II. Requested Information
Responses to previous FOIA requests, pertaining to protocols of the Central Election 
Committee, raised serious concern that there are no duly signed protocols of the 
Presidency and Plenary Meetings, meetings, which are headed by the Committee 
Chair – Justice of the Supreme Court. In contrast, the evidence clearly shows that 
there are duly signed protocols of sub­committees, in which the Chair, Supreme Court
Justice, does not participate, e.g., the Tender Committee, and the Exemptions 
Committee.  
In addition, previous FOIA responses as well as events surrounding the 21st Knesset 
election raised serious concerns regarding validity and integrity of the Committee’s IT
system, integrity of the information, published in the Committee’s web site, and the 
Committee’s  working procedures.
Following up on the above outlined circumstances, instant request pertains to 
records, procedures, publications, authorities and permissions, relative to the 21 st 
Knesset election (2019), as detailed below. In case the Committee does not have duly 
signed documents, as requested below, we herein request that you explicitly state so 
in your FOIA response:
1. A copy of any authentic record, signed by Chair of the Central Election Committee,
Justice Hanan Melcer, which is the Protocol of the hearing in Petition (P”R 2/21) 
Ahishahar et al v Unger et al;
2. A copy of any authentic record, signed by Chair of the Central Election Committee,
Justice Hanan Melcer, which is the March 10, 2019 Decision in Petition (P”R 
2/21) Ahishahar et al v Unger et al;
3. A copy of any authentic record, signed by Chair of the Central Election Committee,
Justice Hanan Melcer, which is the April 09, 2019 “Decision pertaining to the use 
of concealed cameras in the polling stations” (no reference number); 
4. A copy of any authentic record, signed by Chair of the Central Election Committee,
Justice Hanan Melcer, which certifies the outcome of the election for the 21 st 
Knesset, held on Tuesday, April 09, 2019;
5. A list of the dates/times of all Presidency/Plenary meetings of the Committee since
April 09, 2019 and to the date of your response on instant FOIA request;
6. Copy of the Agendas of Presidency/Plenary meetings of the Committee since April 
09, 2019 and to the date of your response on instant FOIA request;
7. Copies of any authentic, duly signed records, which are Protocols of 
Presidency/Plenary meetings of the Committee since April 09, 2019 and to the 
date of your response on instant FOIA request; 
8. Any authentic record, duly signed by the appropriate authority, stating the 
Committee’s procedures, pertaining to maintenance and signatures on 
Presidency/Plenary meeting protocols, Chairperson’s decisions;
9. Any authentic document, duly signed by the appropriate authority, stating the 
Committee’s procedures, pertaining to entry and custody of the Committee’s

Secretary or Chief Clerk, who is charged with the reliable and honest maintenance
of the records and dockets, and

the persons, who hold authorities and permissions to publish information on the 
Committee’s web site, including, but not limited to election outcome and decisions
of the Committee Chair, Justice Hanan Melcer, since the announcement 
(December 24, 2018) of advancing the election date, and to the date of your 
response on instant FOIA request.
