Survival
In the country where water conservation has been a samskar imparted since childhood we today
face a severe water crisis. The only remedy is to shun the consumerist mindset, return to the roots
and rejuvenate the traditional water bodies that we have ruined in the name of ‘development’

verybody, undisputedly, accepts that water is life. But, it is the life-saving
natural element which has been ignored and misused the most not only in
India, but also the world over. Surely, the prime reason of growing water crisis
is the burgeoning population, but it is also equally true that negligence and
over exploitation of water have helped the crisis assume an alarming form globally.
The situation in India too is deteriorating day-by-day in respect of water due to growing
demand and decreasing supply following imbalanced lifestyle. This has led to the disputes
between states over distribution of water converting into permanent enmity. Not only this,
there is violence even over a bucket of water.
The statistics released by government agencies show that the water availability
reduced from 5177 cubic metre per person in 1951 to 1545 cubic metre per person in
2011 and it is apprehended that it may decrease to 1341 cubic metre in 2025 and 1140
cubic metre by the year 2050. It is the condition despite the fact that we have average
1170 millimeter rain in a year and the availability of drinking water is 4000 billion cubic
metre. But, about 1047 billion cubic metre of water from this water bank vanish due to
Editorial
evaporation and other reasons and 48 per cent water flows into the sea through rivers.
Hardly, 18 per cent water is available for our consumption.
About 728 billion cubic metre water, used in our country, is available on the ground,
while 395 billion cubic metre is extracted from the ground. About 52 per cent of the
drinking water is available in lakes and ponds, 38 per cent is available in the soil, 8 per
cent is available in the evaporation, 1 per cent in the rivers and 1 per cent in the vegetation.
Interestingly, the availability of water is still the same, which used to be thousands of
years back. The only difference is that the world population then was only 3 per cent of
the present population. About 70 per cent part of the earth is filled with water, but the
drinking water is hardly 3 per cent. Rest is salty. Out of this 3 per cent drinking water too
we are able to use hardly 1 per cent.
Despite availability of adequate water in our country, water conservation has been
a significant samskar of our life. Our ancestors extended so much reverence to water
that they worshiped it as God. When there was no water crisis, a highly rich tradition of
water conservation developed here and a healthy balance between the nature and water
was maintained. But, as this balance disturbed, we started heading towards serious water
crisis. Today, 27 per cent of the rural population and 46 per cent of the urban population
do not have access to pure drinking water. The water consumed by about 70 per cent of
rural population is unfit as per the World Health Organization (WHO) standards.
With the expansion of cities, ponds, Baoris, lakes and other traditional water bodies
are gradually losing their existence. These water bodies have been helpful not only in
controlling floods, but also recharging the ground water level. A survey conducted by Park
and Garden Society in Delhi in 2014 found that 274 of 611 water bodies has completely
dried in Delhi and 190 were beyond revival condition. A study conducted in 2012 found
that only 30 out of 650 small and big water bodies in Chennai survived and the areas of
19 big lakes had shrunk. Their area shrank from 1,130 hectare to 645 hectare. The water
bodies in Hyderabad have witnessed the loss of 3245 hectare in the last 15 years. There
were 280 lakes and interconnected canals in Bengaluru in 1960, which reduced to only
80 in 1983. According to a study conducted by New Delhi based Centre for Science and

RAMTEK MODEL
The Ramtek model has been named
after the water harvesting structures in
the town of Ramtek in Maharashtra.
An intricate network of groundwater
and surface water bodies, this system
was developed and maintained mostly
by the Malguzars (landowners) of
the region. In this system, tanks
connected by underground and surface
canals form a chain that extends
from the foothills to the plains. Once
tanks located in the hills are filled to
capacity, the water flows down to fill
successive tanks, generally ending
in a small waterhole. This system
conserves about 60 to 70 per cent of
the total runoff in the region.
