A.1 Introduction
Daimler is one of the world’s leading automotive companies. With its divisions Mercedes-Benz Cars,
Daimler Trucks, Mercedes Benz Vans, Daimler Buses, and Daimler Financial services, the
Daimler group is one of the world’s most prominent producers of premium cars and its largest
manufacturer of commercial vehicles with a global reach.
Daimler’s Global Service & Parts (GSP) accounts for the After Sales business of Mercedes-Benz
Passenger Cars as well as the global logistics for Mercedes-Benz Cars, Daimler Trucks, and Mercedes-
Benz Vans.
In the past years, Daimler has continued to post strong growth in vehicles sales and related spare parts
business, respectively. As a consequence, GSP is implementing new strategies to satisfy the expanding
market, including construction of the new Parts Distribution Center (PDC) in Bucharest.
A General Contractor is being sought to deliver a turn-key solution based on this tender document. The
building shall comply with relevant Daimler standards.
As outlined during our exploratory talks held with representatives of your company during the past weeks,
Daimler Real Estate GmbH (DRE) would like the tenderer to prepare comprehensive submissions, as
detailed in this document.
DRE kindly invites you to this Request for Quotation (RFQ) as further outlined in the subject
document. We are looking forward to a fruitful collaboration and to receiving your submissions
by Monday, 24-Sept-2018.

Start of Logistics Operations
The requirements of the PDC construction are generally to be based on local Law and Code.
In addition, the following minimum requirements are mandatory for the planning and realization of the PDC
Bucharest:

The detailed qualitative descriptions, technical interfaces, required flexibilities, as well as milestones for the
realization and the project management are described in Part B (Scope of Work). Part B also contains all
details regarding required quantities.
The tenderer shall propose detailed site specific project timeline(s). Please consider Daimler’s above-
mentioned target timeline.
The site of the PDC Bucharest and the extension project is property of Daimler. The services to be rendered
pertain only to the execution of the construction works as described in Section B of this RFQ.
The complete commercial and legal terms pertaining to this RFQ are outlined in Section C “Commercial Terms
& Legal”, which include the Heads of Terms.
Further, as part of the legal section, the tenderer is requested to provide qualified evidence that they are
financially capable of delivering the project (Section C.4). Reference for any such evidence of financial
strength or proof of finance should be based on the actual financial volumes of the tenderer’s submission.
The official project language is English and shall be the language of all project communication.
The tenderer shall generally use the submission templates (Part D).
Daimler requests the tenderer to provide open book calculations for all relevant costs including fees and
contingencies. The purpose is to obtain transparency and to generally understand the tenderer’s calculations.
A.4.2 Structured Question and Answer (Q&A) Session and Tenderer Interviews
As outlined in A.2.2.1 (Contracting Phase until signing), an opportunity for Q&A will be offered to all
tenderers.
Daimler requests the tenderer to prepare questions categorised by technical and commercial/legal aspects
that shall be forwarded via email to the contact(s) outlined in A4.4 by Thursday, September 6, 2018, close of
business. The questions must be submitted in a single e-mail to the contacts below. All questions must be
submitted in English.
All questions will be answered via e-mail. Q&A calls may be organized, if deemed necessary. In the case of
Q&A calls, these will not be utilized for the discussion of any alternatives or negotiations of technical or
commercial topics.
Submissions to the subject RFQ (for all locations or in parts) should be forwarded to
the appropriate contact listed in A.4.4 before close of business on Monday, September 24, 2018. In case of
any potential delays of submission, the contact should be notified in good time.
All submitted materials must be in English.

B.1 Overview
B.1.1 General Requirements
The Parts Distribution Center (PDC) facility consists of one major storage building which houses the following
areas:
The design and construction of all items and sub-items necessary for the intended purpose and occupation of
a fully operable PDC as described in the body of this Request for Quotation (RFQ), shall be considered in the
bidder’s proposal even if they are not explicitly described in detail.
Information about all offered conditions and construction solutions shall be provided in the bidder’s proposal.
However, MBRo/DRE must approve all proposed methods and conditions prior to them being implemented
by the winning bidder.
Design, development and construction shall be performed in accordance with the applicable local, regional,
and national codes and in accordance with good engineering and construction practice.
All construction elements, such as foundations, platforms, etc., that are necessary for the functioning of the
facility and its ancillary structures shall be considered and included in the proposal, even if they are not all
described explicitly in this RFQ.
Where building systems or elements are described multiple times in separate sections but serve the same
purpose, for material take-off/cost purposes, this is to be considered as one item only (not multiple items).
All functional areas and equipment supplied by the bidder shall be designed in consideration of the client’s
requirements, and with regard to the number of workers, kind of operation, kind of business, etc.
The tenderer shall maintain the minimum clear height in all areas, as specified.
The documents in part B.4 ‘Appendices’ are relevant for the understanding of this RFQ and show further details
(such as loading requirements deriving from logistic operations, construction solutions, surfaces, assignment
of described features to areas and rooms, etc.).

Social Areas
In the following, an overview of the particular construction type and the main construction elements of these
warehouse facilities will be given.
The warehouse is the major storage building unit of the whole facility.
Due to local fire regulations, any fire walls should be completed above roof to prevent the spread of fire from
one compartment to another.
Base slab on separation layer Reinforced concrete base slab due to statics on PE-foil with 2-layers
Slab surface wing smoothed surface and hard-aggregate floor finish,
fitted wet in wet.
- Sealing foil
- Mineral heat insulation panels, pressure-resistant,
λ = 0,40 W/(m K), thickness min. 200 mm
- Vertically arranged trapezoidal aluminium sheeting, powder-coated.
Ribbon windows:
- Around the buildings
- as thermally separated aluminium frame construction with isolation
double glazing; - 1 turn/tilt window per 4,8 m window element.
- Clear height 1,5 m, breast height 0,9 m from finished floor.
Roof Structure:
Construction out of primary and secondary pre-cast concrete beams
and steel roof purlins.
Covering (top down) :
- EPDM/TPO strip
- Mineral thermal insulation (non-burnable),
thickness min. 250 mm, pressure-resistant
- Vapour barrier
- Galvanized trapezoidal sheet metal, surfaces
covered with coating on polyester resin base.
Skylights:
Light weight construction of arched aluminium with translucent sealed
polycarbonate double glazing, opening space in total 8% of roof
surface. Automatic smoke vents integrated in skylights.
Each dock with rigid steel frame dock shelters, bumpers and signs
typical for a truck dock operation;
Each loading dock should be controlled by one central control panel.
Loading docks for trucks and partly as combi docks for trucks and vans
Crash barriers & ram protectors All rising elements, especially external and internal walls, columns,
electric cabinets, etc. have to be protected by barriers resp. ram
protectors.
Signage/ graphics A complete package for the location and specification of all signage
and graphics is required. Examples: Exit signs, room signs, power
installation signs, etc.
b) Office Areas
The office areas are integrated in the warehouse as a one story bar. Its façade is in one line with the façade
of the warehouse.
External walls Curtain wall façade and ribbon window as described for WH, 2 turn/tilt
& windows windows per 4,8 m window element.
c) Technical Areas
The technical areas are located adjacent to the office areas within the one story bar. These include boiler,
transformer, power generator, and switch looms.
Additional construction elements and equipment specific for the CTU building:
Entry doors Insulated single or double wing steel door, with ventilation grid for
transformer rooms.
Flooring Base slab surface with oil- and acid-resistant floor coating in the whole
building.
Water systems
Sewerage- / Sewerage system as independent system, separated from the rainwater drainage
Rainwater-systems system.
Roof rain water drainage by siphon system; vertical pipe routing inside the
warehouse, underground connection to the site system.
Emergency overflow system as back-up pipe system
Rainwater retention tank(s) if required
Rainwater tank and distribution net for irrigation system
Water supply system Complete site system underground, incl. hydrants looped in ring-line system.
Central hot water supply for the office areas.
Decentralized hot water supply of social areas (showers)
(with boiler or flow water heater).
Heating
Heating system For warehouse areas: Central heating with ceiling mounted radiators (centrally
controlled)
In office and social areas: Central heating with wall mounted radiators (centrally
and individually controlled)
Power installations
Complete high- and medium-voltage installations including all sub distributions and substations
as a ring system with transformers close to the main consumers
Warehouse and subsidiary buildings:
On-wall installations with conduits, cable trays and cable duct. All horizontal installations above the clear
height of +9,20 m
Office and social areas:
In-wall/ suspended ceiling/ floor installations with conduits, cable trays and cable duct.
Lighting
Exterior lightning protection, interior lightning protection (overvoltage protection), protection of all roof
installations by lightning rods, grounding / equipotential bonding of all conductor.
Transport systems
Hydraulic dock levellers, fully automated, with 60.0 KN capacity partly as combi dock for trucks and vans
Crane installation for maintenance in the boost pump room
Sprinkler system The complete sprinkler system has to be designed as VdS sprinkler system and
according to the national and local codes
Enclosed unloading area as dry system
Dry system under shipping area canopy
Fire extinguisher Integrated in each hydrant box resp. according to local fire codes
Building automation
Construction Concrete cobblestone on stone-chip layer and sub-base (frost protection layer
according to local soil condition)
Roofing for bicycle parking steel structure hot dip galvanized and painted with
aluminium sheet roof
Construction Concrete cobblestone on sub-base and frost protection layer according to local soil
condition, suitable for heavy-truck-traffic (min. 40t).

3 Qualities
3.1 General remarks
All items of each position group incl. all sub-items have to be considered in the offer if relevant (depending on
local, climatic, legal conditions), even though they are not explicitly described in detail.
All aspects of the RFQ documents must be checked by the tenderer in consideration of local laws, codes and
requirements and in respect of the best available technology. If discrepancies occur, the construction has to
be adapted in a way that it meets these requirements, as execution must always adhere to local requirements
and conditions (e.g. climatic, etc.) and local codes (fire codes, technical codes, etc.). In some positions
international codes are required explicitly.
The offered construction products have to be adapted to the climatic conditions of the particular site.
All materials used in construction must meet and/or surpass local health and environmental codes and
standards. Toxic and carcinogenic materials such as asbestos, formaldehyde, etc. are strictly forbidden. All
construction materials always have to be checked for suitability for the intended purpose and for compatibility
among each other. In case of surface coatings, all necessary preceding surface treatments with technically
adequate means and materials have to be included (e.g. cleaning, sanding, priming, etc.).
All static relevant items have to correspond to static planning. All static relevant steel elements must have
adequate corrosion protection and be covered with fire retardant coating. Steel elements with contact to outer
air have to be hot-dip galvanized.
All construction elements, such as foundations, platforms, etc., that are necessary for the functioning of the
facility and it’s ancillary structures have to be considered and included, even if they are not all described
explicitly.
All operation elements such as control panels (electrical operations), handle pieces (doors, windows), etc.
have to be positioned ergonomically in order to be reached without any additional support. Universal

B.4.3 Interfaces
General remark
This section outlines on the one hand the technical interfaces with regards to certain materials, items and
equipment between the tenderer and the Daimler, and, on the other hand its interdependencies in order to
ensure a perfect match of the activities in planning and realization of the PDC. The technical interfaces outlined
here are not exhaustive. Further necessary interfaces are to be displayed and coordinated by the GC, on time
and in accordance with the agreed milestones. All interfaces are described in the final contract between
tenderer and Daimler.
The tenderer has to provide the usage permit/operating license and the corresponding documentation for the
entire building complex. This also includes all necessary tests, training of personnel (Daimler Facility
Management) and acceptance certificate.
For the realization of these contents the tenderer has to carry out preliminary works which have to be stated
in a detailed time schedule under consideration of a sequenced approach and in agreement with Daimler.
The GC is in general responsible to coordinate all interfaces in the planning & execution phase.
Specifics
MP: Works to be executed by the tenderer or Daimler as a Mandatory Precondition for subsequent works.
The coordination of all interfaces is the sole responsibility of the GC.

also any required MEP installations/facilities.
B.4.4 IT Requirements
The following pages indicate the IT requirements as requested by MBRo. The GC is responsible for executing
all IT infrastructure for full operation of the PDC as specified.
Building Design
1. Requirements of the server room structure
• No less than 3 meters clear height
• No fire sprinklers required
• No water piping allowed above this room. All the fire-proof water pipelines including the
main pipelines above the server room must be removed and no water leakage risk.
• No windows
• No heating insulation
• Removable false ceiling with mineral wool is required (e.g. Armstrong tiles)
• Walls and ceiling should be one hour fire rated, 90 minutes is recommended
• Smoke, humidity and high-temperature (>30°C) detection system is required
• 2nd floor required
• Messages of the air conditioning system are routed to the responsible entity (technical
service, operator…)
• Alarm signalling upon activation of redundant systems

Air conditioner Systems
1. General environment
• Temperature: 20-26 °C
• 2 air-conditioners with timer to provide back-up option; “DAIKIN” commercial model or
equal and approved
• The cold-warm-aisle concept is implemented through the installation of separating walls. No
cold air streams back to the AC unused
• For all illuminations energy-saving lights (e.g. LEDs) will be used
• Implementation of regular and periodic maintenance of the air-conditioning system
(including filter)
• Defined OLAs/SLAs/maintenance contracts between IT and cooling systems service
provider are in place
• The air-conditioning supply (air-conditioning system) is modular designed. If required
existing modules can be connected / disconnected. (e.g. during maintenance, for tests or in
the event of increased demand as well as of the reduction of cooling to increase energy
efficiency)
• The cooling system control unit is connected to the UPS
• The air-conditioning control unit is connected is connected to the diesel generator
• An automatic restart of the cooling supply after a power outage is ensured
Electrical Systems
1. External power supply
• Power supply must have earth connection <4Ω and electrical load >25A/220V
• Power supply must be provided by dual separated line from Metropolitan Electricity
Authority (MEA) and Generator
• The power supply is provided in the setup via two independent in feeds from two separate
medium-voltage stations for the loop-line supply to the transformer station - via cables /
bus bars for the low-voltage main distribution via a UPS for the normal mains distribution to
the data centre. This complete supply line has no single point of failure
• Keeping a maintenance documentation for power supply components
• An inspection for UPSs is conducted according to the maintenance cycles and inspection
content of the supplier
• Automatic switching to alternate power supply. Automatic shift-in when regular power
supply is available again.
• Load distribution between the phases must be ensured.
• If an emergency shutdown (emergency-off switch) is necessary, it has to be installed as
follows: At all entrances and emergency exits of the manned and unmanned IT areas.
Emergency-off buttons at approx. 1.80 m height. Implementation in open-circuit principle
• On an installed emergency shutdown facility, the lighting and smoke extraction systems are
not switched off.
• Emergency-off switches are protected against unintentional activation (Plexiglas cover as
minimum protection)
• UPS systems are included in the shutdown (floating contact)
Fire Protection
• Fire Protection system must be approved by Fire Services Bureau
• Charged water pipes are not allowed in IT Room
• “NOVAC” fire suppression system to be installed
• Doors with holding magnets or electromagnetic door openers with locking device must be
connected to the fire alarm system and must be closed automatically in the event of an
alarm.

The following plans represent the security requirements of the new PDC. The GC will be required to
execute all infrastructure shown, including, but not limited to, security cameras, card readers, time
tracking equipment, cabling, etc. All information must be fed to the central security location at the
gatehouse. End equipment pertaining to security, such as video monitors, software, etc. must be provided
by the GC, unless otherwise specified in the IT specifications (B.4.4).
The video monitoring concept represents a proposal from MBRo. It is the responsibility of the GC to
propose an optimized concept, which minimizes the amount of camera equipment, yet achieves
observation of the storage areas, in-/outbound areas, building and site entrances/exits, loading and
unloading areas, and the site perimeter.

An automated storage system will be implemented along the southern façade of the PDC. It will be the GC’s
responsibility to construct the PDC in such a manner that the storage conditions and other requirements, as
detailed below, are met.
The GC shall proof that the specifications below are compatible with those in the rest of the PDC storage
area and will ensure that there is no conflict between the two.
Power Requirements

the two qualities throughout the entire warehouse storage area. This cost difference should be indicated in
the Submission Template next to Option 800.09.
C.1 Introduction
The Commercial Terms & Legal section of this RFQ are based on the scope detailed in Section B. This
includes the Heads of Terms (Section C.2); a detailed GC Agreement respectively will be drafted during the
negotiation phase.
As part of the legal section the tenderer is requested to provide qualified evidence that they are financially
capable of delivering the project (Section C.3). Reference for any such evidence of financial strength or proof
of finance respectively should be based on the actual financial volumes of the tenderer’s submission.
Relevant documentation in this respect shall be issued by an independent third party that specifically makes
reference to the subject tender and corresponding financial volumes required for the realisation of the
tendered project.
Additionally, Section C.4 includes the General Terms of Purchase, set by MBRo. These must be explicitly
accepted in written form for the tenderer’s proposal to be valid.
