CHAPTER THREE
GENERAL SPECIFICATIONS

3-1 PREAMBLE:
The information provided in this Invitation for Bids (IFB) is for general information
and background to the procurement contract. The Bidder is strongly advised to take
such steps as he, in his professional and experienced judgement, deems necessary to
confirm the adequacy and accuracy of the information provided and to compile his Bid
and, if successful, supply the Goods and Related Services.
3-2 GENERAL DESCRIPTION OF THE SCOPE OF WORK
The City of Bulawayo obtains its water from a number of dams and a wellfield situated
about 60+km outside the city. The dams pump/gravitate water to reservoirs at Ncema
pump station. The raw water is then pumped from Ncema pump station to reservoirs at
Fernhill booster pump station from where it is further pumped to a reservoir at Criterion
Water Treatment Plant. After treatment the water is then fed to a number of reservoirs
for distribution in the city.
From the Ncema WTP the clear water is pumped to Fernhill reservoir from where it is
further pumped to Tuli Hill reservoir. The wellfield pumps water to Rochester booster
pump station, the water is then distributed to a number of reservoirs in the city.
The City of Bulawayo has decided to establish a modern bulk water supply Telemetry
and SCADA system with the Control Centre to be located at Criterion WTP.

1-5 PUMP CONTROL PHILOSOPHY

The underlying operational control philosophy of the duty pumps is based on the
demand for water by the upstream reservoir. The ultrasonic level transmitter in the
upstream reservoir measures the reservoir water level.
Two pre-set water levels are designated Low (Start pump) and High (Stop pump). The
level transmitter outputs analogue signals in the range 4 – 20mA corresponding to 4mA
= 0% (i.e. empty) and 20mA =100% (i.e. full), thus the analogue output is calibrated to
indicate the reservoir water level between empty and full.
When the ultrasonic level transmitter outputs signals equal to the pre-set levels, the
signals are locally processed by the PLC and transmitted via a radio communications
network to the appropriate downstream pump station whereby after further processing
by the local PLC, pump Start/Stop commands are sent to the Soft starter and executed.

1-6 CONTROL MODES

The system design shall provide for three control modes of operation of the motor-
pump sets.
 Local
Pump operations (Start/Stop) are carried out manually by the operator on the
HMI/ MCC and implemented by the Soft starter.
 Remote Manual
An operator at the NCC manually Starts/Stops the pumps from the SCADA
system and appropriate commands are transmitted to the remote station and
executed by the local starter.
 Automatic
The pumps’ operations Start/Stop are under the control of the SCADA software
at the NCC and the local PLC and operations are implemented by the VSD/Soft
starter dependent on the upstream reservoir demand for water.
