Bicol Student Activism in
Times of Power Tripping
Student activism in Bicol is alive. Last week,
after the bag-burning incident at the Bicol Central
Academy in Libmanan, Camarines Sur, at least
28 student leaders and campus paper editors
all over the region came out with a manifesto
condemning the high-handed manner by which
school administrator Alexander James Jaucian
treated the students who violated the school’s
no-bag policy for a particular day.
“The Student Councils, Publications and
Youth Organizations of Bicol are united in
demanding full accountability and justice for the
abuse and trespasses committed by Mr. Jaucian
against his students in Bicol Central Academy,”
the student manifesto said.
What is remarkable in this students’ united
stand is that it comes at a time when the so-called
millennials are being branded as apathetic and
stricken with amnesia. Their statement, where
they categorically saw Jaucian’s actions and
works as a “clear violation of students’ rights
and a grave abuse of power,” shows that our
students are watching, they care and that they
want to be involved.
This is clearly calling a spade, a spade.
While the Department of Education and its new
regional director, Gilbert Sadsad, saw a “clear
manifestation of child-abuse and a violation of
our child protection policy,” it passed on the
responsibility of filing a complaint to the parents
in accordance with its own policy.
R.A. 7160, however, assures that the “State
shall intervene in behalf of the child when the
parent, guardian or teachers or persons having
care or custody of the child fails or is unable to
protect the child against abuse, exploitation or
discrimination or when such acts against the
child are committed by the said parent, guardian,
teacher or person having care and custody of
the same.”
The DepEd could have taken the cudgel for
the victims as they are in a Catch-22 situation.
In short, given the circumstances the students
were clearly traumatized and angry that they were
unable to assert their rights. This, the DepEd saw
when they conducted a psychological debriefing
of the students.
This seeming indecision of the DepEd which
mentioned possible sanctions against Jaucian
may have given a brief assurance to the students,
but it also sent a signal that the DepEd leans
more on the side of the school management.
The school’s board, while quick in meting a
90-day suspension on Jaucian, may not have
altogether allayed the fear and trauma of the
victims. The students will surely not easily
forget their Jaucianic ordeal even if they have
been compensated for the properties they lost to
his firebrand temper. Even if he had said sorry.

Indeed – the presidential job

order! This is more so because
of his strong advocacies against
systemic graft and corruption and
against drugs. The odds against
full completion of his official ob-
jectives are great – what with the
various sectors of the government
continually hoping that the relent-
less campaign will die down in
the near future – with or without
presidential “painkillers”.. Let us
hope and pray that the energy and
desire of the president to succeed
will be sustained.

Fr. O’Brien taught us the social encyclicals of the
Church when we were in high school. He was a strong ad-
vocate for social justice and was a consistent defender of
the oppressed. Thus, it is quite appropriate that the topic of
this afternoon’s presenation is ‘The Role of Social Media
in Social Change. Fr. O’B is probably as excited as you are
because this topic is very relevant today.
For those of you who have not heard it yet, O’Bikoliana
is a repository of Bikol books and other related materials
located in the second floor of the James O’Brien Library.
Interested individuals who want to do research on the Bikol
culture and history are welcome to visit the O’Bikoliana
Section.
O’Bikoliana was coined by veteran media personality
Ernie Verdadero, himself a member of Batch ’66 (Pls ask
Bido, he is present, to stand up and be recognized).
O’Bikoliana is derived from three words: OB, Fr.
O’Brien’s moniker; Bikol, the geographical place; and
‘aniana’ whose etymology in Spanish translates to “select-
ed items of information.”
O’Bikoliana is similar to Filipiniana in some ways. But
the major difference is that O’Bikoliana will strive to re-
inforce the connection between the Ateneo and the com-
munity by attracting students and cultural workers from
the larger community to use O’Bikoliana as an educational
resource for those interested to know more about Bikol
culture and history.
Legacy has always been a concern of many people.
There comes a time in one’s life that one faces one’s mor-
tality and the thought of how one will be remembered
takes over the human psyche. Thus, in 2016, fifty years
after our high school graduation, our batch decided to leave
a legacy to our Alma Mater by establishing and funding
O’Bikoliana with the support of then Atene de Naga Presi-
dent Fr. Jun Viray.
Lastly, all lectures delivered during the annual lecture
series are documented in Hurop-Hurop, a pamphlet de-
signed to serve as a resource material for present and fufure
students, teachers, researchers and cultural workers.
The first issue of Hurop-Hurop, which features the
lecture given by Dr. Danny Gerona last year entitled Fr.
O’B and the Birth of Bikol Studies is available in the
O’Bikoliana Section of the James O’Brien Library at a rea-
