

FUNCTIONS

• Register all transactions relating to land in declared districts as


enshrined in the provisions of the Land Title Registration Law,
1986, PNDCL.152.
• Develop, keep and provide readily accurate information on
interests in land to the public.
• Provide security of tenure to land.

WE ARE RESPONSIBLE FOR:

• The registration of titles and interests in land in declared


districts.
• Conducting official searches in respect of land in declared
districts.

• Registering Mortgages on land for which certificates have been
issued.
• Conducting arbitration on disputed lands.
WE STRIVE FOR:

• Systematic Titling which is efficient, accessible, widely publicized


and based on an integrated delivery of services.
• Effective collaboration with other land sector agencies to lessen
time frames during the registration process.
• Continuous improvement in our service delivery.
• Provision of information in an open, supportive and transparent
manner.
• Reduction in land litigation by building collaborative linkages with
the other land sector agencies, the judiciary and stakeholders.

INFORMATION TRANSPARENCY AND CONVENIENCE

• The LTR will endeavour to provide its clients/customers with all


the information they need to access its services.
• Information counters will be at all LTR Client/Customer Service
Units.
• Information sheets and pamphlets will be available at all
Client/Customer Service Units.
• Suggestion boxes will be placed at our Client/Customer Service
Units to facilitate feedback on the quality of our services.
• Client/Customer Services Surveys will be conducted twice a year
and the results publicized.
• We will provide clean, healthy and friendly reception areas.

COURTESY AND CO-OPERATION

• Friendly and courteous Customer Service Officers with their
names boldly displayed, will be on hand to serve you.
• All office doors will be clearly marked to facilitate easy
identification.
• Accurate and reliable information will be provided by staff.

OUR SERVICE STANDARDS

We promise to maintain the standards outlined in the table below:

WHAT WE EXPECT FROM THE PUBLIC

To assist the Registry in performing its duties expeditiously, we


expect the following from the public:
• Ensure that your documents/instruments are properly prepared
and executed before submitting them for registration.
• Ensure that your Instruments/documents have been stamped at
either the Land Valuation Board (LVB) or the Internal Revenue
Services (IRS).
• Ensure that where appropriate, consent (of Land Commission or
Stool) is received before the submission of documents for
registration.
• Adhere strictly to the procedures for lodging of documents and
secure official receipts for documents lodged.
• Queried/rejected documents should be double checked for
accuracy and compliance with registration provisions and
requirements.
• Demand written communication for queries and rejections.
• Be courteous and polite to our staff and demand the same from
them.
• Expeditiously reply letters and enquiries.

• Submit Statutory Declaration where documents of ownership are
not available.
• In case of loss of Land Title Certificate, applicant should obtain
Police Report, publish loss in dailies, inform us and apply for a
Substituted Certificate.

collection of annual rent
• The Survey Department in respect of parcel plans.
• Lands Commission in respect of Search Reports.

District Assembly (MMDAs) in respect of Development Permit.

Contact the Lands Commission Secretariat in every regional capital. In

the Greater Accra Region, locate them at Cantonments behind the

Cantonments Post Office

PRIVATE AND FAMILY LAND TRANSACTIONS

Submit document/instrument directly to the Land Title Registry for

registration.

PLANS AND SURVEYING

Contact the Survey Dept. in each regional capital. In the Greater Accra

Region, locate them near the ‘37’ Military Hospital.
