Redwood City to consider safe gun storage rules

The Redwood City Council will soon con-
sider  a  safe  storage  of  firearms  ordinance
modeled  after  the  one  county  officials
approved in February.
Councilwoman  Shelly  Masur  requested
staff develop such an ordinance and, during
a  meeting  Monday,  a  majority  of  coun-
cilmembers expressed interest by way of a
“thumbs-up”  in  at  least  considering  new
rules for firearm storage.
The county’s ordinance, which applies to
unincorporated San Mateo County, requires
gun owners who store their guns at home to
keep weapons in a locked container or dis-
abled  with  a  trigger  lock.  Also,  lost  or
stolen firearms must be reported to a local
law enforcement agency within five days.
The  penalty  for  breaking  the  aforemen-
tioned rules is up to six months in county
jail or as much as $1,000 in fines or both.
City Attorney Veronica  Ramirez  said  the
ordinance  could  reduce  insurance  rates  for
homeowners and would not otherwise affect
the city.
At Monday’s meeting, every councilmem-
ber  except  Councilwomen  Janet  Borgens
and  Diana  Reddy  signaled  support  for  the
ordinance.  Mateo  County,  according  to  a  letter  that
Borgens didn’t elaborate,  but Reddy said
the  county’s  ordinance  is  ineffective  in
part  because  it  lacks  enforcement.   She
also  claimed  many  gun  owners  do  not
know  how  to  safely  store  their  weapons
and  wants  to  implement  a  program  that
Redwood City is considering new rules for firearm storage.

enforcement or consequences,” Reddy said.
“I  would  like  to  work  with  the  Police
Department and find out if there’s a way to
join  the  [gun]  buyback  program  with  free
locks  and  instruct  people  how  to  safely
secure  their  weapons  because  people  don’t
know how to do that.”
She  also  said  she’ll  work  with  staff  to
modify  the  ordinance  so  it  addresses  her
concerns.   
The  county’s  ordinance  was  meant  to
serve as a model for all 20 cities within San

including  Sunnyvale,  San  Jose,  Oakland
and San Francisco have adopted safe firearm

son’s risk of death by homicide by 90 per-
cent.
State  law  requires  firearms  purchased  or
transferred by a licensed dealer to be accom-
panied  by  safety  devices  such  as  safes  or
trigger locks and the ordinance in question
takes that rule a step further by forcing gun
owners  to  use  those  safety  devices  when
storing guns at home, according to the let-

ing on online hate turned into a vivid
demonstration of the problem Tuesday
when a YouTube livestream of the proceed-
ings was bombarded with racist and anti-
Semitic comments from internet users.
YouTube disabled the live chat section of
the streaming video about 30 minutes into
the hearing because of what it called “hate-

The incident came as executives from
Google and Facebook appeared before the
House Judiciary Committee to answer ques-
tions about the companies’ role in the
spread of hate crimes and the rise of white
nationalism in the U.S. They were joined
by leaders of such human rights organiza-
tions as the Anti-Defamation League and
the Equal Justice Society, along with con-
servative commentator Candace Owens.

choked up as she questioned why police did-
n’t use other tactics instead of killing her
son. A deputy recalled the terror of second-
guessing herself as she traded fire with a
suspect who killed her partner.
The emotional testimony Tuesday came
before California lawmakers advanced a
first-in-the-nation measure restricting when
police can use deadly force, one of two radi-
cally different legislative proposals seek-
ing to cut down on deadly shootings in the
nation’s most populous state.
The measure faces a tougher fight in the
full Assembly. Even some supporters on the
public safety committee said it goes too far
and will require changes as lawmakers try to
balance the safety of officers and those
they’re tasked with protecting.
Last year’s police shooting of unarmed
Neil Potts, Facebook director of public
policy, and Alexandria Walden, counsel for
free expression and human rights at
Google, defended policies at the two com-
panies that prohibit material that incites
violence or hate. Google owns YouTube.
“There is no place for terrorism or hate on
Facebook,” Potts testified. “We remove
any content that incites violence.”
The hearing broke down into partisan
disagreement among the lawmakers and

Shirley Weber of San Diego, adding later
that her proposal “is designed to change the
culture of policing in California.”
The committee’s chairman, Democratic
Assemblyman Reggie Jones-Sawyer of Los
Angeles, said a tougher standard will do lit-
tle good without buy-in from law enforce-
ment organizations.

require that every department have policies

home on the 500 block of Baden Avenue.
After getting inside the home, the sus-
pects demanded money from a resident,
then stole jewelry and other personal

The victim was not injured by the rob-
bers, who then fled west on Third Lane in a
vehicle with a loud exhaust, police said.

Motorcyclist injured
in Highway 101 crash
A motorcyclist involved in a multiple-
vehicle collision early Tuesday morning
on northbound Highway 101 near Willow
Road in Menlo Park suffered a compound
fracture in one of his legs, according to
the California Highway Patrol.
The motorcyclist struck a sound wall at a
high rate of speed after colliding with a
vehicle at about 4:55 a.m., leaving his
bike mangled, Menlo Park Fire Protection
District Battalion Chief Tom Calvert said.
The man, said to be in his late 20s or early
30s, was taken to Stanford Hospital.
Nobody else was injured, but a big rig
and sedan were involved in a separate non-
injury collision nearby that blocked the
two right lanes.
Man, 25, gets 50-to-life
sentence for murder
A man convicted of first-degree murder
for fatally shooting 31-year-old
Christopher Puckett in June 2016 was sen-
tenced to 50-years-to-life in prison
Monday in a San Mateo County court-
room.
Lionel Jericho McCoy Jr., 25, was found
guilty in December 2018 after a 26-day
jury trial, prosecutors said.
McCoy and another man approached
Puckett on the 2400 block of Illinois
Street in East Palo Alto around 10 p.m.
June 10, 2016.
They got into an argument, which esca-
lated to a physical struggle on the ground.
When McCoy got up, he pulled a handgun
and fatally shot Puckett.
McCoy had prior felony strike convic-

A stretch of state Highway 1 south of
Gray Whale Cove State Beach was reduced
to one lane Tuesday as San Mateo County
sheriff’s deputies work to recover a stolen
car from the beach.
Deputies as of late Tuesday afternoon
asked drivers to avoid Highway 1 between
Moss Beach and Pacifica for the next few
hours.
The vehicle had been reported stolen to
Hayward police on Jan. 26 before being
found on the beach, sheriff’s officials
said.
The Sheriff’s Office will send out updates
on Twitter and through the county’s alert
system when the road is clear.

Trump says not looking to reinstate
his migrant family separation policy

WASHINGTON — Facing bipartisan push-
back on his immigration shake-up,
President Donald Trump said Tuesday he’s
not looking to revive the much-criticized
practice of separating migrant children
from their families at the southern border.
At the same time, he suggested the policy
had worked to deter migrants from coming
into the U.S.
Immigration experts say his policies and
practices are contributing to the surge of
migrants.
Last summer the administration separated
more than 2,500 children from their fami-
lies before international outrage forced
Trump to halt the practice and a judge
ordered them reunited.
“We’re not looking to do that,” Trump
told reporters before meeting with Egypt’s
president at the White House. But he also
noted: “Once you don’t have it, that’s why
you see many more people coming. They’re
coming like it’s a picnic, because let’s go to
Disneyland.”
The potential reinstatement of one of the
most divisive practices of the Trump admin-
istration was just one aspect of the upheaval
evident at the Department of Homeland

Acting Pentagon chief
defends space force amid skepticism
COLORADO SPRINGS, Colo. —
Sharpening his argument for a Space Force,
the acting Pentagon chief on Tuesday called
it a “low cost, low bureaucracy” way to stay
ahead of China, Russia and other nations
seeking to erase American military advan-
tages in space.
The Pentagon and Congress have dis-
cussed for years the possibility of estab-
lishing a military service for space, but
some key lawmakers remain skeptical of the
need and wary of the cost. The debate enters
a new phase this week with the Senate
Armed Services Committee holding its first
hearing Thursday on the administration’s
proposal to phase in a Space Force over five
years and establish a space warfighting
command this year.
Patrick Shanahan, whose own future as
the acting secretary of defense may be tied
to the success of his push for a Space Force,
is trying to persuade lawmakers that it is
urgently needed to preserve U.S. dominance
in space.

Border chaos forces truckers
to wait hours, sometimes days

CIUDAD JUAREZ, Mexico — To
deal with a surge of migrating Central
American families, the Trump adminis-
tration has reassigned so many inspec-
tors from U.S.-Mexico border cross-
ings that truckers are waiting in line
for hours and sometimes days to get
shipments to the United States.
Truckers have been sleeping in their
vehicles to hold spots in line in Ciudad
Juarez, across the border from El Paso,
Texas. The city brought in portable
toilets, and an engine oil company
hired models in skin-tight clothing to
hand out burritos and bottled water to
idled drivers.
“My family doesn’t recognize me at
home anymore, ” Jaime Monroy, a
trucker who lives in Ciudad Juarez, said
after sleeping overnight in his truck
hauling a load of wooden furniture. “I
leave at 3 in the morning and come
back at 10 at night.”
The waits are a reminder that even
though President Donald Trump walked
back his threat to close the border, the
administration has created significant
impediments for truckers and travelers
with its redeployment of customs
agents.
Business leaders are starting to lose
patience as they struggle to get prod-
ucts to American grocery stores, manu-
facturers and construction sites.

“This is a systemwide issue,” said
Paola Avila, chairwoman of the Border
Trade Alliance, a group that advocates
for cross-border commerce.

The traffic congestion comes as a
growing number of families from
Central America have been arriving at
the border in recent months, over-
whelming the federal government.
The Border Patrol said Tuesday that it
set a new monthly record for apprehen-
sions of families in March. More than

Britain’s May makes
pre-summit plea for new Brexit delay
BRUSSELS — With nearly everyone fully resigned to
Britain’s departure from the European Union, two questions
took center stage Tuesday: How — and
when — to get the U.K. politely out the
door.
EU leaders will confront British Prime
Minister Theresa May for the second
time in three weeks on her government’s
delayed plans at an emergency Brexit
summit on Wednesday, and such gather-
ings aren’t getting any friendlier.
The bloc’s leaders have tried to help
Theresa May
May over the past two years of negotia-
tions, and even after she missed her hand-picked Brexit date
of departure on March 29 because of a parliamentary revolt.
So EU countries, especially France, have become increas-
ingly exasperated with the political division and uncertain-
ty in Britain about a way forward.
On a charm offensive with key leaders, May first flew to
Berlin Tuesday to plead for good terms with German
Chancellor Angela Merkel and then set off for Paris for an
encounter with President Emmanuel Macron, seen as her
counterpart with the toughest demands.
“France is really trying to play bad cop here,” said Larissa
Brunner, an analyst at European Policy Center, referring to
French insistence that another extension to her deadline
must come with strings attached and assurances from
London.
Putin outlines ambitious
Arctic expansion program
ST. PETERSBURG, Russia — President Vladimir Putin on
Tuesday put forward an ambitious program to secure
Russia’s foothold in the Arctic, including
efforts to build new ports and other infra-
structure facilities and expand an ice-
breaker fleet.
Speaking at the Arctic forum in St.
Petersburg attended by leaders of
Finland, Iceland, Norway and Sweden,
Putin said that Russia plans to dramati-
cally increase cargo shipments across
Vladimir Putin the Arctic sea route.
He said that the amount of cargo carried
across the shipping lane is set to increase from 20 million
metric tons last year to 80 million tons in 2025.
“This is a realistic, well-calculated and concrete task,”
Putin said. “We need to make the Northern sea route safe and
commercially feasible.”
He noted that Russia, the only nation with a nuclear ice-
breaker fleet, is moving to expand it.
Russia currently has four nuclear icebreakers, and Putin
said that three new such ships are currently under construc-
tion. By 2035, Russia stands to have a fleet of 13 heavy
icebreakers, including nine nuclear-powered ones, he said.
The Russian leader said that Russia plans to expand the
ports on both sides of the Arctic shipping route —
Murmansk on the Kola Peninsula and Petropavlovsk-
Kamchatsky on the Kamchatka Peninsula — and invited
foreign companies to invest in the reconstruction project.

The jobs/housing imbalance in Burlingame

Much has been written in these
pages recently about regional and
state initiatives to encourage more
housing development in the Bay Area,
such as the CASA Compact and Senate
Bill 50 (“Burlingame City Council
fends for local control” in the April 3
edition of the Daily Journal). As a
Burlingame resident for the last four
years, I have seen firsthand the deteri-
orating quality of life that follows
when cities, including my own, con-
tinue creating far more jobs than they
do homes: increased traffic, strained
parking and rising rents that limit
opportunity for young people and
families and displace longtime resi-
dents. Our cities have to drastically
improve how they manage the
jobs/housing balance, or they only
have themselves to blame for the
state stepping in to manage it for
them.
As a former teacher, I most recently
spent three years working for an edu-
cation nonprofit in Redwood City
and, in that time I noticed a disturbing
trend: Most of my colleagues who
planned to stick around the Bay Area
for the long term were married to
someone who worked in tech, myself
included. Having a tech salary in your
household was basically the only way
to afford a decent-sized apartment on
the Peninsula within reasonable com-
muting distance of your job. My
friends who happened to fall in love
with someone who also worked at
their nonprofit or also taught at their
school inevitably left for more afford-
able parts of the country when they
wanted to start families. Losing this
kind of civic-minded talent is a huge
blow to our communities.
There are plenty of levers policy-
makers control to address this
jobs/housing imbalance. We should

in mixed-use devel-
opments in our
downtowns that are
complementary to
local businesses,
not in giant self-
contained office
parks that are dis-
connected from the hearts of our
cities. We should be insisting that
large corporations bear the true costs
of doing business here, rather than
skating by paying minimal fees that
understate their local impacts. And
city councils need to plan sufficient
housing at all levels of affordability
in their downtowns to support the job
growth they do approve.
Yet, many local officials appear
unwilling to take the steps necessary
to bring job creation and housing cre-
ation into proper balance. In
Burlingame, the City Council passed
a new General Plan in January that, to
its credit, envisions adding 3,000
homes to our city in areas that are
well served by public transit. This
kind of transit-oriented development
is essential to creating the vibrant,
walkable, sustainable neighborhoods
of the future that will help us lower
carbon emissions and avert climate
catastrophe.
Unfortunately, right as the city is
about to dig itself out of this hole,
the General Plan also envisions
adding more than three times as many
jobs — 9,731 is the estimate — to
Burlingame over the next two
decades. And given our region’s very
successful tech industry and the eco-
nomic pressures it creates, it’s no sur-
prise that developers are clamoring to
build those commercial properties
first.
Already, there is more than 1.5 mil-
lion square feet of commercial devel-
opment projects approved or in the
application stage, according to the

pus on the Bayfront. Altogether, a
fairly conservative estimate suggests
at least 5,000 new workers will be
employed in Burlingame in just the
next few years, far outstripping the
1,300 new residential units in the
pipeline.
The consequences of ignoring this
jobs/housing imbalance are clear for
Burlingame residents: more traffic on
highways and local roads, even
tighter parking downtown and on our
residential streets, and escalating
rents that limit opportunity for resi-
dents of all ages. How many young
people graduating from Burlingame
High School will ever get the chance
to raise a family of their own in the
city they grew up in? How many sen-
iors on fixed incomes will still be
able to afford to live here five or 10
years from now? The consequences of
inaction on this problem are devastat-
ing.
Preserving our cities as places of
opportunity necessitates that city
councils use every tool they have to
bring job creation and housing cre-
ation into balance. When they neg-
lect to do this, local leaders have
nobody to blame but themselves
when the state steps in to do it for
them.

Based on reality?

we have succeeded in persuading ourselves
that it is we who have made the decisions, whereas we
have conformed with expectations of others, driven by
the fear of isolation and more direct threats to our life,
freedom and comfort.” — Erich Fromm, “Escape from

Our brains need exercise as much as our muscles do, yet
we don’t hear much about mind aerobics. Sometimes we
read that to forestall old age dementia, we should keep our
minds challenged, but if you want to be looked upon as
someone to be emulated, join the jogging bunch or the
aerobics activities at the gym. A person who enjoys time
alone in deep, creative and critical thought and the exer-
cising of his mind is often considered somewhat strange,
especially if it doesn’t bring in monetary reward. Our
heroes are not those who are deep thinkers. Physical
attractiveness, athletic prowess and/or the ability to
entertain are rewarded with big bucks and much fanfare.
Notoriety is considered the key to success, it seems, no
matter how it is attained. Our culture rarely rewards the
habit of thought.
Thinking critically does
not necessarily mean find-
ing fault. According to the
authors of “The Art of
Being Human,” it is using
careful analysis to lead to
an evaluation. It is an
activity of the mind which
carefully defines, describes
and analyzes something —
a speech, an event, a
politician’s decision, a
newspaper article, a son’s
desire for a car of his own.
You don’t put any label on
the subject or criticize until all of the data is in.
The non-critical thinker takes things literally. His ten-
dency is to jump to conclusions, refusing to be influenced
by facts that don’t fit into his preconceived ideas of right
and wrong, black and white. He’s fearful of ambiguity.
Instead or thinking of ways to creatively solve problems
and improve things, he is constantly trying to justify
himself at all times and at all costs. How can a democratic
nation thrive if inhibited by such types?
What is disconcerting is that in our schools, the trend
is away from exercising the mind in creative and critical
ways. The education of our youth has become very lop-
sided in deference to the obsession with improving test
scores in math and reading. The “No Child Left Behind”
and “Race to the Top” movements of recent years, the
increasing emphasis of achievement tests has led to
even more compartmentalized training of the logical,
symbolic left brains. The intuitive, creative right brain
is largely left to fend for itself and unless a child has a
very strong will to counteract this, or he lives with peo-
ple who help make up for the loss, he becomes another
victim of the disease of consumerism and conformity.
Unfortunately, “Ours is an age which is proud of
machines that think and suspicious men who try to.” —
H.M. Jones.
When it comes to controversial ideas, questionable
practices, persuasive con men (from politician to star-
gazer), it helps to ask ourselves a few questions before we
decide whether to go along with the ideas of others, disre-
gard them or keep them on hold.           
1. Have I thought through the pros and cons and used
my own personal, ethical and moral values as guidelines
instead of automatically adopting other people’s views? If
I haven’t, do I avoid making decisions one way or the
other until I am better informed?
2. Have I done research on the subject, keeping an open
mind to new and unusual ideas?
3. Am I for or against this because it meets some mis-
placed need of mine for security, dependence or accept-
ance? To be right? Am I looking for someone to cling to
who will do my thinking for me?
4. Am I for or against this because of some preconceived
notion of mine that has little basis in reality?
5. Do I realize that most people who are out to persuade
me to think the way they do (and/or to do what they want)
do not really care about me, but are serving their own
interest, whether self-aggrandizement, the control of oth-
ers or profits?
The progress of our nation, if it is to be the sort that
benefits us instead of destroying us, depends on those who
are able to think deeply, critically and creatively instead
of those who blindly follow the choices and beliefs of
others. As Richard A. Clarke wrote in “Against All
Enemies”: “As Americans, it is up to us to be well-
informed and thoughtful, to help our country make the
right decisions in this time of testing.”

Stocks close lower, ending S&P 500 win streak

Industrial companies led a broad slide in
stocks on Wall Street Tuesday, ending the
benchmark S&P 500’s eight-day winning
streak.
The sell-off came as traders weighed grow-
ing trade tensions between the U.S. and the
European Union, and a report forecasting
dimmer global economic growth this year.
Banks and technology companies also
lost ground. Only utilities and communica-
tions service providers, a broad category
that includes entertainment, telecommuni-
cations and internet companies, notched
gains.
Smaller company stocks fell more than
the rest of the market. Bond prices rose,
sending yields lower, as investors moved
money into safer holdings. The price of
gold rose.
Tuesday’s wave of selling marks a reversal
for the market, which has been moving
decidedly upward in recent weeks. The mar-
ket is primed for more market-moving news
this week, as the latest round of corporate
earnings reports kicks off on Wednesday
with Delta Air Lines. Several banks, includ-
ing JPMorgan Chase, will release their
first-quarter results on Friday. Analysts
expect earnings for the S&P 500 to decline
for the first time in almost three years.
“We’re in the later stages of the economic
cycle, so earnings are definitely needed to
keep the momentum going,” said Jennifer
Green, global investment specialist at J.P.
Morgan Private Bank. “We’ve seen a very
nice run, so far year-to-date, so the next
stage is listening to how the earnings come
in and the outlook and the guidance that
these companies give us.”

Monetary Fund on Tuesday downgraded its
outlook for growth in the United States,
Europe, Japan and the overall global econo-

SAN DIEGO — WD-40 Co. on Tuesday
reported fiscal second-quarter net income of
$15.9 million.
The San Diego-based company said it had
net income of $1.14 per share.

Levi’s fiscal 1Q revenue up
7% in first post-IPO report

NEW YORK — Levi Strauss & Co. swung
to a profit and reported a nearly 7% increase
in net revenue during the company’s fiscal
first quarter, an indication the jeans maker’s
investments online and in its denim prod-
ucts are paying off.
The company said it also plans to invest
as much as $200 million to open 100 new
stores over the next year as well as invest in
other areas. It currently operates roughly
800 stores globally.
Tuesday’s earnings report marked the
iconic blue jeans maker’s first since its
return to the public markets last month. Its
stock rose 3% in after-hours trading.
Levi’s IPO came amid increasing competi-
tion and a changing retail landscape.
Women are opting for yoga pants or other
comfortable athletic sportswear that can be
worn every day. And Levi’s is contending
with a shrinking number of department
stores, once its traditional venue of distri-
bution. Discounters like Walmart have also
been developing their own brands.
Since assuming the helm in 2011, Levi’s
CEO Chip Bergh has refashioned the brand
and image. It didn’t chase after the yoga
trend but rather focused on enhancing the fit
of its women’s jeans with stretchier fabrics.
Bergh also has created buzz with partner-
ships with celebrities like Justin
Timberlake while increasing Levi’s market-
ing at events like Coachella, where
Beyonce performed in the brand’s cut-off
shorts.
At the same time, the company has been
expanding online and juggling between
selling to low-end and high-end stores. It is
expanding its tops assortments while look-
ing for growth outside the U.S., particularly
China.

CSM soph fires no-no in first collegiate start

Brett Karalius has been champing at the
bit for two years to earn his first start for
College of San Mateo.
When the sophomore right-hander got the
call Tuesday, he delivered — big time.
Karalius joined the Bulldogs’ rotation by
firing the first no-hitter for a CSM pitcher
in at least a quarter century in a 10-0 win
over De Anza at Bulldog
Stadium.

last 23 batters he faced,
earning his 10th strike-
out of the afternoon by

“It was pretty crazy, ” Karalius said. “I
struck the last guy out. So there was a
pretty good dog pile in front of the
mound. ”
With CSM ranking eighth in Northern
California with a 3.67 ERA, rotation spots
have essentially been spoken for. The
three-man rotation of Sean Prozell, Jamie
Kruger and Nico Zeglin hadn’t missed a start
this season. That changed Tuesday, howev-
er, when Zeglin was a late scratch, leading
to Karalius being announced as the
Bulldogs’ starting pitcher three hours
before game time.
“I’ve wanted to (start),” said Karalius
who’s had 28 career relief appearances,
including 13 this year. “But all three of our
starters are doing really well. So, I can’t
complain.”

thrown a complete game prior to Tuesday.
The senior has split time in the circle with
freshman Madi Truesdale all year. In fact,
Truesdale has shouldered more of the work-
load, herself recording four CGs in her past
five outings.
None of those four complete games
totaled the mileage of Sheehan’s effort
Tuesday, though, as the senior right-hander
soldiered through nine innings to notch the
Wildcats’ (3-1 PAL Bay, 4-5 overall) first
shutout of the year in a 1-0, nine-inning

SAN JOSE — Joe Thornton’s contributions
to the San Jose Sharks in last year’s playoff
series against Vegas were limited to pregame
warmups and leadership.
After being hampered by knee injuries the
past two postseasons, Thornton is healthy to
start the playoffs this year for the first time
since leading the Sharks on a run to the Stanley
Cup Final in 2016. San Jose opens the first
round Wednesday night against the Golden
Knights in a rematch of a second-round series
won by Vegas in six games last year.
Thornton missed the first two games of the
2017 playoffs before returning to play the
final four of a first-round loss despite having a
torn ACL in his left knee. He then missed the
entire postseason with a torn ACL in his right
knee last year.
“He’s put a lot of work in the past couple of
years just to have this opportunity,” captain
Joe Pavelski said. “It’s a credit to him. As much
as he wants to be around us, we want him
around.”
The 39-year-old Thornton enters the postsea-
son playing his best hockey of the season,
with his 33 points since Jan. 7 ranking third
on the team in that span.
Thornton’s play has given the Sharks three
top centers, along with Logan Couture and
Tomas Hertl, after being thin down the middle
last year. While the top two lines get most of
the attention from the opposition, Thornton
has created consistent offense with wingers
Kevin Labanc and Marcus Sorensen.
“He’s been an elite player in this league for
20 however many years now,” Vegas defense-
man Deryk Engelland said. “He brings a lot, he
sees the ice extremely well, he’s a big guy and

After scoring single runs in the first and

more in the third. They Cougars rounded out
the scoring with a three-spot in the sixth.
HMB pitcher Danny Guevara was the
recipient of the offense, as he pitched six
scoreless inning, with seven strikeouts.
Dwyer Lewis pitched a perfect seventh for

PAL Bay Division title.
Aragon has lost two league matches this
season — both M-A.
Tim Berthier and Maksim Lukic, the
Bears’ No. 1 and No. 3 singles players, each
lost only one game. The No. 1 doubles team
of Zach Ostrow and Griffin Voss lost only
two games.
Aragon picked up its win at No. 3 doubles,
where Arnav Kothari and Tyler Khun rallied
from a set down to win 2-6, 6-4, (10-5).
MONDAY
Softball
San Mateo 1, St. Ignatius 0, 9 innings
Jada Walker scored on a passed ball in the
bottom of the ninth to give the Bearcats a
non-league, walk-off win over the Wildcats.
That run made a winner of pitcher Sage
Hager, who pitched a gem of a game. She
went the distance, scattering three hits and
striking out nine while walking none.

The Warriors scored multiple runs in all
four innings they posted a mercy-rule win
over the Cherokees.
South City (4-0 PAL Ocean, 8-6 overall)
scored two runs in the first, three in the sec-
ond, five in the third and four in the fourth.
Karizma Bergesen swung the big bat for
the Warriors, collecting five RBIs while
going 4 for 4, which included a double and a
home run.
Hailey Meisenbach also went a perfect 4

The Tigers got back into the WBAL race
by handing the Crusaders their first league
loss of the season in a game ended by the
mercy rule.
With the win, NDB (5-2 WBAL) finds
itself one game behind Mercy-Burlingame
(7-1), which fell into a first-place tie with
King’s Academy.
Ashleigh Dean did it all in leading the
Tigers. She homered in the bottom of the
first inning on her way to a four-RBI day.
She later added a double.
Dean’s offense was more than enough for
her in the circle, as she handcuffed the
Crusaders, allowing one run on three hits,
striking out five.
NDB was leading 9-1 going into the sixth
inning before the Tigers erupted for seven
more. They finished the game with 18 hits,
with Sophia Dinelli going 4 for 5 at the
plate.

games for the Orioles, who have
dropped five of their last six.
The Athletics scored five times

“I was getting soft contact for the
most part,” Means said. “I had a lot
of teammates come up to me and say
they’ve never seen anything like
that with all of those infield base
hits.”
The Orioles ran themselves out of a
potential rally in the third. Richie
Martin was thrown out by Laureano
— who threw out three Boston run-
ners in a series earlier this season —
trying to score from second on a sin-
gle by Joey Rickard that could have
loaded the bases with no outs.
Rickard was then called out trying to
take second on a double steal.
“That’s a learning lesson for our
guys,” Orioles manager Brandon
Hyde said. “So, we got a little too
aggressive there at times. Just one of
those nights where a lot of things
didn’t work out.”

“The first win of any series is huge,” said
Aragon manager Lenny Souza. “You can’t
sweep a team without winning on Tuesday.
If you want to be a postseason team, you
have to sweep some teams.”
Aragon (4-1 PAL Ocean, 10-3 overall)
will get its chance to take the two-game
series from El Camino (2-2, 5-5) when they
face off in South San Francisco Thursday.
The Dons will have to be on top of their
game if they want to complete the sweep
because the Colts gave Aragon all it could
handle.

Keegan hooked up in a pitching duel for the
first three innings.
Keegan allowed one run on four hits
through the first three innings, his only
mistake coming on a pitch to Hourigan,
who hit it out to right for a solo home run in
the bottom of the first.
But the Colts got to Hourigan in the top
of the fourth, manufacturing a run when
Jacob Soto singled, went to second on a
Gunnar Rullhausen sacrifice bunt, took
third on Keegan’s second infield hit of the
game and scored on a wild pitch.

A healthy Thornton isn’t going to be the
only difference when these teams meet in the
playoffs for a second straight year. The Sharks
also added star defenseman Erik Karlsson in a
trade before the season and another skilled for-

but a Hourigan strikeout with the bases
loaded snuffed the potential rally.
In the bottom of the inning, the Dons
took advantage of their rally. With a run
already on a Thomas Calvo RBI fielder’s
choice, the Dons got a single from Jace
Jeremiah to put runners on first and second
as Grant came to the plate. He took ball one
and, on the second offering, whipped it over
the fence in right field for an opposite-field,
three-run shot that gave the Dons a 5-1
ward at the trade deadline in Gustav Nyquist.
The Golden Knights added an entirely new
second line that is talented enough to be the
top group on many teams. Vegas signed Paul
Stastny as a free agent in July, acquired Max
Pacioretty in a deal with Montreal in
September and then got the big piece that
sparked the season at the trade deadline with a
deal for Mark Stone.

the season.
“The fourth inning was a big inning,”
Hourigan said, who worked into the seventh
inning before hitting the 110-pitch limit.
“I was excited when [Grant] hit that.”
Keegan was lifted after that hit, with his
final line being five runs allowed on eight
hits. He and reliever Ryan Thompson com-
bined to strikeout nine.
Souza knew sooner or later the top of his
lineup would get something going, so it
was no surprise his leadoff and No. 2 hitter,
Jeremiah and Grant, factored into the Dons’
big inning.
“Cam and Jace don’t go 0-fer too often,”
“It was hard last year obviously, we defi-
nitely didn’t have as much depth as now,” for-
ward Jonathan Marchessault said. “I think we
have a healthy team and we definitely have the
depth. We’re a confident group, we know we
can make some damage in the playoffs.”
Here are some other things to watch:
KARLSSON’S HEALTH
Karlsson missed 17 games with his sec-
ond groin injury of the season before return-
ing with some rust for the regular-season
finale. San Jose hopes he can shake that
rust quickly and get the team back to the
form it had in December and January before
the first injury happened and the Sharks
were playing as well as anyone. Coach Peter
DeBoer called Karlsson a critical piece who
helps on both ends of the ice.
“He’s probably one of the best, if not the
best transporter of the puck in the league,”
DeBoer said. “That speaks for itself. We
missed him and it’s nice to have him back.”
IN BLOOM
Perhaps the biggest difference in last year’s
series was the play of Vegas goalie Marc-Andre
Fleury, who had two shutouts and a .935 save

something to make an impact.”
That four-run fourth gave Hourigan some
breathing room and he took advantage.
After allowing four hits and walking four
through four innings, he allowed only one
more hit over his final two-plus innings of
work — a one-out triple to Levi Stubbles in
the seventh.
Other than that, Hourigan was in control.
He went on to finish with 10 strikeouts and
was his sixth walk away from finishing the
game.
“I could have had better command, ”
Hourigan said. “But, overall, we won, 6-2.”
Aragon tacked on an insurance run in the
bottom of the fifth as Matt Mukai, who had
two of Aragon’s 10 hits, legged out an
infield hit to open the fifth. He went to sec-
ond on a Sterling Miller single to left and
took third on a passed ball before Evan
Donath worked a walk after falling behind
0-2 to load the bases.
A pair of strikeouts brought up Calvo,
who eventually took an RBI walk to push
the Dons’ lead to 6-1. It was Calvo’s second
RBI of the game.
Stubbles, who had two of the Colts’ five
hits, tripled and then scored on a passed ball
in the seventh to round out the scoring for
the day.
“Conor, he was awesome. He was in some
holes, but he stopped digging pretty quick-
ly,” Souza said. “Conor got their better hit-
ters out, or at least didn’t let them hurt us.”

PLAYOFF JONES
Sharks goalie Martin Jones heads into the
postseason with the lowest save percentage of
any starting goalie in the playoffs. But ever
since arriving in San Jose before the 2015-16
season, Jones has been better in the playoffs
than the regular season. His .926 career save
percentage in the playoffs ranks sixth best in
NHL history among goalies with at least 40
starts. He has allowed two or fewer goals in
nearly two-thirds of his postseason starts.
FOURTH-LINE GRINDERS
Both teams have plenty of skill up front but
the Golden Knights can bring an element of
physicality with the fourth line featuring
Ryan Reaves and Williams Carrier. Reaves led
the league with 305 hits, while Carrier ranked
fourth with 277. The Sharks will answer with
enforcer Micheal Haley on the fourth line to
start the series but could switch to Joonas
Donskoi later.

effect in the ninth inning, meaning a runner
is stationed at second base to start the

Ontai was 3 for 5 with two doubles and a
home run, and a career-high six RBIs.
“He was locked in at the plate,” Karalius
said. “He was seeing the pitcher, obviously,
very well. His home run, off the bat I knew
it was a home run.”
With Karalius rolling into the ninth
fice bunt by Monet Scheller. Then after
Seyfried was thrown out at home, the game
ended on a pop-out off the bat of Julia
Cerrelia.
Woodside scored the only run of the game
in the top of the ninth. With Barstad due up
ninth in the inning, she was to be dis-

lized freshman Emma Kinder as a pinch-run-
ner. Senior Gianna Voltattorni then deliv-
ered a single to put runners at the corners,
faking a bunt before pulling the bat back to

“I told Gianna to fake bunt and hit away,”
Daines said. “So, that was huge execution.”
Truesdale followed by falling behind in
the count. But with two strikes on her, she
lifted a high fly ball to center to drive home
Kinder with a sacrifice fly.
“She got down in the count but she’s a
smart hitter,” Daines said. “And she got it
done. And great execution, at the end of the
day, is all you can ask for.”

glove of Ontai in left for the second out.
When Monleon came to the plate as a
pinch hitter, Karalius was confident in chal-
lenging the strike zone knowing the fresh-
man had yet to face him. Monleon took a
first-pitch fastball for a strike then was late
in fouling off another fastball. So, when
CSM catcher Danny Carnazzo put down the
sign for the fastball again, Karalius was
confident to rare back and shoot for his best
bolt.
“The fastball was called so I was just like,

The majority of those innings were worked
by sophomore right-hander Sage Hager,
who took the loss Tuesday, just one day
after throwing a three-hit shutout in a 1-0,
nine-inning, non-league win over St.
Ignatius.
“Sage is such a workhorse,” Jepsen said.
“In high school, your pitching wins ball-
games … so more, at that point, your pitch-
er needs her defense to play behind her.”
Hager gave way Tuesday after the first four
innings. Freshman right-hander Bethany
Shih then worked 3 2/3 innings but Hager
reentered in the eighth with runners at the
corners and two outs, recording one of her
eight strikeouts on the day to end the threat.
Sheehan notched eight strikeouts as well.
She also had one of Woodside’s five hits.
Oh, and she’s also coming around on the
“Precious” nickname.
“I have grown to love it,” Sheehan said.
“It’s accurate.”
‘I’m going to put a little extra on this one,’”
Karalius said. “And I got it by him and that
was the game.”
Karalius, a 2017 graduate of Terra Nova, is
one of many former Tigers who are pitching
collegiately.
Three former Tigers — Dylan McDonald,
Nate Rumb and Tony Zamagni —  have
logged starts for Skyline College this sea-
son, combining for a 10-5 record. Skyline
transfer Ray Falk is a redshirt junior at Ole
Miss, and CSM transfer Jared Milch is also
pitching in the Division I ranks as a true
junior at Stony Brook in New York.
With the win, second-place CSM (9-4
Coast Golden Gate, 20-11 overall) gains
ground in the Coast Conference Golden
Gate, moving to within one game of first-
place Mission. The two teams square off in a
two-game series to close the regular season
starting Tuesday, April 23.

developers, councilmembers discussed an
array of strategies aimed at increasing
housing in the city, which Mayor Mark
Olbert pegged for continued discussion at

“I think it’s great that we’re finally pay-
ing some significant attention to this,” he
said, according to a video of the meeting.
“I just think communities that are more
broadly based and are more diverse are just
more exciting and healthy communities,
so I’m glad to see we’re working on that.”

the city with her husband and third-grade
daughter, and has attended open houses for
the last three years in the hopes of finding
a home they can purchase. She said the
family is beginning to give up hope they
will find a home in the Peninsula, where
they have lived for some 15 years, and
noted the situation is even more daunting
for new teachers or those living on one
income.
“I wonder how we will be able to retain
our good teachers who support our families
[and] our students [and] who are collabora-
tive members of our staff and schools,
unless there are some more affordable
options that come our way,” she said.
Councilwoman Sara McDowell was
among several councilmembers who
voiced support for removing in-lieu fees as
an option for residential developers.
Developers can currently pay those fees
instead of designating some of the units in
a given project as affordable at specific
income levels.
Required to ensure there is adequate zon-
ing and sites available to accommodate
596 units between 2015 and 2023, accord-
ing to the city’s Regional Housing Needs
Allocation, San Carlos has permitted since
2015 388 units, the majority of which are
in the market-rate category, according to a
report city officials prepared for state

progress toward its RHNA allocation in

Because the city needs to build 190 more
units that are affordable at very-low
income levels and 96 more units affordable
at low-income levels to fulfill the city’s
RHNA housing allocation, McDowell
hoped officials could consider whether the
city could remove in-lieu fees as an option
for developers in an effort to encourage the
production of on-site, affordable units in
housing projects.
“It doesn’t seem like developers are
using any of those tools in the toolkit that
we’re trying to use to incentivize develop-
ment of below-market-rate units,” she said.
“I’d like to make it crystal clear that writ-
ing the check is no longer an option and
we really need the below-market units to be
constructed.”
Martin Romo, the city’s Economic
Development and Housing manager, said
the city’s ordinance pertaining to below-
market-rate units hasn’t been updated sub-
stantially in recent years and does allow
developers to propose other alternatives to
building affordable units if they are able to
prove the inclusion of below-market-rate
units would make the project economically
infeasible.
Councilman Adam Rak suggested offi-
cials review San Carlos’ entire below-mar-
ket-rate unit ordinance, and also asked

some money in Salvadoran infrastructure,
including roads and water and sewage treat-
ment near El Salvador’s coasts through the
Millennium Challenge Corporation, created
in 2004 under then-President George W.
Bush. Last year it contributed about $3 mil-
lion for a $10.8 million project to develop

decisions to build ADUs. City Planner Lisa
Porras said ADUs currently count toward
the maximum floor area allowed on the
property, and that officials could consider
making a percentage of them or the entire
project exempt from the maximum floor
area on a property. Porras added officials
could monitor how new home-size rules set
to take effect May 10 would affect the num-
ber of ADUs proposed in the city.
Acknowledging how time consuming
updating the city’s General Plan would be,
Olbert asked Savay whether it would be
possible for officials to study specific
zones in the city and determine whether
any changes to the city’s zoning could be
considered. Savay said officials could
explore amendments to the zoning of spe-
cific, smaller sections of the city in a less
intensive process, noting officials recent-
ly discovered the density of building proj-
ects proposed for the southern section of
Laurel Street could be increased without
increasing the maximum allowable build-
ing height.
Olbert suggested officials continue to
generate ideas for further study before the
council’s April 22 meeting and send them
to staff members so they can continue the
discussion in future meetings.

Beyond the economic benefits, surfing
can provide a dream for young children with
few opportunities, said Marcelo
Castellanos, who runs a surfing academy in
the area. He told Newsom about an 11-year-
old boy he trained who eight years later
became a professional surfer traveling the
world.
“All the kids that grow up in these poor
areas know they all can dream,” he said.
“That happened because we have this pro-
gram, and we invite the kids who can’t pay.
The ocean is free, the waves are free. They
can make a living and that’s the example.”

mental group supports many of the

“In 15 years of attending public
meetings on environmental review
documents, I’ve never seen BLM be
quite so accommodating to people
shouting, interrupting and heckling,”
Donnelly said.
“We’re dealing with a public lands
user group that has had few controls
put on their behaviors for decades and
they want to see it stay that way,” he
said. “Burning Man is the single
largest gathering on any sort of pub-
lic lands in the country and needs to
be treated the same way we treat a gold
mine, an oilfield or an off-road vehi-
cle race.”
Hall said the agency intends to
issue a final impact statement in July
after deciding on options to either
boost capacity to 100,000, keep it at
the current 80,000, cut it to 50,000 or
deny a special use permit altogether.
He indicated the no-permit alternative
is unlikely to prevail.

also compact and adhere to other districting
criteria, including balanced populations,
according to a staff report.
“I want to thank City Council for listen-
ing to the Latino community,” said resident
Arnoldo Arreola. Speaking on behalf of the
local advocacy group Latino Focus, Arreola
endorsed map 21f, as did every other resi-
dent who spoke during public comment.
That map meets almost all of the common
preferences, including Redwood Shores get-
ting its own independent district, but the
downtown neighborhood is not together in
one district and there is one pairing of coun-
cilmembers in a district: Councilwomen
Giselle Hale and Shelly Masur are both in
District 2.
If that map and the proposed sequence of
elections is adopted, then Masur would com-
plete her four-year term in 2020 and could
because Hale’s term extends to 2022. Masur
would be eligible to run in 2022.
Not every draft map includes a pairing of
councilmembers, but every pairing does
include Masur. That said, Masur, who is run-
ning for a seat in the California Senate in
2020, favored 21f.
“I’m sticking with my original things
that when I didn’t support the previous map
we voted for I said two things: I wanted to
respect the wishes of Redwood Shores and
put them in a single district and I wanted to
find the greatest representation of the
Latino community in other districts, ”
Masur said. “I’m really happy we’re recon-
sidering [the map] and I’d narrow it down
quickly to 21f and 13h would be fine as well,
they’re relatively similar except for the
pairings. I’m fine with either of those.”
Hale applauded Masur’s position on the
matter and also expressed support for those
maps.

for 13h and 21f. “I honestly couldn’t tell the
difference between [those maps] at first
glance. They are both good maps, they
check a lot of the boxes that we heard and
my preference is solely based on the com-
munity input, which has loudly been for
21f.”
Councilwoman Diana Reddy, on the other
hand, favored a map called 13g that does not
pair any councilmembers in a single dis-
trict. It also places Redwood Shores and
Bair Island together in the same district,
splits downtown into two districts and pre-
serves just seven neighborhood associa-
tions while 13h and 21f maintain 10 and
nine neighborhood associations respec-
tively.
“I continue to support combining Bair

east of 101, they both have horrendous traf-
fic and soon sea level rise issues and those
issues cannot be ignored.
“There are things to celebrate about 13g,”
she continued. “In addition to there being
now two newly formed minority majority
districts, voters in both of those districts
will be able to vote in 2020 and neither will
have to vote in 2022. In that vein, I was
also pleased to determine that Bair Island
has the same voting age percentage of Asian
residents as Redwood Shores so it doesn’t
dilute Redwood Shores as we first feared.”
Hale agreed that sea level rise, for exam-
ple, is an increasingly significant issue for
the residents of Bair Island and Redwood
Shores and that’s why she wants them in
separate districts.
“For me personally, the argument to put
the Shores with Bair Island for sea level rise
— pardon the pun — it doesn’t hold water,”
she said. “I want to see greater representa-
tion for those issues and I think you achieve
that by having two councilmembers focused
on that issue.”

Israeli exit polls show Netanyahu edging ahead of rival

JERUSALEM — Israeli Prime Minister Benjamin

Netanyahu appeared to be headed toward re-election early
Wednesday, as exit polls and partial results showed him edg-
ing ahead of his main competitor in a tight race that was
seen as a referendum on the long-serving leader.
Both Netanyahu and former military chief Benny Gantz,
leader of the rival Blue and White party, declared victory in
speeches to boisterous gatherings of supporters. But as the
night went on, there were growing signs that Netanyahu’s
Likud was pulling ahead.
With a victory, Netanyahu would capture a fourth consec-
utive term and fifth overall, which this summer will make
him Israel’s longest-ever serving leader. Perhaps more cru-
cially, re-election will give him an important boost as he
braces for the likelihood of criminal charges in a series of
corruption scandals.
The 69-year-old prime minister has been the dominant

Along with two other former military chiefs on his ticket,
Gantz was able to challenge Netanyahu on security issues,
normally the prime minister’s strong suit, while also tak-
ing aim at the prime minister’s alleged ethical lapses.
Israel’s attorney general has recommended charging
Netanyahu with bribery, breach of trust and fraud. The
telegenic Gantz, who has been vague on key policy fronts,
has presented himself as a clean, scandal-free alternative to
Netanyahu.
Initial exit poll results by Israel’s main TV stations
showed the two parties far ahead of all of the other com-
petitors in the race and indicated that Blue and White would
emerge as the largest party.
“Elections have losers and elections have winners. And
we are the winners,” Gantz told a victory rally shortly after
midnight.
