A Brief History of Our Lady of Peñafrancia

Our Lady of Peñafran-
cia (Spanish: Nuestra Se-
ñora de Peñafrancia, and in
Spain as Nuestra Señora de
la Peña de Francia or Vir-
gen de la Peña de Francia)
is a wooden statue of the
Blessed Virgin Mary cop-
ied from the one in Peña
de Francia (Salamanca,
Spain). Tens of thousands
of pilgrims, devotees, tour-
ists come to Naga City--also
known as the Pilgrim City
and the Queen City of the
Bicol region--in the Philip-
pines every September for a
nine-day festivities in honor
of Our Lady of Peñafrancia,
the Principal Patroness and
Queen of Bicol, endearingly
addressed by Bicolanos as
Ina (mother). The shrines
in Naga, gathering more
than five million devotees
every year, is also one of the
biggest Marian Pilgrimage
Sites in the world.
The story of Our Lady of
Peñafrancia began in Paris on
September 4th, 1401 when
Simon Vela was born. While
born into a rich family he
eventually gave all his riches
to the church, charities, and
the poor. Simon preferred
to spend time in the church
and one day lost conscious-
ness while devoutly praying.
He was awoken by a voice,
telling him to travel to Peña
de Francia (Rock of France),
where he would find the im-
age of the Blessed Virgin
Mary. For five dishearten-
ing years Simon traveled
west, and came across a hill
in which he saw the Virgin
Mary with the Child Jesus
in her arms. There, with
the help of five men from a
nearby town, he began to
dig where she had directed,
and on May 19th, 1434, they
uncovered an image of the

LEGAZPI CITY --
Some 8,200 metric tons or
164,000 bags of imported
rice from Thailand arrived
in Bicol over the weekend,
the National Food Author-
ity (NFA) in the region said
on Tuesday.
The shipment is await-
ing clearance from customs
and health authorities for it
to be unloaded at the Tabaco
City port, Nelsie Alcantara,
NFA Bicol spokesperson,
told Philippine News Agency
(PNA) in an interview.
The shipment loaded at
MV Bravo cargo vessel from
Thailand arrived Saturday
and was still docked at sea
some hundred meters away
from the port of Tabaco City,
Alcantara said.
Alcantara said the rice
shipment from Thailand
would still undergo the nor-
mal quarantine inspections,
as well as customs and health
procedures.
Alcantara added the new
shipment, which is part of
800,000 bags of imported
rice to be shipped to the re-
gion, would be unloaded
soon after the 174,000 bags
of Thailand rice, which un-
derwent fumigation, are un-
loaded on Wednesday.
Earlier, the cargo ship-
ment of 174,000 bags of
imported Thailand rice was
quarantined on Aug. 17 after
NFA inspectorS discovered
that the cargo was infested
with rice bugs called “Red
rust beetle.”
After undergoing almost
12 days of fumigation and
aeration procedure, the cargo
was then cleared for unload-
ing starting on Wednesday,
Alcantara said.
As for the Thailand rice
cargo, Alcantara said that as
soon as clearance is secured
from customs and quarantine
authorities, the shipper of the
Thailand rice would be al-
lowed to unload the cargo at
the Tabaco Port.
The 164,000 bags of im-
ported Thailand rice will be

One For The Book
The photo of Department of Agriculture
Secretary Manny Pinol eating weevil-infested
rice to show it is safe to eat was an overkill.
Pinol, himself a former media practitioner,
should have seen it was unnecessary and
likely to elicit negative reactions following
the discovery that the rice imported by the
government and unloaded at Tabaco were
teeming with “bukbok.”
If he wanted to show there was no danger
in ingesting wormy rice, he could have just
asked his aides in the Department to explain
it. His commitment to his work may have
gotten the better of him, for while the the NFA
is not under his Department, he volunteered,
as he put it, to have a hand in putting an end
to the fiasco which prompted legislators to
call for his resignation.
To be fair to the Secretary, he is one Cabinet
member of the Duterte administration whose
commitment to serve the farmers and the
marginalized is noteworthy. For instance, the
DA has fully supported a livelihood project for
the indigenous Agta residents of Barangay
San Ramon in Buhi, Camarines initiated by
the Ateneo de Naga H.S. Pillars ’74 headed by
hotelier Andrew Morano.
With the help of Dr. Rufo Llorin Jr.,a
member of the H.S. Class ’74 and a staunch
goat-raising advocate, Pinol directed his
people to support the private initiative
through a goat-raising project and farmer’s
school which has now also involved the
Buhi LGU and the National Commission on
Indigenous Peoples.
The bukbok-eating demonstration,
however, forgets the Filipino rice culture. In
Bicol, rice as a staple food, has an almost
sacred mark to it that waste, including
having it infested with bukbok, is a no-no.
This may be strange to the “unli-rice} eating
contemporary generation, but those in the
rural areas know how a patriarch’s cane
would whip one who spills even a grain.
So, yes, the bukbok episode in Sec.
Pinol’s career will go down in history book
as one sad attempt that hides the fact that
importation of bukbok-infested rice by a rice-
producing country is an indication of lack of
food security.

PH STILL LEADS: While many econ-
omies in emerging Asia are expected to
slow down in the near term, the Philip-
pines will remain among the best per-
formers given the government’s mas-
sive infrastructure push. In its Aug. 23
report Capital Economics Asia said that
“growth only slowed a touch in emerg-
ing Asia last quarter, but weakening ex-
port demand and tighter monetary policy
mean that the region’s economies are
likely to cool further.”
A number of Asian countries saw a
slight pick-up in growth [in the second
quarter], including Indonesia, Taiwan
and Korea, but this was more than off-
set by slower growth elsewhere, with the
sharpest slowdown in Hong Kong fol-

The BSP has so far raised interest
rates by 100 basis points to rein in infla-
tionary expectations. It lifted benchmark
rates by 25 basis points for the first time
in more than three years on May 10 fol-
lowed by another 25 basis points last
June 20, and by 50 basis points – the
biggest in 10 years – last Aug. 9. BSP’s
raising of interest rates seems to be
working – at least for the moment. But
the global situation, especially as re-
gards oil prices is still highly volatile.
ECOZONE TAX INCENTIVES: The
enactment of the second package of the
TRAIN Law poses a threat to the influx
of foreign direct investments (FDIs) in
special economic zones. In a formal
statement, the Philippine Ecozones As-
sociation (PHILEA) - umbrella group of
major ecozone developers in the coun-
try - said TRAIN 2 may result in the loss
of jobs, lower production output and ex-
ports, capital flight and other setbacks
in the gains earlier achieved through
incentives .

were primarily granted income tax holi-
day and only 5% gross income tax in
lieu of income taxes, value added tax

golf, bowling, boxing, gymnastics and
similar events.
PROVERB: There is treasure to be
desired and oil in the dwelling of the
wise; but a foolish man spendet it up.
Villafuertes are also conducting medical
missions now. Andaya’s medical
missions have doctors, nurses, give
wheelchairs, eyeglasses, medicines,
food and money to indigent patients.
Until now, the province of CamSur
does not have a provincial hospital
after almost twenty years of Villafuerte’s
governorship. What they are showing
is a structure with no roof and walls.
Where can indigent patients go to?

of Peñafrancia. It is the center of people
with faith and devotions to her. It is a
center of religion, education and top
tourists destination. I believe our place
is peaceful with a vibrant economy and
a nice place to live in because of Her
protection. Her feast is fast approaching
this month. Let’s prepare our city and
ourselves physically and spiritually.

'Gulayan sa Paaralan' launched in Sorsogon

LEGAZPI CITY -- The
Department of Agriculture
(DA) regional office here
launched the Gulayan sa
Paaralan Program (GPP) in
Sorsogon City to promote
vegetable production in pub-
lic elementary and secondary
schools and signal the nation-
wide re-launch of this joint
undertaking between the DA
and Department of Education
(DepEd).
Emily Bordado, DA region-
al spokesperson, said the par-
ticipating schools will establish
school gardens as ready food
baskets or source of vegetables
of the feeding program for mal-
nourished or undernourished
pupils.
"The DA will spearhead the

and provide the production
inputs such as seeds, organic
fertilizers and garden tools and
facilitate the conduct of train-
ings. The excess vegetables
harvested could be sold by the
school to generate income for
the sustenance of the project,"
she said in a phone interview on

officials from 60 elementary
schools and 30 secondary or
senior high schools from the
different municipalities of
Sorsogon attended the recent
launching activity cum train-
ing on vegetable gardening and
nursery establishment at the
DepEd compound in Legazpi.

culcate among the students the
values of gardening, wellness
and care for environment.

Art for Everyone exhibit
at the SM Naga City from
August 27 to September 2,
this year.
This put SM Naga next
to the Pasay City-based SM
Megamall in total sales for
the exhibit which is part of a
project of the SM Supermalls
chain to open its door to local
artists.
Locally, the exhibit was
jointly organized by SM
Naga and Salingoy Art Group
members Rommel Perez,
Richard Perez; priest-artist
Fr. Albert Balderas, as well as
Gemmalyn Padilla and Lor-
na Margate who manned the
reception and documentation
of the artists and their works.

comes from within that makes a person unclean, for evil designs
come out of the heart: theft, murder, adultery, jealousy, greed,
maliciousness, deceit, indecency, slander, pride and folly. All
these evil things come from within and make a person unclean.”

in teaching selflessly. He knows that from him, they
will depend their new knowledge and skills and hone
the good attitudes that they already have learned in
their homes. He has the role to remind them that the
good manners and right conduct they learned from
their homes are still the same that they have to show
in school and to the community where they belong,
he only has to add those which were not yet learned
to make them totally God-fearing, kind and respect-
ful to people, environment friendly and show love
for their country. He knows that some of the times
that he works beyond his eight-hour working day in
school needed in the physical, social and other as-

service and he never complains.
He looks at every specific details of his lessons
to make sure that his students could maximize their

This is currently happening in different countries but on very limited scale like in factory floors

unburden humanity from menial labor but also will usher a new paradigm of universal order.
Laws and law enforcers in the level of nation-states will become less relevant. For instance,
human traffic enforcers will be pointless in a world with self-driving cars. Crime prevention will
also become more efficient with smart alarms and public surveillance systems being managed
by artificial intelligence.
Democratization of the means of production
The fifth and final stage is the democratization of the means of production. This can
be achieved through 3D-printing, open source blueprints, nanotechnology, and genetic
engineering.
Imagine a post-scarcity world that is similar to the Star Trek universe where virtually
anything that is needed by individuals can be printed or replicated using a replicator machine.
It would be possible to 3D print simple musical instruments such as flute or even print human
organs at very minimal cost in the near future.
Nanotechnology and genetic engineering may lead to biological immortality for humans.
We might achieve this even before we reach a level of civilization that is second in the
Kardashev scale*.
Doubts and fears
Many critics would say that this is another utopian pipe dream, but the evidence says
otherwise. We are heading to that future and capitalism is ironically or rather inevitably paving
the way for an anarcho-communist global civilization. The technologies required to achieve
that are now existing and continually being improved.
The future of our world will be hardly recognizable from our current world. It will be a truly
shared world facilitated by artificial intelligence and open source technology.
Some may fear the rise of A.I. as our ultimate overlords but how about if we merge with A.I.?
What about reengineering our biological evolution or even live as immortals in digital forms?
Doubts and fears will always hinder us, but we can only move forward by overcoming these
primitive emotions.

tion about solid waste management.
Solid waste management is the collect-
ing, treating and disposing of solid material
that is discarded because it has served its
purpose or is no longer useful. Improper dis-
posal of solid waste can create unnecessary
conditions and these conditions in turn can
lead to pollution of the environment and to
outbreak of diseases.
Solid waste management presents a
complex challenge. The youth, the students
in school are in the best position to meet the
challenge being very young and idealistic
and strong and they have much to look for-
ward to in the future.
Solid waste management begins with
solid waste collection and disposal. All of
us and not just students must learn to dis-
pose of garbage properly and know how to
segregate biodegradable from biodegrad-
able waste. There are waste that can be
recycled and even be a source of income. It
just takes creativity and patience. Teachers
in art can be of great help.
Unnecessary dumping is a no-no in solid
waste management. It has been found out
that open dumping and improper incinera-
tion od solid waste cause problems of pol-
lution and a hazard to public health. So,
sanitary landfills are developed. They are
designed and operated in a manner that
minimized risks to public health.
Modern waste management plants in
most developed countries now emphasize
the practice of recycling. Hazardous solid
waste requires collection of garbage such
as decomposable food waste which are
decomposable. But there are the so-called
thrush such as bulky items such old refriger-
logical process in which the organic portion
of refuse is allowed to decompose under
carefully controlled conditions. Compost-
ing is a method of processing and recy-
cling garbage. This is also a process that
involves sorting and separating as well as
digestion of the refuse. Shredding or pul-
verizing reduces the size of the waste ar-
ticles resulting in a uniform mass of mate-
rial and this is accomplished with special
machineries.
The use of sanitary landfill is also very
common where refuse can be safely de-
posited to protect the environment and
public health. What makes the use of sani-
tary landfill practical is the use of a disposal
site that is carefully selected, designed,
constructed and operated to protect the
environment and public health. The buried
waste never comes in contact with surface
water.
Reusing is another form of solid waste
disposal. Recovered broken glass for ex-
ample can be crushed and used as asphalt
pavement. Old newspaper can be sorted
by hand on a conveyor belt in order to re-
move corrugated materials and mixed pa-
pers. There is a market for recycled paper.
Solid waste management taught in
school can be a big help in protecting our
environment. That students should be
aware of these and knowledgeable too will
certainly go towards protecting our envi-
ronment.
We are still very fortunate in the prov-
ince because our garbage are disposed
of properly and the local government unit
is very serious in this matter. It is a matter
of compliance with days and times when
garbage are collected to keep our streets
clean. Perhaps it would be a very good
idea for our students with their awareness

A BRIEF HISTORY . . .

The Filipino tradition of
honoring Our Lady of Pe-
ñafrancia began in the Bicol
region in 1712, when Miguel
Robles de Covarrubias, the
son of a Spanish government
official, fell very ill. While
ill, he and his family prayed
to Our Lady of Peñafrancia,
and he vowed that if he re-
covered he would construct
a shrine in her name. When
he recovered he was even-
tually ordained a priest in
Naga City, and set forth his
plans to construct the shrine.
During the construction he
also ordered for an image to
be made, similar to the one

he prayed to while sick. Un-
fortunately the local artisans
had run out of red paint, and
so a dog was killed in order
to coat and paint the image.
This prompted a miracle as
the dead dog that was thrown
into the river began to swim
to the bewilderment of hun-
dreds of people. News of
many more miracles also
spread and so did the devo-
tion to Our Lady of Peñafran-
cia. Today, millions of people
gather every year on the third
Saturday of September in the
Bicol region to honor Our
Lady of Peñafrancia.
