1.0 INTRODUCTION

This procedure provides the guideline of Environment Management and Monitoring to be applied during
the design, construction and post construction of PLTG Talang Duku Gas Distribution Project South
Sumatera.
This environment guideline aims at giving contractors a summary of duties in the field of environment
protection.

2.0 PURPOSE

This Environmental Management & Monitoring Plan was developed for the PROJECT execution to
ensure the protection of the ‘Safety, Health” for all personnel working on the PROJECT and to minimize
environmental impacts, and maintain security of MGP’s workplace. The following plan will be
implemented by the ‘MGP PROJECT TEAM’ in conjunction with on going activities on the site. It is the
implementation of Occupational Safety And Health Management System for a project and provides
guidelines on how the project will attain the project and HSE expected performance.

3.0 DEFINITION

The following words if found elsewhere in this document shall have the meaning as follow:

PGN PT. Perusahaan Gas Negara (Persero) Tbk , the ultimate end user and
owner

PMC PT. Erraenersi Konstruksindo selected by PGN as Project


Management Consultancy

MIGAS Indonesian Government Body authorized for issuing permits and licenses
for oil and gas facilities

THIRD PARTY Authorized Inspection Company, who is approved, certified by and may be
appointed to act on behalf of MIGAS

CONTRACTOR PT. Menara Gading Putih ( MGP ) an Engineering, Procurement, and


Construction Company selected by PGN to perform the Engineering
detailed design, procurement, construction, pre commissioning,
commissioning and trial operation.

4.0 SCOPE OF WORK

Contractor shall manage and monitor the implementation of assessed impacts based on the
Environmental Management and Monitoring. Contractor shall also compliance with relevant law,
regulation and PGN policy, PGN UKL - UPL Document for Gas Distribution Pipe Installation, PLTG
Talang Duku.

5.0 LEGAL AND OTHER REQUIREMENT

5.1 Compliance with Indonesian Law

A complete frame of environmental laws and regulations are in force in Indonesia. It is a must for
the contractor to follow these laws and regulations. Main relevant texts are listed below:

 The Act of The Republic Of Indonesia No. 32 of 2009 Concerning Management of The Living
Environment.

 The Government Regulation No. 20 of 1990 concerning Water Pollution Control and its
Implementation Guideline Decree.

 The Government Regulation No. 82 of 2001 regarding Water Quality and Water Pollution
Control.

 The Government Regulation No. 85 of 1999 regarding Hazardous Toxic Waste


Management.

 The Government No 41 of 1999 regarding Air Pollution Control.

 The Government Regulation No. 74 of 2001 regarding Hazardous Toxic Management.

 Decree of Republic of Indonesia No. 14 of 1992 regarding Traffic.

 Decree of the Minister of State for Environment of the Republic of Indonesia


No.13/MENLH/3/1995 regarding emission standard of stationary sources.

 Decree of The Minister of State for Environment of The Republic of Indonesia


No.48/MENLH/11/1996 regarding Noise Standard.

 Decree of Republic Indonesia No. 22 of 2001 regarding Oil and Gas.

5.2 Compliance with PGN Health Safety and Environment Policy

PGN has prepared Standard Operation Procedures of Occupational Safety and Health as the
minimum standard operation in the implementation of all PGN activity. The contractor will have to
adhere strictly to those environmental statements and PGN Health Safety and Environmental
Policy, as well as fully complying with other regulations, UKL – UPL for PLTG Talang Duku Gas
Distribution Project, procedures and instructions applied by PGN,

5.3 Environmental Management and Monitoring Implementation

During the project implementation, environmental impacts are expected to be handle, if any
review of likely impacts that must be managed and monitored during commencement of
construction of PLTG Talang Duku Gas Distribution Project are as follows:

a) Employment Impact

Social unrest is predicted to occur if there is no opportunity taken by local community.

Different traditions between construction personnel and the local community, different
perceptions, possible theft and quarrels, and a temporary decrease in the environment
quality at the camp area may cause social problems (negative impact). Another factor that
may effect the community at locations where construction may influence village inhabitants
is unemployment. Local residents can be hired in project employment to achieve positive
impact.

b) Erosion

Trenching and backfilling activities will cause some negative impact, among others:

- Trenching in the terrain will create the possibility of erosion.


- Trenching, backfilling will disturb the natural hydrology.

c) Impact to Hydrology

Trenching and backfilling will disturb the natural hydrology.

d) Hydrostatic Test Impact

The release of discharged volume of hydrostatic test water will increase turbulence turbidity
decreased dissolved oxygen and affect to the fish. Environmental Management and
Monitoring Implementation documents will not assess the hydrostatic test impact as an
important impact. It is assumed that the contractor fully concerns to the discharge method
and the content of contaminant.

e) Impact to air quality and Noise

Trenching, welding, purging, flushing/venting, backfilling will disturb air quality and noise.
Vehicle activity will cause noise and will disturb the employees and local community.

f) Impact to Traffic

Trenching activity, damage road, maneuver of equipment and accumulation of material


project might be like disturb the traffic.

g) Impact to Sanitation and Aesthetics

Trenching and backfilling will decrease an environment aesthetics and sanitation.

h) Impact to Land Flora

Trenching and backfilling will cause loss the vegetation and will disturb the growing plant.

i) Mitigation of new impact

CONTRACTOR shall do mitigation of un-assessed impacts as soon as possible such; social


claims etc

j) Other social impact shall assessed such as districted accessibility of community and social &
economic.

6.0 REPORTING SYSTEM

All activities of environmental mitigation management and environmental monitoring


management should be reported continuously. The report will be arranged by CONTRACTOR,
after checked & approved by PGN/PMC.

The reporting system of Environmental Mitigation and Monitoring Management could be


performed as follows:

a) Kinds of Report
 Monthly Report

The results and progress of environmental management system is a part of the project
monthly report.

b) Report Content
The report should include:
 Environmental Mitigation Management
- Environmental Mitigation Management.
- Finding problems and new assessments.

 Improvement proposals of environmental mitigation Environmental & Monitoring


Management
- Environmental Monitoring Management
- Recording problems and new assessments.
- Improvement proposals on Environmental Monitoring.

c) Report Schedule
 Monthly Report Environmental report shall be part of contractors construction report.
 Ad hoc report
Ad hoc report shall be submitted when necessary (if there are any environmental
problems during construction).

7.0 ENVIRONMENTAL MITIGATION MANAGEMENT

CONTRACTOR shall be response for solving any environmental problems encountered as stated in
Environmental Management and Monitoring Implementation documents.

Environmental & Monitoring Management implementation shall be a part of Environmental Management


System.

7.1 Mitigation on Employment Impact

 CONTRACTOR to provide continuous guidance to the employees about the local culture
and the variance of norm by ethnic group, religion and race, and to exercise care and avoid
matters which are related to the difference between ethnic groups, religions and races

 CONTRACTOR to respect the local community traditions:

- Be considerate to the religion and traditional activities like traditional ceremonies etc.
- If the pipeline must pass a sacred place, Contractor must discuss with the traditional
chiefs before it is constructed.
- Avoid activities which are prohibited by local community

 To develop the sense of belonging, Contractor should encourage the local people's
participation in the construction activities by giving priority to:
- local people as workers
- local companies as a partner (sub contractor) if necessary.

7.2 Mitigation on Erosion

 Impact mitigation on land clearing, road crossing, river crossing, digging/drilling and
trenching activities:
- Crossing shall be in accordance with the standards and applicable permits
- Road condition after construction must be restored to the same as original
- Care must be taken to control water waste after hydrostatic test and to prevent leakage
of the potentially damaging material into waterways

To minimize the soil erosion, the pipeline must be constructed during the dry season, as far
as practicable. Soil Control and Measurement must be installed, see document SBU1-TLD-
S-BD-002.

7.3 Mitigation on Hydrology

 The CONTRACTOR during construction shall minimize disruption of drainage and waterflow
at the surrounding of along the route.

- Effort should be made to provide the people with various approach routes to their
properties to minimize disturbance to drainage and transport.
- The involvement of prominent figures during the construction work should be sought to
support a shared responsibility for smooth realization and the safety of the project.
- Preferably, installation be carried out in the dry season.
- Repair damages to ditches caused by the project activities.
- Bury the continuous pipes properly under the rivers to reduce disturbance to river flow.
- Compensation to local people if there is any damage to their property

7.4 Mitigation on Discharge of Hydrostatic Test

Discharge of hydrostatic test waste water should be done carefully to avoid the outlet location
from flooding. CONTRACTOR should also guaranty that the river will not be polluted by oil or
chemicals from the content of hydrostatic test waste water. Close coordination by contractors,
PGN and third parties is necessary.

Mitigation on Discharge of Hydrostatic Test Water Impact can be done by:


 Coordination of CONTRACTOR, PGN and third parties concerned to control the discharged
rate of hydrostatic test water into the rivers.

7.5 Mitigation on Air Quality

 Watering dusty path caused trenching


 Make zinc cover between path and trenching activity
 Accelerate trenching activity
 Usage ear plug for machine operator

7.6 Mitigation of Traffic

 To locate the excavated soil in a secure place


 To arrange schedule of work (i.e : avoid peak hour)
 Provide warning sign around the work area
 To arrange the proper dimension of opened trench and backfilled immediately after
construction completed
 To clean up soil crumbs around work area
 Provide officers whose duty to regulate the traffic of equipment maneuver I materials
transportation vehicle.

7.7 Mitigation on decrease of sanitation and aesthetics

 Re-vegetation and Reinstatement


 Clean construction debris or soil

7.8 Mitigation on Land Flora

 Re-vegetation and Re-plantation.

7.9 Mitigation Other Social Impact


 Efforts towards environmental refineries public unrest due to information that is not clear.
 Disturbed Community Mobilization.
 Public unrest due to pipeline leakage concerns.

8.0 ENVIRONMENTAL MONITORING MITIGATION

Environmental Monitoring Mitigation shall be conducted by Environmental Management & Monitoring


Implementation as field observation, systematic reports from field personnel, interviews, sampling and
laboratory analysis.
Referring to the Environmental Monitoring Mitigation, the main environmental monitoring which must be
carried out by contractors as follows:

8.1 Monitoring of Employment Impact

 Monitoring of local labor force utilized


 Monitoring of camp, storage yard and sanitation.

8.2 Monitoring of Erosion

Land clearing and trenching activities:


- Record erosion levels
- Record soil and materials/drilling mud disposal

8.3 Monitoring of Hydrology

Monitoring should be performed at the construction area, before, during and after construction
activity, to control the water flow.

8.4 Monitoring on Discharge of Hydrostatic Test

Take Water sample after dewatering of hydrostatic test activity for lab result.

8.5 Monitoring on Air Quality

- Monitoring activity at trenching area for soil excavation.


- Check off take station condition for enough dump soil from excavation activity.
- Monitoring traffic for speed limit of vehicle in construction area.
- Check with noise level if it needed.

8.6 Monitoring on Traffic

- Traffic monitoring for along the pipeline, at the time of preparation, construction and
commissioning.
- Monitoring the traffic volume during the pipe installation work carried out.
- Monitoring soil dump after trenching activity.
- Monitoring offtake station for enough space.

8.7 Monitoring on Decrease of Sanitation and Aesthetics

- Monitoring for all Garbage, domestic waste for long the pipeline.
- Monitoring Housekeeping in all area activity after work.

8.8 Monitoring on Land Flora

- Monitoring for pipeline activity, lest permanent damage to the environment during the work.

8.9 Monitoring on Social Impact

- Monitoring the placement of soil excavation carried out on the side of roads in good
condition and not narrow down the road.
- Monitor all activity not to conflict with society.
- Monitoring offtake for enough space for dump the soil
