You are a Public Informatio n Officer (PIO) in a governmen t departmen t. You

are aware that the RTI Act, 2005 envisages transparen cy and accountabi lity in
administra tion. The act has functioned as a check on the supposedly arbitrarily
administra tive behaviour and actions. However, as a PIO you have observed
. .
that there are citi?ens who filed RTI application s not for themselves but on
behalf of such stakeholde rs who purportedl y want to have access to
informatio n to further their own interests. At the same time there are those
RTI activists who routinely file RTI application s and attempt to extort money
from the decision makers. This type of RTI activism has affected the
functioning of the administra tion adversely and also possibly jeopardize s the
genuinene ss of the application s which are essentially aimed at getting justice.
What measures would you suggest to separate genuine and non-genuin e
application s ? Give merits and demerits of your suggestion s. (250 words) 20
