2 Overview
The configuration of TRXs always matches the maximum traffic load. In low traffic
periods, parts of TRXs can be switched off, affecting no service.
The BSC sets two traffic thresholds, lower and upper thresholds, and keeps measuring
traffic load. If traffic load is below the lower threshold, empty TRXs are switched off step
by step. If traffic load increases and exceeds the lower threshold but is still below the
upper threshold, TRXs keep being switched off. When traffic load continuously increases
and exceeds the upper threshold, the BTS turns on those TRXs which are switched off.
The purpose of setting two thresholds instead of one is to avoid frequently turning on and
off TRXs.
The BSC sets a third threshold called urgent power-on threshold. If traffic load increases
rapidly and reaches this threshold, the system may have the risk of traffic congestion.
Then, the BTS ignores the traffic measurement period and turns on TRXs directly.
The thresholds and the valid time of this feature can be defined by operators.
For SDR, when all TRXs of the RRU have been shut down, this RRU can be powered off.

To have better performance in power saving, the following features must be activated
together.
3 Technical Description
This feature is applicable to traditional SCPA BTSs (ZXG10 8000 series). As illustrated in
Figure 3-1, for SCPA BTSs, there is a dedicated PA for each TRX. If a TRX is shut down,
the corresponding PA will be powered off, and the power consumption is reduced.
This feature is also applicable to SDR BTSs, including single-MCPA BTSs and
dual-MCPA BTSs. Figure 3-2 and Figure 3-3 are the diagrams of single-MCPA BTS and
dual-MCPA BTS respectively.
In the MCPA BTSs, Radio Units (RUs) have the most important role of power saving,
including single-MCPA RUs (RSU60E/R8860E) and dual-MCPA RUs (RSU82/R8882).
Figure 3-4 and Figure 3-5 show the architecture of RSU60E/R8860E and RSU82/R8882
respectively.
An R8860E is one type of RRU that is always mounted on a tower, but an RSU60E is a
radio unit installed in a cabinet. The RSU60E/R8860E contains one Transceiver and
Interface module, one MCPA module, one duplexer and LNA filter module, and one
power supply module. The RSU60E/R8860E is connected to a BBU through the CPRI
interface. They have two antenna ports, one for Tx/Rx and the other for Rx diversity only.
The Rx In/Out ports can be connected with another RSU60E/R8860E to obtain/provide
diversity signal. The maximum output power in the Tx port is 80 W.
The RSU82 and R8882 have an architecture similar to that of the RSU60E and R8860E.
The main difference is that they have two MCPAs as well as double antenna ports. The
maximum output power of Tx ports is 2*80 W for RSU82 and 2*60 W for R8882.
As for power saving, only the power supply module, transceiver and interface module,
and MCPA module are involved. All the power saving is achieved in the MCPA module.
Figure 3-6 and Figure 3-7 show the power supply schemes of single-MCPA RUs and
dual-MCPA RUs respectively.
For a single-MCPA RU, there are two power supply units from the power supply module
to the MCPA module: a constant 5.5 V power unit and an adjustable power unit with a
maximum voltage of 30 V. The 5.5 V input of the MCPA module is converted to a 0/5 V
signal according to the PA_ctrl signal from the transceiver and interface module. The 0/5
V signal provides the bias voltage for the MCPA. When the MCPA is to be shut down, the
bias voltage will be controlled to be 0 V, and then the MCPA will not operate. Conversely,
when the MCPA needs to be powered on, the bias voltage will be controlled to be 5 V.
The adjustable power provides the operating voltage for the MCPA. The initial operating
voltage is 30 V. When the function of PA voltage adjustment is activated, if the total static
output power is lower than the rated maximum value or some TRXs are shut down, the
transceiver and interface module will calculate a perfect operating voltage for the PA and
then may control the power supply module to adjust the PA operating voltage.
A dual-MCPA RU is similar to a single-MCPA RU. The main difference is that the bias
voltages for the two PAs are controlled separately, while these two MCPAs share the
same power supply of operating voltage. If the two PAs need different ideal operating
voltages, the operating voltage should be adjusted according to the higher one.
This feature can be activated or deactivated by setting the function switch parameter
(Switch Flag of Cell TRX Power Off) on the OMCR. To minimize the impacts on KPIs
during busy hours, the valid time of this feature in a day can be further configured by
setting the BSC level time bitmap (IBS time bitmap) to a granularity of one hour.
There are three thresholds of cell CS traffic load for this feature: TRX shutdown threshold,
TRX power on threshold and emergency power on threshold (corresponding to the
parameters IBS shutdown limit, IBS powerup limit and IBS powerover limit
respectively). The thresholds are at the BSC level, meaning that all the cells under a BSC
use the same thresholds, but the CS traffic load is calculated cell by cell.
The cell CS traffic load for emergency power-on is the real-time busy channel ratio,
which is calculated after every CS call setup. The real-time busy channel ratio is defined
below:
C11, C12, C13, C14, C21, C22, C23 and C24 are defined below. All of them can be
checked on the OMCR in real time.

The cell CS traffic load for TRX shutdown and TRX power-on is calculated every 15
minutes (at the 0th, 15th, 30th, 45th minute of each hour). It can be calculated by using
one of the two ways according to the parameter (The method of intelligent TRX
poweroff) configuration:
Peak ratio of a busy channel = Max {Real-time busy channel ratios during the 15
minutes}.
If emergency power-on occurs during the 15-minute period, the peak ratio of busy
channel is the maximum value of real-time busy channel ratios after the emergency
power-on.
For SDR BTSs, because of the MCPA technology, single TRX shutdown cannot achieve
an obvious power saving effect. If this feature needs to be activated in the SDR system,
Enable RRU of cell power off must be set to "Yes" to enable PA power-off.
Figure 3-8 shows the flowchart of intelligent TRX shutdown. When the performance
statistics timer T of 15 minutes expires at the 0th, 15th, 30th or 45th minute of each hour,
and the function is permitted according to the function switch and time bitmap, the CS
traffic load of the cell is calculated in the configured way. If the cell CS traffic load is
below the shutdown threshold, the system will shut down some TRXs. When all the
TRXs on a PA are shut down, the PA will be powered off.
If the cell CS traffic load is between the shutdown threshold and the power-on threshold,
all the TRXs will keep their states unchanged.
If the traffic load exceeds the power-on threshold, then some or all of the TRXs that have
been shut down before will be powered on one by one.
If the time is out of the valid periods defined by the time bitmap, all the TRXs that have
been shut down should be powered on immediately.
The system selects TRXs to shut down based on the two factors: TRX priority and
interference band. The TRX priority can be configured by the parameter IBS power
priority. There are four rules for priority selection: TRX > interference band (TRX
priority first, then interference band), interference band > TRX (interference band first,
then TRX priority), only by TRX (TRX priority only), and only by interference band
(interference only). The detailed selection algorithms to shutdown TRXs (the yellow block
in Figure 3-8) is illustrated as Figure 3-9 to Figure 3-12 for the four selection rules
respectively.
The BCCH TRX, TRXs with priority 1 or 2 and TRXs with baseband frequency hopping
cannot be shut down.
When a TRX is shut down, the system will update the real-time busy channel ratio. If the
real-time busy channel ratio is still below the TRX shutdown threshold, the system will
attempt to select another TRX to shut down.
Once a TRX is selected to be shut down, the new traffic (including CS and PS traffic) will
not be assigned to it. If there is CS traffic still on the TRX to be shut down, a CS traffic
migration to the BCCH TRX (if the feature of TCH Migration to BCCH TRX is activated
simultaneously) or other TRXs will be triggered.
After the migration is finished, the selected TRX will be shut down. If the CS traffic on the
TRX cannot be migrated successfully, the TRX will not be shut down until the CS traffic is
released. If there are PS calls or SDCCHs on the TRX at this time, the PS calls or
SDCCHs will be dropped. It is recommended that the SDCCHs should be configured on
the BCCH TRX or other TRXs with priority 1 or 2.
The detailed migration procedure (the green blocks in Figures 3-9 to 3-12) is described in
ZGO-04-04-001 TCH Migration to BCCH TRX Feature Guide.
Figure 3-9 shows the flowchart of the TRX selection algorithm for shutdown based on
"TRX > interference band". The TRX priority is taken into account first. If there are
different candidate TRXs with the lowest priority (the highest priority value), the system
will select the TRX with the highest interference band.

Figure 3-10 shows the flowchart of the TRX selection algorithm for shutdown based on
"interference band > TRX". The interference band of the TRX is taken into account first. If
there are different candidate TRXs with the highest interference band, the system will
select the TRX with the lowest priority (the highest priority value).
Figure 3-11 shows the flowchart of the TRX selection algorithm for shutdown based on
"only by TRX". Only the TRX priority is taken into account.
Figure 3-12 shows the flowchart of the TRX selection algorithm for shutdown based on
"only by interference band". Only the interference of the TRXs is taken into account.
When the system needs to power on some TRXs, it will select the TRXs in an order
opposite to the shutdown order, which means that the TRX that was shut down last will
be the first one to be powered on.
There are three cases that will trigger the emergency power-on procedure:
1. The time is out of the valid periods defined by the time bitmap: If the time is out of
the valid periods defined by the time bitmap, all the TRXs that have been shut down
should be powered on immediately. This case is included in Figure 3-8.
2. The state of the intelligent TRX shutdown function turns from being enabled to
being disabled: If the function switch is turned off, all the TRXs that have been shut
down should be powered on immediately, see Figure 3-13.
3. The real-time busy channel ratio of the cell increases rapidly during the 15-minute
period and reaches the emergency power on threshold: In this case, the system will
ignore the traffic measurement period of 15 minutes and power on some TRXs
immediately to avoid traffic congestion. Figure 3-14 shows this case.
To avoid frequent power-on and power-off, the TRX power-on threshold should be higher
than the TRX shutdown threshold, and the emergency power-on threshold should be the
highest one among these three thresholds.

This feature is applicable to the following scenario: The cell type is S444 or above, and the difference of
traffic volumes between idle and busy hours is large enough. This function also can be used in
scenarios with bursty traffic, such as meetings and shopping malls.
1. Select Configuration Management > Modify Area, and double-click GSM Logical Configuration
and set The method of intelligent TRX poweroff, IBS shutdown limit (%), IBS powerup limit (%),
IBS power priority, and BCCH forbidden TS merger time bitmap, see Figure 6-1.
2. Select Configuration Management > Modify Area > GSM Logical Configuration > Cell
Information Configuration, and double-click GSM Cell Configuration and set ‘Switch flag of cell
TRX power off’ as ‘On[1’, see Figure 6-2.
3. In the configuration resource tree, select Modify Area > Managed Element > GSM Logical
Configuration > Cell Information Configuration, and double-click GSM Cell Configuration and set
‘IBS time bitmap’ as ‘On[1]’, see the following figure.
On[1]: if this BIT is ‘On[1]’, the power-off and power-on are allowed for the corresponding time

Select Configuration Management > Modify Area > GSM Logical Configuration > Cell Information
Configuration, and double-click GSM Cell Configuration. Set Switch flag of cell TRX power off to
"Off" to disable the function of load dependent intelligent TRX shutdown in the cell, see Figure 6-3.
If you only want to disable the function in some hours in a day and enable the function in other hours,
select Configuration Management > Modify Area > GSM Logical Configuration > Cell Information
Configuration, and double-click GSM Cell Configuration, set Switch flag of cell TRX power off to "On",
and set the corresponding bit of IBS time bitmap to "Off [0]", see Figure 6-4.

With this feature, because dynamic channels can be allocated to CS and PS services flexibly, the
utilization of channels is improved and network congestion is reduced.
But with this feature enabled, when the traffic is very heavy, PS user experience may be degraded
because CS users seize PS users’ channel resources. That is why it is recommended to configure a
number of static PDTCHs.
