POLICY DIRECTION ISSUED TO ALL SECTOR
PLAYERS IN RESPECT OF THE ENERGY MIX OF
THE COUNTRY
This policy direction is issued this 12th day of August,
2017.
PREAMBLE
1. The electricity supply in Uganda is dominated by
hydropower sources. The over reliance on hydro
power makes the country vulnerable to the vagaries of
nature.
2. In 2005 through 2008 the country experienced a severe
energy crisis caused by the prolonged drought
experienced in the country at the time. The country
introduced thermal power as a short and medium
intervention to ameliorate the energy crisis.
3. Uganda has vast potential energy sources including
hydro, cogeneration, solar, biomass and biogas and
thermal energy (including geothermal potential).
4. The country needs to expand its generation mix. in
order to mitigate hydrological risks and sudden
changes in the supply-demand balance and ensure the
energy security for the country.
POLICY DIRECTION
NOW THEREFORE the following Policy Direction is
issued with respect to the policy to be observed and
implemented by sector players in respect of the above.
I) In order to mitigate the hydrological risks facing
hydropower generation and uninterrupted availability of
energy in the country, 10% of the generation capacity
shall be from thermal power sources of energy.
2) In the short term, the existing thermal power plants in
the country namely, the Namanve thermal power plant
and Tororo thermal power plant will continue to form
part of the energy mix and may be dispatched at levels
as may be determined necessary and appropriate and in
line with the respective existing agreements.
4) In the medium term, the Narnanve thermal power plant,
Tororo thermal power plant and the electricity to be
generated from indigenous Ugandan Petroleum
resources will provide the required thermal power in
the generation mix.
5) In the medium term, the generation of power from
wind and solar shall be maintained at 85 MW.
6) Companies that have been and will be licenced to
develop geothermal energy shall continue the process
of exploration and development of geothermal power
sites with a view of producing geothermal energy to
form part of the energy mix.
7) This policy direction shall be reviewed once substantial
change in the generation mix is realized and from time
to time as may be determined necessary.
