REPUBLIC OF KENYA MINISTRY OF INFORMATION, COMMUNICATIONS AND TECHNOLOGY Office of the Cabinet Secretary May 7%, 2019 PRESS RELEASE APPOINTMENT OF GOVERNMENT SPOKESMAN Tam pleased to announce the appointment of Colonel (Rtd) Cyrus Odhiambo Oguna, MBS as Government Spokesman with immediate effect. In line with directions from the Executive Office of The President through The Head of Public Service, the office of the Government Spokesman shall be domiciled at the Ministry of Information, Communications & Technology. Colonel (Rtd) shall have oversight role of all Government of Kenya communications channels under the Ministry of ICT. These include; Directorate of Information and all County and Sub-County Information officers, Department of Public Communication and all the officers seconded to various ministries and government agencies, National Government Communication Centre (NGCC) and the Government Media Center, currently located on the 11" floor of Telposta Towers. He will also have content oversight role over the two government news gathering and dissemination channels ~ Kenya News Agency (KNA) and MyGov. VP bess & Mr. Joe Mucheru, EGH CABINET SECRETARY ABOUT COLONEL (RTD) CHARLES ODHIAMBO OGUNA, MBS A career military officer, Colonel (Rtd) Cyrus Odhiambo Oguna has held various positions relating to management of personnel, operations, training and communications within Kenya Defense Forces and the government. Before his appointment Colonel (Rtd) Oguna served as Joint National and Resource Mapping Project Spokesman. Before this, he served as Defense Advisor/ Attaché at Kenya’s High Commission in the United Republic of Tanzania between 2014 and 2017. Colonel (Rtd) Oguna is more known for his role as the in-charge of Kenya Defense Forces Public Affairs Office and Spokesman for KDF at the onset of Operation Linda Nchi, a position he held for 3 years, between 2011 - 2013. During his time as Spokesman for KDF, Colonel (Rtd) Oguna can best be remembered for constantly keeping the country informed on the operations of our gallant officers in capturing Kismayo. Prior to this, Colonel (Rtd) Oguna headed KOF's Intelligence Training School. Colonel (Rtd) Oguna holds a Master of Arts degree, from the University of Nairobi and is currently pursuing a second Master's degree on International Studies from the same institution. He is also a graduate of the prestigious National Defense College, Kenya. During the course of his career, Colonel (Rtd) Oguna was awarded several medals which include Moran of the Order of the Burning Spear (MBS).
