This study primarily aimed to assess the effectiveness of Barangay Officials in


the performance of their duties in selected barangays in Batangas City.
Specifically, it seeks to: describe the profile of the respondents in terms of sex,
age, educational attainment, years of residency, occupation and area; assess the
performance of the Barangay Officials with regards to mandated duties and
responsibilities by the Local Government Code (LGC); test the significant
difference in the effectiveness of Barangay Officials when respondents were
grouped according to profile variables; identify the problems affecting the
performance of the duties and responsibilities of Barangay Officials in the
selected barangays; test the significant difference in the problems affecting the
performance of Barangay Officials between the groups of respondents; test the
significant relationship in the effectiveness in the performance of Barangay
Officials and problems affecting it; and propose an action plan to enhance the
effectiveness of the duties and performances of Barangay Officials.

The study made use of the descriptive method to assess the effectiveness of
barangay officials in the performance of their duties and responsibilities in
selected barangays in Batangas City.

It was concluded that majority of the respondents were female, ages ranging
from 20 – 30 years old, mostly from college level, residing in the barangay for
more than 20 years, unemployed, and from Sta. Rita Karsada. The respondents
assessed the effectiveness of Barangay Captain and Sangguniang Barangay in
the performance of their duties and responsibilities with its mandated functions
by the Local Government Code as effective. There is a significant difference in
the effectiveness on the performance of Barangay Captain when grouped
according to respondent’s age, educational attainment and area while on
Sangguniang Barangay, responses varies on educational attainment and area.
The performance rendered by the Barangay Captain and Sangguniang Barangay
were not affected by the problems encountered. There is a significant difference
on the problems affecting the performance of Sangguniang Barangay particularly
in Libjo. No significant relationship exists between the effectiveness in the
performance of Barangay Officials and the problems affecting it. And an action
plan was proposed to maintain and further improve the performance of the
Barangay officials.

The researchers recommended that the Local Government Unit of Batangas City
through the Department of Interior and Local Government (DILG) may conduct
periodic training seminars to improve the performance of Barangay Officials in
the consistent implementation of barangay ordinances. They may coordinate with
the Department of Interior and Local Government (DILG) and Department of
Public Works and Highways (DPWH) for the frequently inspection and
maintenance of barangay facilities. The Barangay officials may echo the
information and learnings they have acquired from seminars to other barangay
officials. DILG may assess Barangay officials as to the performance of their
duties based on their annual reports especially in liquidation and transparency.
The action plan recommended by the researchers may be tabled for discussion
and implemented thereafter. Also, future research of the same topic may be
conducted using other variables specifically on factors affecting the effectiveness
in the performance of Barangay Officials.
