In view ot‘the issuance of the health sector strategic framework embodied in Administrative
Order 2018-0014 entitled: “Strategic Framework and Implementing Guidelines for the
FOURmula One Plus for Health F1+ for Health)”, the DOH aligns its functional structure

to the key initiatives in the strategic framework. in addition, the functional structure was
reviewed for consistency with existing DOH organizational and unit mandates as well as
the inter-relatedness of functions in the clustering of units. Other basis for the review
include the historical organizational structures based on E03 119, 102 and 366 and the
original functional structure for F1 for Health (DPO No. 2005—1862: F()URmula One for
Health Functional Management Structure).
This Order establishes the D011 functional management teams for the implementation of
F 1+ for Health.
II. OBJECTIVES
This Order applies to all DOH central office bureaus / services / units, Centers for Health
Development, DOH medical centers, regional hospitals, sanitaria and rehabilitation
centers, attached agencies and corporations.
It covers the arrangement of DOl-l units, attached agencies and corporations into
management teams as well as their respective roles and functions for the implementation

IV. GENERAL GUIDELINE
Technical functions
1. Health Policy and Systems Development Team (HPSDT)
2. Public Health Services Team (PHST)
3. Health Facilities and Infrastructure Development Team (HFIDT)
4. Health Regulation Team (HRT)
Management supportfimctions
6. Procurement and Supply Chain Management Team (PSCMT)
7. Administration and Financial Management Team (AFMT)
B. The Secretary of Health shall lead the nationwide implementation of the F1+ for Health
and exercise overall supervision and control over the teams;
A. The Office of the Secretary (OSEC) shall lead the management and governance of all
teams in the implementation of the F1+ for Health
B. The Office of the Chief of Staff (OCS) shall coordinate with the appropriate team or
specific DOH unit for special orders of the Secretary of Health.
The OCS shall also coordinate the programs and activities of the DOH Corporate
Hospitals: Philippine Heart Center, Lung Center of the Philippines, National Kidney
and Transplant Institute, and the Philippine Children’s Medical Center.
. Health Policy and Systems Development Team (HPSDT) shall ensure the
development, monitoring and coordination of policies, mechanisms and programs for
the health sector. It shall ensure that all the strategic pillars and the cross cutting
initiatives are effectively coordinated, synchronized, and properly monitored at the
international, national and sub-national levels. The team shall be composed of the
following:
1. Health Policy Development and Flaming Bureau, including the Office for
Strategy Management
2. Bureau of Local Health Systems and Development, including related concerns
on Participatory Governance
3. Bureau of lntemational Health Cooperation, including related concerns on
Migrant Health
4. Health Human Resource Development Bureau
The HPSDT shall coordinate and represent the DOH on matters related to the
Philippine Health Insurance Corporation (PhilHealth).
. Public Health Services Team (PHST) shall ensure the development of policies,
standards and guidelines for health programs and the provision of technical assistance
to health service providers. The team shall be composed of the following:

Epidemiology Bureau

The National Voluntary Blood Services Program, and Organ Donation Program will report to one (1) Director
The PHST shall coordinate and represent the DOH on matters related to the
Philippine National AIDS Council, National Nutrition Council, and the Commission
on Population.
E. Health Facilities and Infrastructure Development Team (HFIDT) shall ensure the
development of policies, standards and guidelines for health facilities and infrastructure
development, including information and communication technology (ICT)
infrastructure. The team shall be composed of the following:
1. Health Facilities Development Bureau, including related concerns on Public
Private Partnership and Medical Tourism
2. Knowledge Management and Information Technology Service including
related concerns on National Data Privacy and Freedom of Information
3. Dangerous Drugs Abuse Prevention and Treatment Program
4. Health Facilities Enhancement Program2
The HFIDT shall coordinate and represent the DOH in the Dangerous Drugs Board
(DDB).
F. Health Regulation Team (HRT) shall exercise its mandate and function to ensure the
quality, safety and affordability of health products and services. The team shall be
composed of the following:
1. Food and Drug Administration
2. Health Facilities Services and Regulatory Bureau, including the Committee of
Examiners for Massage Therapist and Committee of Examiners for
Undertakers and Embalmers
3. Bureau of Quarantine
4. Pharmaceutical Division
The HRT shall coordinate and represent the DOH inthe Philippine Institute of
Traditional and Alternative Health Care.
G. Field Implementation and Coordination Team (FICT) shall oversee and coordinate
the implementation of F l + for Health in partnership with the LGUs, the private sector,
CSOs, and other government agencies. The team shall be composed of the following,
with the details provided in Annex B:

ii. DOH Drug Abuse Treatment and Rehabilitation Centers
2. FICTfor National Capital Region and Metro Manila Hospitals

The FICTfor Visayas and Mindanao shall coordinate with the DOH-ARMM
The provisions of previous Orders and other related issuances inconsistent or contrary to
the provisions of this Order are hereby revised, modified, repealed or rescinded
accordingly. All other provisions of existing issuances that are not affected by this Order
shall remain valid and in effect.
