Lately, the sacred and inviolable freedom of the
press has been put on the brink of catastrophe as it
was mocked and bushwacked.
The fearless Rappler CEO and executive editor
Maria Ressa, critical of the Duterte administration
turned herself in to face charge of cyber libel filed
against her by the justice department. Ressa has
previously dealt with five counts of tax cases, in all
of which she was able to post bail without spending
a minute in detention. In the end, it is the initially-
dismissed cyber libel case that detained her.
The charge was about an article in question — a
story that links the late former Chief Justice Renato
Corona to the businessman and complainant
Wilfredo Keng that was published seven years ago.
In ordinary libel, which is Article 355 of the Revised
Penal Code (RPC), the crime of libel or other similar
offenses shall prescribe in one year. Under the RPC,
the complaint should have been filed before May
2013, hence questionable.
You know a government is desperate when they
arrest a journalist. That's arguably the most accurate
reaction coming from CNN’s Christiane Amanpour,
condemning the glaring threat to press freedom in
the country.
Media practitioners also trashed the charge saying
that it is a blatant attempt to silence independent
journalism. The directive could only have originated
with the government. Perhaps, basic political will
did the trick. University leaders and student groups
also slammed the arrest of Ressa, saying we must
defend the truth and press freedom. Surely, we must
deploy the same level of vigilance.
Aside from Rappler, President Rodrigo Duterte
also lambasted and threatened to order the closure
of ABS-CBN and the Philippine Daily Inquirer during
his Second State of the Nation Address for supposed
biased reportage. Beyond the legal arguments is
government’s troubling practice of silencing critics
through the filing of questionable cases and threats.
The free press is the public's watchdog of abusive
governance. However, with a sorry state of justice, it
is easy for the unseen hand of the privileged to use
the law to stifle press freedom and silence dissent
in the country. Consider the reports showing that
atleast 12 professional journalists have been killed
under Duterte's watch.
In the Bicol region, one can never forget the killing
of Joey Llana on July 2018 who was famous for his
hard-hitting commentaries in dwZR Hypersonic
Broadcasting Network in Legazpi City. This issue
cries out to indurate the demand to end the culture
of impunity and violence against journalists and
media workers in the country and it is more vital
than ever.
On top of that, the Philippines currently sits in an
appalling 133rd place out of 180 countries according
to Reporters Without Borders' annual Press Freedom
Index. While we call this country a democratic
nation, ironically enough, the alarming persecution
of the free press continues. This basically shows a
low regard for democratic principles.
Finding the truth can be exceptionally hellacious
but a more daunting decree is to defend our rights
and hold the line against oppressive partisans when
the truth is uttered.

that we in Camarines Sur do not even
have a provincial hospital under the con-

Gov. L-Ray for 9 years. That’s Gov. Migz
Villafuerte for 9 years, for a total of 27
years. The Villafuertes neglected the
health needs of the people.

In all honesty and sincerity, I am having a wonderful time

(call it grand) in my line of work as administrative aide. Some-
times I feel that I am a know-all and do-all and even feel, in all
humility, that my job (and me too) are indispensable. This is a
challenge to me aware that I can not be without, in the office
being a front a liner and rated considerably as assistant to the
principal.
I consider the following qualities make an administrative
aide.
An administrative aide needs a strong organizational skills.
He has also a good grasp of time management. Needless to
say, it is imperative and doubtless that he knows what should
be done, how they are done and when to do them. An effec-
tive schedule is a prime consideration. There are papers that
should meet deadlines and they must be relayed promptly.
All these are either communicated very well either verbally or
in writing. The tasks are completed accurately and delivered
with high quality and in a timely manner relying on experience
and judgment with the accomplished goals in a wide degree of
creativity and latitude.
As routinary, the works involve making requests of various
needs, doing transcript of records and other similar documents
as requested. The administrative aide produces and distrib-
utes correspondence, memos, letters and the likes. He is very
knowledgeable of modern technology and uses them with pre-
cision.
Putting the office in order is a part of the job. Other matters
include keeping track of office supplies and even reconciling
expense report.
The administrative aide provides and facilitates educational
opportunities and even grants to the department staff and in
this case, teachers and other personnel who are qualified. He
likewise places visitors at ease and answers their requests and
questions that are pertinent to the department. There are com-
munications that must be relayed correctly and the adminis-
trative aide takes care of these with promptness and with the
assurance that they reached the concerned recipients or ben-
eficiaries.
Taking religiously my work and its corresponding duties
and responsibilities, it dawns upon me to take my role seri-
ously and not be mindful of the little or even big sacrifices that
go with the job that I had wholeheartedly accepted.
To be an administrative is a responsibility that one takes
with dedication. There is no complaint, an administrative aide

to P25,700. Uncomplicated
cases are paid at P7,700 while

at P15,000 and meningitis at

According to Geraldine
Naron, PhilHealth-Bicol
public relations officer, even
non-members and their de-
pendents can avail of the cov-
erage when needing confine-
ment due to measles through
the Point of Service (POS)
program.
“Non-PhilHealth mem-
bers can avail the benefits
thru the POS program at any
PhilHealth accredited gov-
ernment-owned hospital such
as the BRTTH (Bicol Re-
gional Training and Teaching
Hospital),” she said.
Non-members who are fi-
nancially incapable can avail
a one-year PhilHealth cover-
age to be paid by the govern-
ment effective at the time of
their availment.

waters off Vinzons town in
Camarines Norte province,
a police report said on Mon-

Alfredo Vega, 61, and his
son Junior, both residents of
Barangay Sula, were fishing at
the area when they recovered
a package wrapped in plastic
and floating on the coastal wa-
ters of Quinamnucan Island,
said Senior Insp. Maria Luisa
Calubaquib, spokesperson of
Police Regional Office (PRO)

Vega told the police that
soon after they returned home,
he decided to turn over the
package he found to Rose Ma-
rie Abogado, chairman of the

SMFI CONDUCTS SCREENING OF APPLICATION

FOR COLLEGE SCHOLARSHIP 2019-2020
Over a hundred and fifty students from Naga City and various towns of Camarines Sur took part
in the recent SM Foundation’s examination of applicants for college scholarship for the school
year 2019- 2020. SM Foundation Inc. is the corporate social responsibility of the SM Group of
Companies. The screening was conducted last February 11 at the event center of SM City Naga.
The program is open to all public and private high school graduates with Dep Ed voucher after
completing Grade 10 from public schools. Applicants should have a general weighted average
of atleast 88 percent by the second or third grading period. They must come from a family with
an annual household income of P150,000 or less. Once admitted to the scholarship program,
the scholars can pursue courses in the field of accountancy, engineering, computer science and
education. The scholars’ benefits include free tuition fees, monthly allowances and can earn
extra income through summer jobs in SM malls. However, SM does not require the scholars to
work for the company after graduation as payback for their education.

PRRD rallies support for peace effort

LEGAZPI CITY --- Pres-
ident Rodrigo Roa Duterte
called on the local officials in
the Bicol region to support
the peace and order efforts
of the government.
The Chief Executive is the

speaker in the Regional Ba-
rangay Summit on Peace and
Order held at the Ibalong Cen-
trum for Recreation (ICR) in
Albay, Feb. 8.
“So, 'yan po ang ipagbilin
ko lang. I am really plead-
ing, not on bended knees but
pleading na maybe you can
give importance to the things
that I utter here because this is
really intended for the good of
the public,” the President said.
“The greatest good for the
greatest number … All of this
is really to protect public in-
terest, and all of these things
that we do, we do it for the
Filipino and the Bicolanos,”
he said.
Duterte pledged that the
armed forces and the police
will be fair in dealing with
election issue and candidates

tion.
“I can assure you that the
Armed Forces and the Police
will never side with anybody,
any candidate, or for any is-
sue for that matter that is sub-
mitted to the people for their
resolution,” he said.
PRRD also appealed to
the communist rebels to stop
