Sir,

It has been observed from the furnished supplementary reports for various project
highways that financial analysis is done only for PPP (VGF) format and financial viability is
accordingly reported. In this regard, your attention is invited to para 3.17 and (4 A) which
provides for formulation of project components in such a way so as the project become viable
i.e. IRR reaches minimum 12%.

As such there is need to exarmne the viability with various available financing
proposition. The modelling in accordance with provisions set out in MCA for PPP in Annuity
projects published by the Planning Commission may be carried out for the project not viable

on PPP (VGF) format and a supplementary report may be resubmitted. You might be already
having copy of MCA for development of State highways on Annuity mode. If not, a copy of
the same may be obtained from this office for ready f.u.",.L£,. .
