COMITÉS DE SEGURIDAD SAFETY COMMITTEES

1. PROPOSITO
Este procedimiento establece la normativa para la
creación de los Comités de Seguridad en el
Proyecto.
2. ALCANCE
Este procedimiento define los requerimientos de
los Comités de Seguridad para el Proyecto.
3. APLICACION
Este procedimiento es obligatorio para todas las
empresas Contratistas, Sub-Contratistas,
Proveedores de Servicios Generales, Vendedores
y Representantes de Vendedores, y cualquier
persona asociada al proyecto dentro las áreas y
caminos de acceso del Proyecto.
4. DEFINICIONES
Comité de Seguridad
Organismo dirigido a asesorar, inspeccionar y
vigilar materias relacionadas con Higiene y
Seguridad.
5. RESPONSABILIDADES
Departamento de Salud Seguridad y Medio
Ambiente (HSE)
 Entregar todas las facilidades
necesarias para la constitución de los
Comités de Seguridad en el Proyecto.
 El Jefe de Prevención de Riesgos /
HSE de la Empresa o Contratista debe
pertenecer por derecho propio al
comité correspondiente.
Personal de Prevención de Riesgos
 Participar activamente en las diferentes
tareas que por ley deban realizar
dichos comités, inspecciones,
reuniones, elecciones, etc.
1. PURPOSE
This Procedure establishes the rules for the
creation of Safety Committees on the Project.
2. SCOPE
This procedure defines the requirements of
Safety committees for the Project.
3. APPLICATION
This procedure is mandatory for all Contractors,
Sub-Contractors, General Services Providers,
Vendors and Vendor Representatives, and any
person associated to the project within the areas
and access roads of the Project.
4. DEFINITION
The Safety Committee
An organization determined by inspection and to
monitor subjects relationed to Safety and
Hygiene Inspection
5. RESPONSIBILITIES
Health Safety & Environment Departmen
(HSE).
 Require all the necessary facilities for
the constitution of the Safety
Committees on the Project.
 The Chief of Risk Prevention/HSE of
the Company or Contractor must
belong by right to the corresponding
Committee
Risk Prevention Personal ( HSE )
 Participate actively in the different
tasks. As per law these Committees
must perform inspections, meetings,
elections etc.

Los Comités de Seguridad, además de contar con
las facilidades para desarrollar su trabajo
estipulado, deben tener un lugar físico donde

physical place where to meet, and in this place
there must at a minimum:

reunirse, en este lugar deberá existir a lo menos:
 Mesa para reunión.
 Pizarra y marcadores.
 Papelógrafo.
7. OPERATIVIDAD PARA LA FORMACIÓN DE LOS
COMITÉS PARITARIOS DE HIGIENE Y
SEGURIDAD
En toda empresa contratista y/o Subcontratista
con 20 o más trabajadores deberá conformar un
Comité de Seguridad; el cual estará compuesto
por 3 personas del representante o dueño de la
empresa, cada uno con un suplente
(preferentemente).
El Gerente / Administrador de la Empresa
Contratista designará a sus representantes (como
suplentes) para el Comité de Seguridad.
Los Trabajadores seleccionarán a sus
representantes para el Comité de Seguridad por
votación, de la siguiente forma:
 Se realizara una convocatoria para las
elecciones del comité de seguridad
(solo para trabajadores).
 Seleccionando de esta forma el o los
candidatos que participan en la
Elección. Cada trabajador votará solo
por un representante o terna.
 Luego de la votación, se procederá a
contar cada uno de los votos. Posterior
a ellos se publicara la lista de los
ganadores, los segundos quedaran
como los suplentes.
Se establece una frecuencia de reunión periódica
mensual como mínimo; dejando constancia
escrita de la actividad desarrollada.
El Comité de Seguridad tendrá las funciones de:
 Revisar incidentes ocurridos dentro del
período y dar recomendaciones a la
Gerencia de la Empresa Contratista.
 Proveer sugerencias a la Gerencia de
la Empresa Contratista sobre como
promover y mejorar la seguridad en
sus áreas de trabajo.

7. FORMATION OF THE SAFETY AND HYGIENE
COMMITTEE
All Contractor Sub-Contractor Company with 20
or more workers shall constitute a mixed Safety
committee: of which 3 persons will represent the
owner of the company and 3 persons will
represent the workers.
The Contractor company Project Mgr. /
Administrator will designate their representatives
on the Safety committee, more the
replacements.
The workers will select their representatives to
the Safety committee by voting in the following
form;
 Each worker will vote for his
representatives (with a maximum of 6
votes).

 After the votes have been cast, the
votes will be counted, leaving the first
6 major vote getters as
representatives of the workers, the
first 3 major vote getters will be the
primary representatives and the rest
will be replacements.
The frequency of the periodic meetings will be at
least monthly: leaving written documentation of
the activities that took place.
The Safety committee will have the functions of:
 Review incidents that have occurred
during the period and give
recommendations to the Contractor
company mgmt.
 Provide suggestions to the Contractor
Company mgmt. as to how to promote
and improve safety in their work areas.
8. HSE WEEKLY MEETINGS – PROJECT LEVEL
A General Project HSE Committee will be formed

SEGURIDAD - NIVEL PROYECTO
Una reunión General del Comité de Seguridad del
Proyecto se formará para la fase de Construcción
del proyecto, este estará constituido por el
Gerente HSE de SMI INC y AAQ y los Gerentes
de HSE de las Empresas Contratistas del
proyecto, los cuales deberán asistir y participar en
estas reuniones.
La directiva HSE de SMI INC. Notificará los
lugares y horas de estas reuniones.
Las reuniones serán cada mes para revisar los
temas de HSE del proyecto, estadísticas y las
condiciones de seguridad de cada empresa
contratista.

constituted by the SMI INC. HSE manager or his
designee and the Project Contractor Company
HSE Mgrs, who are required to assist and
participate in these meetings.
The SMI INC. HSE directive will notify the places
and times of these meetings.
The meetings will be held weekly to review
project HSE subjects.
