Grilled by Andaya at the House hearing,
Diokno said there is nothing anomalous
with the additional allocation. “You cannot
call that insertion because it’s part of the
budget preparation process. That’s not
insertion,” he said.
Yet, other items in the budget need
further explanation not only from Diokno
himself, but the legislators as well.

for M/Y2019, last December 8, 2018, during its

on Mountain Search and Rescue

Camsur Search and Rescue
(SAR) and Fire Rescue of the
Environment, Disaster Man-
agement, and Emergency Greetings from

have underwent an Enhance-
ment Training on Mountain
Search and Rescue (MO-
SAR) last 7-8 December 2018
at Mount Isarog.
The 2-day training includes
several rescue approaches such
as low angle rope rescue, high
angle rope rescue, canyoneer-
ing, traverse, and rope rescue
evacuation. MOSAR is the
simulation exercise of the res-
cuers after their basic survival
course and basic mountaineer-
ing course where they learned
