PRESIDENTIAL ACTION

IN FURTHERANCE of the authority conferred on the President of the Republic by
Article 132 of the Constitution to direct and co-ordinate the functions of Ministries
and Government Departments, which is exercised by the Head of State and
Government by the continuous review of the capacity of Ministries, State
Departments and State Agencies to deliver on the National Values and Principles of
Governance outlined under Article 10(2) of the Constitution;

COGNIZANT of the need to better equip and orientate Government in its


implementation of the Government’s Transformative Vision for a better Kenya
espoused as the Big Four Agenda, which is: -- a decent roof over many more heads
at affordable costs, affordable healthcare for all, value addition and increase in
manufacturing and jobs, and ensuring food security for all Kenyans;

COMMITTED to enhancing efficiency, transparency and accountability at all levels


of Government through a governance structure and leadership that ensures rapid
delivery of public services to Kenyans in every part of the Republic; and

CONSCIOUS that a review and re-organization of my Administration is necessary to


embed operational enhancements and functional changes that shall make Ministries,
State Departments and State Agencies better able to deliver on their mandates.

NOW, THEREFORE, by the Authority vested in me as President by the Constitution


and the Laws of the Republic of Kenya, I, UHURU KENYATTA; President of the
Republic of Kenya and Commander-in-Chief of the Kenya Defence Forces DO
HEREBY ORDER AND DIRECT as follows:

(i) THAT the Government of Kenya shall be reorganized as set out in this
Executive Order;

(ii) THAT the portfolio responsibilities and changes made in the structure of
Government set out in this Order shall come into immediate effect; and

(iii) THAT, Executive Order No. 1 of 2018 (as revised), is hereby further
amended accordingly.

A. MINISTRIES

1. Re-Assignments

In accordance with Article 152(5) of the Constitution, the following Cabinet


Secretaries are re-assigned as stated:

Heritage.

2. Nominations

In accordance with Article 152 (2) of the Constitution, the following persons
are nominated for appointment as Cabinet Secretaries as stated:

3. Vacation of Appointment

In accordance with Article 152(5) of the Constitution, as read together with


Article 152(1)(d) of the Constitution, the appointment of MR. RASHID
ECHESA MOHAMED, as a Cabinet Secretary has been vacated.

B. STATE DEPARTMENTS

1. Re-Assignments

In accordance with Article 155(4) of the Constitution, the following Principal


Secretaries are re-assigned as stated:

In accordance with Article 155 of the Constitution, the appointment of MRS.


FATUMA HIRSI, as a Principal Secretary has been vacated.
