1 Planning

1.1 Procedure for User Requirements Specification


This procedure describes a standard for the writing and content of User Requirements
Specifications (URS).
1.2 User Requirements Specification
A User Requirements Specification defines clearly and precisely, what the user wants
the system to do.
It defines the functions to be carried out, the data on which the system will operate, and
the operating environment. The URS defines also any non functional requirements,
constraints such as time and costs, and what deliverables are to be supplied. The
emphasis should be on the required functions and not the method of implementing
those functions.
The following guidelines should be followed during the production of the specification:
1. Each requirement statement to be uniquely referenced, and no longer than 250
words.
2. Requirement statements should not be duplicated nor contradicted.
3. The URS should express requirements and not design solutions.
4. Each requirement should be testable.
5. The URS must be understood by both user and supplier; ambiguity and jargon
should be avoided.
6. Wherever possible, the URS should distinguish between mandatory/regulatory
requirements and desirable features.
7. There may need to be a formal review of the URS between the user and supplier to
check understanding and that requirements have been met (or not) in the Functional
Specification.

2 System Specification

2.1 Functional Specification


A Functional Specification defines a system to meet the customer's needs, which should
be set out in a User Requirements Specification. It defines what the system should do,
and what functions and facilities are to be provided. It provides a list of design
objectives for the system.

It defines abstract software components associated with the services set out in the User
Requirements Specification.

The following guide-lines should be followed during the production of the specification:

• All limitations should be explicitly defined.


• Ambiguity should be avoided.
• Consistent naming conventions should be used.

6 ON-GOING OPERATION

6.1 As-built Documentation


6.1.1 Hardware
The supplier shall provide five sets of “As Built” drawings.

Unless otherwise indicated, the drawings shall show the following:

 The complete installation.

 The manufacturer’s name, model and type number and full details of duty and
rating for all control equipment.

Each drawing shall be a process negative on translucent material, not paper, of a


standard size from A0 to A4. The words “AS BUILT” shall be inserted in 19mm block
letters adjacent to the title block of each drawing, the format of which shall be
agreed prior to commencement of drawing, together with the name of the site, the
building, the title of the installation, contract number and the name of the supplier.
Each drawing shall be dated and numbered in accordance with the requirements of
the user. Additionally, two copies of drawings produced on CAD packages shall be
supplied on CD’s in AutoCAD .dwg format. (Revision to be confirmed by the user)

During the course of the Works, the supplier shall maintain a fully detailed record of
all changes from the tender drawings, to facilitate easy and accurate preparation of
the “As Built” drawings and to ensure that these drawings are in all respects a true
record of the installation.

6.1.2 Application Software

The Quality and Project Plan should state whether application software code
sources are to be supplied as deliverable items to the user. If not, the user may
request that copies of software source code be lodged with a third party. This source
code should be available for examination by the user and regulatory authorities.
Application software source code should normally be supplied as a deliverable item,
subject to appropriate secrecy undertakings by the user.
