• The team determined that due to the general direction of the SR 25 study corridor running east
and west, for the purpose of this report, SR 25 will be referred to as an EB and WB route even
though it’s actually a NB and SB route.
• Decrease SR 25 speed limit to 50 mph from Airport Road to just east of Dogwood Promenade
• Provide signing and striping consistency across similar intersections
• Provide corridor consistency for median crossovers striping and signing
• Provide a single two-mile school zone from west of Vine to east of Marshall using “School Zone
next 2 Miles” signs on each side of SR 25
• Upgrade existing span wire signals to provide mast arms with back plates and FYA where
applicable
• Consider eliminating left turns from Parkway Boulevard onto SR 25 with directional median.
• Possible overhead sign on SR 25 EB

• Existing SB right turn has a Yield sign and short acceleration lane.
• If the acceleration lane is too short and can’t be properly extended, then adjust striping for yield
condition.
• Construct a directional median opening to only allow SR 25 left turns across median.
• This median is the only non-signalized one with an offset left turn lane along the corridor. Is this a
better or worse way to handle median turns? Crash data is positive.
• There is an existing Stop sign in the median; The MDOT standard is to only have Stop signs in
wider medians aligned perpendicular to the mainline.
• Consider a continuous weave lane to the East.

6. Lakeland Drive (SR 25) at Lakeland Commons Drive/Laurel Park Drive (Existing Signal)
• Yield sign probably not needed turning right from SR 25 EB onto Laurel Park Drive.
• No existing yield striping.
• Yield and Do Not Enter signs are back to back. Is this allowed as the different shapes could dull
the impact of the triangular Yield sign?
• Existing split phase signal.
• Parallel Lane sign for Laurel Park Dr. NB right turn onto SR 25 EB is twisted away from road.
• Extend WB left turn lane to increase storage.
• Extend median curb north on Laurel Park Dr. to keep SB traffic from turning left into El Potrillo.
• Look at closing driveway to Trustmark Bank without decreasing NB left turn storage just south of
intersection. The driveway provides redundant access and creates conflicts near signalized
intersection.
• Drivers observed to not utilize the SB right turn acceleration lane to SR 25 WB. Replace weave
lane with yield condition and signing.

• Radius tight for dual concurrent lefts from SR 25 EB to north. Might need to shift stop bar.
• Better control of access along Old Fannin Road from retail businesses (too much access in
congested area).
• Consider adjusting location of Parallel Lane sign from SB Old Fannin Road to WB SR 25. The
Parallel Lane sign from NB East Metro Parkway to EB SR 25 is on a concrete island on driver
left-hand-side. With drivers yielding instead of utilizing the acceleration lanes, this would put the
sign more in the driver’s line of sight.
• Add supplemental poles/heads to potentially reduce crashes, red light running and/or sun glare
impact.
• There is faded striping throughout intersection.
• Replace weave lane with yield condition.
• Driver confusion whether yield or acceleration lanes.
• One team member stated that the intersection could be a candidate for an unconventional
intersection (such as a CFI) due to traffic volumes.
8.2 Recommendations
• Close the driveway to the west off Old Fannin between SR 25 and Promenade Boulevard
• Add supplemental poles/heads to improve visibility for SR 25 left turns
• Consider the feasibility of converting from free-flow entrances to yield condition
o Potential benefit of a reduction in the number of rear-end collisions that possibly result
from vehicles being hesitant to treat the channelized right turn lanes as free-flow despite
existing signage as observed in the site visits
o Potential capacity decrease with yield condition
• Closing median would be best due to crash history and narrow median, but reducing median
turning movements might be a doable and possibly sellable compromise.
• The SB approach features a single stop sign while the NB approach has two stop signs.
• Consider offsetting the SR 25 left turn lanes.
• Striping inconsistencies with acceleration lanes. SR 25 EB has skips, SR 25 WB has dots.
• Existing median has stop bars and Yield signs.
• Consider increasing the size of existing islands that are currently supplemented with striping.
• Driver confusion whether yield or acceleration lanes – suggest replacing weave with yield
condition.

10. Lakeland Drive (SR 25) at Dogwood Festival Boulevard (Existing Signal)
• Dogwood Festival Boulevard thru lanes don’t line up from one side of SR 25 to the other.
• Acceleration lanes look short; should check length and if necessary, add Parallel Lane sign for
the lengthened acceleration lane from Dogwood Festival Blvd. to SR 25 EB.
• Replace delineators on channelizing island in southwest quadrant.
• Add granular to SR 25 WB right turn lane shoulder to eliminate drop off from pavement edge.
• Paint curbs on channelized
islands.
• Add back plate on all signal
heads.
• Add supplemental signal

• Close easternmost crossover between Cooper and Lakeland, including connection between SR
25 and Lakeside Lane
• Big AM inbound delay resulting from the Luckney Road signal.
• Consider offsetting the SR 25 left turn lanes.
• Is full access needed?
• Three crossovers in a row (counting this one) to the east. These three need to be evaluated
together for closures.
• Continuous striping along SR 25 thru the Lakeland Boulevard intersection.
• Radius return is striped back to edge line; this is not the case at all intersections.
• Make Lakeside Lane east of intersection a continuous frontage road. Currently approximately
500-foot of the existing roadway is in extremely poor condition and would require upgrade.
• Add SR 25 WB right turn lane.
• There is no existing median striping.
• Add yield bar for NB to SR 25 EB right turn.
• NB approach has a left turn only arrow – approach allows thru and left turn movement

• Connect two frontage roads north of SR 25 between Lakeland Boulevard and Cooper Road

• Existing NB to EB acceleration lane is short with a Yield sign in channelized right.

• Curb hopping occurring turning north from SR 25 WB.
• Is split phase for side roads necessary?
• Yellow and all red review might be needed to reduce rear ends
• Left turn lanes are offset but not fully neutral.
• Consider closing south Walgreens entrance to remove conflict points so close to SR 25.
• Look everywhere at changing acceleration lanes to yield conditions with 150’ taper
• SR 25 EB Signal Ahead sign is down.

• Add second NB receiving lane by removing most of the diagonal striped island and modify SR 25
WB right turn to yield condition
• Provide splitter island between Hugh Ward NB and SB lanes beyond Walgreen’s south entrance
so that entrance and future entrance for development west of Hugh Ward are right-in & right-out
• Consider the feasibility of converting from free-flow entrances to yield condition
o Potential benefit of a reduction in the number of rear-end collisions that possibly result
from vehicles being hesitant to treat the channelized right turn lanes as free-flow despite
existing signage as observed in the site visits

26. Lakeland Drive (SR 25) at Hidden Hills Parkway/Northwest Rankin Elementary
• Improve right turn lane for SR 25 EB into NWR Elementary School. SB traffic queued onto SR 25
EB shoulder at 2 pm, making it impossible to complete a WB LT movement.
• Reduce number of movements across median (see about left turn only).
• Increase radius of Hidden Hills on SR 25 WB and add tapers.
• Explore improved school pick-up and drop-off options to decrease mainline queuing
• Restripe NWR Elementary side.
• Sign and/or stripe to identify acceleration lane and shoulder.
• Add “Only” and arrows on WB right turn lane.
• Offset SR 25 left turn lanes.
• NB left turn sight distance restricted.

• Modify striping to demarcate right turn lane for SR 25 EB into NWR Elementary

27.2 Recommendations
• Why is intersection signalized? Left turn counts-118 Lt turns at 7am (2011), Signal warranted.
• High number of signals in school zone area; consider re-routing traffic to reduce number of
signals and/or median openings through area.
• Elementary school dismissal is at 2 pm.
• Upgrade to mast arms and add signal head back plates.
• Offset SR 25 left turn lanes.
• No SR 25 EB right turn lane.
• Existing solid white striping delineating acceleration/right turn lane instead of skips.
• Restripe the northbound approach to left only, right only and change signal head accordingly.
o Remove unnecessary striping (Cat track, taper).

28.2 Recommendations
29. Lakeland Drive (SR 25) at Paw Print Drive/Northwest Rankin Middle (One-Way SB)
• J-turn island lines up with receiving lane from SR 25 EB right turn lane instead of left lane as
intended, causing drivers to drive over striped out island. Correct median island and consider
adding island channelizing for SR 25 EB right turn.
• Demo old striping at Paw Print entrance (can still see yellow lines from former 2-way operation).
• Reflectors on the diagonal diverter in the median are no longer in place.
29.2 Recommendations
• Correct median island to direct the left turns into the proper southbound receiving lane
• Add concrete island south of SR 25
30. Lakeland Drive (SR 25) at Highland Bluff Elementary (Existing Signal)
• SR 25 WB right turn lane into school may not be long enough (traffic has rutted out shoulder
material along taper).
• Add striping delineating the two lanes entering Highland School past the raised island.
• Upgrade to mast arms and add signal head back plates.
• SR 25 WB acceleration lane from school – change solid white lane to standard skip white
• Replace Yield sign with Parallel Lane sign for WB acceleration lane.
• Consider Lane Ends signing on WB acceleration lane or diagonal arrows close to lane’s end.
• Depending on left turn AM traffic, queue could affect sight distance; offset left turn lanes?
• Add Yield sign and yield bar to Saint Paul (south) EB right turn.

31.2 Recommendations
• Decrease skew to be more perpendicular with SR 25. Skew makes sight distance challenging
when completing left turn (must look over shoulder). Add double yellow bar to median.
• Line up Marshall Road with the crossover.
• Possible crossover closure with high left turns to WB SR 25 – force a right turn and a U-turn at
next crossover – however, this is a local road. Directional median openings would push EB
Pinelake traffic to use this intersection and WB to use Pinelake Boulevard.
• A daycare and Pinelake Church are accessed from this road.
• Improve SR 25 EB right turn radius.
• Doesn’t appear to have 150’ standard tapers.
• Drivers using shoulder for right turn onto Marshall – tight radius at curb location
• Add full width (12’) right turn lane on SR 25 EB.
• Good spacing for potential signal.
