batter the province with its slow, intermittent rainfall, more and more resi-
dents living in low-lying areas and flood prone communities are becoming at

DIGNIDAD?
A question we need to ponder on as the
year ends is this choice laid down by a bully
in that viral post on social media.
In the Ateneo de Manila University
incident, the target of the bully was in a
“damn if I do, damn if I don’t situation.” He
opted to be manhandled, he would suffer
the physical pains. He chose to save his
dignity, he would be made to kneel and kiss
the shoes of the bully. It was a loss-loss
proposition.
Understandably, the campus bullying was
quickly compared to what the President is
doing to the Filipinos.
It is because a bully, like a President of a
country, is in a position of power. Bullying,
like sexual harassment, is a question of
power.
An employer who gropes for the undies
of his sleeping house help has committed
not only an act of lasciviousness but also
sexual harassment as he is in a position of
power.
This is precisely the story narrated by
the President which his apologist said later
was a joke and only a figment of the Chief
Executive’s fertile imagination.
Joke or not, the question of power
shadows both the narrator and the apologist.
And it is both this subtle and blatant show
of power that makes some feel and think that
the President is bullying them. The Catholic
Church for instance, and its doctrines,
which again the President’s apologist has
called an “intellectual discourse.”
Intellectual discourse or not, the country
needs more a leader who does not leave us
beaten blue or make us lose our dignity, as
in the West Philippine Sea issue with China.
Of course, there are two options open to
us.
Either be on the defensive, as what the
Ateneo bullying target did.
Or be like the protagonist in Rogelio
Sicat’s story.
In the end of Impening Negro, a black
water bearer that had become a daily target
of beating by a by bully, Sicat shows him
standing tall over his defeated tormentor.
Perhaps, this may be our best option too.

is seen to be better for the PHL macro
economy. This was the consensus
among economic managers and busi-
ness leaders, BSP Deputy Gov. Diwa
Guinigundo said the Philippine economy
was poised to sustain strong growth in
the coming years. He also assuaged
concerns on overheating. Reforms
helped propel the economy to an im-
pressive streak of 79 consecutive quar-
ters of uninterrupted growth.
Based on BSP estimates, potential
output growth has been rising, averag-
ing 6% in 2010 to 2017. An output gap
suggests that an economy is running at
an inefficient rate - either overworking its
resources. It is an economic measure
- difference between the actual output
of an economy and its potential output.
Neither a positive or negative output gap
is ideal. A positive output gap occurs
when actual output is more than full-ca-
pacity. A negative output means there is
spare capacity or slack in the economy
due to weak demand.

derful to think and feel that we have
guardian angels – and they usually
come in the form of “good Samari-
tans”. Some months ago, we suf-
fered a flat tire on our early morning

pened close to a vulcanizing shop.
The helper removed our spare tire
under the car body – fixed the same
and installed it – enabling us to con-
tinue with our travel. On another oc-
casion, on our way to NBN-Ch4 Heal-

some joggers stopped by and helped
the senior driver fix the problem.

turned turtle. The engine started but

store. They helped us elevate the car
and pushed out the rock - enabling us
to use our gears. Our offer of money
“TIP” was rejected by the group – say-
