CHAPTER-1
INTRODUCTION
1.1 INVITATION OF PROPOSAL
This technical proposal has been prepared by Smart Consult Pvt. Ltd Hereinafter called the
consultants in response to an invitation to local consultants by the Government of Nepal, Ministry
of Population and Environment, Alternative Energy Promotion Center, Renewable Energy for
Rural Livelihood Program (RERL) Khumaltar, Lalitpur hereinafter called the client, Preparation
of " Upgrading study of Ritha khola micro hydro project located in Baglung district
". The consultants/we have thoroughly studied the Terms of Reference (ToR) for the aforesaid job
prepared by the client and have included, in this proposal, all those information as asked for in the
ToR, which is deemed necessary to objectively judge the consultants understanding of the ToR
and the capability to complete the job in a desired fashion. The key information included in this
proposal are: the identification of various tasks to be completed, the proposed methodology to
complete those tasks, a detailed work schedule, proposed manpower with the manning schedule
and the detailed curriculum vitae of the proposed personnel. The consultant very much looks
forward to exhibit its technical competence if awarded this opportunity to serve client in this
particular assignment.
1.2 PROJECT BACKGROUND OF THE STUDY
Alternative Energy Promotion Centre (AEPC) is the apex government body under
the Ministry of Population and Environment established for promotion of Renewable Energy
Technologies. Under AEPC, UNDP‐GEF‐RERL, is a program that has been under
implementation, from 1st July, 2014 upon the successful completion of Rural Energy
Development Program (REDP). The objective of the program is to remove barriers to
increased utilization of renewable energy resources in rural Nepal in order to support
technical, economic, environmental and social development of people in the rural areas and to
reduce GHG emissions. RERL has been providing technical assistance to mini/micro hydro
power promotion activities for its sustainable operation. Linking surplus energy from
mini/micro hydro plant to nearby market centers through interconnected area grid could
increase sustainable operation of mini/ micro plants, as sale of electricity to the markets
generates good revenue.
Micro hydro plants in Baglung district has good potential of selling electricity to
towns connected by mid-hill highway. Mid- hill highway has created a number of
electricity hungry towns. For example, Burtibang bazzar is a town along mid-hill highway
that has huge demand for electricity. Close to Burtibang bazzar, a number of micro hydro
plants installed by the then REDP and AEPC are located. These plants have good
possibility to earn revenue by selling electricity to Burtibang Bazzar. This can be
achieved by (1) Connecting all the micro hydro plants in one network as local grid and
sell electricity under its existing capacity. (2) Upgrade some micro hydro plants and connect
in one network and sell electricity with increased capacity. In this regard, as according to (2),
RERL intends to conduct micro hydro upgrading study of a plant named Ritha Khola micro
hydro plant. Preliminary investigation shows that this site carries the possibility of upgrading
to higher installed capacity. Moreover, one very interesting feature of this plant is that it is
very close to Burtibang bazzar and carries potential to sell electricity to Burtibang bazzar
on its own even without being connected to an area grid network.

1.3 PROPOSAL LAYOUT

The Technical Proposal, which specifies the services to be delivered by the consultant, if awarded
the contract, is mainly based on:
 Terms of References/RFP and included information;

 Discussion with concerned officials;
 Discussion with other relevant persons and individuals;
 The consultant’s technical know-how acquired in similar projects as well as specific
experience.
The consultants are confident that their Technical Proposal reflects a thorough understanding of
the project requirements and the requisite tasks as put forward in the Terms of Reference.
The Technical Proposal is presented in the following sequence consisting of Seven (7) chapters.

CHAPTER - 3
COMMENTS AND SUGGESTION, PROJECT APPRECIATION AND
UNDERSTANDING OF TOR
3.1 Objective of the Study

The main objective of this study is to carry out an upgrading study of Ritha khola micro hydro
plant to a mini hydro plant located in Baglung district.
3.2 Scope of Services
a) Assess the availability of water in the river for increasing installed capacity.
b) Assess the possibility to increase the size of water conveyance structures (canal, settling
basin, forebay, tailrace and spillways) and prepare additional quantity and cost estimate of
the materials required for upgrading. Identify places along the canal that need to be
strengthened for stability. A suitable design and cost estimate of stabilizing structure should
be prepared. A detailed section wise location of stabilizing structures need to be plotted and
drawing prepared
c) Asses the possibility of increasing the head of the project and the possibility of
increasing the size of power house to accommodate increased equipment resulting from
upgrading. Prepare cost estimates of hydro electromechanical equipment required.
d) Prepare Bill of Quantities of all Civil, Electrical and Hydro mechanical components.
e) Prepare Quantity estimate and cost estimate of transmission and distribution line for
connecting the plant to Burtibang Bazzar.
f) Interact with User committee, operator to identify the current load and identify
the amount of energy that can be sold.
g) Identify/ assess if the upgraded plant can attract private investments for
construction. h) Prepare construction drawings as well as structural drawings of
civil structures.
i) Prepare a financial analysis of the project as a business case for presenting to
possible investors.
3.3 Duration of the Study and Reporting

The duration for the assigned task is 3 months. Following reports will be submitted:
3.3.1 Draft report: The consultant will submit two (2) copies of the draft report after 2
month from signing the contract. The report will include completion of
the IEE report of two mini hydropower projects.

3.3.2 Final report: The consultant will submit two (2) copies of final reports after 1 month
of submission of the draft report, incorporating comments and
suggestions on the draft reports and also from the stakeholders
workshops. The final report and maps will be in hard as well as in soft
copies.
3.4 Comments on the Terms of Reference (ToR)

The consultants have reviewed thoroughly the Terms of Reference (ToR).The RFP and
information to the consultants are quite explicit, provide a clear and concise statement of
objectives for service and the assignment objectives and provide adequate definition of the scope
of the works required to deliver services to the project
Comments on Data/Facilities/ Services
 It is suggested to develop information management system/ communication system for the

sharing of information/ standards/ policies of such micro/mini hydropower projects to
make easy access for the consultant. Again, regular discussions, supervision,
coordination will make work easier and project completion on time.
 Background information of the mini hydropower project and brief review of previous
any study is missing
 No linkage of accessibility analysis in reporting.

 Preparation of the Initial Environmental Assessment (IEE) of all services and facilities
will be time consuming and lengthy. TOR is silent about the process of using tools for
this.
 It would be better to provide the basic information about the geography, line agencies
NGO/INGOs working in area.
 A single chart depicting time, methodology, experts, scopes and budget limitation under
each objective head will help to understand and analyze the project in detail, which is
missing.
 Generalization and hypothetical assumption documentation may be a big problem than a
concrete and concise competitiveness during selection without clear information.

CHAPTER - 4
DESCRIPTION ON APPROACH AND METHODOLOGY AND
WORK PLAN
4.1 GENERAL APPROACH
The Consultant approach to the detail design and allied works of the project is based on its
understanding of the terms of reference presented in previous chapter. The approach, which
the consultant has formulated for understanding the study, is geared to achieve the objectives
of TOR in the most efficient manner, both technically as well as financially.
The Main Features Of the Consultant Approach Are:
The methodology will be carried out for the study based on the following factors:
 Stipulation of the TOR
 The Consultants and the professional’s past experience in similar assignments
 Additional information collected by the Consultants from various sources
Time Management through Proper Planning
 Through study of job or project requirement
 Project schedule and resource planning
 Assignment and delegation of responsibility to proper staff within well defined staffing
structure.
Team leader: The consultant have assigned a team leader, who has devoted many years of
his professional carrier in the field of climate change, IEE and EIA of small and mini
hydropower projects and other renewable energy projects works as an team leader or manager,
who will be responsible to coordinate with client, Team Member and other management
works.
The Consultant will do the detailed approach and methodology for carrying out this
assignment task, the following steps will be followed:
 Literature review or desk work.
 Preparation of the data collection forms.
 Field study and investigation applying the appropriate technique
 Collection of relevant primary and secondary data from concern authority and
stakeholders.
 Consultative/ Interaction meeting with AEPC in the centre and field with related
stakeholder
 Data analysis and identify the best data of environmental impact and there
mitigations measures, their analysis and other available facilities in the proposed
project site.
 Recommend best available and suitable technology as per the demand of the farm
and the climatic as wells as geological conditions.
 Preparation and submission of study report to AEPC
 Incorporate comments in report.

4.2 METHODOLOGY
.
The consultant efforts will be comprehensively streamlined to meet the objectives of the
assignment by covering scope of services outlined in the prescribed Terms of Reference. It will
follow the following specific process to accomplish the assignment as specified in the objectives
and scopes of work in the TOR.
The Consultant will study the entire procedure of project implementation as recommended by the
guidelines provided in terms of reference and periodic plan methodology developed. The
Consultant will strictly follow the methodology prescribed by the guideline while preparing the
periodic plan of the municipality under the study area. The general methodology of the study is
outlined as below.

4.3 EXPECTED OUTPUT

The consultant shall submit one hard copy and an electronic copy of the final feasibility study
report of individual farm. The reports will be prepared as per the guidelines of ADB's Safeguard
Policy Statement (SPS, 2009). The reports shall be submitted for AEPC/RERL review and
finalized taken into account the received comments.

4.4 APPLICATION OF APPROPRIATE TECHNOLOGY AND INNOVATIVE IDEAS

WHERE APPLICABLE
The consultant will be always aware to seek the possibility of applying appropriate technologies
and innovative methods and their implementation during different phases and aspects of project
considering their potential impacts on cost, reliability and performance criteria.

 Implementation of better and new technologies and materials having high performance which
have been used in other parts of the words.
 Maintaining and improving aesthetics of the solar mini-grid in accordance with local settings.
4.5 INNOVATIVENESS
It is always the philosophy of the consultant. to be innovative in their approach to the project,
which brings value to the project as well as to the Clients. The innovativeness could be in terms of

overall engineering and construction supervision techniques, and contract management

analysis considering all vulnerability.

The proposed project team is selected for the smooth and effective completion of the project with
due consideration to the requirement of ToR. The task envisaged in the proposed job as stated in
this chapter call for inputs for multidisciplinary team of experts with each and every member
contributing to his area of expertise systematically and meticulously. The organization structure of
the consulting team for the service is shown in figure 6-2 respectively. The team for this job has,
accordingly been composed to carry out the tasks in a coherent, comprehensive and integrated
manner to obtain the best output.
The Proposed Team Members have been selected because:
 All of them have excellent qualification in the work required and are full abreast with
the technical advances in their particular field of interest.
 All of them have matching experience and have successfully completed their
assignments.

CHAPTER – 6
ORGANIZATION AND WORK PROGRAM
6.1 GENERAL
The Organization chart, work program and manning schedule is made to concur the requirements
of the proposed approach and methodology described Chapter 4 of this proposal.
In order to full fill the tasks described in the methodology of work in a timely and efficient
manner, proposed services of the consultant demand a careful planning and management of
activities; adherence to strict organization principles (well defined function, careful selection of
staff, clear line of command and control, well defined reporting, feedback and evaluation
arrangements etc.) deployment of adequate resources on time and quality of work, and
maintaining proper cooperation and liaison with project and other stakeholders involved periodic
plan. These have been well considered while developing our organization and work program.
6.2 ORGANIZATION FOR THE PROJECT
Government of Nepal, Ministry of Population and Environment, Alternative Energy Promotion

Center, Renewable Energy for Rural Livelihood Program (RERL) is overall responsible to
facilitate planning, coordination, review of progress and reporting on overall project
implementation.
6.3 WORK PROGRAM
The work program has been prepared in line with the ToR and to meet the required milestones of
activities in the implementation of the project as per our understanding of the ToR,
Project will be completed within 60 days as per our time estimation.
In the opinion of the consultant, all the major items of consultancy services have been identified
and included in the work program presented here. Similarly, the proposed work program uses
realistic estimation of duration of various activities and timings of major events.

CHAPTER- 7
MANNING SCHEDULE
7.1 GENERAL
The consultant have put a lot of efforts in understanding the nature, scope and significance of the
proposed services, which has been reflected in this proposal. Similarly, a careful consideration has
been made while selecting the professional team members for the project. It fully understand that
despite rich experience and sound establishment of the firm, the success of the project will depend
largely on the composition of the project team. The team must represent a combination of
interdisciplinary skills, including high degree of technical expertise in a number of disciplines,
and successful records of professional experience in similar type of projects.
7.2 STAFFING AND MANNING SCHEDULE

Our proposed staffing consists of the following types.

For this type of project it is essential that support and coordination for the project is provided by
the consultant’s head office to ensure:
