1. LEGAL ENVIRONMENT AND REFORM

• Green development policy adopted by the Parliament in 2014 (Decree #43),


• About 30 rules and regulations apply to mine operations and rehabilitation
(reclamation/remediation) within the framework of implementation of
Provision #2 of the Article 15 of the Law on Environmental Protection.
• During 2015-2018, the following rules and regulations have been adopted
jointly by respective Ministers: “Methodology for physical and biological
reclamation of degraded land used for mining”, “Template for Deed on
Acceptance of the reclaimed land”, “Methodology for estimation of
environmental damage”, “Methodology for reclamation of micro mines”,
“Rehabilitation/Remediation Plan template and form for reporting”,
“Regulation for Acceptance of rehabilitation/remediation results of the
environment damaged due to exploration and mining operations of
petroleum and non-traditional oil”.

The new database system which is in the process of its


creation has 21 group indicators relate to
operations/activities of special license holder entities

Initiative/ Information will be collected from these
agencies and organizations and will be regularly
updated.

3. MEASURES WILL BE TAKEN IN THE FUTURE

• Locate areas need for


rehabilitation
• Clarify the possibility and
condition for rehabilitation,
• Find out those concerned and take
measures of ensuring that they
held accountable at all levels
• Use collaterals for rehabilitation
• Impose penalty in case if it was
not enough after the rehabilitation
was accepted

5. MEASURES PLANNED FOR 2019

• Develop the methodology for coal mine rehabilitation and undertake measures
relate to assessment and monitoring of implementation of the EMP during the
construction of processing plant/factory of mining and infrastructure,
• Undertake an estimation of environmental damage caused by illegal mining
operations in some areas of Selenge, Tuv, Arkhangai, Dornogobi aimags,
• Carry out postenumeration in 2 aimags where census completed and post
monitoring for some areas of Bayankhongor and Dundgobi aimags where micro
mine rehabilitation completed,
• Prepare proposals on cancellation of product sharing agreements on petroleum
in the area of Tsagaan-Els XIII, Zuunbayan XIV, Borzon VII, Tukhum Х north,
Tsaidam XXVI for government decision,
• Will organize a National Forum/Seminar titled “Improving environmental
governance in the mining sector”.
