Dear Director of Administration of the Courts ­ Judge Yigal Mersel and FOIA Officer 
­ Ms Sharon Saban­Safrai:
On January 22, 2019, we first filed the FOIA request, pertaining to information 
about Joseph Zernik, PhD, in the “critics of the judges” database, and asked for  
confirmation of receipt and due designation of a FOIA request number.  On January 
24, 2019, we refiled our above­mentioned FOIA request and again asked for

 confirmation of receipt and due designation of a FOIA request number. Such FOIA 
request was filed and refiled by email, by fax and by certified mail with certificate of
delivery. 
On February 21, 2019, since we had not received due confirmation of receipt and 
designation of a FOIA request number, we filed with your office a pre­litigation 
notice. 
On March 19, 2019, we received from Ms Ronna Maseru in your office an email 
message, in re: “Fax”.  To such email message, the pre­litigation notice, as received 
by fax in your office on February 21, 2019, was attached.  In such email message, 
we also received due confirmation of receipt and designation of FOIA request 
number (41/2019), as follows:
