CONSULTANT
CHARGE OF STUDY OF OPTIMIZATION OF THE DEVELOPMENT OF THE POTENTIAL
HYDROELECTRIC OF THE SANAGA BASIN
Source of funding

1) Context
The Government of Cameroon intends to apply for a loan from the International Association of
Development, to finance the project of technical assistance for the development of
Hydroelectricity on the Sanaga River. Electricity Development Corporation (EDC), which is one
of the executing agencies for this project, intends to allocate part of that appropriation to carry out
authorized payments under the "recruitment of a consultant in charge of the study optimization of
the development of the hydroelectric potential of the watershed of the Sanaga”.

2) Object
Indeed, Cameroon has the third largest hydroelectric potential in sub-Saharan Africa, estimated
at more than 12,000 MW in equipment capacity, with the watershed of the Sanaga River providing
nearly half of the untapped potential. Energy production capacity currently installed in Cameroon
is 740 MW, integrating the Song Dam Loulou (384 MW) and Edeéa (284 MW) located on the
Sanaga, as well as the Lagdo Dam (72MW) located on the Bénoué. The construction of the Lom
Pangar hydroelectric dam marked an important step in value of the hydroelectric potential of the
Sanaga river with reservoir useful capacity of six (06) billion cubic meters, this dam allows today
to substantially improve the level of regulation of the river, bringing the flow in low water from 700
m3/s to 1000 m3/s since September 2015. This has resulted in an increase of nearly 40% in
energy production capacity at each downstream hydroelectric site.
Potential hydroelectric developments downstream of the Lom Pangar Dam are the most
important assets attracting energy from Cameroon, because of their production costs and their
level of highly competitive profitability.
In the short- and long-term energy development strategy, the Government of Cameroon plans to
develop the hydroelectric potential of the Sanaga River watershed, combining National or
International Private Partners as well as Development Partners likely to raise capital to finance
the construction of the planned infrastructure.
As such, it is envisaged in the context of this study to produce a reference document presenting
the most optimal global layout of the Sanaga watershed.
This study will provide a framework for the Government to
(i) ensure that the development of each hydropower site in the Sanaga Basin be optimized for the
purpose of to maximize its potential,
(ii) to ensure that this development is sustainable respect for environmental and social standards,
(iii) to ensure an equitable sharing of between all actors,
iv) Ensuring access to quality energy at lower costs to population of Cameroon,
(v) and finally to make the most of the income from the development of these natural resources.

3) Consistency of the services


The Consultant to conduct this study is expected to:
(i) review and update the inventory of hydroelectric resources in the watershed of the Sanaga
taking into account developments in the watershed
(ii) for each hydroelectric site in the cascade located downstream of the Lom Pangar dam, a
sketch study whose content presents the different equipment scenarios and recommends the
better planning option, by integrating in the analysis the technical, economic, environmental and
social issues;
(iii) propose a direct plan for the development of the hydroelectric potential of the Sanaga Basin;
(iv) propose a shortlist of sites to be developed, prioritized, taking into account projections of
demand for electrical energy in Cameroon.

DEVELOPMENT OF THE HYDROELECTRIC POTENTIAL BASIN TO

I- General
The Government of Cameroon intends to apply for a loan from the International Development

development of the hydroelectric potential of the Sanaga watershed ". Indeed, Cameroon has
the third largest hydroelectric potential in sub-Saharan Africa, estimated at more than 12,000
MW in equipment capacity with the Sanaga River watershed providing close to half of the
untapped potential. The hydropower generation capacity currently installed in Cameroon is
740 MW, integrating the Song Loulou dam (384 MW) and the Edéa (284 MW) dam on the
Sanaga, as well as the Lagdo dam ( 72 MW) located on the Bénoué.

The construction of the Lom Pangar hydroelectric dam marked a milestone in the
development of the hydroelectric potential of the Sanaga River. With a reservoir with a useful
capacity of six (6) billion cubic meters, this dam today allows to substantially improve the level
of regulation of the river, bringing the flow in low water from 700 m3/s to 1000 m3/s since
september 2015. This has increased the energy production capacity of each downstream
hydropower site by nearly 40 percent. Potential hydropower sites downstream from the Lom
Pangar dam are therefore Cameroon's most attractive energy assets because of their highly
competitive production costs and profitability. In the short and long-term energy development
strategy, the Government of Cameroon intends to develop the hydropower potential of the
Sanaga River watershed by involving National and International Private Partners as well as
Development Partners able to mobilize capital for finance the construction of planned
infrastructs. As such, it is envisaged in the context of this study to produce a reference
document presenting the most optimal overall development plan of the Sanaga watershed.

This study will provide a framework for the Government to

(i) ensure that the development of each hydropower site in the Sanaga Basin is optimized in
order to maximize its potential,
(ii) to ensure that that this development is done in a sustainable way in the respect of the
environmental and social norms,

(ii) to guarantee an equitable sharing of the resources between all the actors,

(iv) to ensure access to a quality energy at a lower cost to the populations of Cameroon,

(v) and finally to make the most of the revenues from the development of these natural
resources.

II- Scope of the mission


The Consultant to conduct this study is expected to:

i) review and update the inventory of the Sanaga watershed's hydroelectric resources taking into
account developments in the watershed;

(ii) carry out for each hydroelectric site of the cascade located downstream of the Lom Pangar
dam, a sketch study whose content presents the various equipment scenarios and recommends
the best management option, integrating into the analysis technical, economic, environmental and
social aspects;

(iii) Propose master plan for the development of the hydroelectric potential of the Sanaga Basin;

(iv) Propose a short list of sites to be developed, ranked in order of priority, taking into account
projections of demand for electricity in Cameroon.

III- Contents of the application files


The EDC General Manager invites consulting firms (firms) to express their interest in providing
the services described above. Interested consultants should provide information indicating that
they are qualified to perform the services (brochures, references regarding the performance of
similar contracts experience under similar conditions, availability of necessary knowledge among
staff, etc.). Consultants can partner to strengthen their respective skills.
