Number of players

The game will be played by two teams formed by a maximum of eleven players
each, of which one will play as a goalkeeper. The match will not start if one of the
teams has less than seven players.
Number of substitutions
Official competitions
A maximum of three substitutes may be used in any match of an official
competition under the auspices of FIFA, the confederations or the member
associations.
The regulation of the competition must stipulate how many substitutes may be
appointed, from three to a maximum of twelve.
Other parties
In national A matches a maximum of six substitutes may be used.
In all other games you can use a greater number of substitutes,
as long as:
-the teams in question reach an agreement on the maximum number
-the referee has been informed before the start of the match
If the referee has not been informed, or an agreement has not been reached
before the start of the match, no more than six substitutes will be allowed.
Unlimited substitutions
The use of unlimited substitutions is allowed exclusively in the lower categories of
football (grassroots / amateur football), subject to the approval of the member
association.
Replacement procedure
In all matches, the names of the substitutes must be given to the referee before the
start of the match. Any substitute whose name has not been delivered to the
referee at that time may not participate in the match.
To replace a player with a substitute, the following conditions must be observed:
 the referee must be informed before making the proposed substitution
 the substitute may not enter the field of play until the player he has replaced
has left the field of play and after receiving the signal from the referee
 the substitute will enter the field only through the midline and during a game
interruption
 a substitution will end when the substitute enters the field of play
 from that moment, the substitute becomes a player, and the player he
substitutes becomes a substituted player
 a substituted player will not participate in the game again, except in those
cases where unlimited substitutions are allowed
 all substitutes are subject to the authority and jurisdiction of the referee,
whether or not they are called to participate in the match
Goalkeeper change
Any of the players may change their position with the goalkeeper, provided that:
 the referee has been previously informed
 the change is made during a game interruption
Infringements and sanctions
If a substitute or a substituted player enters the field of play without the
authorization of the referee:
-the referee will interrupt the game (although not immediately if said person does
not interfere in the game)
-the referee will caution him for unsportsmanlike conduct and order him to leave
the field of play
-if the referee has interrupted the game, it will be resumed with an indirect free kick
in favor of the opposing team, from the place where the ball was at the time of the
interruption
If a designated substitute enters the field of play instead of another designated
player at the start of the game without the change to the referee having been
notified:
1. the referee will allow the designated substitute to continue disputing the
match
2. disciplinary sanctions will not be taken against the designated substitute
3. the number of substitutions allowed for the team committing the offense will
not be reduced
4. the referee will report the event to the competent authority.
If a player changes places with the goalkeeper without the prior authorization of the
referee:
 the referee will allow the game to continue
 the referee warns the players in question at the next moment when the ball
is not in play
For any other violation of this rule:
 the players in question will be admonished
 the game resumes with an indirect free kick in favor of the opposing team,
from the place where the ball was at the time of the interruption
Expelled players and substitutes
A player sent off before the kick-off can only be replaced by one of the designated
substitutes.
A designated substitute, expelled before the kick-off or after the start of the match,
can not be substituted.
THE EQUIPMENT OF THE PLAYERS
Security
Players will not use any equipment or carry any object that is dangerous to
themselves or to other players (included any kind of jewelry)
Basic equipment
The compulsory basic equipment of a player is composed of the following pieces:
 a sweater or shirt - if you wear underwear, the sleeves of this clothing must
have the main color of the sleeves of the sweater or shirt
 Shorts: if short or long thermal tights are used, these should have the main
color of the shorts
 stockings - if adhesive tape or similar material is used on the outside, it
should be the same color as the part of the stockings on which it is used
 shin guards
 footwear
Shin pads
 They must be completely covered by the socks
 They must be made of rubber, plastic or similar suitable material
 They should offer adequate protection
Colors
 The two teams will wear colors that differentiate them from each other and
also from the referee and the assistant referees.
 Each goalkeeper will wear colors that differentiate him from the other
players, the referee and the assistant referees.
Infringements and sanctions
For any other violation of this rule:
 it will not be necessary to interrupt the game
 the referee will order the offending player to leave the field to put his
equipment in order
 The player will leave the field of play on the next occasion when the ball
is not in play, unless by then the player has already put in order his
equipment
 Any player who has had to leave the field to put their equipment in order
will not be able to return to the field without the authorization of the
referee
 the referee makes sure that the player's equipment is in order before
allowing him to re-enter the field of play
 the player can only enter the field of play when the ball is not in play
A player who has been forced to leave the field for violation of this rule and returns
to the field without the referee's permission shall be cautioned.
Resume the game
If the referee interrupts the game to warn the offender:
 the game shall be resumed by an indirect free kick by a player of the
opposing team from the place where the ball was when the referee
interrupted the match

The organizer of the competition or FIFA will sanction the team of a player whose
mandatory basic equipment has political, religious or personal slogans, messages
or images
Underwear
Players must not show underwear with religious, personal or political slogans,
messages or political images and no advertising other than the manufacturer's
logo.
The organizer of the competition or FIFA will sanction the players or teams that
show underwear with religious or personal political slogans, messages or political
images or other advertising that is not the manufacturer's logo.
