1. Introduction

This document lists and classifies Applicable Codes and Standards to be


complied for the design of PVGAS Fast Track LNG Terminal (hereafter,
referred to as “Terminal”).
LNG terminal stores large amounts of LNG which is flammable and cryogenic.
The LNG would be given kinetic energy to be transferred and vaporized to
send out. Because of this process, LNG terminal has some items to be
considered to prevent the creation of possible hazardous condition such as fire
and accidents caused by pressure, cryogenic temperature, etc.
To operate the terminal as mentioned in the previous paragraph, a lot of
research and study have been conducted to ensure the safety of the LNG
terminal across the globe. Thus, in the LNG industry, the proud history has
been achieved on safety aspects compared with other industries such as
petrochemical plant. Most of the precious results from these studies for LNG
have been organized as a number of laws, codes, regulations or standards to
be complied with or referred to.
Hereinafter, not only the applicable codes and standards in Vietnam but also
other country’s codes and standards are listed, so that those codes and
standards to be compared and applied to the design of Terminal.
In case of conflict between the requirements of Vietnamese Codes and
International Codes, order of precedence shall be as below:

2) International Codes
In case of conflict exits among the codes and/or standards, PVGAS ask TGE
to present the difference for resolution.
Relevant safety, fire fighting, environmental protection of design should first
satisfy Vietnamese codes, regulations and standards.

2. Definition

Unless the context otherwise requires, the following words and expression
appearing in this document shall have the meaning assigned to them as
follows;

“FEED” means Front End Engineering Design

“Project” means Front End Engineering Design & Cost Estimation for PVGAS
Fast Track LNG Terminal Project
“Terminal” means PVGAS Fast Track LNG Terminal
“EPC” means Engineering, Procurement and Construction

3. General

The design shall be conducted based on Vietnamese National Laws, rules,


regulation, with priority. However, since LNG business is new in Vietnam,
applicable codes and standards for LNG industry have NOT yet been
established including codes and standards for the design of Terminal. In this
context, codes and standards established around the world for the LNG
industry would be referential to the design of Terminal.
Major process part of Terminal to be designed mainly based on international
codes such as LNG tank design etc. And others such as fire fighting etc, to be
designed mainly based on Vietnamese codes, and recognized international
code and standards is referred in cases any applicable contents has been
included. In case of conflict exits among the codes or standards, EPC
Contractor should take responsibility to present the difference to PVGAS as
resolution. Generally, the more stringent requirement should be selected
unless PVGAS has special comment or disapproval on it
Based on this philosophy, applicable and referential codes and standards for
the design of Terminal are listed in the following section.
Except where otherwise stated, the applicable codes & standards shall be the
latest edition.
