Dear Secretary Nielsen:

I write on behalf of Gloria Arellano Montoya, the mother and wife of my constituents.

On Tuesday, August 21~ Mrs. Arellano Montoya was notified by the federal government that her
humanitarian parole request was rejected. Her humanitarian parole request was submitted so that she’d be
able to legally and temporarily enter the United States to support her four U.S. citizen children and ill
husband who reside in Tucson, Arizona.

Mrs. Arellano Montoya currently resides in Nogales, Sonora Mexico after being barred from returning to
the United States because she entered the country as an unauthorized immigrant after overstaying her
visa. I am aware that each parole request is issued with discretion and urge you to consider granting
humanitarian parole due to this compelling emergency. In support of this request, please consider the
following:

• Mrs. Arellano Montoya has four U.S. citizen children; Jim de la Rosa, Bill de Ia Rosa, Naomi de
la Rosa and Bobby de Ia Rosa;
• Mrs. Arellano Montoya’s husband Arsenio de Ia Rosa is a U.S. Citizen;
• Mrs. Arellano Montoya’s eldest son, Jim de Ia Rosa is a veteran of the U.S. Marine Corps and
full-time student at Pima Community College;
• Mrs. Arellano Montoya’s son, Bill de la Rosa was valedictorian when he graduated from Pueblo
High School in 2012, recent graduate of Bowdoin College in Maine, recipient of the Gates
Millennium Scholars program, recipient of the prestigious Harry S. Truman scholarship and is
currently pursuing a master’s degree at the University of Oxford;
• On June 24, 2011 Gloria was granted 5 days to come and care for her husband after his stroke.
She went back to the port of entry when her 5 days were up to ask for an extension. On June 30,
2011 she received another 5 days. When those 5 days were over she returned to Mexico.

Mrs. Arellano Montoya’s has significant ties to this country, particularly her U.S. citizen children and
husband. Additionally, she has no criminal record. If humanitarian parole is granted, it is clear that she
will abide by the guidelines that are agreed upon as she has done in the past when she was granted
humanitarian parole in 2011 along with an extension.

In keeping with all applicable laws and regulations, I am respectfully requesting that you consider
granting humanitarian parole and that you consider all relevant factors in your determination in hopes that
Mrs. Arellano Montoya’s is able to spend some time to care for her sick husband and children as they
experience this stressful circumstance.
