NARRATIVE/ELEMENTS:

During the course of this investigation, I spoke with Loralie Musolf several times over the phone in reference to this
case. During our conversations, we attempted to pinpoint when the interview with Trish Van Pilsum of Fox9
occurred. Musolf advised me that she had requested her phone records from Verizon Wireless to attempt to pin
down the date. She faxed her phone records to me from the Meeker County Sheriff’s Office on 11/19/15. I also
completed a subpoena for Verizon Wireless for Musolf’s phone records as well. Based on the records and our
conversations, it is believed that the Rucki girls had contacted Musolf on Sunday 4/21/13 to attempt to set up the
interview. The interview then took place on 4/22/13. Samantha and Gianna were interviewed in Sauk Center at a
hotel, and Musolf was there with Van Pilsum. After the interview was completed, Van Pilsum and Musolf went to St.
Cloud to interview Sandra Grazzini-Rucki. Grazzini-Rucki was accompanied to her interview by Deirdre Evavold.

In addition to the phone records, Musolf also sent me an email on 11/6/15 containing an audio file of gun shots. The
audio file had been sent to her on 4/23/13 by Michael Rhedin, with a note that they had been directed towards
Sandra Grazzini-Rucki and the Rucki children, and that it sounded like a terroristic threat. Musolf indicated to me in
her email that she believed Rhedin may have been responsible for creating the audio file. I compared the audio file
to the gunshots heard in the Fox9 news story and found that they appeared to be the same. On 4/7/16, I spoke with
Musolf again over the phone regarding this investigation. I asked her about the gun shot audio, and she advised me
that she had provided it to Fox9 news. She stated again that she believed that Michael Rhedin could have been
responsible for making the audio, but she did not know that for certain, and she had not been told that. Musolf said
that it was a suspicion that she had. She also said that she had been told that Michael’s youngest son had been a
messenger to Samantha and Gianna after 9/7/12, when Sandra was ordered to leave the Ireland Place residence.
Michael’s son would pass messages to Samantha and Gianna at school. It should be noted that a prepaid cell
phone was located in Samantha’s backpack with text messages sent to Michael Rhedin’s cell phone. Neither
Tammy Love or Nancy Olson knew of Samantha or Gianna having a cell phone on 4/19/13. The conversation with
Musolf was recorded and saved to case file.

A preservation request was drafted and sent to Yahoo! for Gina Dahlen’s Yahoo! email account with the email
address of ginasjilly@yahoo.com. An additional preservation request was drafted and sent to Microsoft for Deirdre
Evavold’s Hotmail account with the email address of dedeevavold@hotmail.com. I drafted search warrants for both
accounts requesting all information and email content from September 7th, 2012 to the present date. Both warrants
were signed by the Honorable Judge Carter on 12/9/15. The warrants were then sent to Yahoo! and Microsoft.

On 1/11/16, I received a CD sent via FedEx from Yahoo! containing the information from Gina Dahlen’s account.
Upon receiving the CD, I began to review her emails. There were several items of note, which are summarized as
follows:
 4/18/13: Gina Dahlen sends an email to a weigh in group advising she cannot do weigh ins on
Monday 4/22/13 because she needed to go to Minneapolis. It is believed that Samantha and Gianna
Rucki were interviewed by Fox9 in Sauk Center on 4/22/13, and had been brought there by the
Dahlens.
 4/24/13: Gina receives an email from Evavold with an attachment for grants with deadlines. It should
be noted that there did not appear to be any email communication between Evavold and Gina Dahlen
prior to this email.
 4/25/13: Gina receives another email from Evavold with more grants
 4/30/13: Gina receives an email from Evavold with Samantha Rucki’s audio statement
 4/30/13: Gina receives an email from Evavold with Gianna Rucki’s audio statement
 4/30/13: Gina receives an email from Evavold with two websites listed, including
carvercountycorruption.com
 5/3/13: Gina forwards an email to Trish Quernemoen, showing a photo of the Carver County
Corruption billboard. Evavold and Grazzini-Rucki are pictured in the billboard, as well as an additional
woman that Gina knew. She received the photo of the billboard from Evavold on 5/3/13
 5/8/13: Gina’s reply to Judy Schmit’s email. Judy Schmit is Gina’s mother. Judy had asked if Gina
and Doug still had “the girls”. Gina replied that they still had them and are doing good.
 6/13/13: Gina receives an email from Evavold asking her to have the girls write letters describing how
the legal system has affected their lives. Gina replies that they are on it.
 7/28/13: Gina emails a picture to Judy Schmit, with Samantha and Gianna pictured
 11/6/13: Gina emails Judy Schmit, mentions that she and “the girls” have been hauling wood
 11/19/13: Gina receives an email from Evavold with the Supreme Court filing for Sandra’s case
 11/27/13: Gina receives a forwarded email from Evavold; Evavold received it from Michelle
MacDonald. It is discussing the “Divorce Corp.” movie.
 12/11/13: Gina receives an email from mylakemail@gmail.com. It is a string of emails between Gina
and “Theresa”. In the string of emails Theresa asks Gina to say howdy to the girls for her, and also in
another part of the email that she is going to bring the girls Spanish rice.
 12/30/13: Gina sends several pictures of Samantha and Gianna from her iPhone to her email account
 1/7/14: Gina receives an email from Evavold regarding Sandra’s federal court hearing on 1/10/14
 1/13/14: Gina receives an email from Evavold of an article written by Don Mashak in the Examiner
regarding Michelle MacDonald’s lawsuit against Judge Knutson.
 6/23/15: Gina receives an email from Evavold containing Michael Brodkorb’s blog regarding Sandra
being delinquent with child support. The story clearly states that Samantha and Gianna are missing
persons and that Sandra is a person of interest in the case.
 8/19/15: Gina receives an email from Evavold containing the “Red Herring Alert” post regarding a
warrant being issued for Sandra’s arrest
 11/18/15: Gina and Doug receive an email from “Lion News” offering assistance with their case
 11/21/15: Gina replies to an email from Evavold, advising that the White Horse Ranch board needs to
review a potential blog post for the Red Herring Alert
 11/29/15: Gina emails Michelle MacDonald, thanking her for her assistance with attempting to file a
petition to get custody of Samantha and Gianna
 12/5/15: Gina receives a forwarded email from Sharon Henneman. Henneman appears to be a
board member of the White Horse Ranch. Henneman forwarded Gina an email exchange between
her and Brandon Stahl of the Star Tribune. In his questions, Stahl indicates that Henneman had said
that the girls had stopped going to church, and that they were more cautious when the grocery bags
with their pictures were released. He also indicated that he had been told by Henneman that the girls
would run to a different room when someone knocked on the door.

The relevant emails were scanned in to be added to the case file. Based upon the content of the emails, it would
appear that Doug and Gina Dahlen were aware that Samantha and Gianna Rucki were listed as missing persons
being sought by law enforcement.

On 2/5/16, I received two emails from Microsoft with instructions on how to download and access the information
regarding Evavold’s Hotmail account. Upon receiving that information, I began to review Evavold’s emails. There
were several items of note, which are summarized as follows:
 11/24/13: Evavold sends an email to Sandra which appears to be an internet post regarding the
family courts and CPS being corrupt.
 1/13/14: Evavold sends an email to Sandra showing information regarding the MN Aviation Trades
Assn, which Nancy Olson (Sandra’s sister) is a part of. Evavold encourages Sandra to threaten
Nancy by threatening to contact members of the association.
 1/13/14: Evavold forwards Don Mashak’s article on Michelle MacDonald to Gina Dahlen
 2/3/14: Evavold sends an email to Michelle MacDonald and Sandra which is a photo of Gandhi with
the statement that civil disobedience is a sacred duty when the state becomes lawless and corrupt
 2/6/14: Evavold sends an email to Sandra regarding a news story where an Indiana man returned
home 18 years after being kidnapped by his mother. The subject line reads: We’d Be More than
Happy to Drop the Warrant (TRUST US)
 2/20/14: Evavold sends an email to gmg425@charter.net, showing a photo of a grocery bag with the
Rucki girls’ information on it.
 4/5/14: Evavold sends Gina an email with a photo of Sandra rallying at the state capitol
 4/24/14: Evavold sends Sandra an email with information regarding perjury
 7/23/14: Evavold sends Sandra an email regarding tax information on foreign accounts
 9/12/14: Evavold forwards an email to Angela Young, which she had previously sent to Sandra
containing information regarding MN statute 609.26 Depriving Another of Custodial or Parental Rights
 10/15/14: Evavold sends Doug Dahlen information on court forms
 12/23/14: Evavold sends Gina Dahlen information on State Reform Initiative, which also covers UN
Agenda 21
 1/15/15: Evavold sends Michelle MacDonald an email with notes regarding the court proceedings on
9/12/13, to include MacDonald taking pictures in the court room and taking the files and leaving the
court after MacDonald was arrested
 1/23/15: Evavold forwards an email chain to Michael Rhedin. Evavold had received the chain from
Angela Young. The contents of the chain appear to be Angela Young and Kathleen Russell reaching
out to Brandon Stahl of the Star Tribune
 3/7/15: Evavold forwards an email to Susan Carpenter, who authors posts for the Red Herring Alert
blog. Evavold had previously sent the email to Gina Dahlen on 2/20/15. The email is originally from
Michelle MacDonald, who contacted Terry Nemmers from Lion News regarding a meeting at her office
on 3/10/15 regarding the lawsuit filed against Judge Knutson. She also included Evavold in the email,
as well as Dale Nathan
 3/12/15: Evavold forwards an email to Michael Rhedin and Sandra. The email had been sent to
Evavold by Susan Carpenter, who provides her opinion of MacDonald’s handling of Sandra’s case.
Another email regarding Carpenter’s opinion was sent to Sandra and Rhedin later that day
 4/13/15: Evavold sends an email response to Sandra after Sandra forwarded her an email she
received from Brandon Stahl.
 4/14/15: Evavold sends Carpenter emails that had been forwarded to her by Sandra. Sandra had
received the emails from MacDonald, who forwarded an email conversation with Brandon Stahl.
 4/15/15: Evavold forwards an email to one of Sandra’s emails accounts. The email appears to be a
letter written by Sandra to the editor of the Star Tribune regarding her interview with Brandon Stahl.
 4/30/15: Evavold forwards Susan Carpenter an email she received from Rhedin, showing his text
communication with Michael Brodkorb of the Star Tribune
 5/6/15: Evavold forwards an email chain to Susan Carpenter regarding the Carver County Corruption
blog. In the email chain is an email Sandra sent to Michelle MacDonald stating that she had a written
order not to talk to police.
 5/8/15: Evavold forwards an email to Susan Carpenter that Evavold had received from Michelle
MacDonald. Terry Nemmers had emailed MacDonald advising her to back up her phones and
computers before law enforcement seized them.
 8/21/15: Evavold sends an email to Susan Carpenter with a made up wanted poster for Sandra,
stating that Sandra wanted it posted.
 10/2/15: Evavold receives an email from Michelle MacDonald, which was also sent to Susan
Carpenter. It contains a fax received from Dale Nathan regarding his lawsuit against the Lakeville
Police Department
 10/18/15: Evavold sends Susan Carpenter an email about Jack Auld, showing his Facebook status
from after Sandra was arrested in Osceola County, FL.
 10/26/15: Evavold sends an email to tpabucs40@aol.com which is known to be the email address of
Jack Auld, advising him of how an out of state attorney could represent a client in Minnesota. Evavold
then forwards that email to Susan Carpenter
 10/26/15: Evavold sends copies of the search warrant and inventory from the search warrant at her
residence to Michelle MacDonald
 10/28/15: Evavold forwards an email to Susan Carpenter. Evavold received the email from Sandra
on 8/6/15, which details information about her employment and wages from American Airlines.
Sandra also states that “regardless of what some little county judge writes ordering me to do, in my
job it does not apply I’m ruled by the federal government i must follow there work rules.”
 10/29/15: Evavold receives an email from Jack Auld. He had forwarded warrant information for
Sandra. In an additional email, he also writes about his video conference with Sandra.
 11/2/15: Evavold forwards an email to herself titled “Rucki Mortgage Fraud Investigation”. Rhedin
had sent Evavold an email on 10/25/15 regarding a fraud investigation, which Evavold then forwarded
to Susan Carpenter.
 11/8/15: Evavold replies to Susan Carpenter’s email received earlier on 11/8/15, regarding a hearing
Michelle MacDonald has in reference to Sandra’s case.
 11/12/15: Michelle MacDonald forwards an email chain to Evavold and Carpenter. The chain is a
conversation between Kathy Keena and Michelle MacDonald regarding Sandra’s Omnibus hearing.
 11/13/15: Evavold emails herself the content of a Facebook Messenger exchange that occurred
between Evavold and Loralie Musolf beginning on 5/27/15. After a few messages, it jumps to 9/18/15
and continues until 9/22/15, then jumps to 10/22/15 and 10/23/15. It is unknown when the
conversation ended. Evavold emails the contents of this conversation to Michael Rhedin, Michelle
MacDonald and others. Rhedin replies to Evavold that Musolf held Sandra captive while she stayed
with her, and he had to go rescue Sandra from Musolf’s psychological abuse. In reading the contents
of the exchange, Musolf is questioning Evavold about aspects of the case, and accuses Evavold of
working with Sandra to orchestrate Samantha and Gianna running away. While Evavold does not
deny that particular accusation, she tells Musolf that Sandra had access to her computer and phone
while staying at her house.
 11/20/15: Evavold replies to an email from Nancy Judd, after sending out the Star Tribune story
regarding Samantha and Gianna being located in Herman, MN. Judd had asked Evavold if evidence
was found at her home and Evavold replied “yes”.
 12/6/15: Evavold sends an email to Michelle MacDonald asking several questions regarding Sandra’s
divorce, including asking for written documentation that Sandra “is indebted to a lifetime of servitude
in the J&D by Judge Knutson.”

The relevant emails were scanned in to be added to the case file. The results of the search warrant for Gina
Dahlen’s Yahoo! email account and Deirdre Evavold’s Hotmail account containing all the emails received will be
loaded onto drives to be placed into evidence.

On 11/30/15, a court hearing was held to determine custodial arrangements for Samantha and Gianna Rucki. It was
determined at that hearing to release Samantha and Gianna to care of their father, David Rucki. David had made
arrangements for the girls to go to a therapy program in California. Detective Coughlin responded to the court house
and brought Samantha and Gianna to the Minneapolis St. Paul airport, where they were met by Thomas Rucke and
a representative from the Wetterling Foundation. They flew to California to begin reunification therapy, and were
joined later by their siblings and David. After a few weeks in therapy in California, they then visited relatives in
Arizona, and then returned home to Ireland Place shortly before Christmas. At this time, both Samantha and Gianna
are living with David and their younger siblings, and are attending school again.
