The Runway of Ibrahim Nasir International Airport (INIA) (previously called Male
International Airport) was re-surfaced in 1990. The tsunami of Boxing Day 2004 has brought some
damage to the sub base and the base course of the runway, which has not been repaired properly.
Generally, in 2005 runway should have been re-surfaced and repaired where necessary.
The traffic at the airport has increased over the years, with more wide body aircrafts such as Boeing
777, Airbus A330. This means more wear and tear on the runway surface. As a single runway
operator, INIA is faced with the challenges to repair the runway without closure of the operations.
1. Bidders are invited to submit bids for the Runway Repairing and Asphalt Resurfacing at Ibrahim
Nasir International Airport (INIA) as per the Tender document.
2. The Selected bidder (“contractor”) is required to carry out all necessary site investigations for the
repair, repair the runway, and overlay the entire runway (3,200 x 47 meters) and the shoulders
(3,200 x 7.5m x 2sides) to relevant standards of ICAO and FAA for Code 4E
4. The Contractor shall carry out all the works using their own material, labour, equipment and mix
design.
5. The contractor should have expertise and resources in delivering the services required in the Scope
of Works.
7. The submitted bid should provide MACL with sufficient information to understand the methodology,
experience, qualification of the firm/ team, price for different components and the duration.
8. The contract for the Project will be made with the Maldives Airports Company Limited (MACL).
9. The Contractor shall exercise good workmanship and all the Works shall be completed to the
satisfaction of MACL.
10. The Contractor shall indemnify and keep indemnified and hold harmless the Employer, its employees,
servants and agents from and against all actions, claims, demands, losses, damages, costs and
expenses for which the employer shall or may be or become liable in respect of and to the extent that
they arise from any cause attributable to Selected Bidder, its employees, servants and agents before
and after the execution of the contract.
11. The Works of the contractor includes, but is not limited to:
11.1. General:
11.1.1. The design and execution of the Preparatory and Temporary Works, including necessary
surveys and tests.
11.1.2. The design and execution of the Permanent Works of repairing and overlay of the runway
to required specifications of ICAO and FAA for Code 4E whereby;
11.1.2.1. The Contractor will at first undertake the process of repairing the asphalt
pavement as per their survey and the direction provided by the Employer. For
the purpose of pricing, it is assumed that the Contractor has to repair the entire
runway but the Contractor will be paid only after measuring the repaired area.
11.1.2.2. The Contractor will then overlay the entire runway to a thickness of 55mm +
10mm, as per their mix design and specifications approved by the Employer.
11.1.2.3. Carrying out tests as per the requirements of the Employer, to determine
compliance to specifications.
11.1.2.4. Marking and adjustment of inset lights as per the requirements of the
Employer.
11.1.3. The Works includes the supply of all materials and the provision of all labour, plant and
equipment required for the Works.
11.1.4. The Contractor shall maintain at all times an up-to-date record of the Works, which shall
be handed over to the Employer upon completion of the Works.
11.1.5. The Contractor shall submit weekly progress reports to the Employer. Weekly site
meetings attended by all parties shall be conducted at an agreed location to discuss the
progress.
11.1.6. The Contractor shall, for the purpose of checking compliance of materials with the
requirements of the Specifications, carry out tests at the frequencies stated, at the
Contractor’s own expense.
11.1.7. Before commencement of the Works, the static and dynamic modulus results shall be
submitted for samples of mix design proposed for the runway overlay works.
11.1.8. Upon completion the whole of the Works, the following tests shall be carried out by the
Contractor;
11.1.8.1. Shall carryout tests to verify value of PCN of the runway pavement.
11.1.8.2. Shall carry out tests to verify friction tests of the surface.
11.1.8.3. Shall carry out coring at specified location to verify dynamic and static modulus
of the pavement surface.
11.1.9. The British Standards or equivalent international standards and codes of practices shall
be the standard for sample and testing materials.
11.1.10. The Contractor shall select the source or sources of materials and shall be responsible
for quarrying, supply and transport to the site of suitable materials in sufficient
quantities. The suitability of the source or sources of materials selected by the
Contractor shall be subject to the approval of the Employer.
11.1.11. The Contractor shall use polymer (fibre) matting, for additional strength, to be placed
before overlay. The type, quality and specification for matting, as well as the work
method for applying matting will be approved by the Employer, upon submission by the
Contractor.
11.1.12. The work methodology of the Contractor shall comply with ICAO Docs/Annexes.
11.1.13. After each working session the runway shall be cleaned from any loose debris and make
ready for operation.
11.1.14. All intellectual property developed by the firm in connection with this project, including
but not limited to all monitoring, surveys and other data, reports, schematic drawings,
illustrations or other designs in any form, whether electronic, print or any other format,
shall be owned solely and exclusively by the Employer.
11.2. Methodology:
11.2.1. General:
11.2.1.1. The Contractor shall submit the job mix formula to be used for all paving
works.
11.2.1.2. The properties of the bitumen to be used in the mix for all paving works
must be submitted to the Employer.
11.2.1.3. The specifications of the rollers to be used such as their tonnage, vibration
amplitude and frequency and tire pressure in case of the pneumatic roller
shall be specified and approved by the Employer.
11.2.1.4. The allowable temperature ranges during which the following operations
are carried out shall be submitted by the contractor to be approved by the
Employer and these criteria must be strictly followed during the actual
work:
- Mixing and storage in the plant
- Placing of the mix
- Compaction by tandem roller
- Compaction by pneumatic roller
11.2.1.5. The number of passes to be done by each type of roller shall be specified by
the Contractor.
11.2.2.4. The milled areas shall be properly cleaned of all foreign matter and
moisture shall be removed as much as possible.
11.2.2.5. Apply a tack coat such that it covers the surface area uniformly. The
application rate of tack coat is to be specified by the Contractor and this is
to be used on site. A rapid setting bitumen emulsion shall be used as the
tack coat.
11.2.2.6. Paving shall start as soon as the tack coat has set.
11.2.2.7. At the time of delivery to the site asphalt mix that has cooled below an
allowable temperature (depends on grade of bitumen and of polymer
modification used) shall be rejected and at all times the delivery of the mix
to the site shall be such that there are no delays in the paving operation.
11.2.2.8. If the depth of patching is more than 75 mm it must be done in two layers.
11.2.2.9. Ensure that sufficient thickness of mix is laid such that once compacted it
will have allowable slopes with the surrounding surfaces on all sides.
11.2.2.10. The compaction shall start as soon as practicable after the paving operation
has begun and before the temperature has fallen below an allowable level
(depends on grade of bitumen and of polymer modification used). Both
tandem and pneumatic rollers shall be used. The compaction shall be
completed before the temperature of the mix falls to a level below which
proper compaction is not possible.
11.2.2.11. Rolling shall begin from the low sides and progress towards the high sides
and there must be sufficient overlap with previously compacted area.
11.2.2.12. The rollers shall be sufficiently moistened during the compaction process.
11.2.3.6. The paving operation should begin as soon as the tack coat sets. The proper
slopes in all directions shall be provided according to the requirements of
ICAO Annex 14.
11.2.3.7. The maximum allowable tolerance for the finished asphalt surface shall be
3mm.
11.2.3.8. The compaction shall start as soon as practicable after the paving operation
has begun and before the temperature has fallen below an allowable level
(depends on grade of bitumen and of polymer modification used). Both
tandem and pneumatic rollers shall be used and the compaction shall be
completed before the temperature of the mix falls to a level below which
proper compaction is not possible.
11.2.3.9. Rolling shall begin from the low sides and progress towards the high sides
and there must be sufficient overlap with previously compacted area.
11.2.3.10. The rollers shall be sufficiently moistened during the compaction process.
11.2.3.11. Once the paving operation is done for the day a temporary ramp shall be
provided at the end areas such that the slope between the overlaid portion
and the existing runway does not exceed 0.5%. This surface is to be
removed before the paving work is done on the following day.
11.2.3.12. At the site a samples shall be prepared from the mix according to the
Marshall method every working day during the paving operation.
12.9. The Contractor shall respond positively to any reasonable requests by ASQD regarding
confirmation of safety responsibilities, risk assessments, accident records, improvement
actions, and any other health and safety information. ASQD shall respond positively to any

12.10. The Contractor shall comply with all safety requirements of INIA at all times.
0100 hrs to 0600 hrs dawn each day during construction period to carry out the Permanent
Works.
14.5. The Employer may prevent the Contractor from accessing the runway due to emergencies,
due to a security and safety issue, or due to any other unforeseeable event, in which case
additional day’s equivalent to the days lost to the Contractor will be provided by the
Employer for the Contractor to complete the Works.
14.6. The proposal shall include a construction schedule of the project, showing the time or
duration for the milestones.
15.4. After the contract has been formed, the payments to the contractor may be made by the
following methods during the progress of the works.
15.4.1. 15% of the contract amount to the contactor within 10 days as advance payment,
after signing the contract upon submission of the Performance security (in the form
of a bank guarantee) and the advance payment security (in the form of a bank
guarantee).
15.4.2. 50% of the cost of materials will be paid for all the materials delivered and accepted
by the Employer.
15.4.3. Payment for the works will be paid as monthly progress payments.
15.5. After the contract has been formed with the employer, the payments to the contractor shall
be made as per the proposed and agreed payment schedules within 30 days upon written
acceptance and invoice of the respective works.
15.6. Payments for foreign contractors will be paid in United States Dollars (USD) through
electronic funds, Telegraphic Transfer (T/T) or SWIFT. For the local contractors, the
payment will be paid in equivalent Maldivian Rufiyaa (MVR).
15.7. An amount equivalent to 0.05% of the total Contract Price shall be payable by the Contractor
as liquidated damages (penalty) for each day delayed beyond the agreed Delivery Period,
until such date on which all the works or services, which meets the specifications provided
by the employer are delivered to, and accepted by the employer.
16.1. Water for cooling the surface will be provided by MACL for free. Water for temporary
accommodation and other use will be provided at the following rates to the contractor;
16.1.1. Normal price MVR115 per ton
16.1.2. If consumption per day exceeds 60 tons MVR75 per ton
16.2. Electricity for the temporary accommodation and other use will be provided at the on
chargeable basis and the contractor is required to provide all temporary panels, wiring, etc.
The current prevailing rates of MACL for this project are as below.
16.3. There is a possibility of duty relaxation but bidders are to show duty amount separately and
clearly in the bid. Import-duty concessions provided for goods imported on temporary basis

16.3.1. The goods are subject to 100% duty exemption, if the goods are being re-exported
within 90 days from the date of importation.
16.3.2. The goods are subject to 95% duty exemption, if the goods are being re-exported
after the expiry of 90 days but before 180 days from the date of importation.
16.3.3. The goods are subject to 90% duty exemption, if the goods are being re-exported
after expiry of 180 days but before 1 (one) year from the date of importation.
16.3.4. The goods are subject to 80% duty exemption, if the goods are being re-exported
after expiry of 1(one) year but before 2 (Two) years from the date of importation.
16.3.5. Goods are subject to 100% of its import duty, if the goods are being re-exported
after the expiry of 2 (two) years period from the date of importation.
16.4. There are 40 inset lights (on the asphalt surface) to be raised. The lights are fitted on Crouse
– Hinds L868C base.
