Le présent appel d’offres fait suite à l’avis général de passation des marchés du projet indiqué ci-dessus
Le Gouvernement de la République du Mali a reçu un crédit de l’Association internationale de
développement (AID) et un don du SREP (Programme de Développement des Energies Renouvelables
dans les Paysà Faibles Revenus) pour le financement du Projet Systèmes Hybrides d’electrification Rurale
(SHER) , et a l’intention d’utiliser une partie du montant de ce crédit et de ce don pour effectuer les
paiements au titre du marché suivant : Fourniture, Installation et Mise en Service de Centrales Hybrides
PV/Diesel dans neuf (9) Localités en République du Mali en Trois (03) lots :
- Lot N°01 : Somankidy, Dramanekoré, Lany
- Lot N°02 : Lakanguémou, Tambacara, Diongaga, Koméolou
- Lot N°03 : Tringa Maréna, Tabakoto
Ce marché sera financé conjoitement par l’AID et SREP.
L’Agence Malienne pour le Développement de l’Energie Domestique et de L’Electrification Rurale
(AMADER) invite les candidats admis à concourirà soumettre leurs offres sous pli scellé pour la fourniture
et le montage des installations suivantes : Fourniture, Installation et Mise En Service de Centrales Hybrides
PV/Diesel dans Neuf (9) Localités en République du Mali en Trois (03) lots :
- Lot N°01 : Somankidy, Dramanekoré, Lany
- Lot N°02 : Lakanguémou, Tambacara, Diongaga, Koméolou
- Lot N°03 : Tringa Maréna, Tabakoto
La période de fourniture et montage des installations s’étendra sur :
- Pour le Lot N°01 : Trois cent (300) jours à partir de la date de commencement.
- Pour le Lot N°02 : Trois cent (300) jours à partir de la date de commencement.
- Pour le Lot N°03 : Trois cent (300) jours à partir de la date de commencement.
L’Appel d’offres se fera selon les procédures d’appel d’offres national définies dans les Directives :
Passation des marchés financés par les prêts de la BIRD et les crédits de l’IDA édition de Janvier 2011, il
est ouvert à tous les candidats originaires des pays membres de la Banque mondiale, et remplissant les
conditions stipulées dans les Directives.
Les candidats répondant aux critères de participation et qui le souhaitent peuvent obtenir tous
renseignements complémentaires auprès de l’Agence Malienne pour le Développement de l’Energie
Domestique et de l’Electrification Rurale (AMADER), et examiner les documents d’appel d’offres à
l’adresse n°1 ci-dessous tous les jours ouvrables de 8H 30 à 15H 30.
Les soumissionnaires peuvent soumissionner pour un ou l’ensemble des lots cependant un
soumissionnaire qui a été dejà attributaire d’un ou de plusieurs lots dans le cadre du même projet ne
pourra participer à cet appel d’offres.
Un jeu complet du Dossier d’appel d’offres en Français peut être acheté par tout candidat intéressé sur
présentation d’une demande écrite à l’adresse n°2 mentionnée ci-dessous et sur paiement d’un montant
non remboursable de Trois cent mille francs CFA ( 300 000 FCFA) ou un montant équivalent dans une
monnaie librement conververtible. Le paiement sera effectué (par chèque certifié, dépôt à un numéro de
compte spécifié, etc.). Le Dossier sera expédié par la poste aérienne pour les envois à l’étranger et le
courrier normal à l’intérieur du pays.
Les offres doivent être remises à l’adresse n°3 ci-dessous au plus tard le 11 Septembre 2017. Toutes les
offres doivent être assorties d’une garantie de l’offre d’un montant de :
- Pour le Lot N°01 : Cinquante (50 000 000) millions francs CFA ou un montant équivalent en une monnaie
librement convertible).
- Pour le Lot N°02 : Quatre-vingt (80 000 000) millions francs CFA ou un montant équivalent en une
monnaie librement convertible).
- Pour le Lot N°03 : Cinquante (50 000 000) millions francs CFA ou un montant équivalent en une monnaie
librement convertible).
Les offres reçues après le délai fixé seront rejetées.

Invitation to tender will be in accordance with the national tendering procedures defined in the

Candidates who meet the criteria for participation and who wish to do so can obtain further information
