On heels of scandals, USC
announces new president
By Amanda Lee Myers
THE ASSOCIATED PRESS

LOS ANGELES — The University of Southern California

on Wednesday announced a new school president who will
usher in “a new era” following a series of
high-profile scandals that culminated
last week with a massive college admis-
sions bribery case.
Carol Folt, former chancellor of the
University of North Carolina at Chapel
Hill, will become USC’s 12th president
on July 1. She’ll be the first full-time
female president in school history.
Carol Folt The announcement comes a week after
news broke of a college bribery scandal
involving USC and other universities across the country.
“I haven’t heard any voice of complacency since I’ve
been here ... that’s actually music to a new president,” Folt
told a news conference. “It’s, let’s make it right, let’s make
it better but let’s do that so we can achieve all the things
people want to do.”
Rick Caruso, chairman of the USC Board of Trustees, said
problems will occur, but the measure of great leadership is

Poll: More Americans

By Amy Taxin
THE ASSOCIATED PRESS

SANTA ANA — A growing number of Americans say

immigration levels should remain the same or increase,
according to a major U.S. survey, a shift that comes as the
Trump administration has ramped up immigration enforce-
ment.
At the same time, the latest data from the General Social
Survey — a widely respected poll that has measured trends
on American attitudes since the 1970s — shows a growing
partisan divide on the topic over the past decade.
The 2018 survey was released this week and shows 34 per-
cent of Americans want immigration levels to be reduced,
down from 41 percent in 2016, according to an analysis by
The AP-NORC Center for Public Affairs Research and GSS
staff.
That’s compared with 23 percent of Americans who want
more immigration, up from 17 percent in 2016. Forty-one
percent say they want immigration levels to stay the same.

‘Death all over’: Cyclone Idai toll above 300

By Farai Mutsaka
THE ASSOCIATED PRESS

CHIMANIMANI, Zimbabwe — Mozambique began three

days of national mourning on Wednesday for more than 200
victims of Cyclone Idai, while the death toll in neighbor-
ing Zimbabwe rose to more than 100 from one of the most
destructive storms to strike southern Africa in decades.
Torrential rains were expected to continue into Thursday
and floodwaters were still rising, according to aid groups
trying to get food, water and clothing to desperate sur-
vivors. It will be days before Mozambique’s inundated
plains drain toward the Indian Ocean and even longer before
the full scale of the devastation is known.
People have been clinging to trees and huddling on
rooftops since the cyclone roared in over the weekend, and
aid groups were desperately trying to rescue as many as they
can. The United Nations humanitarian office said the town
of Buzi, with some 200,000 people, was at risk of becom-
ing at least partially submerged.
“Floodwaters are predicted to rise significantly in the
coming days and 350,000 people are at risk,” the U.N.
office said.

Zimbabwean officials have said some 350 people may have A general view of the damage after a cyclone swept through Beira, Mozambique
died.
“We do not want to hear that anyone has died of hunger,”
Mnangagwa said.
Clutching a bag of his few remaining possessions, Amos
Makunduwa described the devastation with one stark sen-
tence. “There is death all over,” he said.
“It is beginning to smell really bad,” he added. “The
whole area is like one big body of water, huge rocks and
mud. There are no houses, as if no one ever stayed here.”
The force of the flood waters swept some victims from
Zimbabwe down the mountainside into Mozambique, offi-
cials said. “Some of the peasants in Mozambique were call-
ing some of our people to say, ‘We see bodies, we believe
those bodies are coming from Zimbabwe,”’ said a local gov-
ernment minister, July Moyo.
Entire villages were swept away, said Gen. Joe
Muzvidziwa, who was leading the military’s rescue efforts
in Zimbabwe. Some people had been out at beer halls when
the cyclone hit and came home to find nothing left.
Mozambique’s President Filipe Nyusi said late Tuesday
that more than 200 people were confirmed dead in his coun-
try. After flying over the affected region on Monday, he said
he expected the death toll to be more than 1,000.
Aid workers were shocked as they arrived in the
Mozambique port city of Beira, estimated to be 90 percent
destroyed. The 500,000 residents of the city, which has
some neighborhoods that are below sea level, were scram-
bling for food, fuel and medicine.

Some Fed watchers have said they think the next rate

much as some fear it might. But at his news conference,
“We think the Fed’s forecasts are still too upbeat,” said Powell played down that prospect.

The shift toward a more hands-off Fed and away from a
policy of steadily tightening credit suggests that the poli-
cymakers recognize that they went too far after they met in
December. At that meeting, the Fed approved a fourth rate
hike for 2018 and projected two additional rate increases in
2019. Powell also said he thought the balance sheet reduc-
tion would be on “automatic pilot.”
That message spooked investors, who worried about the
prospect of steadily higher borrowing rates for consumers
and businesses and perhaps a further economic slowdown.
The stock market had begun falling in early October and
then accelerated after the Fed’s December meeting.
President Donald Trump, injecting himself not for the
first time into the Fed’s ostensibly independent delibera-
tions, made clear he wasn’t happy, calling the December
rate hike wrong-headed. Reports emerged that Trump was
even contemplating trying to fire Powell, who had been his
hand-picked choice to lead the Fed.
But after the December turmoil, the Fed in January began
sending a more comforting message. At an economic con-
ference soon after New Year’s, Powell stressed that the Fed
would be “flexible” and “patient” in raising rates.
Powell, appearing last week on CBS’s “60 Minutes,”
denied that pressure from Trump had influenced the Fed’s
policy shift. Private economists generally agree that a
slowing economy and a sinking stock market, which eased
Fed worries about any possible stock bubble, were more
decisive factors.
