Dear Director Cunanan-Marayag:

This refers to your letter dated 08 August 2017 received by this Office on 31
August 2017 requesting us to provide information, policies, rules and regulations in
relation to the claim for payment of longevity pay differentials by the Rationalization
Plan Retirees of October 2013 represented by Dr. Tita Callueng, et. al., who were
former employees of the Department of Health (DOH RO 2) Regional Office 02 . They
claimed in their letter coursed through your office that they were not paid their
longevity pay differential by DOH RO2 since they retired from government service in
October 2013.

We wish to inform you that we have requested the Department of Budget and
Management (DBM) for the release of the Special Allotment Release Order (SARO) and
the Notice of cash Allocation (NCA) to cover the longevity pay differential of the said
retirees, however, the said request was not granted. In this regard, despite our utmost
yearning to provide our former employees with their longevity pay differentials, we
cannot do so without the necessary approval from the DBM.

Also, the retirees alleged in their letter that their request for longevity pay
differential had been the subject of several communications with this Office but until
now the same remain unpaid. Relative to this, we have been continuously explaining
to them through a series of meetings and communications of the constraints that this
Office have been dealing with considering the disapproval by the DBM of the our
request for the issuance of the NCA and SARO that would have covered the said
payment. Much to our desire to help our former employees, we are bound to comply
and abide with the rules and requirements for the release of the said funds. To proceed
with the unauthorized payment would bring about serious implications and
repercussions to this Agency.
 We hope that we have provided you with sufficient explanation on the matter.
We are attaching hereto our letter to DBM Region II dated March 28, 2016 requesting
for the issuance of the SARO and NCA for the payment of the longevity pay
differential and the corresponding reply from the said agency reiterating the denial of
our request, for your perusal.
