Dear Director of Administration of the Courts ­ Judge Yigal Mersel and FOIA Officer 
­ Ms Sharon Saban­Safrai:
On January 22, 2019, we first filed the FOIA request, pertaining to information 
about Joseph Zernik, PhD, in the “critics of the judges” database, and asked for  
confirmation of receipt and due designation of a FOIA request number.  On January 
24, 2019, we refiled our above­mentioned FOIA request and again asked for 
confirmation of receipt and due designation of a FOIA request number. Such FOIA 
request was filed and refiled by email, by fax and by certified mail with certificate of
delivery. 
On February 21, 2019, since we had not received due confirmation of receipt and 
designation of a FOIA request number, we filed with your office a pre­litigation 
notice. 
On April 07, 2019, we received your response on FOIA request (41/2019) to 
Administration of Courts ­  information about Joseph Zernik, PhD, in the “critics of 
the judges” database. 
Your April 07, 2019 response raises the following questions:
a)  Your response correctly lists among the references that the FOIA request was 
first filed on January 21, 2019.  Therefore, delaying your response until April 
07, 2019 is incomprehensible and appears as a blatant violation of the Freedom 
of Information Act.  We herein request an adequate explanation.
b) Your response lists among the references ­ “my February 26, 2019 letter”.  We 
have no such letter among our records.  We herein request a copy.
c)  Your response essentially says: “According to work and assurance procedures, 
pertaining to offensive on­line publications, the Administration of Courts 
documents its activity in an Excel spreadsheet…  The spreadsheet includes the 
following columns… link to the publication… The spreadsheet does not detail 
the name of the publisher.  Therefore, we cannot locate the information,which 
you requested.”
It appears that such response is founded in error.  Following, for example, is one
of Dr Zernik’s Facebook posts today:

As is evident from the above example, the writer’s name ­ “joseph.zernik” ­ 
appears in each and every one of the links to such Facebook posts. Therefore, it 
is very easy to find all references to Dr Zernik’s Facebook posts in your Excel 
spreadsheet, using a simple query for his last name ­ “zernik”. Therefore, we 
herein repeat our request for all information about Dr Zernik in your “critics of 
the judges” database.
We request your response on the three issues above without further delay.
