MS 25: From Parkway Boulevard to MS 471


Findings and Recommendations

General SR 25 Notes and Recommendations:

• The team determined that due to the general direction of the SR 25 study corridor running east
and west, for the purpose of this report, SR 25 will be referred to as an EB and WB route even
though it’s actually a NB and SB route.
• Decrease SR 25 speed limit to 50 mph from Airport Road to just east of Dogwood Promenade
• Provide signing and striping consistency across similar intersections
• Provide corridor consistency for median crossovers striping and signing
• Provide a single two-mile school zone from west of Vine to east of Marshall using “School Zone
next 2 Miles” signs on each side of SR 25
• Upgrade existing span wire signals to provide mast arms with back plates and FYA where
applicable

Location Specific Recommendations

1. Lakeland Drive (SR 25) at Parkway Boulevard

1.1 Field Comments

• Consider eliminating left turns from Parkway Boulevard onto SR 25 with directional median.
• Possible overhead sign on SR 25 EB
West of Airport Road intersection
informing motorists of lane drop
ahead. 
• EB right turn lane lacks a Yield sign
entering Parkway Boulevard.
• Diagonal stripe the WB left shoulder between Parkway Boulevard and the beginning of the left
turn lane to Airport Road.
• Add left turn only legend to WB
left turn lane.
• SR 475 NB right turn lane west of
intersection has Parallel Lane
sign, then immediately after (±
215’) has legend striping for right
turn only.
• EB traffic frequently becomes
congested and occasionally

due to the lane drop just east of Parkway Boulevard.


• Right lane ends a bit suddenly and
signage is confusing where Parkway
Boulevard intersects SR 25 EB. Is the
existing “Right Lane Ends” sign for
right turn only lane or the outside SR
25 lane? Consider moving sign to east
side of intersection.
• Sight distance issue for left turns and
u-turns from Parkway median
crossover due to tall growing median
vegetation.
• Lane Drop Alternatives(covers intersections from #1 through #4):
o Drop one of existing three EB thru lanes prior to Airport Road. Pick up third lane from free
flowing Airport Road right that drops prior to bridge.
o Avoid shifting the EB traffic away from the median simultaneous with the outside lane
drop. Drop median lane (not desirable from an operations standpoint).
o Extend the lane drop further east to provide more of a buffer from the right turn lane drop
at Parkway (receiving lane from SR 475).
ƒ May slow vehicles over bridge so they encounter less of a problem with
congestion in retail area.
ƒ Provide additional room between SR 475 and lane drop.
ƒ Might eliminate one “choke” point.

1.2 Recommendations

• Consider closing median or convert to directional median


• If median remains open, remove excessive height median vegetation
• Shift the SR 25 EB lane drop to the east beyond the existing curve

2. Lakeland Drive (SR 25) at Jones Lane

2.1 Field Comments

• Median is narrow and has no pavement markings.


• Use directional median to prevent SB left turn movement.
• This intersection is a possible future signal due to spacing if other openings are consolidated.
• Sight distance issue for left turn to SR 25 EB (median vegetation/light poles).
• There is an existing pump station south of SR 25 at this location.
• SR 25 is still in super-elevation at this intersection.

2.2 Recommendations

• Consider closing median or convert to directional median


• Shift the SR 25 EB lane drop to the east beyond the existing curve

3. Lakeland Drive (SR 25) at Howard Wilson Drive

3.1 Field Comments

• Existing SB right turn has a Yield sign and short acceleration lane.
• If the acceleration lane is too short and can’t be properly extended, then adjust striping for yield
condition.
• Construct a directional median opening to only allow SR 25 left turns across median.
• This median is the only non-signalized one with an offset left turn lane along the corridor. Is this a
better or worse way to handle median turns? Crash data is positive.
• There is an existing Stop sign in the median; The MDOT standard is to only have Stop signs in
wider medians aligned perpendicular to the mainline.
• Consider a continuous weave lane to the East.

3.2 Recommendations

• Convert acceleration lane entrance to yield condition

4. Lakeland Drive (SR 25) at Lakeland Parkway (Gateway Tire)

4.1 Field Comments

• Align the median opening to line up with the local road.


• Restripe shoulder to create WB right turn lane - there is no right turn lane or taper striping
entering or exiting Lakeland Parkway.
• Consider offset left turns.
• Deteriorated curb on SR 25 EB west of intersection & left turn lanes poor quality pavement.
• Candidate for reduced median movements or median closure.
• No existing interior median striping and no break in pavement markings for Lakeland Parkway
across SR 25.
• Install high friction surface to reduce rear ends.
• Spacing would work for a future signal.
• Sight distance for EB traffic reduced by crown vertical curve at old railroad grade separation
structure.

4.2 Recommendations

• Modify median alignment to line up with existing Lakeland Parkway


• Provide queue detection east of Lakeland Parkway to alert EB drivers of upcoming congestion
east of the crest at the Flowood Drive grade separation

5. Lakeland Drive (SR 25) at Daughdrill Station/Ridge Way

5.1 Field Comments

• Add yield bar striping to right turn onto SR 25 WB.


• Possibly replace SB right turn to SR 25 WB Yield sign with Stop sign.
• Reduce median movements to only allow EB left turns across SR 25.
• SR 25 WB is uphill limiting sight distance, which makes it hard to find a gap that will allow a driver
to accelerate to 55 mph and not disturb traffic (45 mph speed limit?).
• WB left turn lane has poor pavement quality – edge drops off.
• Candidate for median channelization with three leg intersection.
• Look at adding some type of flashing light sign with “Be Prepared to Stop” or “Congestion Ahead”
on SR 25 EB just west of the hill approaching this intersection.
• Check SR 25 EB left turn deceleration lane length – lengthening might be needed.

5.2 Recommendations

• Convert to directional median

6. Lakeland Drive (SR 25) at Lakeland Commons Drive/Laurel Park Drive (Existing Signal)

6.1 Field Comments

• Yield sign probably not needed turning right from SR 25 EB onto Laurel Park Drive.
• No existing yield striping.
• Yield and Do Not Enter signs are back to back. Is this allowed as the different shapes could dull
the impact of the triangular Yield sign?
• Existing split phase signal.
• Parallel Lane sign for Laurel Park Dr. NB right turn onto SR 25 EB is twisted away from road.
• Extend WB left turn lane to increase storage.
• Extend median curb north on Laurel Park Dr. to keep SB traffic from turning left into El Potrillo.
• Look at closing driveway to Trustmark Bank without decreasing NB left turn storage just south of
intersection. The driveway provides redundant access and creates conflicts near signalized
intersection.
• Drivers observed to not utilize the SB right turn acceleration lane to SR 25 WB. Replace weave
lane with yield condition and signing.

6.2 Recommendations

• Consider closing northernmost driveway south of SR 25 accessing bank


• Convert weave lane entrances to yield condition

7. Lakeland Drive (SR 25) at Market Street

7.1 Field Comments

• Modify striping on acceleration/deceleration lanes to MDOT standards. Currently have some


dotted striping and some skip.
• Existing channelized island striping intersects the SR 25 striping at more of an angle than a
radius, especially for the SB Market Street right turn.
• Median doesn’t line up with side road.
• Candidate for directional median, though likely too close to signal at Old Fannin to allow EB U-
turns; may need raised island along acceleration lane to prevent U-turns.

7.2 Recommendations

• Modify Market Street south of SR 25 to one-way entrance

8. Lakeland Drive (SR 25) at Old Fannin Road/East Metro Parkway (Existing Signal)

8.1 Field Comments

• Reduce speed on SR 25 to 45 mph.


• Offset left turn lanes to prevent vehicles from colliding while making concurrent turns (need to
verify turn radius for double lefts – stop bars may need to be adjusted).

• Radius tight for dual concurrent lefts from SR 25 EB to north. Might need to shift stop bar.
• Better control of access along Old Fannin Road from retail businesses (too much access in
congested area).
• Consider adjusting location of Parallel Lane sign from SB Old Fannin Road to WB SR 25. The
Parallel Lane sign from NB East Metro Parkway to EB SR 25 is on a concrete island on driver
left-hand-side. With drivers yielding instead of utilizing the acceleration lanes, this would put the
sign more in the driver’s line of sight.
• Add supplemental poles/heads to potentially reduce crashes, red light running and/or sun glare
impact.
• There is faded striping throughout intersection.
• Replace weave lane with yield condition.
• Driver confusion whether yield or acceleration lanes.
• One team member stated that the intersection could be a candidate for an unconventional
intersection (such as a CFI) due to traffic volumes.

8.2 Recommendations

• Close the driveway to the west off Old Fannin between SR 25 and Promenade Boulevard
• Add supplemental poles/heads to improve visibility for SR 25 left turns
• Consider the feasibility of converting from free-flow entrances to yield condition
o Potential benefit of a reduction in the number of rear-end collisions that possibly result
from vehicles being hesitant to treat the channelized right turn lanes as free-flow despite
existing signage as observed in the site visits
o Potential capacity decrease with yield condition

9. Lakeland Drive (SR 25) at Dogwood Avenue/Promenade

9.1 Field Comments

• Closing median would be best due to crash history and narrow median, but reducing median
turning movements might be a doable and possibly sellable compromise.
• The SB approach features a single stop sign while the NB approach has two stop signs.
• Consider offsetting the SR 25 left turn lanes.
• Striping inconsistencies with acceleration lanes. SR 25 EB has skips, SR 25 WB has dots.
• Existing median has stop bars and Yield signs.
• Consider increasing the size of existing islands that are currently supplemented with striping.
• Driver confusion whether yield or acceleration lanes – suggest replacing weave with yield
condition.

10. Lakeland Drive (SR 25) at Dogwood Festival Boulevard (Existing Signal)

10.1 Field Comments

• Dogwood Festival Boulevard thru lanes don’t line up from one side of SR 25 to the other.
• Acceleration lanes look short; should check length and if necessary, add Parallel Lane sign for
the lengthened acceleration lane from Dogwood Festival Blvd. to SR 25 EB.
• Replace delineators on channelizing island in southwest quadrant.
• Add granular to SR 25 WB right turn lane shoulder to eliminate drop off from pavement edge.
• Paint curbs on channelized
islands.
• Add back plate on all signal
heads.
• Add supplemental signal
poles/heads to fight sun glare
problems.
• The existing signal is split
phase.
• Five section head is too far to
the right of the offset left turn
lanes. Look at addition of
supplemental signal poles.
• Offset left turn lane tapers are
too short (150’)
• Inconsistent striping with acceleration/deceleration/weave lanes.
• Three of the four channelized right turn lanes are signed as thru lanes, but NB right onto MS 25 is
not signed, with all four having continuous thru/acceleration lanes.
• Add a four section signal head on SB thru/left lane.
• There is a supplemental signal head for SB traffic on back of NB mast arm.

10.2 Recommendations

• Add a four section signal head on thru/left turn lanes


• Add supplemental poles/heads to improve visibility and line up with offset turn lanes
• Consider lining up the SB receiving lane for through traffic
• Convert weave and acceleration lane entrances to yield condition

11. Lakeland Drive (SR 25) at Dogwood Place/Promenade Boulevard

11.1 Field Comments

• Install directional median to reduce median turning movements.


• Governor and Lt. Governor live south of intersection in Dogwood Place/Oak Ridge Subdivision.
• New development northwest of intersection
• Consider offsetting the SR 25 left turn lanes.
• Unclear if right turn lane or shoulder is provided on SR 25 WB approach to intersection?
• Existing stop bars and Yield signs in median.

11.2 Recommendations

• Construct directional median


• Modify striping to delineate SR 25 WB right turn lane

12. Lakeland Drive (SR 25) at Belle Meade Place

12.1 Field Comments

• Consider offsetting the SR 25 left turn lanes.


• There is rough pavement with drop offs.
• The SR 25 pavement edge striping does not break thru intersection.
• Modify striping to demarcate deceleration lanes. There currently is no striping for either including
yield taper.
• No existing median striping.
• Every other median crossover on the route is a potential signal candidate if warranted. Belle
Meade Place intersection was so indicated.

12.2 Recommendations

• Improve median paving


• Improve striping

13. Lakeland Drive (SR 25) at Liberty Park Court

13.1 Field Comments

• Should SR 25 EB right turn lane onto SB Luckney Road be extended back to Liberty Park Court
for a continuous weave lane?
• Heavy congestion blocks entry.
• Consider offsetting the SR 25 left turn lanes.
• Sight distance a little limited east towards the signal.

• Existing conditions make it hard to determine if there are SR 25 right turn lanes or shoulder.
Stripe deceleration lane SR 25 EB.
• No existing median striping.
• Stripe right turn and left turn/thru lanes at Liberty Park Court (establish lane assignments)

13.2 Recommendations

• Establish lane assignments with striping on Liberty Park Court


• Stripe SR 25 EB deceleration lane and right turn lane onto Liberty Park Court

14. Lakeland Drive (SR 25) at Luckney Road (Existing Signal)

14.1 Field Comments

• Extend left turn lanes for both SR 25 approaches to Luckney Road.


• Refresh striping – add yield bars (“shark teeth”).
• Correct the intersection skew.
• Median opening seems too narrow, likely because of existing skew.
• If not already doing so, tie all signals together with fiber so they can be adjusted in real time as
needed.
• Short WB acceleration lane – stripe out or lengthen.
• Put signal heads on Mast Arms.
• Match signal heads to lane
configuration (Luckney Road).
Add 3 section heads for EB and
WB SR 25 to have one head per
lane. Reverse 4 section and 3
section heads on Luckney (with
arrow).
• Offset the left turn lanes on SR 25
to align in order to keep protected
permitted turn; if not use
protected left turn.
• Construct fully channelized
intersection including increasing the radius and adding raised concrete islands (due to high
volume) as long as it doesn’t encroach on school.
• Luckney Road right turns currently have stop bars and Yield signs (non-standard).
• Refresh pavement and striping on south leg.

14.2 Recommendations

• Upgrade signal to Mast Arms with back plates


• Match signal heads to lane configuration, adding 3 section heads for SR 25 EB and WB to have
one head per lane
• Reverse 4 section and 3 section heads on Luckney (with arrow)
• Increase median throat width
• Construct fully channelized intersection without impacting school at NE quadrant
• Convert stop bars on Luckney Road right turns to yield bars matching signage
