Ritual of Memory
and Renewal
History tells us that Spain’s conversion
project in Bicol was not a seamless one.
In fact, Fray Martin de Rada who was part
of the early Spanish expedition in Bicol wrote
that while our ancestors did not attack the
Spaniards “they defended themselves in all
their villages and would not surrender unless
conquered by force.
Yet, what helped hastened the conversion
of our ancestors to Christianity?
Our annual Penafrancia festival provides us
a hint why.
In a recent briefing for local media, Fr. Rex
Andrew Alarcon talked about the festival as a
ritual of memory and renewal of faith.
His association of the Marian devotion with
ritual is appropriate and reminds us of the
ancient beliefs and practices of our ancestors
as documented by the Franciscan friar Jose
Castano.
He wrote that our ancestors believed in a
“god of good” called Gugurang and to whom
an appropriate ritual was offered, which
sometime had an almost Bacchic end, i.e. the
participants end up drunk.
The cosmology of the Castillan conquerors
could be seen as just having been
superimposed on this pre-colonial practice
which still animates the Traslacion.
For as anthropologist, S.J. Tambiah wrote,
“Ritual is a culturally constructed system of
symbolic communication.”
He said that it is made up of patterns and
orders of words and acts characterized by
formality and rigidity (the solemnity of the
procession for example); fusion (of the sacred
in the profane, in the commercialism of the
event, Ms. Bicolandia, and novenas); and
repetition (the Traslacion has as practiced
involved the transfer of the image of Ina from
her permanent home to the Metropolitan
Cathedral.)
Taken altogether, the penitential and
celebratory rituals associated with the
Penafrancia festival, not only reminds us of
our riverine roots as people, but the efficacy
of these rituals in strengthening our resiliency
as a people and our devotion to Ina.

Cost of Money
on the Rise

T/BILLS HIGHER: Treasury bill (T-
bill) rates rose across the board last
week amid healthy demand from inves-
tors, per Bureau of the Treasury (BTr)
report. Interest rates for the short-
est dated securities (91 days) fetched
3.225% (0.7 basis points higher than
in the previous auction. This was also
slightly higher than the secondary mar-
ket rate for the same securities, which
settled at 3.2137% before the auction
closed.
Total tenders for the 91- day T-bills
amounted to P6.225 billion, higher than
the P4 billion offering. The average
rate fetched by 182-day T-bills rose by
3.1 basis points to 4.101% from last
week’s level of 4.07%. This was like-
wise slightly higher than the 4.0903%
secondary market rate for the same
tenor. The upward rates accepted by
the government are indicative of the re-
sponse to the up-ticking of our domes-
tic inflation rate – and still going up!
MANUFACTURING GROWTH:
The country’s manufacturing sector
regained its growth pace in August
2018, driven by the surge in new or-
ders which compensated for the softer
rise in output, the latest Nikkei Philip-
pines Manufacturing Purchasing Man-
ager’s Index (PMI) showed. The PMI

50.9 in July, indicating a modest im-
provement in the sector’s health. PMI
is derived from surveys of manufactur-
ing companies.
August data showed signs of im-
provement in client demand. Order
book growth accelerated from a sur-
vey-record low in July and was solid
overall! However, survey details re-
vealed that domestic markets were
primary drivers of demand as export
sales were slower. Growth in export
order was weakest in first semester.
PMI provides quick overview of perfor-
mance in manufacturing, on questions
of output, new orders, jobs, invento-
ries and delivery times.

The case of the President’s
revocation of an amnesty granted
to Senator Trillanes years ago by
President Noynoy Aquino is interesting
to watch. President Duterte’s Sec. of
Justice Sec. Menardo Guevara and
spokesman Harry Roque said that
the amnesty voided ab-initio because
he did not admit his guilt of staging a
mutiny against the government.
On the other hand, Sen. Trillanes
says he did admit. I believe this case
will reach the Supreme Court and only
that can settle the case.

enterprise Quedancor) he would be
by now in jail for the failure of the
entity to settle its huge obligations.
He was later considered to be con-
sultant to Sec. Proceso J. Alcala
(and director at NIA) - and again, by
God’s grace, his appointments did
not push through! Verily, our God
works in mysterious ways, protect-
ing His disciples who rest under “His
Wings”. We thank our Lord for his
continuing blessings!

How to create impact as a manager
of community development projects: I
use a simple but untraditional strategy.
We discuss in the team the budget
for direct service delivery by area, by
community project and by individual
target beneficiary. I empower the
field officers to give initial approval of
project proposals right there during the
community meetings - if the estimated
budget requirement is within the per
area/project/individual beneficiary cost
that we determined. In order to give
assurance the field officer will call me,
and even if I cannot be contacted he
will pretend that he talked to me, and
then the officer will announce that "it is
OK with the boss".

Forgetfulness
At the time of writing, rumors are
circulating on Facebook and Messenger
app that Sen. Trillanes will be arrested
this weekend while the courts are closed,
and the Senate is not in session. The
senator is currently staying within the
senate building and under the custody
of the senate president and protection
of the sergeant-at-arms. No arresting
officers are allowed from entering the
senate premises. Even Sen. Francisco
Pangilinan is calling for people’s support
on his Twitter account to prevent the
seemingly imminent arrest of Trillanes.
Duterte’s revocation of the 2011
amnesty granted by Pres. Aquino is
clearly a form of political harassment.
However, the main issue here is whether
Duterte’s Proclamation 572 series of
2018 and the arrest order are legally
valid.
Origin of the word
Let us try to dissect the issue. The
etymology or origin of the word amnesty
is the Greek word “amnestia”, which
literally means forgetfulness. Legally
speaking, someone who have received
amnesty is presumed to have never
committed the crime as far as the
“memory” of the law is concerned.
Forgetting the crime
The state legally forgets the crime.
Hence, a recipient of an amnesty can start

psychological counseling. A pardoned
criminal is merely forgiven of the
crime or crimes that he committed. In
principle, an amnesty is considered to
be absolute and irrevocable.
Constitutional basis
Generally speaking, amnesty is
granted to political offenders who may
also have committed other crimes such
as murder. An amnesty is granted to
individuals or groups of people as a way
to facilitate the peace process or entice
rebel groups to peacefully surrender to
the government.
According to Section 19, Article VII of
the 1987 Philippine constitution:
“Except in cases of impeachment,
or as otherwise provided in this
Constitution, the President may grant
reprieves, commutations, and pardons,
and remit fines and forfeitures, after
conviction by final judgment. He shall
also have the power to grant amnesty
with the concurrence of a majority of
all the Members of the Congress.”

PNoy’s proclamation
When Pres. Benigno Aquino III
granted amnesty to Trillanes and
other soldiers involved in Oakwood
mutiny, the Philippine Congress
(house of representatives and the
senate) concurred with the president.
The Supreme Court later upheld
Aquino’s Proclamation 75 Series of
2010 as valid.
Subsequently, the criminal case in
civil court was dismissed. The court
martial proceedings were halted. Had
Trillanes, et al., been proven guilty, the
court martial would have dishonorably
discharged the mutineers. The
criminal charges of rebellion and
sedition under the Revised Penal
Code were the jurisdiction of the civil
court.
Invalid proclamation and illegal
order
According to Proclamation 572,
the amnesty was revoked because
it was defective “ab initio” or from the
very start. The grounds cited include
Trillanes’ supposed non-admission
of guilt and his non-filing of amnesty
application. The AFP seemed to have
lost their copy of the application.
The proclamation also states that all
criminal and court martial proceedings

Traslacion 2018 final security check

NAGA CITY – For
the pilgrims and Marian
devotees, the Traslacion
procession is one of the
most anticipated religious
activities in line with the
month-long celebration
of the feast of Our Lady
of Nuestra Señora de
Peñafrancia. This is also
one of the most engaging
and critical time for this
city government and other
law enforcement agencies
as millions of visitors need
to be assured that their stay
will be worthwhile, safe and
memorable.
The Joint Operation
Center (JOC) chaired by
Mayor John Bongat and His
Grace Most Rev. Rolando
J. Tria, OCD, D.D. of the
Archdiocese of Caceres, was
created to ensure the smooth
conduct of all Peñafrancia-
related activities this
September, starting off with
the Traslacion procession this
Friday, September 7.
In a media briefing
yesterday facilitated by the
City Events Protocol and
Public Information Office
(CEPPIO) Chief Allen
Reondanga, the security
cluster made some imperative
announcements to all visitors
expected to flock here.
The transfer of Ina’s image
from its sanctuary to the
Cathedral will entail a long,
penitential walk from the
Camarines Sur National High
School (CSNHS), which will
serve as the assembly point to
the main thoroughfares of the
city. With an expected influx
of people, the Philippine
National Police (PNP)
deployed 1,500 personnel to
serve as augmentation force
to help the city government
in managing and securing the
big crowd.
To allay fears of terroristic
threats, the PNP together
with the City Public Safety
Office (PSO) headed by
Rene Gumba, will implement
the “no backpack policy”,
temporary cellphone signal
cut-off and shall enforce the
local ordinance on liquor ban.
Permit to carry guns
outside of domicile will
be temporarily suspended.
Visitors are also advised not
to carry valuable items with
them, as such could lure bad
elements of the society who
will take their complacency
as an opportunity to commit
a misdeed.
Meanwhile, to avoid
traffic congestion, the major
procession routes will be
closed and a re-routing

11:00 am, the following areas
will be temporarily closed

Lady of Peñafrancia and Divino
Rostro!
This year 2018 the Philippine
Catholic Church celebrates
the Year of the Clergy and
Consecrated Persons. We
celebrate and acknowledge their
humble service to God and to His
Church as we continue to pray for their perseverance
and commitment to their chosen vocation. In line with
this year’s universal celebration, our theme for the
Peñafrancia Festivities centers on the exemplary life
of the Blessed Virgin Mary, her humble service to the
Eternal Priesthood of Jesus Christ.
Our theme, “Imitating Mary’s Humble Service in the
Year of Priests and Consecrated Persons”, highlights the
special role of our Ina in nurturing the vocation of every
priest and consecrated person, the same role that she did
during the growth of the child Jesus. St. John Paul II says,
“Mary was called to educate the one Eternal Priest, who
became docile and subject to her motherly authority. With
her example and intercession the Blessed Virgin keeps
vigilant watch over the growth of vocations and priestly
life in the Church” (Pastores Dabo Vobis, 82). Thus, the
theme invites us all to imitate the Blessed Virgin Mary in
extending our humble services to the Church especially
to her ministers, the priests and consecrated persons, so
that they may carry out faithfully the mission of Christ.
As we come together in one faith, hope and love to this
year’s celebration of the Feast of Our Lady of Peñafrancia,
our Ina, may we never fail to pray for our dear priests and
religious brothers and sisters consecrated in Christ. May
we continue to support them in their ministries in every
way possible, learn to be more understanding, patient
and forgiving with their shortcomings and failures.
May Our Lord Jesus Christ, the Eternal High Priest,
continue to bless us all through the maternal care of our
Ina.

Mary’s Humble Service in
the Year of the Clergy and
Consecrated Persons, sets the
tone of our celebration to reflect on the examples of
Mary, the Mother of Jesus, humble servant of God.
The words of Mary, “Behold the handmaid of the
Lord; be it done to me according to thy word” (Luke
1:38) is an act of courage to follow the plan of God. It
is her disposition of humble service that enabled her
to cooperate in God’s plan, and that made possible
the coming of Jesus to us as our redeemer and
saviour. Mary’s Fiat was the beginning of a new story
of friendship when God embraces our humanity in the
incarnation of the Son of God.
The same theme of humble service was present in
the very words of Jesus before he faced his passion
and death. He said, “The greatest of you shall be your
servant” (Mark 10:43). The washing of the feet was a
concrete act of service to teach the new commandment
of love.
Indeed, it was through Mary’s humble service that
the Father has designed that we receive Jesus. It was
through Mary that we also come close to Jesus. And it
is in Jesus that we come to see the best expression the
Father’s love to be loving service to one another.
In this Peñafrancia Festivity, may we enter into the
very mystery of the love of the heart of Jesus through
our devotion to Mary his Mother, our Ina. We pray
for greater love and dedication to the vocations of
priesthood and consecrated life.

festivities in honor of Our Lady of
Peñafrancia.
This year’s theme, “Imitating
Mary’s Humble Service in the Year
of Priests and
Consecrated Persons” (An Pag-arog sa Mapakumbabang
Paglingkod ni Maria sa Taon nin mga Padi asin Religioso),
calls us to exemplify in our lives the kind of service Mary
lived out in her life.
In the Apostolic Exhortation “Gaudete et Exsultate,”
Pope Francis reiterates the universal call to holiness. In the
eight Beatitudes, we find the blueprint for sanctity according
to the intention of Jesus. To practice them in the humdrum of
day-to-day living amidst the practical demands of our daily
lives is to be a good follower of Christ. And in our present
circumstances where there seems to be no shortage of
violence, arrogance, pride and fakery, such imitation of
Christ in the practice of the Beatitudes becomes not only a
compelling witness to others but above all, for us Christians,
the only way, albeit demanding way, to holiness.
Our Blessed Mother is someone “who lived the Beatitudes
of Jesus as none other.” And as she “walks ever at our side”
as our Ina, she continues “to teach us the way of holiness”
and humble service. In times of humiliation, difficulties,
scandals, doubts and fears, let us pray to our Ina, earnestly
asking for her maternal consolation and protection.
Let us also especially remember in our prayers and
intentions our Priests and Consecrated Persons who
are laboring in their respective parishes, communities,
institutions and mission outposts. Let us fervently ask God
through the intercession of Ina and St. John Mary Baptist
Vianney, that they may reflect in their words and actions
the Beatitudes of Jesus, and that they may always strive to
serve with humility, charity, passion and joy in loving fidelity
to the Master.

This year, our annual

general theme: Imitating Mary’s
Humble Service in the Year
of Priests and Consecrated
Persons, which invites all of her
devotees to reflect on and to
model her servanthood in our
lives.
The servanthood of Mary is rooted in her deep faith
and firm trust in the Father’s will that she manifested
in her response to the angel Gabriel: “I am the Lord’s
servant ... may it be to me as you have said” (Luke 1:38).
Redemptoris Mater puts it: “Indeed, at the Annunciation,
Mary entrusted herself to God completely, with the
full submission of intellect and will, manifesting the
obedience of faith to him who spoke to her through his
messenger.” Her faith was obviously deep enough for
her to offer herself as a willing servant. Perhaps it was
Mary’s servant-heartedness that caused God to select
her as the one “highly favored among women.”
Indeed, as devotees of our Lady, we are all called
and challenged to be like Mary, a humble servant of
the Lord, especially in these times of great confusion
and adversity, when what we witness around us are
arrogance, rapacious self-centeredness and hubris. To
be true servants like Mary, and according to the example
of her Son, Jesus Christ, in today’s world requires the
ability and willingness to deny oneself daily, take up
one’s cross, and follow in the footsteps of our Lord. Let
us pray for priests and consecrated persons that they
may lead the way!

A total of PHP9.2 million worth
of relief assistance was released by
CARD Mutual Benefit Association
(CARD MBA) to 30,874 affected mi-
crofinance clients of CARD Mutually
Reinforcing Institutions (CARD MRI)
due to southwest monsoon (hanging
habagat), which was strengthened by
Typhoon Karding (Yagi).
These affected families are the cli-
ents of the four financial institutions of
CARD MRI - 11,052 from Center for
Agriculture and Rural Development
(CARD), Inc. (A Microfinance NGO),
341 from CARD Bank, Inc., 1,350 from
CARD SME Bank, Inc., and 18,131 from
CARD MRI Rizal Bank, Inc.
Repacking of relief goods and valida-
tion of claims for life and non-life insur-
ance were simultaneously done in 106
unit offices and branches of the four fi-
nancial institutions through the CARD
MRI Disaster Relief Assistance Program
(CDRAP) under CARD MBA, the insur-
ance arm of CARD MRI.
As of August 16, 2018, according to
CARD MRI Disaster Response Chair
Deolito C. Valdemar, there are more than
2,500 families who were not yet reached
by their team. “There are still areas that
are not passable yet, however, we are do-
ing our best to give them immediate re-
sponse. We are continuously monitoring
the situation of the area,” he said.
CDRAP is an initiative by CARD MRI
to immediately respond to the needs of
its clients in times of disaster. This pro-
gram is committed to help the clients of
CARD MRI to rise up after any disaster
that may come to their lives.
“CARD MRI is in the business of pov-
erty eradication. And that means we pro-
vide not only microfinance services but
also community development programs
especially in times of uncertainties. We
know that in times of disaster, it is al-
ways best to have someone’s shoulder to
lean on in rising up again and that is what
we continuously do at CARD MRI,” said
CARD MRI Managing Director Flordel-
iza L. Sarmiento.
CARD MRI is a group of 21 develop-
ment-oriented institutions that improves
the quality of life of the socially-and-ec-
onomically challenged women and fami-

fice 5's (PRO-5) newest
program dubbed "SIKAD
Riders" at Camp General

members of SIKAD Riders

part of PRO-5's campaign to
resolve the drug problem by

Department of Health 5
(Bicol) on Tuesday called on
the public not to misuse or
overuse antibiotics by tak-
ing them without doctor's
prescription or discontinu-
ing use before the specified
date.
Refraining from misuse
or overuse of antibiotics is
needed to prevent Antimi-
crobial Resistance (AMR),
where microorganisms ex-
posed to antimicrobial drugs,
such as antibiotics, develop a
resistance to medicines, Ma-
ribel Cruz, Pharmacist III of
DOH-5, said during a press
conference at La Roca Ve-
randa in this city.
"The best we could do is
to be strict with prescriptions,
and conduct more informa-
tion caravans so we can con-
vince people to change their
behavior when it comes to
taking antibiotics," she said.
According to Cruz, misus-
ing antibiotics would render
medicines ineffective and let
infections persist in the body,
which can increase the risk of
spreading the disease to oth-
ers.
"AMR also threatens the
effective prevention and
treatment of an ever-increas-
ing range of infections caused
by bacteria, parasites, viruses
and fungi," she added.
Cruz said one example of
AMR is Multi-Drug Resis-
tant TB (MDRTB) that resists
at least four of the core anti-
TB drugs, as shown by data
from the World Health Orga-
nization (WHO).
Records from 2017 regis-
tered a total of 368 people in
Bicol afflicted with MDRTB,
mostly males aged 25 to 54.
Cruz advised the public to
consult a doctor before taking
antibiotics, follow and finish
the correct regimen when
taking medicines, and desist
from giving excess antibiot-
ics to others.
When coughing or sneez-
ing, cover the mouth to pre-
vent bacteria from spreading,
she added.
Cruz also reminded the
public that drugstores have
been told not to dispense
antibiotics without prescrip-
tions.

Poverty has always a big issue in edu-
cation. Many a young pupil lose the oppor-
tunity to go to school because of poverty…
a state of being that deprives them the
chance to improve their lives in the future.
Education has always been considered as
the saving grace of many who dream to
improve their life, their families and even
the country in general.
All of us are privy to situations such as
a children going to school on an empty
stomach, negotiating miles barefooted be-
cause they have no transportation money,
with barely a notebook and a pencil plus
several sheets of pad paper to keep them
going. There is only one reason behind
this very common situations. The children
come from poor families with their father
trying to eke a simple means of livelihood
like helping in some cheap work and paid
poorly while the mother stays at home and
takes care of a dozen children while she
accepts laundry and get a meager pay.
The home is dilapidated standing by the
roadside with just cardboards and used

Program; Working Capital
Loan Easy Access (CLEA)
for cooperatives; Mechani-
zation Loan Easy Access;
and Agricultural Competi-
tiveness Enhancement Fund
(ACEF). Losa added that all
these loan windows provide
easy access to credit for mar-
ginalized and small farmers
and fisherfolks by tapping
lending conduits such as
rural banks, cooperatives,
NGOs and Associations reg-
istered with the DOLE.
The purpose of loan may
be to finance production of
crops, poultry, livestock and
fishery. Up to P50,000 could
be availed for short gestating
crops while up to P150,000
for high value crops and long
gestating crops at 6% inter-
est per annum. Farmers can
re-avail loans without having
to undergo credit/background
investigation. Small farmers
who can avail of these loans
are those who own or amor-
tizing not more than 3 hect-
ares. They could be tenants,
leaseholders, stewards or en-
gaged in backyard poultry
and livestock.
During the opening of
the Agri Summit, Governor
Miguel Luiz Villafuerte of
the host province of Cama-
rines Sur warmly welcomed
the exhibitors, participants

mit which revolved around
