1-5 The control room Located in CRITERION WTP will use SCADA
system primarily for monitoring and controlling the status of remote

2- DETAIL SPECIFICATIONS
2-1 Plc - Programmable Logic Controller:
2-1-1 PLC components and any instruments wired to the PLC shall be
powered by UPS power. The PLC can accept up to 7 expansion
I/O modules for a maximum of 256 discrete I/O.

PURCHASER’S REQUIRMENTS

GENERAL SPECIFICATIONS
3-1 PREAMBLE:
The information provided in this Invitation for Bids (IFB) is for general information
and background to the procurement contract. The Bidder is strongly advised to take
such steps as he, in his professional and experienced judgement, deems necessary to
confirm the adequacy and accuracy of the information provided and to compile his Bid
and, if successful, supply the Goods and Related Services.
3-2 GENERAL DESCRIPTION OF THE SCOPE OF WORK
The City of Bulawayo obtains its water from a number of dams and a wellfield situated
about 60+km outside the city. The dams pump/gravitate water to reservoirs at Ncema
pump station. The raw water is then pumped from Ncema pump station to reservoirs at
Fernhill booster pump station from where it is further pumped to a reservoir at Criterion
Water Treatment Plant.After treatment the water is then fed to a number of reservoirs
for distribution in the city.
From the Ncema WTP the clear water is pumped to Fernhill reservoir from where it is
further pumped to Tuli Hill reservoir.The wellfield pumps water to Rochester booster
pump station, the water is then distributed to a number of reservoirs in the city.
The City of Bulawayo has decided to establish a modern bulk water supply Telemetry
and SCADA system with the Control Centre to be located at Criterion WTP.
3-3 GENERAL PROVISIONS
3-3-1 Quality of Goods
All equipment to be supplied shall be of durable material manufactured according to
meet the latest Standards ISO 9001 & ISO 14001 for Quality Management System
and Environmental Management Systems on the input/output protocols and
electronic interfaces for water equipment. The equipment shall be first-class
commercial quality suitable for professional use and carry a warranty of minimum one
year.
The approval in writing or otherwise by the Implementing Entity (IE) of any material
shall not in any way whatsoever relieve the Supplier of the liability or obligation under
the contract and no claim by the Supplier on account of the failure, insufficiency or
unsuitability of such materials will be considered.
All items shall be suitable for use in the prevailing climate in Zimbabwe.
The manufacturer’s specifications should accompany all goods supplied. The name of
the manufacturer must in every case be stated.
3-3-2 As Built Drawings And Operation Manual
The Engineer’s drawings issued with this Specification are intended only to show the
basic principles on which this Contract is to be prepared. These show typical layouts of
how the various items of plant and equipment are related to each other. The Contractor
shall provide manufacturer’s certified drawings and his own working drawings as
defined below.
The drawings issued with this Specification are not to be taken or regarded as working
drawings. Should anything be omitted from the Engineer’s drawings or this
Specification, which is usually considered necessary for the completion of the Works,
the Contractor shall identify the omission.
Any requirement called for or implied in the Specification shall not be revoked or
reduced due to the approval by the Engineer of drawings. Such approval by the
Engineer shall in no way relieve the Contractor of his liability for providing and
installing everything necessary for the satisfactory completion of the Works in
accordance with the Specification.
The Engineer’s approval of certified and/or working drawings shall not relieve the
Contractor of his responsibility for errors, as the Engineer’s approval is only general;
and is not intended to serve as a check. The Contractor shall be fully responsible for
ensuring that the Works are properly completed and operate in accordance with the
Specification and to the Engineer’s satisfaction.
The cost of supplying these drawings and carrying out any alterations required to meet
the requirements of the Specification shall be included in the rates in the Schedule of
Prices.
The standard of drawings shall be such as to be clearly legible when reduced to A4 size.
All original drawings shall be A3 size.
Drawings for the O&M manuals shall be A4 or foldout A3 size to suit an A4 format
document.
The Contractor shall supply five hard copies and soft copies (on CD or DVD) of “As
Built” drawings and O & M documents in accordance with the following:
Equipment assembly and installation drawings showing clearly the location,
layout, labelling, fixing arrangements, configuration and gland plate details of the
equipment at each site.
Circuit diagrams and instrument loop diagrams showing in schematic form all
wiring between sensors/transducers, radio communications equipment, Local
Area Network, PLC’s, SCADA computers and general electrical equipment and
all other wiring together with all other circuitry to which this equipment is
interconnected at each site.
The O&M manuals shall be based upon the approved Function Design Specification
and shall include:
Overall description of the complete Telemetry & SCADA system, as installed and
commissioned, with specific descriptions of equipment at each site and how
individual items of equipment operate together as a system.
Complete operational instructions for all equipment supplied at the Control
Centers, including
Keyboard/ mouse operations, LED monitors’ page formats, printed log formats,
etc.
Manufacturers’ full technical and environmental data for each individual item of
equipment included in the delivery.
- Any other testing during the project that may be requested by the Engineer, to
verify compliance with the Functional Design Specification, shall be deemed to
be included in the Contract Price.
3-3-9 Workshops And Training
The supplier of goods shall hold training workshops to equip the technicians and
engineers of BCC with the relevant skills of operating the system and diagnosis of likely
errors/hiccups. Provisions should be made to handle a team of about 20 people
comprising of Engineers and Technicians.
The training shall provide the technical details of how the system functions, how to
select the display mode for the measured parameters and re-setting and clearing alarms
that may be generated by the system.
The supplier will ensure that the personnel of BCC are equipped with all relevant skills
to run and operate the system with minimum outside help.
The proposed training structure shall follow the guidelines set out below;

3-4 MATERIAL AND EQUIPMENT TECHNICAL
SPECIFICATION
All of the equipment offered shall be designed to conform to the best current
engineering practices, and shall be well proven for the class of application described in
this specification.
The equipment shall be new, of sound workmanship and robust design, and of a grade
and quality suitable for the purpose intended and for the climatic conditions at the
indicated sites. All components/modules shall be installed in a way that they are easily
accessible for replacement purposes and terminals are also easily accessible for field
cabling. Where assemblies are mounted in enclosures, the assembly shall be easily
replaceable and accessible.
3-4-1 Key Equipment
The Table below shows the preferred equipment type for uniformity across the various
Projects’ components. Equivalents to the preferred equipment will need approval from
the Engineer and Employer.
5 Ultrasonic level

The UPS equipment shall be suitable for unattended operation and shall be continuously
rated to supply fully rated load within the steady state and transient performance limits.
Surge diverters shall be fitted to protect the equipment against system disturbances,
including those due to switching faults, and lightning strikes. Surge diverters shall
comply with BS 2914.
The enclosure shall be IP55 rated, lockable, of steel construction, floor mounted,
ventilated and vermin proofed with easy access to all components for inspection and
maintenance.
Lockable access doors shall be on the front of the enclosure.
Fuses shall be HRC type complying with BS 88 parts 1 and 2, fusing factor Class Q1.
High-speed fuses for semiconductor protection shall comply with BS 88 Part 4. One
spare fuse of each rating shall be provided and clipped inside the cubicle.
All relays shall be of the plug-in type and shall be supplied with dust cover.
Other sites shall operate from a regulated 24VDC supply with a suitably rated standby
maintenance-free battery.
3-4-10 Equipment Enclosures
Equipment enclosures, lockable and of steel construction, shall be rated IP55 for indoor
installations and IP65 for outdoor installations.
The enclosure shall be equipped with DIN rails, terminal blocks, MCB's, cable trunking,
earth bar and a micro-switch on the door.
3-4-11 Venture Type Flow Meter
Venture Tube is a differential-producing primary flow element that accurately and
repeatable measures the flows of liquids in closed and full pipe use conditions. The
venture tube incorporates an efficient hydraulic shape with static pressure taps in the
throat and inlet sections.
For pipe Reynolds numbers greater than 75 000 and a normalized piping
configuration, the Venture Tube provides a flow measurement uncertainty of: ± 0.50%
for standard meters and ± 0.25% for flow calibrated meters.
Material : Cast Iron , lined with non toxic material suitable for drinking water.
Temperature Range Cast iron can handle process temperatures between-30 °C and
+175 °C.
Pressure Range/End Connections Flanged end connections per ANSI B16.1 for 85 bar
and 170 bar service should be available. A variety of other end connections is also
should be available including: Butt Weld, Socket Weld, Mechanical joint flanges per
AWWA C110 or C111, as well as plain-end designs.
Venture Flow meter shall be installed in horizontal position.
The Venture Tube shall be free of protrusions and sharp-edged, debris-collecting
annuli. Static pressure taps reduce flow noise. The internal contour shall be designed
to minimize the buildup of solids and deter erosion, corrosion and scaling.
The venture flow meter shall be equipped with field control panel with durable battery
(for 3 Years working) and gives currently and accommodative flow in m3/h and
m3/day.
The flow meter should be capable to be connected to telemetry and SCADA system
with all related accessories.
The price in the BoQ shall include all required electrical and control works with
recommended spare parts for 2 years.
3-4-12 Gate Valves
1. General
The following gate valves shall be specified hereinafter.
a. Gate valves (80 mm to 1,000 mm)
b. Resilient seated gate valves (80 mm to 300 mm)
Unless otherwise specified, all valves shall be equipped with manual
operators with hand wheels.

3. Gate Valves (80 mm to 1,000 mm)
Gate valves shall be designed and manufactured in accordance with EN
1171,face to face to EN 558-1, series 14, (DIN 3202, F4) flange
dimensions to EN 1092 part 2 PN 16, AWWA C500 or BS 5163 and BS
5150, or other internationally accepted standards.
The valve body and bonnet shall be of cast iron, ductile cast iron, or
equivalent.
The stuffing box shall be the same materials or the body as specified above
and shall be in the open position. The depth of the stuffing box shall be
not less than the diameter of the valve stem. Packing for the stuffing box
shall be made of asbestos or other suitable materials approved by the
Engineer. Hemp or jute packing shall not be used. O-ring stem seals may
be used, subject to the approval of the Engineer and these seals shall have
a minimum of two (2) "O" ring seals, of which at least one (1) shall be
above the stem collar and replaceable under full working pressure while
the valve is in the fully open position.
Valve stem shall be cast, forged or rolled bronze or stainless steel, type
403 or 420.
4. Resilient-Seated Gate Valves (80 mm to 300 mm)
Resilient-seated gate valves (hereinafter called RS type gate valve) shall
be designed and manufactured in accordance with AWWA C509 or other
internationally accepted standards. Working pressure shall be 10 Bar.
RS type gate valves shall be cast iron-body resilient-seated gate valves
with non-rising stems (NRS) and outside screw-and-yoke (OS&Y) rising
stems. Valves shall be designed to provide an unobstructed waterway
having a diameter of not less than the full nominal diameter of the valve
when in the open position.
The valve body, bonnet, gate and yoke shall be of gray cast iron or ductile
cast iron. The yoke on bonnets shall be integral or of bolted-on
construction of such proportions and secured in such a manner that it shall
be as strong relatively and other parts of the valve. The design shall be
such that a hand cannot be jammed between a yoke and the hand wheel.
For stem seals, either gland packing or O-rings including other pressure-
actuated stem seals shall be provided. The stuffing box or O-ring packing
plate shall be the same materials of the valve body as specified above.
The depth of the stuffing box shall be not less than the diameter of the
valve stem. Gland packing for the stuffing box shall be made of asbestos
or other suitable materials approved by the Engineer. Hemp or jute
packing shall not be used. O-ring stem seals shall be designed to have a
minimum of two (2) "O" ring seals, of which at least one (1) above the
stem collar and replaceable under full working pressure while the valve is
in the fully open position.
Valve stems shall be cast, forged or rolled bronze or stainless steel, type
403 or 420.
All valves unless otherwise specified shall be equipped with hand wheels.
Resilient seats shall be applied to the gate and shall seat against a
corrosion-resistant surface. The surface shall be non- metallic, applied in
a manner to withstand the action of line fluids and operation of the sealing
gate under long-term service. Resilient seats shall be bonded or
mechanically attached to the gate. All exposed mechanical attaching
devices and hardware used to retain the resilient seat shall be of a
corrosion-resistant material.
Bolts and nuts to be used for bonnet, packing plate, gland and others shall
be stainless steel unless otherwise noted.
All interior and exterior ferrous parts of the valve except for finished or
seating surfaces shall be finished with fusion-bonded epoxy protective
coating. Fusion-bonded epoxy coating shall be heat activated, chemically
cured coating systems conforming to AWWA C213. Total dry film
thickness on the interior and exterior surface shall be not more than 0.4
mm and not less than 0.3 mm respectively.
3-4-13 Electric Actuators
Each actuator shall be fully weatherproof, and fitted with anti-condensation heater,
upper and lower limit switches, and torque switches. All local controls shall be
protected by a lockable cover.
Each actuator shall be adequately sized to suit the application, and be continuously rated
to suit the modulating control required.
The gearbox shall be oil or grease filled and capable of installation in any position.
Alternative hand operation shall be possible, and the hand wheel together with a suitable
reduction gear-box if necessary shall be of adequate dimensions for easy operation by
one men. The motor drive shall be automatically disengaged when under manual
operation.
All operating spindles, gears, and headstocks shall be provided with adequate points for
lubrication.
The actuator starters shall be integrally housed with the actuator in a robustly
constructed enclosure to IP65. The motor starters shall be capable of starting the motors
under the most severe conditions.
The starter housing shall be fitted with internal heaters so as to provide protection
against damage due to condensation. Heaters shall be suitable for single phase 230Volt
operation.
A separate isolator shall be supplied loose with each actuator. The isolator enclosure
shall be to IP65. The Contractor shall mount each isolator adjacent to its associated
actuator in a position to be approved by the Engineer.

CHAPTER ONE
PARTICULAR SPECIFICATIONS
1-1 INTRODUCTION
The project objectives are to supply, install, test, commission and set to work a
Telemetry & SCADA system which shall provide (a) operators with remote monitoring
and control capabilities and (b) a system Control Centre. The system shall enable
automated system operations for the efficient management of the water supply scheme
infrastructure comprising pump stations and reservoirs.
At the Control center, the collected information shall be processed and displayed on
LED monitors in real time, enabling automated operations as well remote manual
operations by the operators, It shall also be possible to retrieve historical data and to
analyse this information using trend analysis and other software tools.
A typical site shall be equipped with an appropriately sized (I/O count) PLC,
output/input interface modules, stabilized power supply with a standby battery,
instrumentation devices, an HMI (for pumping stations), an Ethernet switch and a
communications network to the Criterion WTP Control Centre.
The parameters to be monitored include, but not limited to, motor pump sets, associated
Motor, flow meters and actuated gate valves, Control Centres/ Panels equipment status,
reservoir water levels, flow rates, volumetric flows, pressures, battery levels,

A key component of a telemetry system is communications. The system will use
wireless broadband and satellite communications – VSAT.
1-2 SCOPE OF WORK
The Contract scope shall include;
- Supply, installation, testing and commissioning of all PLC’s, input and output
modules indicated for each site, including the supply of all mounting accessories
- Supply, installation, testing and commissioning of all instrumentation and
sensing devices for each site including the supply of all mounting accessories
- Supply, installation, testing and commissioning of broadband radios at all
indicated sites, including the supply of all mounting accessories, the erection of
antenna masts and any civil
- Works associated with foundations and plinths. The antenna masts shall comply
with the POTRAZ and Civil Aviation Authority regulations where applicable.
- Broadband radios shall operate in the 5 - 6 GHz licensed frequencies and offer
Ethernet networking interface.
- Supply, installation, testing and commissioning of V-Sat equipment at selected
sites.
