BACKGROUND
NFJPIA-R3 Council aims to promote socio-civic and cultural consciousness among JPIAns through
social, economic, environmental and cultural development projects as stated in Section 3, Article IV
of the 2018 Constitution and By-Laws of the National Federation of Junior Philippine Institute of
Accountants – Region 3. The Non Academic Events in the 22nd Regional Mid-Year Convention
(RMYC) are important part for the total development of JPIAns. Through these activities, they shall
have an opportunity to develop the value of sportsmanship through engaging in different sports
event, cultivate a wholesome competitive spirit and acquire the ability to work closely together with
other JPIANs in the region. These activities also allow the JPIAns to be exposed in performing arts,
literary arts, visual arts activities, and other social and team-building events.
GENERAL OBJECTIVES
1. To build camaraderie and establish one unified NFJPIA-R3.

2. To showcase the talents and increase the interest of JPIAns in non-academic competitions.
3. To unleash the hidden creativity and inventiveness of JPIAns.
4. To promote leadership, stability and meaningful social development through a diverse activities
and programs.
5. To field teams that are skilled, disciplined, dedicated and motivated to provide a holistic
development to the members.
6. To promote a healthy lifestyle and teach the participants the importance of teamwork and
sportsmanship through various games and activities.
NON ACADEMIC ACTIVITIES
The non-academic events in the 22nd RMYC shall be comprised of the following:

QUALIFICATIONS
1. The Regional Non Academic Events in the 22nd RMYC is open to all bona fide members of the
NFJPIA-R3 federation year 2018 – 2019 and registered delegates of the 22nd RMYC.
2. There is no limit as to the number of events which a delegate can join.
3. Champion of a particular Non Academic Event in prior years can still participate in the same
contest except for The Search for Mr. and Ms. NFJPIA-Region 3: The Ambassadors of Goodwill
2018. Please see “The Search for Mr. and Ms. NFJPIA-Region 3: The Ambassadors of Goodwill
2018” section below for more specific details.
GENERAL REQUIREMENTS
1. Each Local Chapter must submit the following requirements (in softcopy only):
 Master list of all non-academic event contestants.
 Scanned copy of the Endorsement Letter of all contestants of the Academic Events. (Signed
by the Local Chapter President, Local Chapter Adviser and Dean/Program Chairperson).
2. The following guidelines must be observed in sending the requirements:

 The filename format to be used in the requirements are as follows:
o Master list: 01 Local Chapter_RMYCRNAL_2018_Masterlist.xlsx
o Endorsement Letter: 02 Local Chapter_RMYCRNAL_2018_Endorsement.jpg
 These two requirements then shall be compiled in one folder and compressed in winrar or
winzip format using the folder name: Local Chapter_1819_RMYC_Requirements

 The compressed file of the requirements then shall be sent via email to
nfjpia1819.r3rvpnonacademics@gmail.com on or before August 31, 2018 (Friday) with
the subject of the email as EMAILING: Local Chapter_RMYC_NON ACADEMIC
LEAGUE_2018.

 In case the Local Chapter failed to submit the complete requirements on the deadline set by
the Council, there shall be a 5-point deduction from the overall score on Non Academic
Events in the 22nd RMYC.
3. Change of contestants for any of the Non Academic Events shall be allowed provided that it shall
be communicated to the Regional Vice President for Non Academics at least ONE (1) WEEK
before the said event and must comply with the following requirements:
 Duly accomplished Substitution Form (Please see Substitution Form.xlsx)
 Scanned copy of Endorsement Letter in accordance with Requirement 1.
Failure to comply with the requirements above would invalidate the substitution of contestants.
4. Each Local Chapter must select and appoint a representative (e.g., VP Non Academics) who shall
act as Liaison Officer. The Liaison Officer shall perform the following functions:
 Shall act as the main contact of the Regional Vice President for Non Academics in the Local
Chapter.
 The bona fide person allowed raising concerns, clarifications, complaints and questions to
the Non Academics Committee.
 The Liaison Officer may not be substituted by any Local Chapter officer or member.
CONTEST RULES AND MECHANICS
GENERAL
1. Contestants are advised to be at the designated place at least 30 minutes before the time
schedule.
2. Contestants must be properly registered and sign the attendance sheet before proceeding to the
competition proper. Certificates of Participation shall also be distributed upon registration or

after each event.
3. Late contestants shall be ALLOWED to join the competition (except for JPIA Quizard : The
General Information Quiz Bee, wherein late contestants shall no longer be allowed to join
the competition) but the following rules shall apply:
 For The House of Fashionista: R3JPIA’s Supra Tough Model (Garment
Creation), The Magic Pen Series: Poetry; Essay; Short Story Writing
Competition, Maskraft: Mask Designing Competition, Copy Face: The Canvas
Painting Competition, and Click Flick: The Photo Journalism Competition, no
time extension shall be given. Late contestants should still finish within the time allotted by
the organizers.
 For The Search for Mr. and Ms. NFJPIA-Region 3: The Ambassadors of Goodwill
2018, the late candidates shall be the last to ramp on stage on the ongoing segment wear at
the time of arrival. However, the candidates shall no longer be allowed to ramp on stage on
segment wears that he/she already missed.
 For The R3JPIAn Debate Cup and Guild War: Traditional Games, participants shall
be considered default on the rounds and games that they have missed but can still join the
subsequent rounds and games at the time of arrival.
 For Once Upon a Time: The Mythology of Elements, En-Chanted: The Aca-
Magical Ensemble, Best Medicine: Lip Sync Battle, Intalengence: Quizzers Got
Talent, The House of Fashionista: R3JPIA’s Supra Tough Model (Ramp
Modelling), Speak your Mind 3.0: The Impromptu Speaking Competition and
JPIA Makata 2.0: The Spoken Word Poetry Competition, late contestants shall be
the last to perform on a particular event and a 1-Point deduction shall be given in the total
average score of that particular event.
4. Board of judges shall be selected by the Regional Council and shall have the appropriate
credentials to judge a particular event. The board of judges shall be independent in fact and in
appearance, thus, shall not be directly or closely related to any Local Chapter to maintain the
integrity of the competitions.
5. The board of judges has the sole and exclusive authority to clear or answer any
protest/clarification related to the judging of a particular event raised by the contestants. The
decision of the board of judges is final and irrevocable.
6. In case of tie, the contestant with the higher scores from majority of the judges shall be declared
as the winner.

* 3rd and 4th placers were determined based on deliberation since the scores are tie.
In the table above, contestant number 1 and 2 have the same average score. Since two out of three
judges gave higher score to contestant number 1, contestant number shall be declared as the 1st
place while contestant number 2 shall be the 2nd place.
In the table above, contestant number 3 and 4 have the same average score. However, one judge
gave the two contestants the same score, while one judge gave contestant number 3 a higher
score, while one judge gave contestant number 4 a higher score. In this case, the panel of judges
shall deliberate to determine the contestant with the higher rank.
7. All concerns, clarifications, complaints or questions must be directly addressed to the Regional
Vice President for Non Academics after the competition by the Liaison Officer. Any concerns,
clarifications, complaints or questions raised by any Local Chapter officer other than the Liaison
Officer shall not be entertained.
8. All submitted works, outputs and products of the competitions shall belong to NFJPIA – Region
3.
9. Gross violation of this IRR shall merit a deduction of three (3) points from their total average
score on the particular event in which the violation was made. Any unethical/unprofessional
behavior or action from the contestant/s shall automatically merit a 5-point deduction in the
determination of the Overall Ranking of the Non Academic League.
10. The Regional Council shall have the exclusive power to interpret the provisions of the IRR and
shall be vested with the power to give sanctions to any contestant who shall violate any provisions
in this IRR.
11. In case there are any concerns or protests which are not covered in this IRR, the Regional Council
shall have the absolute power and sole authority to decide and interpret the implementing rules
and regulations of the RMYC Regional Non Academic League, upon consultation with the
Regional Adviser, on matters which he deems necessary to preserve and protect the integrity of
the event. Should there be any ambiguity encountered by any party, such should be addressed
on a timely basis. The decision of the Regional Council shall be final and irrevocable.
TALENTUM: COMBINATION OF TALENT AND CREATIVITY
Once Upon A Time: The Mythology of Elements
1. Once Upon a Time: The Mythology of Elements is a theatrical performance and mass dance
competition wherein each Local Chapter shall prepare a short production based on the theme
which is the four (4) Classical Elements, namely: Fire, Earth, Water and Air. The participating
group must present all the elements in the story and performance and the story should be
magical or fantasy.
2. Each Local Chapter shall only be allowed to send one group with 10 to 20 members.
3. Each group shall be given a minimum of five (5) minutes and a maximum of eight (8)
minutes, inclusive of the 30-seconds narration.
4. A 30-second preparation and teardown time shall be given to each participating groups during

their entrance and exit respectively.
5. The time shall start once the narration starts and shall stop when at the ending of the
presentation.
6. Time in excess/deficiency of the time requirement shall constitute a 2-pt deduction per 5
seconds and any fraction of it to their total average score.
7. A maximum of 30-seconds narration about the story shall be prepared and submitted on the
1st day of the RMYC. One representative from Local Chapter shall read the narration before the
actual performance of the group.
8. The group may use any music in the performance. The music to be used in the competition shall
be saved in a flash drive only (but Local Chapters are highly encouraging to have a backup file)
and be submitted on the 1st day of the convention upon registration with the filename Local
Chapter_OUT_Music.
9. Use of props and costumes to enhance the performance of the group shall be allowed. However,
use of pyrotechnics, live animals, explosive materials, liquid materials, party poppers and any
other materials that may damage the venue shall be strictly prohibited.
10. Use of backdrop to beautify the performance of the group shall be allowed. However, they can
only use two (2) backdrops with size of 4x8 feet each. There shall be an automatic 2-pt
deduction from the total average score if the group exceeds the number and size of backdrop.
The organizer shall measure the backdrop before the competition starts.
11. Dangerous acts or stunts are strictly prohibited.
12. Local Chapters shall coordinate with the organizers at least two (2) weeks before the 22nd
RMYC to discuss the equipment (e.g., microphones, lights, etc.) needed for the performance. In
case the equipment needed are not available in the venue, the Local Chapter shall provide the
equipment needed for the performance.
13. The Council shall not be liable in case the equipment and props have been damaged during the
convention, thus, equipment, props and other materials must be properly secured by the Local
Chapter.
14. The criteria for judging are as follows:

15. The top three highest pointers shall be declared as the 1st place, 2nd place and 3rd place
respectively.

En-Chanted: The Aca-Magical Ensemble
1. En-Chanted: The Aca-Magical Ensemble is a bootleg, group acapella singing competition.

2. Each Local Chapter shall only be allowed to send one group with seven (7) to ten (10)
members.
3. Each group shall mash-up five (5) songs, which are composed of four (4) Disney songs of
their choice and one (1) uniform song to be given by the Regional Vice President for Non-
Academics.
4. In case the songs to be used have explicit content, the group shall remove the portion of the song
with explicit contents.
5. Group shall not be allowed to use musical instruments or minus one as musical accompaniment.
6. Each group shall make their own arrangement/mash up of the five (5) songs.
7. Each group shall be given a minimum of three (3) minutes and a maximum of five (5) minutes
to perform.
9. The time shall start once when the group starts to sing and shall stop after the last note of the
song.
11. Use of choreography is highly encouraged but dangerous acts or stunts are strictly prohibited.

Best Medicine: The Lip Sync Battle
1. Best Medicine: The Lip Sync Battle is a stand-up comedy and group lip syncing competition.
2. Each Local Chapter shall only be allowed to send one group with two (2) to three (3)
members for this competition.
3. Each group shall prepare a combination of songs from Official Soundtracks of Filipino Fantasy
movies/series and famous lines from Filipino Fantasy movies/series. However, the presentation
must not contain any subliminal, sexually suggestive or vulgar words or lyrics. Pointed actions
of a contestant shall merit a 2-pt deduction from the total average score.
4. Each group may dress and impersonate TV/movie icons or any celebrities during their
performance. The contestant may also dance or act just to make the audience laugh. Facial
expressions and exaggerated movements shall be present mostly in the entire performance.
6. Each group shall be given a minimum of three (3) minutes and a maximum of four (4)
minutes.
8. The time shall start once the music starts and shall stop after the last note of the song.

Intalengence: Quizzers’ Got Talent
1. Quizzer’s Got Talent is an individual competition which aims to exhibit the talent of the academic
quizzers that they are not just for academically excellent but also talented individuals.
2. Each Local Chapter shall only be allowed to send a maximum of two (2) academic quizzers.
3. This competition shall not be restricted to dancing or singing. Any act shall be allowed as long as
it is decent and moral.
4. Each contestant shall be allowed to have a maximum of two (2) backup dancers or singers.
However, the contestant should be the main attraction or the center of the performance. The
backup should wear an all-black garb attire.
5. Each contestant shall be given a minimum of two (2) minutes and a maximum of three (3)
minutes for their performances which includes the entrance and exit.
7. The time shall start once the music or act starts and shall stop at the end of the act.

to discuss the equipment (e.g., projector, microphones, lights, etc.) needed for the performance.

are highly encouraging to have a backup file) and be submitted on the 1 st day of the convention
upon registration with the filename Local Chapter_QGT_Music.

15. The top three contestants with the highest score shall be declared as 1 st place, 2nd place and 3rd
place respectively.

The House of Fashionista: R3JPIA’s Supra Tough Model
1. House of Fashionista: R3JPIA’s Supra Tough Model is a fashion-themed couture, ramp and
modelling competition with a twist.
2. Each Local Chapter shall only be allowed to send only one (1) pair of models composed of one
(1) male and one (1) female for this event and one (1) group of designers with three (3)
members.
3. The competition shall be divided into three segments. Garment Creation, Photough Shoot and
Tough Modelling.
4. Wardrobes of the models must correspond to the themes of collection:
 Creative Local Chapter Wear (Shade of Emerald)
 Paper Dolls
 Elemental Gods and Goddesses
5. All the participating groups are required to have a collection name (for example: R3 Couture).
6. Nudity or indecent garments (i.e. too revealing) shall be strictly prohibited.
Garment Creation
1. All designers shall be given four (4) hours to create all the three (3) garments corresponding
to the themes of collection.
2. Materials to be used in garment creation shall be limited to the following:
Creative Local Chapter Wear (Shade of Emerald)

 Any coloring materials (i.e., paint, water colors), paper/plastic cups, plastic bottles, garbage
and plastic bags, dried leaves, barks, sacks, drinking straws, bottle caps, wrappers/packaging

if there would violations on this provision.
4. The organizers shall provide a venue where the designers will create their masterpieces.

5. Models shall be allowed to be inside the venue for the purpose of measuring the garments. The

strictly prohibited. Violation of this rule shall automatically disqualify the participant/s from
the competition.
7. Contestants are allowed to make back dress as long as it conforms to a maximum height of
one (1) foot and a width of one (1) foot from the contestant’s shoulder. Also, models
shall be allowed to wear a headdress with maximum height of two (2) feet and width of
one (1) foot from the contestant’s head. If there would be violations on this provision, the
said accessories shall not be allowed to be worn by the models.
8. Pre-judging shall occur prior to the commencement of the runway show. The designer should

round, the models, together with the fashion designer, must be at the center stage for the final
pose.

1. The R3JPIAn Cup seeks to showcase the ability of the JPIAns to make solid arguments with well
- grounded substantiations, coupled with persuasive delivery and team dynamics. It also serves
as a conduit of interest in active discourse, as it is a venue of witty and knowledgeable
interactions.
2. Each Local Chapter shall only be allowed to send one (1) entry to the debate competition
composed of three (3) speakers.
3. The Asian Parliamentary Debate Format shall be used. The language to be used is English.
4. Participants must be in their executive attire during the competition proper.
5. Each team is required to register 15 minutes before the start of the competition.
6. All the teams are required to attend the orientation. A team arriving five minutes after the
program had started shall be considered in default.
7. The teams shall be given 30 minutes to prepare their speeches and to research within or in
close proximity to the venue. Laptops, broadband and dictionaries shall be allowed to be used
during the competition.
8. The competition shall be composed of three rounds: Elimination, Semi-Final, and Final Rounds.
9. The Board of Adjudicators shall be composed of a Chief Adjudicator and two Deputy Chief
Adjudicators. They shall decide on the winning team. Their decision shall be final and therefore
irrevocable.

one being the model and the rest being the artists.
3. All groups are given two (2) hours to design their mask.
4. Participants must also bring all their tools and materials to the designated venue.
5. The Council shall provide the mask to be used by the participants during the Convention.
6. The following materials that can be used in the contest are:
Any coloring materials (i.e., paint, water colors), paper/plastic cups, plastic bottles, garbage
and plastic bags, dried leaves, barks, drinking straws, bottle caps, wrappers/packaging (i.e.,

1. Copy Face: The Canvas Painting Competition is a canvas painting competition for creativity of
design with a twist of imitating image.
2. Each Local Chapter shall only be allowed to send one (1) group composed of two (2) members.
3. The Council shall provide the canvas to be used by the participants. Size of the canvas shall be
announced at least two (2) weeks before the convention. Local Chapters should bring their
own painting materials.
4. Materials shall be, but not limited, to the following:
Acrylic paints, paintbrushes, artist palette, rag/paper towels, cup for water. Participants are
also advised to bring newspapers to prevent creating mess in the venue.
5. Use of other materials not specified above is strictly prohibited. There shall be a 2-pt deduction
from the total average score if there would violations on this provision.
6. The participants shall copy the face image given by the organizers during the contest proper. The
participants shall be given the discretion to apply any type of painting techniques such as but not
limited to Expressionism, Surrealism, etc.

tell a news story.

3. Participants shall bring their own digital camera or DSLR camera, laptop, card reader, camera
connector, USB flash drive and black marker to be used for their caption.
4. Participants shall take pictures based on the theme that shall be announced during the contest
proper.
5. Participants may take as many pictures as they want but would be asked to select the five (5) of
their best shots.
6. The participants would be given two (2) hours to find a subject/s for their photos. Upon

exhausting two (2) hours, the participants shall be given 20 minutes to select and submit their
photos through a USB flash drive.
7. In case the camera needs a special driver for importing pictures, such driver must be installed in
the laptop. The laptop shall be used for file managing only. It is to be noted that the pictures
that shall be submitted shall be ‘raw’ captures. Editing and enhancing the photos using any
application software shall automatically disqualify the participant from this competition.
8. Failure to submit the selected photos within the time allotted shall mean disqualification from
the competition.
9. From the five (5) best shots, the participants shall choose one (1) main photo and four (4)
supporting photos.

Guild War: Traditional Games
Guild War: Traditional Games is one of the most awaited events in the 22nd Regional Mid-Year
Convention. Participants shall be grouped in four (4) guilds and shall compete in different games
such as Patintero, Charades Race, Chinese Garter, Tug of War, and Sack Race.
Contest Rules and Mechanics (General)
1. Each Local Chapter must send eight (8) representatives with four (4) males and four (4)
females who know how to play all the games.
2. Participants shall be grouped into four (4) guilds. The groupings shall be assigned by the
organizers and shall be announced one week before the convention.
3. Each guild shall be a composed of members from different Local Chapters. However, all players
from one Local Chapter shall be grouped in one guild.
4. The number of players for each game shall depend on the total number of participants.
5. Round Robin System shall be applied.
6. The guild which garnered the most number of points shall be declared as the overall winner of
this event.

Patintero
1. Before the game, a member of each guild shall participate in a coin toss. Then the winner of the
toss coin shall select if their guild would be the offensive or defensive guild during the 1st round.
2. Offensive guild gains point by having a player to successfully pass the course and return to their
home base without having physical contact with any member of the defensive guild (guard).
3. All defensive players must stay in their designated lines. A defensive player touching an offensive
player shall not be valid if the defensive player is not within the designated line.
4. Defensive players must touch the offensive player in an upright posture. Crawling is strictly
prohibited.
5. Each game shall have three (3) rounds and each round shall be limited to three (3) minutes.
After each round, the guilds shall exchange position.
6. Each round is considered completed when an offensive player had a physical contact with a
defensive player, when an offensive player returned to the home base within the time limit or
when the time allotted has elapsed.
7. Each guild shall earn point for every member who can safely cross a line. The pointing system
shall be as follows:

the meanings of the different gestures.
3. The first player of each guild shall pick one out of the 20 pieces of paper where the words/phrases
are written.
4. The player shall then communicate the words/phrases through hand gestures and body
language. Spelling or other direct means of conveying the words/phrases shall NOT BE
ALLOWED.
5. The player may first communicate the number of words or syllables in the words/phrases.
6. The rest of the guild shall speak out what they can make out of the words/phrases.
7. Once the correct answer is said, the first player would tap the next player.
8. Repeat the process until all words are correctly guessed.

9. Each guild shall be given 20 minutes to guess all the words/phrases in the set.
10. The guild may choose to skip word/phrases. But in such case, skipped words/phrases can no
longer be solved in a later time.
11. The first guild to finish (wherein all words/phrases have been correctly guessed) or the guild with
the most words/phrases correctly guessed after exhausting 20 minutes shall be deemed as the
winner of the game.
Chinese Garter
1. Each Guild shall send five (5) representatives to compete with this game.
2. The objective of the game then is to be able to successfully jump over the garter as it is gradually
held higher by the game posts.
3. The Chinese Garter game will be subdivided into ten levels:
 Level 1 – Around the height of their hips
 Level 2 – Waist high
 Level 3 – Chest high
 Level 4 – Shoulder high
 Level 5 – Head high
 Level 6 – At the tip of the head
 Level 7 – A few inches above the head
 Level 8 – Also known as the Father / Mother Jump, as high as a participant’s raising his arms
high on tip toes.
4. Once a team member fails to jump at a certain level the player will be eliminated until three (3)
players left and the guild which has the most number of players left after the game shall de
declared as the winner.
Tug of War
1. Three parallel lines shall be drawn two (2) meters apart. The outer lines shall be the home base
of each guild while the other line shall be the center mark.
2. A handkerchief shall be tied at the middle of the rope to serve as the center mark.
3. The players shall hold both end of the rope and pull the rope on the side of their home base until
the handkerchief reaches the guild’s home base.
4. Players are encouraged not to immediately let go of the rope even after the game master declared
a winner of the round to avoid accidents.
5. The rope shall be held freely and should not be twisted around any part of the body during the
game.
6. Wearing of gloves is REQUIRED. Each player is required to bring their own gloves and these
gloves shall only be worn during the Tug of War.
7. Players who shall fail to bring their own gloves shall not be allowed to compete in the Tug of War.
8. Each game shall have three (3) rounds and the team who won two out of the three rounds shall
be declared the winner for the game.

Sack Race
1. Two parallel lines shall be drawn 10 meters apart. One is the starting line and the other one is
the goal line.
2. Each guild shall be given a sack. First member shall wear the sack on both feet and shall hop
going to the goal line and shall return to the starting line. Upon reaching to the starting line, the
next player shall go in the sack and both of them shall hop going to the goal and then return.
3. The next player in line shall repeat the same process until all players are all in the sack and have
finished the race.
4. The first guild which finished the race shall be declared as the winner of the round.
5. Each game shall have three (3) rounds and the guild who won two out of the three rounds shall
be declared the winner for the game.
JPIA Quizard: The General Information Quiz Bee
1. Each Local Chapter must send one (1) group composed of three (3) members for this
competition.
2. Contestants are advised to be at the designated area of competition 30 minutes before the time
schedule. Late contestant shall no longer be allowed to join the competition.
3. The JPIA Quizard: The General Information Quiz Bee shall be comprised of three rounds
namely: Easy, Average and Difficult.

8. The group shall assign a group leader. Only the group leader shall be allowed to write the answer
on the board after the quiz master says “GO”.
9. Group leaders who shall violate this shall be given a warning on the 1st offense. 2nd offense shall
mean disqualification from the particular question while, 3rd offense entails disqualification from
the competition.
10. The groups shall not be provided with a copy of the question in the entire quiz bee but the
questions shall be flashed on the screen.
11. A judge or board of judges shall be selected by the Council who can give an intelligent and
independent decision.
12. The judge or the board of judges shall have the sole and exclusive authority to clear or answer

any protest/clarification raised by the contestants. The decision of the judge or board of judges
is final and irrevocable.
13. Before proceeding to the next question, the contestants solely, shall be given an allotted time of
five seconds to raise a protest/clarification, to request for new marker or to raise any other
concerns. After the allotted time has elapsed, the quizmaster shall read the next question, thus,
protest, clarification, or any concerns shall no longer be entertained.

Background
The pageant is definitely one of the most awaited and well-participated event in Non-Academics.
Truly, it is not a mere competition and showcase of talent, beauty and intelligence of our Region, but
also a way to show true beauty, through the various outreach programs and charity works that the
Local Chapters perform as part of the competition. Being Ambassadors of Goodwill is not the end of
their career, but rather the beginning of their social responsibility as JPIAns. This competition holds
true in fulfilling the activities that aims toward the promotion of social awareness to every member
of the council through the support of the title holders of this pageant. This will show the True Beauty
of Region 3, one we could pride in the Nation. Therefore, the competitors are required to present a
fully documented outreach program for the “Epitome of Benevolence Award”, the primary
reason why the competition winner is called the “Ambassadors of Goodwill”.
Objectives
1. To select the Ambassadors who shall help the Culture and Sports Committee and the NFJPIA-
R3 in general in building and promoting goodwill.
2. To recognize and share the beauty, talent and intelligence of JPIAns.
3. To allow the members to serve as messengers of benevolence and character by enhancing their
social awareness.
4. To develop the creativity, not only of the candidates, but also of the people who shall help them
in the meticulous preparation for this event.
5. To offer an opportunity for members to gain confidence and develop character.
6. To serve as a venue for acquaintance of members from all over the region.
7. To appreciate the richness of the cultures of different Local Chapters.
8. To select the region’s representatives in The Search for Mr. and Ms. NFJPIA - Ambassadors of
Goodwill 2018 to be held during the National Mid-Year Convention of NFJPIA.

Duties and Responsibilities of the Mr. and Ms. NFJPIA-Region 3: Ambassadors of
Goodwill 2018
The winners shall have a commitment for one federation year with the NFJPIA – Region 3 and shall
have the following duties and responsibilities.
1. To assist the Regional Vice President for Non Academics in the community extension projects of
NFJPIA-R3 Council.
2. To represent NFJPIA-R3 in the Search for NFJPIA’s Mr. and Ms. Ambassadors of Goodwill 2018.
3. To turnover of the crown to the next Mr. and Ms. NFJPIA – Region 3: Ambassadors of Goodwill
2018.
Specific Qualifications
1. The competition is open to all bona fide members of the NFJPIA-R3 federation year 2018–2019
and registered delegates of the 22nd RMYC.
2. Must be of good moral character and must not have undergone any disciplinary sanctions or have
been involved in any crime, public misconduct or improper behavior.
3. Candidates can be a graduating student for the year 2018 until the end of 2019.
4. Must not have any failing grades in any subjects.
5. Candidates of The Search for Mr. and Ms. NFJPIA-Region 3: Ambassadors of Goodwill 2018 in
prior years shall no longer be allowed to join.
6. Male candidates must be at least 5’5” in height and female candidates must be at least 5’2” in
height.
Requirements
1. Letter of intention to join the AOG together with the names of the candidates shall be sent to the
Regional Vice President for Non Academics on or before August 23, 2018 (Thursday) via e-
mail at nfjpia1819.r3rvpnonacademics@gmail.com with the filename Local Chapter_22nd
RMYC_AOG_Letter of Intent.docx with the subject of the email as Local Chapter_22nd
RMYC_AOG_Letter of Intent.
2. Each contestant must submit the following requirements:
 Duly accomplished Application Form (soft copy).
 Certification of enrolment/registration as an Accountancy/Accounting student in the current
school year and identification (I.D.) card (scanned copy).
 Certified true copy of grades from 1st year to present from the school Registrar (scanned copy).
 2 copies of a recent 2x2 picture in white background (hard and soft copy).
 1 5R close up photo (topless for male candidates and a white tube for the female candidates)
(hard and soft copy).
Note: The candidates of the pageant shall be included in the master list and Endorsement
Letter of non-academic event contestants to be submitted to the Regional Vice President for
Non Academics.

3. The Local Chapter shall submit a copy of the documentation of the Outreach Program in a CD,
either ".wmv", ".avi" or “.mp4” format only. The CD shall be labeled with the names of the
candidates and the Local Chapter.
4. All requirements (except the hard copy photos and CD) shall be sent to the Regional Vice
President for Non Academics via e-mail at nfjpia1819.r3rvpnonacademics@gmail.com on or
before August 31, 2018 (Friday).
5. The hard copy photos and the CD of the Outreach Program shall be placed on a short brown
envelope and shall be sent to the Regional Vice President for Non Academics on the date of the
Outreach Program organized by NFJPIA-R3. All candidates are required to attend the said event.

1. Each Local Chapter shall only be allowed to send one pair of contestants. One (1) male and one
(1) female.
2. The competition shall be divided into two segments: The Primer and The Coronation Gala.
3. Contestants are advised to be at the designated area of competition 30 minutes before the time
schedule.
4. All schedules must be strictly observed. All candidates who came in 15 minutes after the set
schedule for The Primer and The Coronation Gala shall be automatically given one (1) point
deduction from the total average score in determining the TOP FIVE (5).
5. The candidates may wear any costume or attires and can use accessories or props subject to the
approval of the organizers.
6. Use of props to enhance the costume or the performance of the candidates during the talent
competition shall be allowed. However, use of pyrotechnics, live animals, explosive materials,
liquid materials, standing props, confetti, party poppers and any other materials that may
damage the venue are strictly prohibited.
7. Each contestant must be responsible for their personal belongings. The organizers shall not be
liable for any loss or damages on the belongings or sponsored clothing that shall be worn by the
contestants.

Any person aside from the Liaison Officer that will raise concerns or issues will never be
entertained. Should there be any ambiguity encountered by any party, such should be addressed
on a timely basis. The decision of the Regional Council shall be final and irrevocable.
The Primer
Talent Competition
1. The talent performance must be at least three (3) minutes but not more than four (4) minutes,
inclusive of the entrance and exit.
2. The time shall start once the candidate sets foot on the stage and shall end once the candidate
exited from the stage.
4. Candidates shall be allowed to have a maximum of four (4) marshals present during the talent
portion to assist the candidate in his/her performance. The marshals shall be in an all-black
garb attire. However, they shall not be allowed to have a significant part of the performance
(such as participating in the dancing and/or singing.)
5. The talent must not depict lewdness, violence, sex, racism and should not defame, damage or
attack individuals.
6. The music to be used in the talent competition shall be saved in a flash drive only (but
Candidates are highly encouraging to have a backup file) and be submitted on the 1 st day of the
convention upon registration with the filename Local Chapter_AOG Male/Female_Music. The
contestants shall be responsible to secure a back-up copy of CDs/DVDs/MP3s/flash drive and
the organizers shall not be responsible if the CDs/DVDs/MP3s provided malfunctioned.
7. Musical instruments must be in the venue two (2) hours before the Primer accompanied by a
representative or by the contestants for testing and the organizers shall not be responsible if the
musical instruments provided malfunctioned.
8. The contestants must advise the organizers if they shall need any equipment (e.g., microphone,
microphone stand, amplifier, table, mono blocks, etc.) two (2) weeks before the Convention.

are not provided by the sponsors such as earrings, bangles, watches, necklaces, hats and others

Fast Talk
1. Candidates shall pick a random paper containing five (5) sets of question. In each of the first
four (4) questions, two (2) choices shall be given, in which every candidate shall choose his/her
own personal choice for every set without explanation. Then, the fifth question should be
answered with a brief justification by the candidate.
2. Candidates shall choose one answer on each set of a first four (4) questions as fast as possible.
Furthermore, they will be given five (5) seconds to compose their thoughts and 30 seconds to
state their brief justification to their answer to the last question.
3. The time allotment of 30 seconds shall commence once the candidate utters a word or the five
(5) seconds allowance has lapsed, whichever comes first. The bell shall ring once to signal that
the five (5) second allowance has passed. The bell shall ring twice to signal the end of the 30
seconds. The microphone shall be turned off after the bell rings.
4. Candidates shall be given 0.5-point deduction from the total average score of the Fast Talk
Round for every five (5) seconds in excess of the time allowed.

1. The theme for this year’s pageant shall be Philippine Tribes.

2. Philippine Tribes shall be comprised of the following: (1) Ifugao Tribe, (2) Apayao Isnag Tribe,
(3) Ga’dang Tribe, (4) Ivatan Tribe, (5) Mangyan Tribe, (6) Sulobnon Tribe, (7) Subanon Tribe,
(8) Tausug Tribe, (9) Maranao Tribe, (10) T’boli Tribe, (11) Badjao Tribe, (12) Badjao Tribe, (13)
Higaonon Tribe and (14) Yakan Tribe.
3. Concepts shall be assigned to each Local Chapter through draw lots which will be done during
the First Wave of the Outreach Program of the Regional Council.
4. The candidates shall be given the discretion to choose any type of costume as long as it is in
compliance with the tribe, culture and inspired from the particular theme they were able to pick.
5. Festival costumes are highly prohibited in this segment. Wearing of a head dress shall be allowed
so long as its radius is not greater than 24 inches with the contestant’s head as the center. Excess
shall merit a 2-pt deduction from the total average score in the Theme Wear.
6. Decency of all wears must be strictly observed. The candidate/s must wear a skin tone cat suits

4. A bell shall ring to signal that there is only 10 seconds left to answer the question.

6. Questions shall be given using the English language and contestants are highly encouraged to
also answer using the English language.
Epitome of Benevolence
1. Each pair of candidates from one Local Chapter must spearhead one Outreach Program. The
location of the Outreach Program could be within their Local Chapter or within the vicinity of
their town or province.
2. The candidates shall submit a video documentation of the Outreach Program.
3. The video documentation must be at least four (4) minutes but not more than five (5) minutes.
Time in excess/deficiency of the time requirement shall constitute a 2-pt deduction per 5

sheets of each Local Chapter shall be assigned with control numbers.
4. The total collection, together with the signature sheets, shall be remitted to the Regional Vice
President for Non Academics on the 1st day of the convention. The total collections shall be used
as funds for the Official Outreach Project of the crowned Mr. & Ms. NFJPIA-Region 3: The
Ambassadors of Goodwill 2018.
5. The minimum REQUIRED amount for the Voter’s Choice Award shall be P1,000.00 per
candidate.
6. The highest number of votes shall get 5% and shall be the basis of the percentage of the other
candidates.

ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS
1. It shall be the primary duty of the Regional Vice President for Non Academics to effectively
enforce the provisions of this Implementing Rules and Regulations. The Council also has the sole
right to interpret the contents of this Implementing Rules and Regulations and their decision
will be binding and irrevocable.
2. The Regional Adviser or his duly designated representative shall act as legal adviser to the
Regional Vice President for Non Academics and the Council and shall render legal assistance as
may be necessary in carrying out the provisions of this Implementing Rules and Regulations.
AMENDMENTS OR REVISIONS
1. The Council shall be vested with the exclusive power to revise and amend the Implementing
Rules and Regulations.
2. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed
by any member of any Local Chapter upon a written request of such member, stating the reasons
thereto.
3. Any request for amendments and revisions as well as proposed amendments must initially be
reviewed by the Regional Vice President for Non Academics then to be forwarded to the Regional
Executive Officers for discussion, editing and final approval and to be noted by the Regional
Adviser.
4. The Regional Executive Officers shall have the right to debunk any proposed revisions and
amendments, submitted to them by the Regional Vice President for Non Academics, which are
deemed unnecessary. The final decision on any inclusions and exclusions to this Implementing
Rules and Regulations must be determined by a majority vote of all Regional Executive Officers
in which the Regional Vice President for Non Academics is included.
5. Amendments to particular provisions in this Implementing Rules and Regulations shall be
allowed provided that such amendments will be communicated to stakeholders at least two
weeks before it could take effect.
SEPARABILITY CLAUSE
If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be
declared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other
part hereof, but shall be merely confined to the clause, provision, paragraph or part directly involved
in the controversy in which such judgment has been rendered.

REPEALING CLAUSE
Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this
Implementing Rules and Regulations are hereby repealed or modified accordingly.
EFFECTIVITY
This Implementing Rules and Regulations shall take effect immediately after its presentation and
approval from the Assembly. Promulgated in Angeles City, Pampanga this 27th day of June, 2018.
