Project Description
Please explain the context and the objectives of your project as well as the needs and target groups to be
addressed.Why should this project be carried out transnationally?
The Eu2020 target for the employment rate is to ensure that 75% of 20-64 year-olds. In 2016, the EU-28 employment
rate (ages 20-64), measured by the EU labour force survey stood at 71.1%. Spain, Italy and Slovakia have rates over
60s; while the Greece has a rates below 60% (Eurostat).
Unfortunately, the crisis has caused: the increase of the gap among the countries employment rate as well as of
unemployment rate, job loss and decline industries.
According to the OECD the solution to this consequences is “training”: higher levels of educational attainment may
reduce the likelihood, or the duration, of unemployment. The training has a positive impact on individual labor
market performance, especially, in the case of more mature workers, enhancing employment security (OECD
Employment outlook, 2004).
In this context, training represents the best driver for entrepreneurship and job creation, helping to achieve the
European Union’s goals of more growth and better jobs.
As suggested by the Europe 2020 Strategy flagship initiative An agenda for new skills and jobs, which pursues the
promotion of entrepreneurship, self-employment and innovation: the social economy enterprises, co-operatives,
mutual societies as well as micro-enterprises, including self-employment, can offer a source of innovative solutions
to respond to social demands in a participative process, providing specific employment opportunities for those
furthest away from the labour market.
The project aims to engage and equip (through “cascade effect”):
- a group (N.18) of mentors/recruiters/trainers (first target group) with marketable skills and tools in the field self-
employment, entrepreneurship and key competences (as expected by the Recommendation 2006/962/EC) in order
to improve their performance to train the Job Seekers skills (second target group) in same field and to support them
in the creation of their new enterprises and development of their business idea (turning on their entrepreneurial
ideas into start-ups) and/or to obtain new job;
- a group (N.35) of Job Seekers (second target group, ages 40-55) with requalified skills in self-employment,
entrepreneurship and key competences (as expected by the Recommendation 2006/962/EC) in order to foster their
re-enter the labor market and by avoiding their exit from the workforces (through the creation of new enterprises
and/or obtaining new job.
The target group is made up of two groups:
- the mentors/recruiters/trainers who deal with the trainings (adult education) for the job seekers. They will have to
improve their training skills especially in the field of self-employment, entrepreneurship and key competences based
on the new labor market challenges;
- the job seekers belonging to industrial areas of Europe that, who have lost their job, due to the economic crisis, and
with biggest difficulties in re-entering the labor market (long-term unemployed). They will requalify their obsolete
skills in the field of self-employment, entrepreneurship and key competences through the training managed by the
mentors/recruiters/trainers (first target group) to become entrepreneurs and/or find a new job.

The overall goal is to increase employability of post-industrial areas unemployed, especially those belonging to the
long-term unemployed, through the transfer of marketable skills to foster the creation of enterprises or the
obtaining of new job chances.
Objectives:
- To improve the training skills of the mentors/recruiters/trainers
- To increase the problem solving ability, work performance and job satisfaction of the target groups
- To motivate and activate job seekers, especially long-term unemployed, by fostering their sense of self confidence
and self-efficacy
- To improve the entrepreneurial competencies and key competences of Job seekers
- To provide self-employment opportunities and job chances to Job seekers
- To transfer marketable skills and key competences to the target groups
- To stimulate the social involvement and active citizenship of unemployed people
- To increase the social/economic wellbeing of the territories involved
- To develop a better understanding of this emerging field through a peer to peer approach
Transnationality
The crisis has undermined the integrity of the eurozone. This issue required a transnational approach developing a
new common pathway addressed to the target groups in order to obtain necessary skills needed to succeed in job
requalification.
Lifelong Learning represents the best solution to overtake the crisis. Since the project Partners share the same
problems, (unemployment/job loss/decline industries) all together can implement a pilot strategy, based on the
training and learning in order to develop (trainers) and to requalify (Job Seekers) the target groups skills in the field
of self-employment, entrepreneurship and key competences and to foster the increasing of new enterprises and
new job chances. So, they can deal with and solve their common issues

What results are expected during the project and on its completion?
The project expected results are:
1. N. 18 the mentors/recruiters/trainers (who deal with the trainings to requalify the Job Seekers skills (second target
group) self-employment/entrepreneurship/key competences to allow them to re-enter the labor market) equipped
by:
- More and specific skills and key competencies in the field of the training on self-employment/entrepreneurship/key
competences through the implementation of training/coaching course managed by the project partners;
- more sense of self confidence and self-efficacy through the coaching activities;

- specific and marketable entrepreneurial skills and key competencies through the implementation of specific “local
and on line trainings” in the field of self-employment and entrepreneurship and key competences organized by the
first target group, in order to turn their business idea in start-ups and/or find new job (avoiding their exit from the
labor market);
- more sense of self confidence and self-efficacy through the coaching activities.
3. N. 1 “Report of the most required skills and Case Studies” contained the best practices identified in each partner
country that will be implemented during the “training/coaching courses”;
4. N. 1 Open learning and job search portal to realize the on line training/coaching courses for the target groups,
getting available all the documents, information and resources; to foster the access to new job search portal linked
to the Eures portal;
5. N. 1 “Guideline” on the methodology that the mentors/recruiters/trainers have to implement for fostering:
- The engagement/involvement of the Job Seekers in the project activities and, in general, in the training activities to
requalify their skills;
- The involvement of the Job Seekers in the community, to maintain them in the labor market through the creation
and the development of their start-up or the obtaining of a job;
6. N. 1 Scheme for validation of skills improved and/or requalified by the target groups (Protocol);
7. N. 6 National Agreement with public and private organizations (1 per partner) in order to create local networks of
bodies that can offer training on the job to the second target groups in the future;
8. Enhanced the training skills in self-employment and entrepreneurship and key competences of the first target
group through the implementation of N. 1 “Pilot training/coaching courses” and on line course;
9. Enhanced (requalification) the self-employment and entrepreneurship skills of the second target group through
their participation to national training/coaching and on line courses organized by the first target group;
10. Enhanced the employability of post-industrial areas unemployed through the development of marketable skills
and new business idea;

11. Enhanced self-employment opportunities and job opportunities to the Job Seekers through:
- the requalification of their competences
- the job search portal
12. Enhanced the sense of responsibility, self confidence and self-efficacy of the target groups through the coaching
activities in order to stimulate their commitment to implement the project activities;
13. Raised awareness of the importance of social and economic wellbeing of the job seekers and of the territories
involved through the implementation entrepreneurship and self-employment paths in order to re-enter the second
target group in the labor market;
14. Improved the involvement of the Job Seekers in the social, political and economic and their active citizenship
through the activation of reintegration paths in the labor market.

In this framework, the project will produce the following intellectual outputs:
1. N. 1 Report of the most required skills and Case Studies;
2. N. 1 “Training/coaching tools” to foster the improvement of the skills in the field training on self-employment and
entrepreneurship;
3. N. 1 “Guideline” on the methodology that the mentors/recruiters/trainers have to implement for fostering:
- the engagement of the Job Seekers in the project activities and, in general, in the training activity to requalify their
skills in the field of self-employment and entrepreneurship;
- The involvement of the Job Seekers in the community, to maintain them in the labor market through the creation
and the development of their start-up;

In what way is the project innovative and/or complementary to other projects already carried out by the
participating organisations?
The project is complementary to SUSTAIN - SUSTAIN YOUR LIFE THROUGH SOCIAL ENTREPRENEURSHIP, a KA2
Strategic partnership for Youth coordinated by the association PRISM, which pursues the exchange of practices and
the creation of a favourable environment to encourage and enable youth workers to pursue social entrepreneurship
in their local and global communities. The project has produced the testing and development of innovative non-
formal training modules on social entrepreneurship addressed to young people. Both of the projects are focused on
the concept of entrepreneurship and self-employment and on the implementation of effective training programme
for specific target groups who suffer of unemployment and social esclusion.
Furthermore, the project is complementary to "Better Employment Competencies through Individualized e-training –
JobAssist" (executed within the framework of Lifelong Learning Programme, measure Transfer of Innovations,
funded by European Union).
Both the project aim to provide integrated support tailored for the most disadvantaged groups of unemployed in the
context of global economic crisis through development of an innovative integrated training tool in order to increase
motivation and self-awareness, create incentives for acquiring the new skills demanded on the labour market,
improve job competencies and thus promote efficient reintegration of jobseekers into employment.

How did you choose the project partners and what will they bring to the project? Does it involve
organisations that have never previously been involved in a Strategic Partnerships project?
The project partners have been choosen on the basis of their skills and competences in the field of:
- management (Municipality of Termini Imerese)
- creation of map / analysis (University of Salonikie)
- training courses (Prism);
- validation of competences (ICEP)
- managing of workforces and organization of local training for their employees (Foundacion - FTSI - Valencia)

How are these organisations going to help the project achieve a strategic dimension and sustainable
impact?

Participants
Please briefly describe how you will select and involve participants in the different activities of your
project?
Target groups:
1. Each partner will send n. 3 participants who will be selected according to the following criteria:
- Trainers who work in local training organizations that participate to the national network with project partners
- Trainers for adults who have an interest in the project and who deal with the training in the field of self-
employment and entrepreneurship and key competences, providing initiatives, opportunities and courses to
support adults people in developing skills related to the creation of entreprises.
- Trainers that can ensure a strong multiplier effect
They will be choose by the each project partner. They will be the first target group and will participate to the first
level of training/coaching course as a trainers and to the second leve of training as mentors (of the second target
group - Job Seekers).
2. At the beginning of the project, each partner will present a list of known job seekers and they will involve in the
project.
The interested Job Seekers will invited to send a letter of expression of interest to participate to the project. Each
partner (exept The CSMKIK) with the local first target group will choose the participants of the second target
group to involve in the second level training (the local/national training/coaching course), through the following
criteria:
- Interest/motivation on the project topic;
- Level of English language: C1;
- Ages 40 - 55;
- Business ideas.

The stakeholders will be selected indirectly through the dissemination and exploitation activities of the project,
such as:

Furthermore, during the Kick off meeting it will be realized a press conference where the applicant and the
partners will present the project.
- Dissemination activities, such as:
• Distribution of press releases (at least one per partner)
• Press Conference
• Production and distribution of promotional material (flyer)
• Creation of a virtual repository containing the project's main outputs downloaded on the platform/web site
• Creation of a Youtube channel (tutorial videos on how to use the project's outputs)
• Creation of the website, including an open e-learning platform to access freely resources, documents and video
on the trainings.
• Articles in local newspaper (including on-line) by all partner organizations.
• Use of social media
• 4 project newsletters to be spread by partners through local and international networks and mailing-lists.

The impact and success of these events is ensured thorough a stakeholder analysis that will be made at the
beginning of the project. Moreover, the involvement of at least, one organization dealing with migrants in every
partner country, ensures a direct involvement of the target groups.

Preparation
Please describe what will be done in preparation by your organisation/group and by your partners/group
before the actual project activities take place, e.g. administrative arrangements, communication about the
activities, selection of the persons, coaches, involvement of stakeholders, etc.
The idea of this project has been discussed during previous both real and virtual international meetings.
The partners has shared their point of view and their needs, expectations. During those they have decided how to
divide the responsibility and the activities, in order to ensure the realization of the aforementioned activities, the
achievement of the expected results, the outputs and, finally the objectives.
The partners have told about the job seekers needs and how they could have operated to achieve the best results
for the target groups, their involvement in the project activities, in order to validate/certify their competences.
- A Consortium Charter will be signed by the representative of each partner organizations, including roles and
responsibilities within the projects, phases and activities, financial conditions.
- Development of a Management plan, including all project milestones and deadlines, roles responsibilities, criteria
for selection of participants, travel information, internal communication and a visibility plan.
- Development of a communication and visibility plan.
- Development of a evaluation and quality plan
- Preparation Skype meeting among the project partners in order to ensures a clear understanding of the objectives,
activities, role/responsibilities and financial aspects of the project.
- Selection of the teams and coaches: Every organization is setting the project teams and coaches.
- Involvement of the stakeholders: Each organization will upload the database of the stakeholders in their countries,
and will send newsletter and will organize meetings to inform them about the news of the project (results, activities,
etc.)

Funds for Project Management and Implementation


Funds for 'Project Management and Implementation' are provided to all Strategic Partnerships based on
the number of participating organisations and duration of the project. The purpose of these funds is to
cover diverse expenses that any project may incur, such as planning, communication between partners,
small scale project materials, virtual cooperation, local project activities, promotion, dissemination and
other similar activities not covered by other types of funding. A partnership may receive a maximum of

Transnational Project Meetings


Transnational project meetings: how often do you plan to meet, who will participate in those meetings,
where will they take place and what will be the goal?
An important component of coordination activities are the project meetings:

Project Management
How will you ensure proper budget control and time management in your project?
The coordinator will be mainly responsible to check for the adherence to budget and time table. The accountant will
make all necessary provisions to handle the project budget.
At the kick-off meeting the project coordinator will provide a clear time frame for each activity and the necessary
management tools: project work-programme, Gantt charts and templates; the templates will be used for internal
descriptive and financial reporting by the partners (1 report every 6 months). The coordinator will be also in charge
for the updating the work-programme and the Gantt charts during the project lifetime.
However, it is necessary that all partners are involved actively and for that reason a range of measures will be taken:

• at the first meeting the consortium will discuss and agree on management and reporting procedures; the timetable
and work plan, tasks and responsibilities will be discussed in detail to ensure a common understanding within the
partnership;
• each meeting will include a set time for discussion on project management which includes the status quo of the
work plan, time table and budget; if necessary adjustments are made according to the needs of the project but in
accordance to the general project proposal;
• each meeting will be documented by minutes which are stored online for access for each partner at all times; the
minutes will include the task assignments and common decisions of the partnership;
• discussions are lead via on-line tools to ensure the visibility and accessibility of the discussions at a later time in the
project. Something that does not work via e-mail;
• communication will be constant in the project - milestone are the meetings (face-to-face but also Skype). In
addition, the coordinator will remind partners of deadlines in advance and will check their fulfilment;
• each partner will report their expenses to the coordinator on a regular basis, every 6 months.

How will the progress, quality and achievement of project activities be monitored? Please describe the
qualitative and quantitative indicators you will use. Please give information about the involved staff, as
well as the timing and frequency of the monitoring activities.
How will you evaluate to which extent the project reached its results and objectives? What indicators will
you use to measure the quality of the project's results?
The evaluation process is twofold and it is led by ###, in cooperation with an external evaluator. It includes aspects
of internal evaluation and of external evaluation. There are different layers of evaluation employed at the project:
• Evaluation of project progress and overall satisfaction measurement of all partners involved with project
management and financial handling
• Evaluation of each project meeting (e.g. ad hoc evaluation at the end of each meeting)
• Evaluation of the single phases of the project
• Evaluation of piloting phase
• Evaluation of the output of the project (e.g. creation of the Protocol)
The following questions are common to all these steps of evaluation:

Evaluation reports will be elaborated every six months, for a total number of 4 reports.
The external evaluation will enable the partnership to develop its work effectively in order to respond to project
objectives and to ensure sustainability in its outcomes. The evaluator is not a project member but is an expert with
specific skills that correspond to the project aims and activities. The partnership will work with the evaluator and
support him/her wherever possible in order to gain as much as possible both from the process and its results.
- Initial, midterm and final evaluation:
Evaluation activities will be distributed at the beginning, in the middle and at the end of the project to keep track
and monitor the success of the project.
The final evaluation will be the result of the comparison between the ongoing evaluation of project results and
project completion. A qualitative evaluation will be aimed at verifying the level of effectiveness achieved by the
project. Indicators will measure the outcomes and the impact of the project.

What are your plans for handling risks which could happen during the project (e.g. delays, budget,
conflicts, etc.)?
The monitoring of the project implementation is ensured by the project Steering Committee, thanks to the balanced
distribution of tasks among its components. A clear and smooth management of the project is the key factor for the
proper implementation of the activities.
The most important challenge in this kind of projects is to cope with the problems related to the different locations,
contexts, organizational settings, working approaches and, last but not least, territorial features in different
countries. Moreover the topic and the particular target group represent an additional risk.
The regional gaps and the underestimation of local problems can severely delay the project and, in some cases, lead
to its failure.
Project proponents have envisaged to address potential crucial issues with a combined organizational and
technological approach. The Steering Committee (SC) is in charge of the governance of the project, assuring the
continuity of partners’ cooperation. One of the Committee’s members, the Cooperation Leader (CL), is exclusively in
charge of assuring the cooperation. He is totally devoted to maintain contacts with the project partners and to
address any kind of cooperation problem. He has to delve into local peculiarities and quickly detect potential non-
compliance derived from their differences. He is involved when a contrast risks to put a halt to a project activity.
Moreover TE has to be considered as a reference point to properly address the project activities to the specific target
groups.
The communication and cooperation services support the delocalized and asynchronous cooperation among
partners geographically spread and with time zone differences. In short they allow partners to work together even
though they are distant and have different working times.
Last but not least, the project has to cope with the unavoidable financial problems. Every project faces these
troubles and multinational projects are not less prone to them for sure. There are many reasons. At a certain point
during the project development, partners may realize that the originally planned budget is no longer the most
suitable, at least in some of its parts. To address these problems, a specific position is envisaged in the Steering
Committee: the Financial Leader (FL). He is in charge, among other things, of supervising the proper allocation of
financial resources with regards to the planned budget and to face any case where a trouble appears. He must talk
about the problem with the scientific or technical persons involved and assess the importance and relevance of the
problem. The guideline is to give priority to the project objectives rather than the implementations details. So, in

those cases where the strict respect of the budget threats the project goals and this is checked by the Financial
Leader, he must study the issue together with the scientific and technical partners and propose to the Project Leader
those changes that are necessary to overcome the problem and not delay the project.
