Overview: As Democratic candidates from around the country continue to announce their
bids for President, likely 2020 Democratic Primary voters are beginning to tune in to the
contest. Many Democrats are still undecided and weighing their options, but a clear set of
frontrunners has emerged at this early stage. Our nationwide Primary poll for February
collected responses from 500 Likely Democratic Primary voters in 46 states, The poll was
independently funded and was weighted to match the expected turnout demographics and
geography for the 2020 Democratic Presidential Primary.
The poll was in the field from February 9-11, 2019 and was conducted via live interview calls
to a representative landline/cell phone mix in English and Spanish to randomly selected likely
voters in the 2020 Democratic Presidential Primary (based on each state’s registered voter list
and voter participation history). Voters who did not plan to vote in the Democratic
Presidential Primary were excluded from the sample, and responses were matched to the voter
file for accuracy. The margin of error on the poll is +/- 4.5%.
Biden and Harris The Frontrunners, Stacey Abrams in Top 5
When asked to state which declared or potential Democratic Presidential candidate they
would vote for if the 2020 Primary in their state was held today 48% were undecided. The top
vote getter was Joe Biden at 12%, followed by Kamala Harris at 11%.
Rounding out the top 5 were Bernie Sanders (9%), Beto O’Rourke (7%), and Stacey Abrams
(5%). Abrams was included in the poll after her national response to President Trump’s State
of the Union Address on behalf of the Democratic Party (which 58% of the poll respondents
watched). The only other candidates in the field to poll above 1% were Elizabeth Warren and
Kirsten Gillibrand at 3% each, and Amy Klobuchar and Sherrod Brown at 1% each.
The poll also tested by name Cory Booker, Michael Bloomberg, and Julian Castro, and
provided an option to respond with “another candidate” (such as Tulsi Gabbard), the names
were rotated when asked. No other candidate polled above 1%. Undecided was a stated
choice, rather than a volunteered response.
Compared to the averages of other national Presidential polls at this time, Joe Biden had a
significant drop in support, suggesting his name ID is a major part of his current national
polling lead. Other candidates saw only slight adjustments in their numbers. Stacey Abrams
seems to pull from potential Cory Booker and Elizabeth Warren supporters, along with some
Biden supporters, though she had a broad spectrum of modest support. Abrams was at 7%
and in 4th place ahead of O’Rourke exclusively among those who watched the speech.
Abrams and O’Rourke did well with millennial voters (18-29), while Harris did better with
older voters, and support for Biden and Sanders was generally stable throughout.
The predominance of poll supporters (67%) said they were following the 2020 Presidential
Primary either somewhat or very closely, while the remaining third were not following very
closely or were not following at all. Though voters are starting to engage, half continue to
weigh their options before deciding on a choice.

Most Democrats Still Want to Hear More About the Green New Deal
When asked “What is your opinion of the recent Green New Deal Proposal Introduced by
Progressive Democrats in Congress?” a majority of Democrats (63%) said they did not have an
opinion/needed to know more about the proposal. Among those who gave an opinion 24%
approved of the proposal while just 13% disapproved.
This jobs and climate change centered proposal will need more visibility before Democrats
form a lasting opinion on it.
Electability The Top Priority for Democrats
When asked “Which quality is the most important for the 2020 Democratic Presidential
Nominee To Have” 47% selected electability (the best candidate to defeat Donald Trump), this
was far and above the most popular choice, with 21% unsure, 7% selecting “experience” 6%
selecting “shares my values” and “represents diversity” rounding out the top choices at 5%.
The four remaining responses were selected by less than 5% of poll respondents.
