New Highland Y director says she’s here to stay

The new executive director
of Highland’s YMCA comes
from the west Texas town of El
Paso.
“I grew up at the Y,” said
Lindsey Cobaugh, 33.
When she joined the El Paso
YMCA as a girl, she was called
the Y brat.
“I started programs there, I
then volunteered, my mom
started working for them and
then I got hired,” Cobaugh said.
She was 16 when the El Paso Y
hired her. “And then I just
started moving my way up the
ladder.”
Like the YMCA of the East
Valley, which has branches in
Highland, Redlands and San
Bernardino, the El Paso Y runs
three branches.
She’s comfortable with the
formula.
“My passion and what I did
very well for years was mem-
bership,” Colbaugh said. “I’m a
very big people person. I love
being around people, I love

Public-private affordable housing project opens in San Bernardino

The opening of the first two
phases of Arrowhead Grove, a
$20 million affordable housing
project near Waterman Avenue
and Base Line, was celebrated
on Friday, Sept. 21.
The Arrowhead Grove Neigh-
borhood Revitalization is the re-
sult of a decade-long vision to
transform the former Water-
man Gardens public housing
development, transforming the
lives of residents and the neigh-
borhood at large, according to a
press release.
When completed, the Arrow-
head Grove Neighborhood Re-
vitalization will include about
400 units of affordable and mar-
ket-rate housing, community
amenities, upgraded infrastruc-
ture and an integrated educa-
tional environment.
Partners include San
Bernardino, the County of San
Bernardino, the county Housing
Authority, National Community
Renaissance and the Clancy Co.
Most recently, the California
Strategic Growth Council
awarded $20 million to the de-
velopment, while Dignity
Health Systems has announced
a $1.2 million bridge loan to
help advance the development.
