The specification calls for Unitised substation of outdoor type having – Vaccum circuit breaker
on MV side, Transformer – cast resin dry type and LV switchgears on secondary side of
transformer. The complete enclosure shall be fabricated as per specifications given below and
also adhering to local byelaws and updated IS / IEC specifications if any. In case of
discrepancy on codes given in tender with latest codes, latest codes shall be considered
along with any modifications required as per local byelaws.
A. H.T. BREAKER
Whether called for specifically or not, all accessories required for normal operation of
equipment are deemed to be considered as a part of the contractor’s scope of supply.
Hardware / fabricated supports required for mounting and installation of the panels is within
the scope of work.
It is not the intent to specify completely herein, all details of design and construction of the
equipment. However, the equipment shall conform in all respects to high standard of
Engineering, design and workmanship and be capable of performing in continuous
commercial operation up to the Manufacturer’s guarantees in a manner acceptable to the
Engineer, who will interpret the meaning of the drawings and specifications and shall be
entitled to reject any work or material which is not full accordance therewith.
The equipment shall comply with the requirements of latest revision of following standards

The 11KV breaker shall be a SF6 insulated switchgear range with built-in functions and
reduced dimensions. This self-contained totally insulated unit shall constitute the HT
component of the HT/LV transformer substation. The Unit shall regroup, in a single Metallised
Epoxy / Stainless Steel enclosure, all the medium voltage functions enabling transformers to
be connected, supplied and protected.

In accordance with IEC recommendations, these characteristics shall be valid
for ambient temperatures upto +50°C.
All breaking units, including earthing switches, are contained in enclosure filled
with SF6, sealed for life according to the IEC standard EE Appendix Class III.
The tee-off unit shall consist of 11KV, 630 Amps SF6/VCB (for controlling transformer),
load breaking and fault breaking type fitted with three 630 Amps continuously rated
air insulated busbars and arrangement for cable to the primary side of the
transformer.
The Tee-off circuit breaker shall be suitable for manual closing and opening and also
for provision for remote tripping in future. The Circuit Breaker mechanism shall be co-
related with a self-powered OC/EF relay.
The operating mechanism shall be direct hand operated trip free with a mechanically
operated indicator, positively coupled to the operating mechanism to indicate
whether the breaker is in the closed or in the open position.
The tee-off Circuit Breaker unit shall be provided with accessories for tripping such as
CT operated series trip coils for over current and earth fault protection.
Breaker shall be provided with a shunt trip coil suitable for 230VAC supply.
Current Transformer: The Ratio of the CTs shall be suitable for controlling transformer as
specified in purchase enquiry. The VA burden of the CTs shall be sufficient to supply
the energy required by the relay for normal operation and tripping of the circuit
breaker.
Protection System: The protection system should be provided with the provision of
suitable self powered relays having scheme for both over current & earth fault. The
protection system shall be a self powered relay which shall require no external power
source or batteries. It must have improved operation and control with the Relay
settings clearly displayed on the front of the panel. Manual reset flag shows separate
tripped on fault for either phase or earth fault conditions. It should have the provision
for the trip test on circuit breaker. The ‘trip inhibit’ facility should allow the Relay to be
tested without tripping the circuit breaker.
The free standing metal housing shall be designed to withstand internal pressure and
external mechanical loads without distortion. Where required the SF6 gas insulated
switchgear housing shall have an over pressure relief device vented to the rear side of
the equipment. An operating mimic diagram shall be provided on the front side of
Ring Main Unit. Each unit shall be provided with lifting facility of proven design for easy
handling.
SF6 Insulation: Switchgear housing shall be completely gas tight. In the power
compartment provision shall be made for filling up the gas at site.
A manometer should be provided to indicate the healthy state of SF6 gas pressure
inside the tank. SF6 gas pressure inside the tank shall not be more than 1.4 bar at 20
Deg Centigrade.
The Ring Main Unit should be SCADA compatible for our future use.
The equipment should be totally enclosed, metal clad, vermin and dust proof suitable
for tropical climate use as detailed above.
PAINTING: The surface of all metallic parts shall be thoroughly cleaned, scrapped and
degreased preferably by shot blasting or any other treatment. The exterior surface
shall be given two coats of rust resisting red oxide primer conforming to IS 2074:1992
and final two coats of weather resisting battleship grey enamel paint. The paint shall
withstand the operating conditions described above and equipment shall not show
any sign of the rust formation.
All operations shall be from front of the equipment via spring assisted mechanism. The
Ring Main Unit and SF6 for Tee-off should be provided with a series trip coil for tripping.
It shall be possible to operate the switches and circuit breaker manually and spring
assisted mechanism shall ensure speed of operation of switches.
Operation handle shall be considered as part of the unit and should be provided with
each Ring Main Unit.
Load break switches and earthing switches shall be fully interlocked to ensure that
operation is carried out in correct sequence. Movement of operating handle against
interlock shall not by any means originate, store or activate the energy mechanisms.
Padlocking facility shall be provided for operation of load switch and earthing switch.
Safety of operation shall be ensured by interlocks.
Simultaneously closing of the main switch and earth switch: This interlock shall be
integral part of the operating mechanism. Also separate operating shafts shall be
provided for operation of earthing switch and main switch for the same purpose.
The fully interlocked integral test facilities are to be provided underneath the units, so
that access to the test terminals is achieved only be removal of a cover.
The SF6 insulated isolators and SF6 breaker operating mechanisms shall be totally
enclosed and self lubricating type. The manually operated handle shall be mounted
in front of the isolators and so designed that the operation is complete by one
movement without any undue stain on the operator.
All mechanical interlock shall be robust so as not to give any way during normal
operation.
The secondary wiring supplied for the equipment shall consist of non-deteriorating fire
proof superior grade stranded copper PVC wires suitably colored and fitted with
numbered ferrules at both ends.
Wiring shall be terminated with ring type ferrules with ferrule numbers marked at both
ends of wiring. CT wiring shall be marked with additional distinct Red tags on both
ends. All secondary wiring shall be terminated by using reputed make terminal blocks.
a) It shall be easily possible to test the cables including the Tee-off (in case of
RMU) by a simple earthing arrangement.
b) Equipment earthing of GI / Copper strips of adequate size shall be
provided.
A mechanical ‘ON/OFF’ indicator shall be provided on SF6 insulated isolators and SF6/
VCB breaker to indicate whether switch is ON of OFF.
SF6 insulated switches shall be fitted with correct sequence device having “ON/OFF’
and re-set and test position and shall have provision for padlocking operating handle.
The isolators and SF6 shall be provided with suitable and identical cable boxes for
connection 3 core, 11KV PILC/XLPE cables of size up to 120 mm2 approaching vertical
from below. The cable boxes shall be so located at convenient height to facilitate
easy cable jointing work.
The access for the isolator cable box shall be from side and the access for the Tee-Off
SF6 cable box shall be from rear side and distanced of bottom level of wiping gland
from ground shall be maintained at 310 mm (minimum).
The cable boxes shall be with detachable front cover for ease of termination & shall
be interlocked with switch position (i.e. when isolator is in Earth / OFF position).
The design of the cable box shall be such that any type of jointing methods such as
heat shrinkable/push on type/cold shrinkable type termination’s can be adopted.
3.6 Earthing:
All ring main units shall have a special earth bar with a sectional area of not less than
100 mm² run along the whole of metal enclosed switch structure, each end being
connected to the main earthing system where metal cases are used on instruments
these shall be connected to this bar by conductors of not less than 16 mm² section.

B. DISTRIBUTION TRANSFORMER
Scope
A The design, manufacture and performance of equipment shall comply with all
currently applicable statutory regulations and safety codes in the locality where
the equipment will be installed. Nothing in this specification shall be constructed to
relieve the vendor of his responsibility.
Rating
The rating, voltage ratio, vector group and type of cooling of transformer, tap changing
gear shall be as specified in the enclosed data sheet.
It shall be possible to operate all transformers as per loading guide IS :6600 up to overload
of 150% and there shall be no limitations imposed by bushing, tap changes, auxiliary
equipment etc. to meet this requirement.
CONSTRUCTIONAL FEATURES
A General:
B Core :
a) The design of the magnetic circuit shall be such as to avoid static discharge,
development of short circuit paths within itself or to the earthed clamping structure
and the production of flux component at right angles to the plane of the
lamination, which may cause local heating.
b) The magnetic circuit shall be of core type construction. It shall be built out of high
grade, non-ageing, low losses, high permeability, cold rolled grain oriented silicon
steel lamination.
c) The finally assembled core shall be free from distortion. It shall be rigidly clamped to
ensure adequate mechanical strength and to prevent vibrations during operation.
d) The core shall be provided with lugs suitable for lifting the complete core and coil
assembly.
e) All parts of the cores shall be of robust design capable of withstanding any shocks
to which they may be subjected during lifting, transport, installation and service.
C Internal Earthing:
All metal parts of transformer with the exception of the individual core lamination, core
bolts, and associated individual clamping plates shall be earthed.
D WINDING
ii Materials used in the insulation and assembly of the winding shall be insoluble, non
catalytic and chemically inactive in hot transformer oil, and shell not often or be
otherwise affected under the operating conditions.
iii Neutral of all star connected winding shall be brought out in open.
iv The winding shall be designed to reduce a minimum out of balance forces in the
transformer at all voltage ratios.
E TANK
i Tank shall be made from good commercial grade low carbon steel and shall be of
welded construction.
iii The material used for gasket shall be cork neoprene or approved equivalent.
iv Tank shall be provided with lifting lugs a minimum of four jacking lugs and suitable
haulage holes.
v The tank cover shall be fitted with pockets for a thermometer and for the bulbs of
oil and winding temperature indicators. Protection shall be provided, where
necessary, for each capillary tube.
vi All wheels should be detachable and shall be made of cast iron or steel as
required.
vii Inspection cover on the top shall be provided (for small transformer of 500 KVA and
above). Tank cover shall be suitably sloped to prevent accumulation of rainwater.
F Conservator:
a) A conservator complete with sump and drain valve to meet the requirement of
expansion of the total cold oil volume in the transformer and cooling equipment
from the minimum ambient temp. to 90°C.
b) Normally one coil gauge magnetic\ prismatic\ plain type as specified shall be
provided.
c) Conservator shall be fitted with a silica gel breather.
Each transformer shall be fitted with the filter and drain valves, a sampling device and air
release of any pressure.
a) The pressure relief device shall be provided of sufficient sizes for rapid releases of
any pressure.
b) If a diaphragm is put at the base of pipe, an oil gauge is required on the stand pipe
for indicating fracture of diaphragm.
c) If a diaphragm is used it shall be of suitable design and material and situated
above maximum oil level.
d) An equalizer pipes shall be connected between the pressure relief device to the
conservator or silica gel breather shall be fitted to pressure relief device for relieving
or equalizing the pressure.
OIL
VOLTAGE CONTROL
A The type of control and No. of taps shall be as specified in data sheet.
B ON LOAD TAP Changer : OLTC with AVR and RTCC panel shall be provided if
required. REQUIRED FOR THIS APPLICATION.
A Transformer shall be fitted either with bushing insulators or with cable boxes, as
specified. Cable box should be air insulated type.
B Cable box shall have sufficient space to facilitate termination if more than one
cable terminations are specified, and to accommodate all cable joint fittings or
sealing ends including stress/cones etc. Links shall be provided of suitable length for
easy termination of cables. Necessary glands and cable sockets shall be provided.
Box shall have a drain plug to enable the filling medium removal quickly. Armor
earthing pads(2 nos.) shall be provided along-with cable termination kit support.
C Non-magnetic cable gland plate shall be provided in the cable box, whenever
single core cables are specified.
BUSDUCT TERMINATION
A double float type Buchholz relay as per IS:3637 shall be provided. Two electrically
independent alarm and trip contact shall be provided. Two isolating valves shall be
provided an either side of the relay. Buchholz relay shall be provided with a test
cover.
PAINTING
A The interior of transformer tank, other oil filled chambers and internal structural steel
work shall be painted with heat resistant, oil insoluble insulating varnish after
thorough cleaning of all scales and dust by shot blasting or other approved
method.
B Steel surfaces exposed to the weather shall be thoroughly cleaned and applied
first coat of zinc chromate, second coat of oil and weather resistant paint and final
coat of glossy oil and weather resistant non fading paint of shade no 632 of IS :5
(epoxy paint)
TESTS
A Routine tests : Routine test such as ratio test, open circuit test, short circuit test, no
load test, induced high voltage test, insulation resistant test, measurement of
winding resistance etc. shall be conducted as per IS : 2026. Including CT polarity
test, earth continuity test, OLTC operation test, oil dielectric test.
B Type tests : Type tests if required by client / consultant shall be carried out at
certified laboratory of the suppliers area shall be carried out. If not required by
client certificates for type test carried out for similar rating of transformer shall be
submitted by the supplier. Type tests shall be carried out for temp. rise, impulse
voltage and short circuit analysis.
C Test certificates : Five copies of the routine test and type test certificates shall be
submitted for purchaser's record before dispatch of transformer, including test
certificates of bought out items.
INSPECTION
A Inspection including witnessing routine tests, will be carried out by purchaser or his
authorized representative.
GUARANTEE
Vendor shall guarantee design, materials workmanship and performance for a period of
12 months from the date of commissioning or 30 months after delivery at job site, for all
goods to be supplied under order, till whichever date shall occur first.
Any other information, if not specified above, but necessary for the evaluation of offer shall be
furnished by the supplier.
All the materials used for the manufacturing of equipment shall confirm to the
specifications and shall be supported with tests certificates. Materials used shall be of
the very best quality of their respective kinds as specified or described, and all materials
to be used in and about every part of the work may from time to time be subjected to
tests as per requirements viz: chemicals, mechanical, instruments and appliances as the
case may be, as directed by CLIENT AND/OR ITS CONSULTANTS at the expenses of the
Vendor / Contractor. Samples subjected to any tests, will not be returned or paid for.
6.2 Rates:
Rate for any one description of work in the schedule of quantities shall includes the rates
of main components and the associated accessories, consumables, necessary for
completing the work and, for these, no separate or specific charge will be accepted.
6.4 Supervising:
The Vendor / Contractor supervisors shall always carry with them the required tool box
together with measuring tap and pad to note any and all the instructions given during
the visit of client and or project consultants.
6.5 Measurements:
6.5.1 The Vendor / Contractors or their representative shall accompany the CLIENT AND/OR
ITS CONSULTANTS or his representative or the clerk-of-works when required to do so, and
assist in taking the measurements and shall agree to the measurements recorded on
the spot.
6.5.2 If the Contractors / Vendors fail to accompany the clerk-of-works or any other person
that has been duly authorized by the CLIENT AND/OR ITS CONSULTANT to take
measurements, they shall be bound by the measurements recorded by the CLIENT
AND/OR ITS CONSULTANT or his representatives.
6.6 Protection:
6.6.1 The Contractors / Vendors must cover up and protect from damage due to any cause
all material. Any sort of insurances required shall be borne by Contractor / Vendor and
the Client shall not pay vendor any additional charges on these accounts.
6.7.1 General:
All materials brought on the site of works and meant to be used in the same, shall be of
the best quality meeting specifications of their respective kinds and shall be subject to
the approval of the CLIENT AND/OR ITS CONSULTANT.
6.7.2 Samples:
Samples of all materials shall be got approved by the CLIENT AND/OR ITS CONSULTANT
and shall be deposited with him before the order for the materials is placed with the
supplier. The materials brought on the work shall confirm in every respect to the
respective approved samples.
6.7.3 Check:
6.7.4 Testing:
The CLIENT AND/OR ITS CONSULTANT will have the option to have any of the materials
tested to find whether they are in accordance with the specification, and the
Contractors will bear all expenses incurred for testing of such materials. Contractor /
Vendor shall provide all the supporting bills and documents, test certificates which, in
the opinion of the CLIENT AND/OR ITS CONSULTANT or his representatives are necessary
to establish the quality of the materials or their suitability shall be produced for his
inspection on requisition.
6.8 Rejection:
Any materials that have not been found to conform to the specifications will be
rejected forthwith and shall be removed from the site by the Contractors at their own
cost.
6.9 Storing:
The materials shall be stored or stocked on the site as directed by the CLIENT AND/OR
ITS CONSULTANT and if any additional space is to be hired for this purpose, the
Contractors will do so at their own expenses.
6.10 Purchase:
The CLIENT AND/OR ITS CONSULTANT shall have the discretion to ask / instruct
Contractor to purchase and use such materials from any particular source as may in his
opinion be necessary for the proper execution of the work.
Any special materials that may be required on the works which are supplied by any
other person or firm selected by the CLIENT or by the CLIENT AND/OR ITS CONSULTANT
on their behalf shall be taken over in writing by the Contractors for safe custody until
they are required on the works when called upon to do so by the CLIENT AND/OR ITS
CONSUTLANT. The Contractors will be responsible for all special materials or articles,
which may be supplied by specialists.
EQUIPMENT SPECIFICATION
1. MOULDED CASE CIRCUIT BREAKER (MCCB)
The rating for ACB shall be 1250A, FP, 50KA FOR 750KVA shall be 4-pole with microprocessor
releases.
The ACB should be suitable for connecting LT 6 nos 3 ½ C x 300 mm² XLPE cable which will
emanate from common bus.
Connection between transformer LT terminal shall be through aluminum bus bars. (Bus bar density
should be 1 sq.mm = 0.8 Amps)
Bus bar shall be of high conductivity aluminum (E91E) supported on insulators made of non-
hygroscopic, non-inflammable material with tracking index equal to or more than that defined
in BIS. The main bus bars shall have uniform current ratings throughout their length as specified in
data sheet / job specification. The current rating of the neutral shall be half that of the phase
busbars. Removable neutral links shall be provided on feeders to permit isolation of the neutral
bus bar.
Both horizontal and vertical bus bars, bus joints and supports shall be capable of withstanding
dynamic and thermal stresses of the specified short circuit currents for 1 second. Only zinc
passivated or cadmium plated high tensile strength steel bolts, nuts and washers shall be used
for all bus bar, joints and supports. The short circuit capacity of the neutral bus bars shall be in
line with IS: 13947.
including joints at design ambient temperature shall not exceed 95C for normal operating
conditions.
The current rating of the bus bars shall be 1250A for design ambient temperature at site
conditions and for being inside the cubicle at fully loaded condition. The vendor shall suitably
de-rate the nominal rating to suit the above condition.
All bus bars shall be insulated with heat shrink PVC sleeves of 1100V grade, red yellow and blue
color shall be used for phase bus bars and black color shall be used for neutral bus bars.
Removable type shrouds shall be provided for joints.
Minimum clearance between live parts, between live parts / neutral to earth shall be 19mm.
However clearances between terminals at components shall be as per applicable individual
standard for components.
Interconnections between the main bus bars and individual units shall be made using vertical /
horizontal aluminium bus bars of adequate rating. All joints surfaces at aluminium to copper
joints shall be silver / tin plated, alternatively cup – al– washers (bimettalic washers) may be
used.
i) Enclosure for the entire package substation shall be Pre-Galvanized Iron Sheet painted
with the color suitable for outdoor use.
ii) Pre-Fabricated Substation shall be factory assembled only. NO site assembly shall be
allowed.
iii. Separate compartment for 11 kV VCB, Distribution Transformer & LT Switchgear
iii. Door of the HT and LT compartment shall be designed such as complete
door is divided into minimum four fold / parts vertically for minimum space requirement
while opening.
iv Canopy for the enclosure shall be a double roof construction
v. The painting specification and color shade of the enclosure shall be Approved by the
purchaser.
vii. There should be proper earthing arrangement for the entire Substation i.e. 11 kV VCB,
Distribution Transformer, LT Switchgears along with the enclosures.
viii. Design of Transformer Compartment shall be such to accommodate Dry type 750KVA
transformer with OLTC & RTCC panel
All bus bars shall be insulated with heat shrink PVC sleeves of 1100V grade, red yellow
and blue color shall be used for phase bus bars and black color shall be used for neutral
bus bars. Removable type shrouds shall be provided for joints.
Minimum clearance between live parts, between live parts / neutral to earth shall be
19mm. However clearances between terminals at components shall be as per
applicable individual standard for components.
Interconnections between the main bus bars and individual units shall be made y using
vertical aluminum bus bars of adequate rating. These interconnections of the vertical bus
bars shall be in separate compartment and fully shrouded. Vertical bus bars for circuit
breaker panels shall be sized depending upon the rating and number of breakers per
vertical panel. Vertical bus bar for MCC panel shall be of uniform cross section. Size of
vertical bus bars for MCC panels shall not be less than 50 X 10mm aluminum per phase.
All joints surfaces at aluminum to copper joints shall be silver / tin plated, alternatively cup
– al – washers (bimettalic washers) may be used. Minimum size of busbar for starter /
feeder power connections above 100Amps rating shall be 20 X 6 mm aluminum
xiv. The Factory Assembled Pre-Fabricated Substation should have adequate arrangements
of ventilation and should be inclusive of all safety accessories like voltage detection rod,
fire extinguishers, gloves etc. Adequate illumination is to be provided for Factory
Assembled Pre-Fabricated Substation. There should be provision for providing enclosure
around the entire Factory Assembled Pre-Fabricated Substation. There should be barrier
for RMU section, Transformer section and LT Switchgear section for safety purpose. There
should be easy access to all these three compartments independently.
xv. The Factory Assembled Pre-Fabricated Substation should have ample arrangement to
meet the requirements of protection of all electrical equipments. The clearances
between live parts and minimum clearances to earth have to be
maintained to the respective standards. The size of the substation should be compact to
meet the traffic and road requirements.
xvi. The bidder has to specify the total weight of the Factory Assembled Pre-Fabricated
Substation.
xvii. Doors of HT & LT compartment: Separate Lockable doors shall be provided for the HT and
LT Compartments to prevent unauthorized access to personnel.
xviii. The Factory Assembled Pre- Fabricated Substation should have passed internal arcing
withstand tests at 16 kA, 1s. Bidders shall furnish the type test report.
xix) IP class for MV and LV compartment shall be IP 34 and that for transformer compartment
shall be IP21
x) Rated class of enclosure shall be K10
DIMENSION
The approximate base dimension for Factory Assembled Pre-Fabricated substation shall be
around 3.0 Mtr. X 1.85 Mtr. However depending upon the design of the bidder, the same may
be reviewed.
REJECTION
CLIENT may reject the transformer if during tests or service any of the following conditions arise
No load loss exceeds the guaranteed value by 20% or more
Load loss exceed the guaranteed value by 20% or more
Impedance value differs the guaranteed value by + 10% or more
Winding temperature rise exceeds the specified value by 50C
Transformer fails on power frequency voltage withstand test or induced over voltage test.
Transformer is proved to have been manufactured not in accordance with the agreed
specifications.
The CLIENT reserves the right to retain the rejected transformer and take it into service until the
VENDOR replaces, at no extra cost to CLIENT, the defective transformer by a new acceptable
transformer.
The VENDOR shall repair or replace the transformer within a reasonable period to the CLIENT’s
satisfaction at no extra cost to the CLIENT.
The equipment covered by this contract shall be subjected to inspection and testing. The
VENDOR shall provide all services to establish and maintain quality of workmanship in his works
and that of his SUBVENDORS to ensure the mechanical/electrical performance of components,
compliance with drawings, identification and acceptability of all material parts and equipment.
On award of the contract, the VENDOR shall prepare Quality Control Plan identifying the various
stages of manufacture, quality checks performed at each stage and the customer hold points.
The document shall also furnish details of method of checking, inspection and acceptance
standards/values and get the approval of CLIENT or his representative before proceeding with
manufacturing. However, CLIENT or his representative shall have the right to review the
inspection reports, quality checks and results of VENDOR’S in house inspection department
which are not customer hold point and the VENDOR shall comply with the remarks made by
CLIENT or his representative on such reviews with regards to further testing, rectification or
rejection etc.
The VENDOR shall perform his internal inspection/testing before offering the equipment for
CLIENT’S inspection. Only after ensuring that his inspection/test results are satisfactory, VENDOR
shall offer the equipment for CLIENT’S inspection However this clause is not applicable in case of
such tests which are remained to be done only once in the life time of the equipment.
The minimum inspection equipment for all components/equipment shall conform to the design
and fabrication requirements as defined in the codes and standards referred to in the
specification document. The type of inspection shall be as prescribed in Quality Control plan
and as agreed upon by the CLIENT, and shall include, if applicable, inspection procedures
prescribed by codes and regulations recognized by the Governmental Authority having
jurisdiction over the installed goods.
Wherever required, getting approval of Government bodies under jurisdiction is the sole
responsibility of VENDOR for his design, drawings, manufacturing, testing and inspection by such
bodies. In such cases approval by Government bodies under jurisdiction will not relieve the
VENDOR FROM HIS RESPONSIBILITY of making good of defective material/equipment/system.
However, VENDOR shall keep the CLIENT/his representatives informed in writing of any approval
or otherwise any comments of such government bodies. VENDOR shall take the concurrence of
CLIENT or his representative before proceeding with rectification procedures as called by the
Government bodies.
Approval or passing of any such inspection by the CLIENT or his authorized representative shall
not, however, prejudice the right of the CLIENT to reject the equipment if it does not comply with
the specification when erected or give complete satisfaction in service.
The VENDOR shall intimate to the CLIENT of any material being ready for testing. Such tests shall
be to the VENDOR’s account except for the CLIENT’s expenses. The CLIENT or his representative
unless the inspection of the tests is virtually waived, shall attend such tests within a reasonable
period of the date on which the equipment is notified as being ready for test/inspection failing
which, the VENDOR may proceed with the tests which shall be deemed to have been made in
the CLIENT’s presence and VENDOR shall forward the duly certified copies of tests along with
observation readings to the CLIENT in triplicate.
The CLIENT shall give notice in writing to the VENDOR of any objection to any drawings and, all
or any equipment and workmanship which in his opinion is not in accordance with the contract.
The VENDOR shall give due consideration to such objection and shall either make the
modifications that may be necessary to meet the said objection or shall confirm in writing to the
CLIENT giving reasons therein that no modification are necessary to comply with the contract.
However CLIENT has the final authority to accept or reject the VENDOR views. The
equipment/material after rectification by the VENDOR shall be offered to the CLIENT for his final
inspection and acceptance without any additional cost to CLIENT.
When the factory tests have been completed at the VENDOR’s or his SUB-VENDOR’s works to the
satisfaction of the CLIENT, the CLIENT shall issue a certificate to this effect within fifteen (15) days
after completion of tests, but if the tests are not witnessed by the CLIENT’s representative, the
certificate shall be issued within fifteen (15) days of the receipt of the VENDOR’ S test certificate
by the specified parameters. Failure of the CLIENT to issue such certificate shall not prevent the
VENDOR from proceeding with the subsequent work. The completion of these tests, or the issue
of the certificate shall not bind the CLIENT to accept the equipment should it. On further tests
after erection, be found not to comply with the Contract.
In all cases where the contract provides for tests whether at the premises or Works of the
VENDOR or of any SUB-VENDOR the VENDOR, except where otherwise specified shall provide
free of charge such items as labour, materials, electricity, fuel, water, stores. apparatus and
instruments as may be reasonably demanded by the CLIENT or his authorized representative to
carry out effectively. such tests of the equipment in accordance with the ‘Contract’ and shall
give facilities to the CLIENT or to his authorized representative to accomplish testing.
The inspection by the CLIENT and issue of Inspection Certificate thereon shall in no way limit the
liabilities and responsibilities of the VENDOR in respect of agreed quality assurance program
forming a part of the ‘contract’.
In the case of stage inspection, the VENDOR shall proceed from one stage to another only after
the component is inspected by the CLIENT or his representative and permission given to
proceed further. The same procedure shall be adopted for any rectification/repairs suggested
by the CLIENT or his representative. At all customer hold points the VENDOR shall compulsorily
offer for inspection to CLIENT and, if any waiver by CLIENT, shall be obtained in writing for record
purposes.
None of the equipment to be furnished or used in connection with the contract shall be
dispatched until shop inspection, satisfactory to the CLIENT or his representative has been made
and specific Dispatch Instructions for the equipment is issued by the CLIENT. However, such shop
inspection shall not relieve the VENDOR of his responsibility for furnishing the equipment
conforming to the requirement of the contract no prejudice any claim, right or privilege which
the CLIENT or his representative may have because of the use of defective or unsatisfactory
items of the equipment. Should the CLIENT or his representative waive the right to inspect any
item of the equipment, such waiver shall not relieve the VENDOR in any way from his obligation
under the contract. In the event of the CLIENT on inspection revealing poor quality of goods, the
CLIENT or his representative shall be at liberty to specify additional inspection procedures, if
required, to ascertain the VENDOR‘s compliance with the equipment specifications.
All principal mill test reports, test certificates and test curves shall be supplied for all tests carried
out including other records such as stress relieving charts, radiographic charts and other non-
destructive testing records in accordance with the provisions of the contract. The CLIENT or his
representative shall reserve the right to call for certificates of origin and test certificate for all raw
material and equipment at any stage of manufacture.
SUB—ORDERS
To ensure getting good quality product from SUB-VENDOR, the main VENDOR shall get the
approval of CLIENT by furnishing details of capability, experience, manpower, manufacturing,
facility, quality control facilities etc. of the SUB-VENDORS before placement of order. The CLIENT
may visit the SUBVENDOR’S works to evaluate their capacity and capability to do quality job to
meet specification control requirements stipulated in the main specification and all required
quality checks and tests shall be conducted as per the specification.
In order to facilitate the inspection of brought-out materials and equipment, the VENDOR shall
submit for approval, three (3) copies of all sub-orders placed by him as soon as they are issued.
Copies of any drawings referred to in the sub-order shall also be submitted, unless otherwise
agreed by the CLIENT or his representative.
The Sub-orders and drawings referred to above shall cover all components which are subjected
to electrical and mechanical pressure or stress when the plant is in operation, and also auxiliaries
and spares which are to be directly dispatched to site from the SUBVENDOR’S works.
All sub-orders shall clearly be marked with the main VENDORS name and CLIENT’ S reference.
They shall include a statement advising the SUB-VENDOR that items being ordered will also be
subjected to inspection and test by the PURCI-LASER or his representative.
It is important that all copies of sub-orders be clearly marked with the main VENDOR’S name and
the name of the CLIENT and Contract’ reference.
The SUB-VENDORS are to comply with all the applicable requirements of this specification and in
particular with this section. Order issued by the Sub-VENDOR are also to include the main
VENDOR’s name on their sub-order in addition to the above mentioned heading.
MATERIAL TESTS:
In the event of the CLIENT or his representative being supplied with the particulars of tests which
have been carried out for the VENDOR by the suppliers of material, he may, at his own
discretion, accept the same as proper evidence of compliance with the requirements of
appropriate specifications for the materials.
In case the correlating test certificates are not available the VENDOR at no extra cost to the
CLIENT will get all the tests done to establish conformity of the material to its relevant
code/specification.
All the materials used for the manufacturing of equipment shall confirm to the
specifications and shall be supported with tests certificates. Materials used shall be of
the very best quality of their respective kinds as specified or described, and all materials
to be used in and about every part of the work may from time to time be subjected to
tests as per requirements viz: chemicals, mechanical, instruments and appliances as the
case may be, as directed by CLIENT AND/OR ITS CONSULTANTS at the expenses of the
Vendor / Contractor. Samples subjected to any tests, will not be returned or paid for.
6.2 Rates:
Rate for any one description of work in the schedule of quantities shall includes the rates
of main components and the associated accessories, consumables, necessary for
completing the work and, for these, no separate or specific charge will be accepted.
6.4 Supervising:
The Vendor / Contractor supervisors shall always carry with them the required tool box
together with measuring tap and pad to note any and all the instructions given during
the visit of client and or project consultants.
6.5 Measurements:
6.5.1 The Vendor / Contractors or their representative shall accompany the CLIENT AND/OR
ITS CONSULTANTS or his representative or the clerk-of-works when required to do so, and
assist in taking the measurements and shall agree to the measurements recorded on
the spot.
6.5.2 If the Contractors / Vendors fail to accompany the clerk-of-works or any other person
that has been duly authorized by the CLIENT AND/OR ITS CONSULTANT to take
measurements, they shall be bound by the measurements recorded by the CLIENT
AND/OR ITS CONSULTANT or his representatives.
6.6 Protection:
6.6.1 The Contractors / Vendors must cover up and protect from damage due to any cause
all material. Any sort of insurances required shall be borne by Contractor / Vendor and
the Client shall not pay vendor any additional charges on these accounts.
6.7.1 General:
All materials brought on the site of works and meant to be used in the same, shall be of
the best quality meeting specifications of their respective kinds and shall be subject to
the approval of the CLIENT AND/OR ITS CONSULTANT.
6.7.2 Samples:
Samples of all materials shall be got approved by the CLIENT AND/OR ITS CONSULTANT
and shall be deposited with him before the order for the materials is placed with the
supplier. The materials brought on the work shall confirm in every respect to the
respective approved samples.
6.7.5 Check:
6.7.6 Testing:
The CLIENT AND/OR ITS CONSULTANT will have the option to have any of the materials
tested to find whether they are in accordance with the specification, and the
Contractors will bear all expenses incurred for testing of such materials. Contractor /
Vendor shall provide all the supporting bills and documents, test certificates which, in
the opinion of the CLIENT AND/OR ITS CONSULTANT or his representatives are necessary
to establish the quality of the materials or their suitability shall be produced for his
inspection on requisition.
6.12 Rejection:
Any materials that have not been found to conform to the specifications will be
rejected forthwith and shall be removed from the site by the Contractors at their own
cost.
6.13 Storing:
The materials shall be stored or stocked on the site as directed by the CLIENT AND/OR
ITS CONSULTANT and if any additional space is to be hired for this purpose, the
Contractors will do so at their own expenses.
6.14 Purchase:
The CLIENT AND/OR ITS CONSULTANT shall have the discretion to ask / instruct
Contractor to purchase and use such materials from any particular source as may in his
opinion be necessary for the proper execution of the work.
Any special materials that may be required on the works which are supplied by any
other person or firm selected by the CLIENT or by the CLIENT AND/OR ITS CONSULTANT
on their behalf shall be taken over in writing by the Contractors for safe custody until
they are required on the works when called upon to do so by the CLIENT AND/OR ITS
CONSUTLANT. The Contractors will be responsible for all special materials or articles,
which may be supplied by specialists.
Client, his consultant and their authorized representative shall have the right to inspect
and test or get inspected and tested the goods at the works of the Seller or its sub
suppliers any time during manufacture and prior to dispatch and to inspect within a
reasonable time after arrival of goods at the ultimate destination and during and after
erection, testing and commissioning. The goods shall not be deemed accepted until
after the said inspection, testing and commissioning and signing of the Acceptance
Certificate. Failure to make any inspection of or payment for or acceptance of goods
shall in no way impair CLIENT’s right to reject non-conforming goods or to avail itself of
any other remedies to which Client may be entitled, notwithstanding CLIENT’s
knowledge of the nonconformity, its substantiality in the case of its discovery. In the
event of failure of Seller to remove the rejected goods within the time allowed, Client
shall have the right to dispose of the same at the seller’s risk and cost. During the time
the rejected goods lie with client awaiting removal by the seller, they will so lie at the
seller’s risk. All goods rejected by client after receipt at the destination shall be
removed by the seller within a reasonable time allowed by CLIENT, not exceeding 30
(thirty) days at seller’s expense and risk.
The Seller will permit Client’s Inspectors, Consultant and their authorized
representatives free access during normal working hours to his works, go down,
storage or loading spot etc. and will give them all necessary assistance to perform
their task including free use of all accessories, testing and control instruments. The
seller shall ensure that the same facilities are granted by his sub-suppliers.
Unless specifically stated to the contrary in the order, all expenses relevant to the
preparation and performance of testing, inspection and preparation of any test
reports or certificates shall be borne by the Seller EXCEPT for the salaries, fees,
traveling, lodging and boarding expense of the Consultant’s / CLIENT’s
representatives. However, if the visit duration of TE / CLIENT’s representatives is
extended for the reasons not attributable to TE / CLIENT, the cost of the extended
period of visit shall be borne by the seller.
The sellers shall carry out tests related to performance tests as described in the
specifications and specified in the order. All such performance tests shall be at
supplier costs. Supplier shall also provide all the tests certificates and documents as
demanded by the Inspector for his satisfaction that the order has been executed as
per PO specifications. All such certificates, documents in original shall be submitted to
the Client before dispatch of material. The goods shall be dispatched from suppliers
shop only after written confirmation from clients / or its authorized representative.
The vendor, on award of work, shall submit the following drawing and documents to
Client / Consultant.

If any trouble or defect originating with the design, material, workmanship, or operating
characteristic of any materials arises at any time prior to twelve (12) months from the date of the
first commercial operation of the plant for which the materials supplied under the order from a
part thereof, or twenty four (24) months from the date of last dispatch whichever period shall first
expire, and the Sellers is notified thereof, Seller shall within 10 days of such intimation at his own
expense and as promptly as possible make such alterations, repairs and replacements as may
be necessary to permit the materials to function in accordance with the specifications and to
fulfill the foregoing guarantees. Purchaser may, at its option, remove such defective materials, at
Seller’s expense in which event seller shall, without cost to client and as promptly as possible
rectify the defect. Repaired or replaced materials shall be similar guaranteed for a period of not
less than 12 months from the date of replacement.
