I believe there is probable cause to charge the defendant with these charges because:
On December 16, 2018, A father referred to as "GC" and his son "AC" (age 8) went to the west valley recreation
center to go swimming. AC went to use the bathroom in a fully enclosed stall. AC told me that while in the stall
he saw a man appear underneath his stall and could see his penis and he was pulling on it. AC's Father GC
walked in and stated he saw this man on his knees looking in his kids stall then confronted him. When the
suspect male stood up GC could see his penis. GC chased the suspect out of the locker room and into the lobby
where he told facility staff. This was captured on video surveillance. Suspect left the scene with a friend. I was
able to identify the friend who stated he went there with the suspect, then saw the suspect being confronted
about something involving a kid. I made contact with the suspect today 12/20/18 at his home address. The
suspect currently has an active warrant for lewdness involving a child form west Jordan 3rd district court. I
observed the suspect outside of his apartment complex. Myself and other officers got out of our vehicle, I called
out to him by his name. The suspect saw me and said " no" then took off running on foot. I chased the suspect
around the building and tackled him to the ground. A struggle ensued and officers were eventually able to place
him in handcuffs. I asked the suspect to confirm his name and date of birth, he refused. I read the suspect
Miranda rights, he told me he understood them and would answer my questions. He admitted to being in the
locker room using the urinal when he saw a kid in the stall and the kid was on the floor. He admitted when he
saw the kid he was "triggered". He told me the kids father walked in as he had his penis out and was
masturbating. He admitted that the kid was watching him masturbate and that he feels like he is sick and bad
for doing this sort of thing and wants help.

I believe these to be additional condition(s) for continued detention:

The person would constitute a substantial danger to any other person or to the community, or is likely to flee the
jurisdiction of the court
This person admitted to making frequent mistakes involving this behavior and that some children "trigger" him.
This person already has an active warrant out of 3rd district court for a similar incident he was involved in. This
person displays a pattern of behavior involving lewd acts involving children.
