A "yes" vote, however, does have certainties. "Yes" is trusting the Henry
County Board to wisely gamble future tax dollars on private redevelopment.
"Yes" means voting for our local government to interfere in the free market
by choosing which developers will develop which projects. "Yes" will open
the door to possible corruption, abuse, and huge debts. "Yes" means a
bigger Henry County government.

John Gilbert is a resident of Stockbridge and is married to Melanie Haywood Gilbert and is
the father of three daughters. He studied television production at Auburn University and is currently working in television

TOMMY KENNEDY'S "COMMON SENSE FOR JOBS" (HENRY COUNTY TIMES- OCTOBER 13TH) PRESENTS A "WIN-WIN" ARGUMENT FOR THE
"REDEVELOPMENT POWERS LAW" TO BE DECIDED BY POPULAR VOTE ON NOVEMBER 2ND. TOMMY BELIEVES THAT EMPOWERING THE HENRY COUNTY
BOARD OF COMMISSIONERS (BOC) TO "UNDERTAKE AND CARRY OUT COMMUNITY REDEVELOPMENT, TO CREATE TAX ALLOCATION DISTRICTS, TO

TOMMY SUGGESTS WE VOTE THESE NEW POWERS FOR THE BOC AND THEN POLICE THOSE POWERS BY ATTEMPTING TO GET THE BOARD TO LISTEN
TO OUR INPUT AT LOCAL TOWN MEETINGS. REALLY? WHEN WAS THE LAST TIME YOU, DEAR READER, WENT TO A COUNTY MEETING? HOW MANY OF
HENRY'S 200,000+ CITIZENS ARE PARTICIPATING IN COUNTY MEETINGS? AND DO THE MEMBERS OF THE BOC LISTEN?

THE HENRY'S CITIZENS TO POLICE THE POWERS OF THE BOC IS WHEN THEY VOTE WHETHER OR NOT TO GRANT SAID
ONLY REAL OPPORTUNITY FOR
POWERS. FOR EXAMPLE, WE GAVE THE BOC THE POWER TO RAISE OR FREEZE THE MILLAGE RATE. WE TRUSTED THEM TO MAKE THE RIGHT
DECISION . HOW DID THAT TURN OUT THIS YEAR? CARE TO GUESS? NO SURPRISE HERE: THE MILLAGE RATE WAS RAISED BY THE BOC. HOW MANY
OF US WERE DOWN AT THE COUNTY BUILDING TELLING THE COMMISSIONERS TO FREEZE THE TAXES AND CUT THE SPENDING? AND DID THEY LISTEN
TO THE FEW THAT MIGHT HAVE SHOWED UP?

SO , IF THE VOTERS GIVE THE BOC NEW POWERS TO CREATE TAX DISTRICTS AND ISSUE TAX BONDS, WE'LL HAVE TO TRUST THEM TO USE THESE
NEW POWERS PRUDENTLY. PERSONALLY, I'M NOT READY TO TRUST ANY POLITICIANS THAT BELIEVE RAISING TAXES IS "THE SOLUTION." GRANTING
THE BO C ADDITIONAL POWERS TO CREATE UNLIMITED LIABILITIES FOR THE COUNTY IS A MISTAKE. THEIR NEED TO RAISE TAXES THIS YEAR
DEMONSTRATES THEIR INABILITY TO PROPERLY MANAGE THE BOATLOAD OF TAXPAYER MONEY THEY ALREADY ADMINISTER.

TOMMY EXPLAINS THAT THE XYZ COMPANY WILL SWOOP IN, BUILD FACILITIES, CREATE JOBS, AND PAY THE COUNTY BACK FOR THE TAX BONDS
ISSUED. MORE DEVELOPMENT. MORE JOBS. TAX BONDS PAID. POP THE CHAMPAGNE BOTTLES 'CAUSE WE'RE ALL WINNERS!

UHH...NOT SO FAST.
THERE'S MORE TO CONSIDER. SIMPLY PUT, THE "REDEVELOPMENT POWERS LAW" IS TAXPAYERS' DOLLARS BEING SPENT FOR
PRIVATE REDEVELOPMENT.THESE GOVERNMENT BONDS WILL PROVIDE PROJECT DEVELOPERS WITH LOW-COST DEVELOPMENT LOANS TO BE PAID BY
FUTURE PROPERTY OWNERS - NOT THE DEVELOPER.
AND TOMMY FORGOT TO MENTION WHAT HAPPENS IF THE PROPERTY OWNER'S NEW BUSINESS FAILS. WHAT IF THEY BUILD AN OFFICE BUILDING AND
NO ONE RENTS THE SPACE? WHAT IF THE EXPECTED TAX REVENUE DOESN'T MATERIALIZE? HENRY COUNTY GETS STUCK WITH PAYING BACK THE TAX
BONDS.
WE THE CITIZENS ARE ULTIMATELY RESPONSIBLE FOR THOSE BONDS. RESULT: HIGHER TAXES FOR EVERYONE IN HENRY COUNTY.

TOMMY SAYS WHEN WE VOTE "YES" FOR THE "REDEVELOPMENT POWERS LAW", WE "ARE VOTING FOR HENRY COUNTY JOBS." MORE JOBS IS NOT
A CERTAINTY, MERELY A POSSIBILITY.

A "YES" VOTE, HOWEVER, DOES HAVE CERTAINTIES. "YES" IS TRUSTING THE HENRY COUNTY BOARD TO WISELY GAMBLE FUTURE TAX DOLLARS
ON PRIVATE REDEVELOPMENT. "YES" MEANS VOTING FOR OUR LOCAL GOVERNMENT TO INTERFERE IN THE FREE MARKET BY CHOOSING WHICH
DEVELOPERS WILL DEVELOP WHICH PROJECTS. "YES" WILL OPEN THE DOOR TO POSSIBLE CORRUPTION, ABUSE, AND HUGE DEBTS. "YES" MEANS A
BIGGER HENRY COUNTY GOVERNMENT.

I'LL BE VOTING NO AND URGING FAMILY, FRIENDS, AND STRANGERS TO DO THE SAME. TOMMY SAYS THAT MAKES ME A
"CHICKEN LITTLE" WHO MIGHT BELIEVE ELVIS WAS ABDUCTED BY ALIENS. BUT , TOMMY ALSO BELIEVES THAT LOCAL GOVERNMENT CAN CREATE
JOBS. WE MERELY HAVE TO GRANT THEM MORE POWERS TO GAMBLE OUR TAX DOLLARS ON PRIVATE DEVELOPMENTS. I DISAGREE. GOVERNMENT
DOES NOT CREATE JOBS - PRIVATE INDUSTRY DOES.

GEORGIA'S 13TH CONGRESSIONAL DISTRICT SPRAWLS AROUND THE SOUTH-WEST PERIMETER OF ATLANTA. DEMOCRAT DAVID SCOTT TOOK THE
SEAT IN 2002 AND HAS BEEN THERE EVER SINCE. HE IS PRO-CHOICE (100% NARAL RATING), VOTED FOR THE $700 BILLION TARP &
$787 B ILLION STIMULUS BILL, VOTES CONSISTENTLY AGAINST ENERGY INDEPENDENCE, IS STRONGLY PRO-UNION, SUPPORTS GOVERNMENT
HEALTH CARE TAKE OVER, SUPPORTS CITIZENSHIP FOR ILLEGAL IMMIGRANTS, VOTED FOR THE $410 BILLION OMNIBUS BILL OF 2009, SUPPORTS
CAP AND TRADE, VOTED FOR CASH FOR CLUNKERS, AND THE AUTO BAILOUT. WITH CONGRESSIONAL APPROVAL RATINGS BARELY IN THE DOUBLE
DIGITS , YOU WOULD THINK THIS BIG SPENDER WOULD BE FIGHTING FOR HIS POLITICAL LIFE. NOT SO, TWO LEADING INDICATORS FROM THE NY
TIMES HAVE THIS RACE AS "S OLID DEMOCRAT" AND "100% CHANCE OF DEMOCRAT WIN".

MOST PEOPLE LOOK AT THE ODDS OF FLIPPING THIS SEAT ABOUT AS PROBABLE AS SEN. T ED KENNEDY'S SEAT GOING TO A
REPUBLICAN . WAIT... THAT DID HAPPEN! ENTER MIKE CRANE, THE REPUBLICAN CHALLENGER WHO IS DETERMINED TO BEAT THE SEEMINGLY
IMPOSSIBLE ODDS. YOU'RE NOT LIKELY TO HEAR HIM OR ANYONE ON HIS CAMPAIGN MENTION HE IS A REPUBLICAN NOR TALK ABOUT HIS
CHALLENGER. HE HAS RECEIVED NO MONEY FROM THE REPUBLICAN PARTY; THEY HAVE ALL BUT CONCEDED THIS RACE . IN FACT, MIKE HAS
RAISED ONLY $30,000. TO DAVID SCOTT'S $500,000. HE IS NOT THE TYPICAL CANDIDATE THAT HAS WORKED HIS WAY UP IN POLITICS. HE
IS A BUSINESS MAN THAT IS TIRED OF THE WASHINGTON "BUSINESS AS USUAL" ESTABLISHMENT AND DECIDED TO RUN FOR CONGRESS. HE IS
SIMPLY RUNNING AN ISSUES BASED CAMPAIGN WITH THE BACKING OF SCORES OF DEDICATED VOLUNTEERS. HE'S OPPOSITE TO DAVID SCOTT IN
ALMOST EVERY AREA AND IS RUNNING AS AN UNAPOLOGETIC, TRUE CONSERVATIVE IN A HEAVILY DEMOCRATIC DISTRICT THAT WENT FOR OBAMA BY
70%.

IF YOU LIKE TO ROOT FOR THE UNDERDOG, THIS IS THE RACE FOR YOU. HE IS PRO-LIFE, WANTS TO CITE CONSTITUTIONAL AUTHORITY FOR
EACH BILL, PRO 2ND AMENDMENT, AGAINST ILLEGAL IMMIGRATION, FOR TERM LIMITS, PRO FAMILY, WANTS TO REDUCE THE SIZE OF GOVERNMENT
AND SIMPLIFY THE TAX CODE. HE ALSO WANTS TO RESTORE MANY AREAS UNDER FEDERAL CONTROL BACK TO THE STATE AND LOCAL
GOVERNMENTS. AS VICIOUS AS POLITICS ARE , IT IS RARE WE GET A CANDIDATE LIKE THIS AND WE SHOULD NOT SQUANDER THIS OPPORTUNITY.
I DON'T WORK FOR MIKE OR HIS CAMPAIGN AND I AM NOT IN HIS DISTRICT, BUT I AM GOING TO SEND A LITTLE MONEY AND SOME PRAYERS HIS
WAY AND I HOPE MANY OF MY FELLOW CITIZENS WILL DO THE SAME. IMAGINE THE DIFFERENCE IF EVERYONE SENT $20 TO THE CANDIDATES THEY
SUPPORT, INSTEAD OF THE DEMOCRATIC OR REPUBLICAN PARTY. IF "WE THE PEOPLE" CAN HELP MIKE PULL OFF A DRAMATIC NOVEMBER
SURPRISE, IT WILL ENCOURAGE MANY MORE CANDIDATES LIKE HIM TO RUN IN THE FUTURE, EVEN IN RACES WHERE THE ODDS ARE STACKED
AGAINST THEM.

CHUCK DONOVAN: CANDIDATE FOR U.S. SENATE


MY NAME IS CHUCK DONOVAN AND I AM THE LIBERTARIAN CANDIDATE FOR US SENATE. I AM A FORMER MARINE CORPS FIGHTER PILOT AND A

IF YOU CONSIDER YOURSELF AN AMERICAN WHO IS "FISCALLY RESPONSIBLE", CONCERNED ABOUT THE BILL OF RIGHTS, AND CONSIDER THE
CONSTITUTION THE LAW, YOU CANNOT HONESTLY VOTE FOR EITHER THE DEMOCRAT OR THE REPUBLICAN IN THIS RACE. THEIR RECORD SHOWS
THEY HAVE CONSISTENTLY IGNORED THESE ESSENTIAL PRINCIPALS.

AS U.S. SENATOR, I WILL WORK TO BRING STRICT FISCAL DISCIPLINE TO THE FEDERAL GOVERNMENT, RE-ESTABLISH A FREE MARKET ECONOMY,
AND PROMOTE LEGISLATION TO LIMIT WASHINGTON'S REACH INTO OUR PERSONAL AND ECONOMIC LIVES.

THE SINGLE MOST IMPORTANT ISSUE IS FORCING THE FEDERAL GOVERNMENT TO CONTROL ITS SPENDING. BECAUSE OF THE DAMAGE CAUSED BY
THE INCUMBENT PARTIES, WE HAVE NO EASY CHOICES WHEN IT COMES TO BALANCING THE FEDERAL BUDGET, REDUCING OUR HUGE NATIONAL
DEBT , AND ADDRESSING THE EXPENSIVE PROMISES WE HAVE MADE IN MEDICARE AND SOCIAL SECURITY. INCREASING THE LEVEL OF TAXATION ON
AMERICANS IS OUT OF THE QUESTION. I WILL FIGHT ANY TAX INCREASES. WE MUST HAVE REPRESENTATION THAT WILL NOT BE TIED TO SPECIAL
INTERESTS AND WILL NOT COMPROMISE ON MAKING THE FEDERAL GOVERNMENT SUBSTANTIALLY REDUCE SPENDING. IF WE CANNOT AGREE ON
WHAT TO CUT, THEN EVERYTHING IN THE GOVERNMENT MUST TAKE AN EQUAL REDUCTION ACROSS THE BOARD.

A I FEAR VERY LIKELY IS THAT OUR GOVERNMENT WILL


SITUATION JUST PRINT MORE MONEY. THIS "BLANK CHECK " MUST BE TAKEN OUT OF ITS
HANDS. WITHOUT THE RIGHT LEADERSHIP IN WASHINGTON, OUR GOVERNMENT WILL TURN TO THIS DANGEROUS METHOD OF MONETARY
MISMANAGEMENT.

AFTER LEADING THE WAY WITH FISCAL DISCIPLINE, G OVERNMENT'S JOB IS TO MAKE OUR ENTIRE COUNTRY THE MOST BUSINESS FRIENDLY PLACE IN
THE WORLD. THAT MEANS FIXING AN OVERLY COMPLEX TAX SYSTEM RIDDLED WITH SPECIAL DEALS FOR POLITICALLY CONNECTED BUSINESSES, AND
TO ELIMINATE THE EXPENSIVE ROADBLOCKS GOVERNMENT PUTS IN THE WAY OF BUSINESSES CREATING JOBS. GOVERNMENT IS A POLITICAL,
PLODDING DINOSAUR. BUSINESS IS A PROACTIVE, THOROUGHBRED RACEHORSE. IF AMERICANS ARE TO BE FREE, WE HAVE TO SET AMERICAN
BUSINESSES FREE TOO.

A GOVERNMENT THAT IS NOT LIMITED WILL SEIZE ALL OF YOUR PROPERTY AND TAKE ALL OF YOUR FREEDOM OF CHOICE. CONSTITUTIONAL LIMITS
ON THE FEDERAL GOVERNMENT ARE THERE TO PROTECT ALL AMERICANS, NOT JUST THE PEOPLE I AGREE WITH. IGNORING CONSTITUTIONAL

School board members are elected to represent the people of a politically
organized district. The school board is a governmental taxing authority. Why
must Henry's high-and-mighty social class keep acting otherwise?

he is a true Conservative who refuses to adopt their high-roller agendas.

Remember this: We are judged by the company we keep, and by the company

The Mayor of Jackson had our truck towed & impounded on a Sunday morning because it
had a political sign for a Republican candidate in the back?

We have a 4'x4' Austin Scott for U.S. Congress, 8th District" sign in the bed of our pickup truck. On our way to Church
on Sunday 10/10/10, at about 8:45 AM, we parked our truck in a public parking lot in downtown Jackson. After Church,
we went to pick up our truck at the lot. It was gone! According to the paperwork at the Jackson police station, the
Mayor called in, about 15 minutes after we parked the truck, to have it towed "immediately" . Having a (Republican)
political sign on the back of the truck was the reason we were given when we went to the Jackson Police Department to
find out what happened to our truck.

We asked the Police Chief and the Dispatcher what was the violation or infraction that caused our truck to be towed
and were told there wasn't anything indicated and they didn't know of any code that would apply. It was suggested that
it was maybe "general trespassing". We requested copies of documents and were told that we could not have these
documents because the case had been turned over to the city attorney.

What the Mayor did was an abuse of power, and perhaps a violation of our constitutional free speech. We have decided
that this incident should not just be swept under the rug and forgotten. We the people have to stand up, speak out and
take action in situations where powerful elected officials disregard our rights. It's time to get back to good public
servants and away from powerful politicians in a Good Ole Boy system of government.
Does anyone know of a Conservative Constitutional attorney who would have an interest in discussing the options
available in this wrongful towing and impounding of our vehicle?

Emory Presents Their Case to Citizens

I received a letter from Emory Healthcare presenting their case as to possibly merging with Henry Medical Center. This
is the first time I have had a business to contact me about my feelings toward Emory.

Emory Hospital and University at Clifton Rd, Crawford Long and other areas has an excellent reputation in the
healthcare community. My father went there from 1964 till his passing in 1997. My mother was treated for cancer at the
Winship Cancer Institute of Emory University. They are always on the cutting edge of new advances in medicine.

The letter says at the ending "We would welcome the opportunity to partner with HMC. If you would like more
information about Emory and our efforts to collaborate with HMC, please call 404-778-7222." Signed John T. Fox

I spoke with a worker at HMC today and they told me that they still haven't had a raise now in three years. Joining with
someone such as Emory could make things better for the workers. It depends on the options.

Trust Government?

Occasionally, those of us in elected office wonder why average Georgians don't trust any level of government. We try
to sound sincere and factual when presenting a proposal to citizens. Then we go and do something so outrageous that
we should wonder how anyone gets reelected. Such is the situation with the arbitrary renewal of the highway toll on
Georgia 400.

Recently our Governor, State Road and Tollway Authority (SRTA) and Department of Transportation (DOT) gathered
and made the decision to charge tolls for another ten years for those who drive on Georgia 400. As background, 20
years ago when the toll was first placed on the stretch of GA 400 between Interstates 85 and 285, Georgians were
promised that once the road was paid for, the toll would disappear. Unfortunately for key members of state
government, 20 years came and went and the toll was scheduled to expire in June 2011. But government's appetite for
more revenue never expires and so senior state officials decided there were "pie in the sky" projects that we could fund
if that toll just stayed in place another ten years. It would be more land of milk and honey if we just take a few more
dollars from those who pay our way.

Everyone should understand that we already have several ways to fund highway projects in Georgia. Unlike almost any
other state, we adjust our gas tax every year to ensure we don't have a high gas price and low tax. We also ensure
that those who support Georgia government with their hard earned income pay for highway improvements through their
sales and income taxes. During the 2010 session, the legislature passed and Governor signed a new ability for regions
of the state to levy an additional one cent sales tax for highway improvements. And even as you read this column, the
state is changing HOV lanes on various interstates to HOT (High Occupancy Toll) lanes to get their hands even deeper
into your pockets.

We live in a time when jobs are precious and incomes down. The recession/depression we have suffered through for
several years shows no signs of easing due to awful fiscal policies in Washington and a state government that has no
financial reserves as a result. Yet cash hungry governments at all levels continue to believe we can be taxed/tolled into
prosperity if we just grab a few more dollars. Government being all wise and knowledgeable certainly can spend your
money better than you can. At least that is what many believe who sit in positions of authority.

What are the lessons to be learned from this situation? First, there is no such thing as a temporary tax or toll. Once
revenue begins streaming into any government's bank account, those in power will find a way to ensure it never ends.
Second, most tax and spend programs never bring in the tax revenue that officials predict (hope for). Our "super
speeder" increase in speeding fines is the most current example. Third, when a person running for or occupying an
office tells you something, hold them to it or find someone else to vote for. Finally, look very hard at Amendment 2 on
your ballot this year. The state is asking for yet another $10 tax to somehow fund trauma care south of Macon. This is
a tax on a mandatory item that you will have no choice on buying, your automobile tag. It's your money, think back on
all the promises made to you by government and then make a wise decision. I will.

Transportation referendum prompts calls for secession

Peachtree City Mayor Don Haddix is leading a charge for Fayette County to secede from the ten-county Atlanta region,
over the possibility of being forced to pay for transit like MARTA. The Atlanta region is scheduled to vote on a sales tax
referendum for transportation in 2012.

On the other hand, leaders in Fulton, DeKalb and Atlanta say they have been forced to pay for MARTA alone too long.
Some of them say the referendum should make other counties pitch in - or they may oppose the vote.

The Legislature labored four years to produce the referendum, and transportation planners say it carries some of the
best hopes for metro Atlanta congestion relief. With some taking do-or-die positions on opposite sides of the issue, is it
doomed? Or is this all flak on the way to success in pass the referendum?

Flak and success, insisted Chick Krautler, the director of the Atlanta Regional Commission, which is helping draw up the
project list.

However, there is one thing officials can do on their own to change course, if it can be pulled off. That's secession from
the Atlanta region.

In Peachtree City, the city council met Thursday evening to discuss being asked to fund mass transit

Haddix has made his presentation on leaving the Atlanta region to other city councils and hoped to bring it before the
Fayette County commission, he said. The current county commission chair, Jack Smith, was unseated by a challenger
who beaned Smith for supporting regional transit. That challenger, Steve Brown, takes office in January and said he
would "absolutely" support a motion to secede from the Atlanta region. Secession would also take support by the
Legislature.

"The focus is Atlanta, Atlanta, Atlanta," Haddix said. "We understand we're kind of attached, we have mutual needs, but
we don't want to be Atlanta. We don't want to be absorbed into Atlanta."
