RE: Franklin Exhibits Air Force One Project at National Harbor

To Mr. Milton V. Peterson,

As you’re beginning a new business venture with Franklin Exhibits, The Children’s Democracy Project and its
founder Ari Scharf, we were compelled to inform you of practices that we believe to be inconsistent with the
Peterson Companies mission to “create exceptional destinations that enrich the local economy and to positively
impact the communities we serve”, and wanted to share our experience.

We are a group of small businesses previously contracted by Ari Scharf and Franklin Exhibits to assist in the design
and development of the Air Force One Project for its original inception and installation in Rhode Island. In
September 2017, we completed Phase 1 of the project, and following this, were not fully compensated for the work
which we were contracted to do. We believe that Mr Scharf’s failure to compensate many of the project’s key
players represents a negligence of his contractual responsibility at best.

Franklin Exhibits and Mr. Scharf have had every opportunity to make good on their commitments to vendors for
over a year, but instead we’ve suffered a pattern of behavior that includes repeated stall tactics, protracted silences,
and other excuses to not pay vendors which include several designers, coordinators, writers, tent and other rental
companies, display manufacturers, carpet installers, product vendors, aviation painters as well as the fabricators who
built-out the entire interior of the aircraft to represent Air Force One. Mr. Scharf has already appeared in small
claims court with regards to breach of contract for this particular project and has other litigation pending.

Each of the businesses and vendors noted in this letter, who dedicated themselves to complete this project in an
expedited time period, have joined together to collect payment. Our intention is to proceed with legal action and
make our grievances heard unless this matter is promptly resolved by Franklin Exhibits. We will be seeking a lien
on the aircraft for non-payment for services in excess of $200,000.00 and may seek additional compensation for
irreparable damage to our businesses and reputations as a result of Mr. Scharf’s failure to meet his obligations.

The Quonset Rhode Island Airport (RAIC) was fully aware of the issues with Mr. Scharf and our intentions. As the
aircraft and exhibit have moved to its new home at the National Harbor, we feel it best to inform your company of
the history and our next steps. This process has been in the works for many months, and we do hope this will come
to a swift, amicable and satisfactory conclusion for all parties involved.
