Emergency Evacuation Procedures for Students and Staff with Disabilities The evacuation of students and staff with temporary or permanent disabilities including students with significant visual impairments will require additional planning and manpower. Person with vision and ‘mobility issues shall have an emergency evacuation action plan. Staff are responsible for contacting the principal regarding evacuation procedures. Portable canvas stretchers are issued to each student or staff with a mobility issue, The students carry the stretcher in their backpack and parents are responsible for notifying the nurse if the portable stretcher is lost. A site-specific plan for student(s) and staff with disabilities will be written and included in the Campus Emergency Operations Plan. Competent staff on campus are enlisted to respond to and carry out specific components of the emergency plan. In the event that school staff are unable to carry out the evacuation plan or the evacuation is too complicated, the Grand Prairie Fire Department will be contacted to assist in the development of the student/staff’s individual plan. Parents shall be allowed to view the plan, Primary and secondary persons capable of responding to an emergency and manning the portable stretchers will need to be identified. Staff assigned to assist in the evacuation process must be able to lift and carry, have no physical disabilities of their own and be willing to be trained, Based on the severity of the incident, the size of the student/staff and the disability, a minimum of 4 persons, 2 primary and 2 back-up will need to train and practice with the portable stretchers. The student may be carried down the stairs without the use of a stretcher depending on their size, the safety of the environment and the severity of the emergency condition. Students/staff with portable stretchers should participate in Practice sessions to allow observation of how the stretcher functions. A non-urgent practice with the student/staff could provide a level of safety and comfort during an emergency evacuation. Due to the risk of injury, students/staff are not carried down on portable stretchers during practice drills. During a drill, the immobile students/staff meet rescue personnel at the assigned stairwell and wait there until the drill is over. {fnon-ambulatory individuals are present in a building with upper floors or basements, emergency evacuation drills will include the use of portable stretchers. Employees that are designated to carry students/staff down on the portable stretchers will participate in designated simulated drills. THE PRINCIPAL OR DESIGNEE WILL: 1. Identify students and staff with mobility issues. 2. Identify staff who meet the lifting and moving criteria for individuals with mobility issues. 3. Take the lead in the development and implementation of the Individual Emergency Evacuation Plan with the designated campus evacuation personnel and crisis team. 4. Review and attach schedules of students and staff with mobility issues, 5. Provide the campus floor plan to assist with planning process. If layout is not available at the school, contact the Emergence Management Office at 972-237-5446. 47/2016 BUILDING EVACUATION PLANNING * An evacuation map shall be posted in each classroom with a primary exit route marked with a solid line. These maps shall be posted by the exit. * Students and staff with mobility issues convene outside the building at designated rally point. Provisions should be made to protect the student/staff member from bad weather, if necessary, ‘* Blankets and rain gear may be required, or arrangements made for out of building shelter. An evacuation kit shall contain contents for the care of students (ie crackers, water, gloves, band aides, space blanket, flashlight, class roster, etc.) + If equipment is needed to maintain the health of the student such as a suction machine, continuous tube feeding, etc, additional staff, if needed, shall be designated in the wr emergency plan. * The student or staff's individual evacuation plan must be submitted to the following: Primary/secondary staff responsible for evacuation; Teachers, including substitutes, who serve the student on a daily basis; Emergency Management Office; Campus nurse; and Campus Principal. oo000 Revise the plan, as needed, to address schedule changes, new students or staff. Due date of evacuation plans is the first Friday of the first week of school. All original plans are due to the respective Leadership and Emergency Management Office.
