THE PRESIDENT OF THE NATIONAL INSTITUTE OF METROLOGY, QUALITY


AND TECHNOLOGY (“INMETRO”), in use of the powers conferred upon him in Law no. 5966(4)(3)
of 11 December 1973, paragraphs I and IV of Law no. 9933(3) of 20 December 1999, and Article 18(V)
of the Regimental Structure of the Autarchy, approved by Decree no. 6275 of 28 November 2007;

Considering the contents of subparagraph f of sub-item 4.2 of the Terms of Reference of the
Brazilian System of Conformity Assessment, approved through Conmetro Resolution no. 04 of 2
December 2002, awarding Inmetro all necessary powers for establishing conformity assessment
guidelines and criteria;

Considering Decree no. 7174 of 12 May 2010, regulating the contracting of computer and
automation goods and services by the federal public administration, directly or indirectly, by
foundations instituted or maintained by Public Authorities and by other organisations under the direct or
indirect control of the Union;

Considering the contents of the above-mentioned Decree, instituting the need for including,
in the call for bids, the requirement for certificates issued by public or private institutions authorised by
the National Institute of Metrology, Quality and Technology - Inmetro, which attest, based on specific
regulations, the suitability in terms of the safety of users and facilities, electromagnetic compatibility
and energy use, resolve to issue the following provisions:

Article 1. Approval of Conformity Assessment Regulations for Computer Goods, available


at the website www.inmetro.gov.br, or at the address listed below:

Article 2 To make it known that the Public Consultation that led to the Requirements
approved herein was announced through Inmetro Decree No. 368 of 19 September 2011, published in
the Brazilian Official Gazette of 21 September 2011, section 01, page 135.

Article 3 To define, within the scope of the Brazilian System of Conformity Assessment
("SBAC"), voluntary certification for Computer Goods, which must be conducted by a Product
Certification Organisation ("OCP"), accredited by Inmetro, as established in the Requirements approved
herein.

Article 4 This Decree shall come into effect on the date of its publication in the Brazilian
Official Gazette.

CONFORMITY ASSESSMENT REQUIREMENTS FOR COMPUTER


GOODS

1. PURPOSE
To establish the requirements for a Conformity Assessment Programme for Computer Goods, with a
focus on safety, electromagnetic compatibility and energy efficiency, by means of the mechanism of
voluntary certification, following the normative requirements, aiming to reduce accidents, increase
quality and reduce the energy consumed by the products. The requirements defined in this regulation are
complemented by the General Requirements for Product Certification (“RGCP”).

Note: Whenever compatible, normative references most recent to the publication of this RAC must be
adopted. In case new editions, inclusions or alterations are published, the period for adopting them is 12
months or the period for adapting the standard itself, adopting the greater of these two periods.
On completion of the above-mentioned adaptation period, Inmetro shall analyse the content of the
changes, and in case it considers that these do not fulfil the purpose of the regulation, it may decide to
preserve the prevailing requirements.

4. DEFINITIONS
The definitions of the RGCP are valid for this RAC, together with those below:

4.1. Critical Components


Components whose characteristics have a direct impact on the safety, immunity and/or electromagnetic
interference or energy efficiency of the end product.

4.2. Least Favourable Condition of the Product


Condition under which the maximum performance is demanded of the product or accessory. Examples
of least favourable conditions are the maximum rate of data transfer and storage, the conditions of
maximum simultaneous operation of communication ports and the conditions of the maximum emission
of radio frequency power and use of the radio spectrum. This condition shall be analysed on a case by
case basis, based on the criteria to be assessed and on the equipment's configuration.

4.3. Reduced Configuration


A given equipment is considered to have a reduced configuration when it is derived from a more
complete item whose conformity has already been assessed. An item with a reduced configuration will
differ from the complete equipment due to the removal of an accessory/accessories and/or equipment.

4.4. Supplementary Tests


Tests performed to analyse variations in relation to previously tested equipment. Examples of these
variations are differences in configuration, supply voltage or critical components.

4.5. Production Quality Control Tests


Routine tests in which the manufacturers control the quality of 100% of the equipment produced, during
or at the end of production, in order to ensure the product's safety and functioning before its delivery to
the customer.

4.6. Family for Computer Goods


A group of equipment models for the same purpose, with allowed variations from a principal product,
and which should compulsorily have the same manufacturer, being from the same manufacturing unit,
with the same production process, using the same technology and having the same cabinet (mechanical
and construction characteristics, materials and dimensions).

4.7. Cabinet
Casing designed to contain the electronic circuits and devices that make up the product and/or
accessories.

4.8. Prototype
This is the product in its testing or planning phase. In this phase, it is made up of the final parts and
tooling, but its production process is still not completely finalised, and it is not intended for sale.

5. CONFORMITY ASSESSMENT MECHANISM


The Conformity Assessment Mechanism used in this document is Voluntary Certification.

6. CONFORMITY ASSESSMENT STAGES


The conformity assessment process is comprised of various stages. Each stage will follow a sequence of
procedures, in accordance with the certification models, as follows.

6.1. Definition of the Certification Model(s) used


The voluntary certification models used for the items covered by this RAC are models 5 or 7, as per the
RGCP.

6.1.1. Certification Model Stages


The sequence of stages for certification based on model 5 is:
 initial assessment - item 6.2 of the RGCP
 continuance assessment - item 6.3 of the RGCP
 recertification assessment - item 6.4 of the RGCP

The sequence of stages for certification based on model 7 is:


 initial assessment - items 6.2.1, 6.2.2, 6.2.4, 6.2.5 and 6.2.6 of the RGCP.

6.2. Initial Assessment


This paragraph contains a description of the stages in the process aimed at attestation of the item's
conformity.

6.2.1. Request for Certification


All the documentation required in the RGCP must be submitted, together with the following:
a) models that make up the family of the item concerned and the respective configurations, as well as
the rule for forming the family, if any;
b) specifications, including its functional technical description, rated specifications, resources, features,
use of accessories, use limitations, special care and other relevant data;
c) photo documentation of the object: external and internal photographs from all sides, detailing the
labels, logos, warnings, inputs, outputs, buttons, etc., and photographs providing a detailed view of
the critical components and critical points of equipment assembly;
d) the selection of the Certification model (item 6.1), as mentioned in this RAC;
e) user manual and service instructions in Portuguese;
f) list and specifications of critical components and certified components; and
g) electrical or connection layouts, layout of the printed circuit board (when applicable) and exploded
view or drawings of the set of models.

Note:the documents mentioned in letters “a”, “b”, “f” and “g” must be provided in Brazilian Portuguese,
preferably, or alternatively in English.

6.2.1.1 In the case of Model 7, the request must contain, as an annex, the definition and identification of
the batch covered by the Certification and Import Licence, in the case of imported items.
Note: the batch must be composed of products from the same manufacturer, of the same model, and
with sequential serial numbers.

6.2.2. Request Analysis and Documentation Conformity


The criteria for Request Analysis and Documentation Conformity must follow the conditions described
in the RGCP.

6.2.3. Initial audit of the Management System(s)


The criteria for the Initial Audit of the Management System must follow the conditions described in the
RGCP, together with those described in the item below.

6.2.3.1 The following requirements must be checked during the initial audit:
 The production quality control tests that are being conducted on the production line of the
product to be certified;
 The measuring equipment for production quality tests, which must have specifications
compatible with normative requirements, also being duly calibrated;
 The existence of procedures for handling non-compliant products detected during production;
 That the critical components listed in the composition of the family are being used in the
production line in their original specification and from approved suppliers.

6.2.4. Initial Test Schedule


The criteria for establishing the Initial Test Schedule must follow the conditions described in the RGCP.
The tests must be conducted on a representative sample of the family, as defined in 6.2.4.1 and 6.2.4.2.
The Test schedule must also consider the supplementary tests resulting from the variations of models
within the family, as defined in Annex B.
The initial tests must be performed and recorded, following the stages below.

6.2.4.1 Definition of the tests to be performed


The tests must be performed on the configuration representing the least favourable condition, on a
representative sample of the family.
When there are variations in critical components among models within the family, the procedure
described in Annex B, which details the critical components for each category of equipment
and the rules for performing the necessary supplementary tests, must be followed.
Previously performed type tests shall be accepted, provided that they have been performed not more
than 2 years prior, and by laboratories that comply with item 6.2.4.3 of this RAC.

6.2.4.2 Definition of the sampling


The Compliance Evaluation Body is responsible for monitoring the collection of samples of the item to
be certified. For the purpose of the initial tests, the samples must be tested as per the tables below:

Note 1: The number of samples defined refers to the number of samples necessary for obtaining a valid
result for the conformity assessment. The total number of samples, or other replacement components
necessary for performing the tests, must be agreed to with the laboratory, based on the sequence of the
tests that may cause damage to the product and prevent the continuance of the remaining tests.

Note 2: In case a non-conformity is detected in the first sample, the manufacturer may request for the
test to be repeated on the counter sample.
If the non-conformity is detected on the counter sample, the appeal is closed and the sample is
considered as having failed the test.
If the counter sample does not present any non-conformity, the control sample shall be tested.
If the control sample presents a non-conformity, the appeal is closed and the sample is considered as
having failed the test.
If the control sample does not present a non-conformity, the sample is considered as having passed the
test.

Note 3: At the manufacturer's discretion, the counter and control sample do not necessarily need to be
collected. In this case, it will not be possible to appeal against any non-conformity detected.

6.2.4.2.1 Supplementary safety and EMC tests on final products may be requested by the OAC, when a
prototype is used in the initial tests.

6.2.4.2.2 For energy efficiency, models from the same family must be assessed at their minimum (basic)
and maximum configurations.

6.2.4.2.3 The tests performed on a model from a single family may be considered valid for reduced
configurations of the equipment, provided that the OAC analyses and documents the impacts on risks
relating to energy, electricity, mechanics, fire, heating, radiation and chemicals. Specific data about the
reduced configuration of equipment may be found in Annex B.

6.2.4.3 Laboratory Definition


The laboratory definition must follow the conditions described in the RGCP.

6.2.5. Processing of any non-conformity in the Initial Assessment stage


The criteria for handling non-conformities in the initial assessment stage must follow the conditions
described in the RGCP.

6.2.6. Issue of Conformity Certificate


The criteria for Issuing the Conformity Certificate must follow the conditions described in the RGCP
and in Annex B.

6.2.6.1 Certification Committee


Must comply with the provisions of the RGCP.

6.2.6.2 Conformity Certificate


The Conformity Certificate issued as per the conditions described in 6.2.6 is valid for a period of 2 (two)
years, and must contain the following statement, when the certification is based on Model 5:
“The validity of this Certificate is subject to the realisation of continuance evaluations and the
processing of any possible non-conformity in accordance with guidelines issued by the OAC and
specified in the specific RAC of Decree no. XXX”.
Note: If more than one page is necessary for composing the certificate, these must be identified
unambiguously, mentioning the numbering and coding sequence of the Conformity Certificate in all
correspondence. In this case, the certificate must contain the statement "Conformity Certificate valid
only when accompanied by all its pages".

6.2.6.2.1 The Conformity Certificate, as a formal document issued by the OAC, must, in addition to
RGCP requirements, contain at least:
a) identification of the certification model (model 5 or 7);
b) standard IEC 60950-1 and the applicable standards for electromagnetic compatibility, with their
respective years of publication and the reference to the Decree that has approved this RAC;
c) all the commercial and import identification numbers, if any, of the models within the certified
family;
d) a list of all the accessories and critical items (manufacturer and model) that make up the equipment's
configuration.

6.3. Continuance Assessment


The Continuance Assessment process takes place between the initial certification of the item and its
recertification. These assessments shall take place annually.

6.3.1. Continuance Audit


The criteria covered in the RGCP must be followed. In addition, the provisions of the item below must
be checked for.

6.3.1.1 The following requirements must be checked during the audit:


• The production quality control tests that are being conducted on the production line of the product
to be certified;
• The measuring equipment for production quality tests, which must have specifications compatible
with normative requirements, also being duly calibrated;
• The existence of procedures for handling non-compliant products detected during production;
• That the critical components listed in the composition of the family are being used in the
production line in their original specification and from approved suppliers.

6.3.2. Continuance Test Schedule


The continuance tests, defined in 6.3.2.2, must be performed by laboratories that fulfil the provisions of
6.2.4.3, at 12-month periods.

6.3.2.1 Definition of tests to be performed


The continuance tests are described in item 6.3.2.2.

6.3.2.2 Definition of the Continuance test sample


For each continuance procedure, it is necessary to select, at the OAC's discretion, a model from the
family for testing, giving preference to different models at each continuance and if possible combining it
with variations in parameters and configuration. Tests and samples to be collected are described based
on the table below:

6.3.3. Processing of any non-conformity in Continuance stage


The criteria for handling non-conformities in the continuance assessment stage must follow the
conditions described in the RGCP.

6.3.4. Confirmation of Continuance


The continuance confirmation criteria must follow the conditions described in the RGCP.

6.4. Recertification Assessment


The Recertification Assessment criteria must follow the conditions of item 6.3 of the RGCP and this
RAC.
The Recertification Assessment must be performed every 24 (twenty four) months and must consider
the results of the Conformity of the Documentation, Recertification Audit of the Management System
and the Recertification Test Schedule.

6.4.1. Processing of any non-conformity at the Recertification stage


The criteria for handling non-conformities in the Recertification Assessment stage must follow the
conditions described in the RGCP.

6.4.2. Recertification Confirmation


The recertification confirmation criteria must follow the conditions described in the RGCP.

7. HANDLING OF COMPLAINTS
The complaint handling criteria must follow the conditions described in the RGCP.

8. ACTIVITIES CARRIED OUT BY FOREIGN OACS


The criteria for activities carried out by foreign OACs must follow the conditions described in the
RGCP.

9. TERMINATION OF CERTIFICATION
The certification termination criteria must follow the conditions described in the RGCP.

10. CONFORMITY IDENTIFICATION SEAL

10.1. The criteria for authorising the use of the Conformity Identification Seal must follow the
conditions of the RGCP.

10.2. Pursuant to Annex D, there are two models of Seals given. One of them is "Safety and
Performance", covering safety, EMC and energy efficiency, for exclusive and mandatory use on desktop
computers and notebook, laptop and netbook computers. The other model is "Safety", covering safety
and EMC, for mandatory use on all other equipment covered by this regulation.

11. AUTHORISATION FOR USE OF THE CONFORMITY IDENTIFICATION SEAL


The criteria for authorising the use of the Conformity Identification Seal must follow the conditions
described in the RGCP.

12. RESPONSIBILITIES AND OBLIGATIONS


The criteria for responsibilities and obligations must follow the conditions described in the RGCP.

13. MONITORING IN THE MARKET


The criteria for monitoring in the market must follow the conditions described in the RGCP.

14. PENALTIES
The penalty application criteria must follow the conditions described in the RGCP

ANNEX B - FAMILY CRITERIA AND COMPOSITION

B.1 In order to verify the need for performing supplementary tests, it is necessary to compare the
critical components of each model of equipment, to check whether these components have different
characteristics or different manufacturers, in which case such tests would be required. The critical
components for each category of equipment are given in item B.3.

Note 1: in the case of energy efficiency, among the models of the family, the model with the
configuration with least consumption (basic configuration) and that with the highest consumption
(configuration with the highest number of critical components installed, as well as the highest
consumption), must be measured. Once these are approved, the models with other configurations are
considered as compliant.

Note 2: in exceptional cases, there is the possibility of supplementary tests for items whose components
are not included in the tables of critical components in Annex B. To support this analysis, the OAC must
take into consideration the impacts on the risks relating to energy, mechanics, fire, heating, radiation,
chemicals and electromagnetic compatibility.

B.2 A Conformity Certificate is issued for each family. Meanwhile, pursuant to the provisions of item
6.2.4.2.3, it is possible for a Certificate to cover different configurations of a device, in which case the
list of the possible critical components, the respective manufacturers and models must be attached to the
certificate.

B.3 - Variations and tests for families


The tests below must be applied to the representative sample(s) of the family and to their variations,
when applicable. The replacement, inclusion or change of critical components are examples of these
variations.

Note: Critical components in the tables below (B.3.1 to B.3.6), of an equal or lower power, certified in
safety under their respective standard, do not require testing. In case the critical component is not
certified or does not have a specific standard or is of a greater power than initially certified, its handling
is set out in item 1.5 of IEC 60950-1.

ANNEX C - PRODUCTION QUALITY CONTROL TESTS

C.1 The production quality control tests must be performed by the manufacturer itself on its entire line
of certified products. The requirements to be met are described in items C.2 to C.5.

C.2 Protective earthing resistance test (for class I equipment)


The earthing resistance test (or earthing continuity) must be performed by applying a test current 1.5
times the current-carrying capacity of any hazardous voltage circuit, but not greater than 25 A (AC or
DC), for a duration of 1 to 4 seconds. The average resistance must not exceed 0.1 Ω. If the result
exceeds 0.1 Ω, the resistance of the supply cord must be subtracted.

C.3 Dielectric strength test


The production quality control tests for dielectric strength must be performed between the primary
circuit and accessible current-carrying parts.
In the case of accessible secondary circuits, these may be tested separately, before final assemblies, sub-
assemblies and components such as transformers, if the relevant insulation cannot be tested on the
complete equipment. The test procedure of item 5.2.2 of the IEC 60950-1 Standard must be used, with
the following exceptions:
 The test voltage is 1500V AC (for basic insulation) or 3000V AC (for reinforced insulation),
50Hz or 60Hz, or DC voltage equal to the peak value of the AC voltage test.
 The voltage test is maintained for a duration between 1s and 4s.
 In the case of a detachable supply cord, this must be tested together with the equipment, or the
compliance of 100% of the cords must be established by means of manufacturer test reports or
those received from the supplier.

C.4 Functional Test


The functional test must be comprehensive, by checking the adequate functioning of the product and all
its components and accessories individually.

C.5 Records
The results of approval or rejection must be recorded and made available for the OAC's verification
during periodic audits.

Note: it must be verified that compliant critical components used in the certified production line are
listed in the certificate.

ANNEX D - CONFORMITY IDENTIFICATION SEAL

D.1.- Use of the seal on the Product


a) The use of the Conformity Identification Seal on the product body is mandatory, and this may be
attached by means of a label, or inserted in its label, or even engraved on its body (screen-printed,
moulded, stamped, pad printed, or by other means), with the OAC's approval.
b) The seal may be printed on the product label, or it may have its own label, provided that the
minimum dimensions defined in this annex are followed;
c) The black and white (transparent) version may be used on the product label, replacing the colour
version. In this case, the background colour will be that of the product label itself.
d) With the OAC's approval, it is allowed to use compact seals on the product, when the product
dimensions do not support a normal seal;
e) The use of a black and white seal is allowed on the product, but the use of a coloured seal is
preferred.

D.2 - Use of the Seal on the Packaging


a) The use of the complete seal on the packaging is mandatory; this may be printed on it or affixed with
an adhesive label;
b) A black and white version can be used on the package only if its colour is similar to that of the
coloured seal;

D.3 - Model Conformity Identification Seals


a) Two model seals are provided for this programme:

ANNEX E - ENERGY EFFICIENCY

E.1 Specific definitions for Energy Efficiency

E.1.1 - Computer
A device that executes logical operations and processes data. For the purposes of this specification,
computers include fixed and portable units, including desktop computers, integrated desktop computers,
portable computers, small servers, thin clients, and workstations. Although the computers may be able
to use input and image display devices, it is not necessary for these devices to be included with the
computer at the time of shipping from the factory.
At the minimum, computers are made up of:
a) A central processing unit (CPU) for executing operations;
b) User interface devices such as a keyboard, mouse, scanner or game controller, and
c) An integrated screen and/or the capacity for supporting an external screen for output
information.

E.1.1.1 - Desktop computer


A computer whose main unit is designed to have a permanent location, often on a desk or on the floor.
Desktop computers are not designed for portability and are designed for use with an external monitor,
keyboard and mouse. They are intended for a wide range of household and office applications.

E.1.1.2- Integrated desktop computer


A desktop computer in which the computer and display hardware are integrated into a single cabinet,
and connected to the power supply (alternating current) by means of a single cable. There are two basic
configurations for this equipment:
(1) a system where the monitor and computer are physically combined into a single unit, or
(2) a system packaged as a single system, where the monitor is separate, but connected to the main
chassis through a direct current supply cable, and both the computer and the monitor/display are
supplied from a single power source. As a subset of desktop computers, they are normally designed to
provide similar functionality.

E.1.1.3 - Portable computers


Computers specifically designed for portability and to be operated for long periods of time with or
without a direct connection to a main alternating current power supply. Portable computers include an
integrated display and may be powered by an integrated battery or another source of portable power. In
addition, most portable computers use an external power source and have an integrated keyboard and
pointing device.
Portable computers are normally conceived to provide functionality similar to that of desktop
computers, including the functioning of software.
Note: this kind of equipment may be known by other names, such as: notebook, laptop, netbook.

E.1.2 - Typical Energy Consumption - TEC


A method for testing and comparing the energy performance of computers, which involves the typical
consumption of electricity by a product under normal functioning for a representative
time period. The fundamental criteria of the TEC approach is a value for normal annual energy use,
measured in kilowatt-hours (kWh), using average operational mode power levels scaled by an assumed
normal usage model (cycle).

E.1.3 - Waking up
Any event (user, schedule or external stimulus) that leads the computer to make the transition from
suspend or off mode to the active operating mode. These events include, without being limited to: a
mouse movement, keyboard activity, controller input, real time clock events, stimuli transmitted by
means of a remote control, control, network, modem, etc.

E.1.4 - Wake On LAN (WOL)


A feature that allows the computer to be remotely activated through the Ethernet network.

E.1.5 - Uninterruptible Power Supply - UPS


Power supply source made up of a combination of converters, switches and power storage media, such
as batteries, making up a power supply for maintaining continuity of the power supply in the case of
input power failure.

E.1.6 - Network interface


Components (hardware and software), whose main function is to provide the computer with the
capability of communicating through one or more network technologies. Examples of network
interfaces are IEEE 802.3 (Ethernet) and IEEE 802.11 (Wi-Fi).

E.1.7 - Off mode


The power consumption level in the lowest power mode which cannot be switched off (influenced) by
the user and that may persist for an indefinite time when the appliance is connected to the main
electricity supply and used in accordance with the manufacturer’s instructions. For systems covered by
the "Advanced Configuration & Power Interface" (ACPI) standards, off mode corresponds to the "ACPI
System Level S5" state.

E.1.8 - Sleep or suspend mode


A low power state that the computer is capable of entering automatically after a
period of inactivity or by manual selection. A computer with sleep capability can quickly “wake” in
response to network connections or user interface devices with a latency of ≤ 5 seconds from initiation
of the activation event to the system becoming fully usable, including the display. For systems covered
by ACPI standards, the sleep mode most frequently correlates to the ACPI system level S3 (suspend to
RAM).

E.1.9 - Inactive or idle mode


The state in which the operating system and other software have completed loading, a user profile has
been created, the computer is not asleep, and activity is limited to those basic applications that the
system starts by default.

E.1.10 - Separate Graphics Processing Unit (GPU).


A graphics processor with a local memory controller interface and a local, graphics-specific memory.

E.1.11 - Unit under test (UUT)


A computer that is being tested.

E.2 Definition of the products that are being subjected to Energy Efficiency tests.
The products subjected to energy efficiency tests are:
• Desktop computers;
• Portable computers (notebooks, laptops and netbooks).

Note: in order for the tests to be performed, the equipment must allow for measurements in off, sleep
and inactive modes.

E.3 Energy Efficiency and Energy Management Criteria


The method for testing and comparing the energy performance of computers shall be by calculating the
typical energy consumption (TEC).
Due to the different possible configurations for computers and resulting from the fact that these different
configurations entail different consumption levels, it is necessary to divide the computers into

categories. Tables 1 and 3 provide, respectively, the criteria for the desktop and portable computer
categories.
The formula for calculating the TEC is:

Where:
Pd, Pa and Pi - Are power values (in Watts) in off mode, sleep mode and inactive mode,
respectively.
Td, Ta and Ti - These are the weighting factors (as per table 5), in off mode, sleep mode and
inactive mode, respectively.
ETEC - Expressed in kWh, it represents the annual energy consumption based on the respective
power values of the modes and the weighting described in the previous item.

The result obtained from the above calculation shall serve for comparison with the maximum
consumption value allowed for each category. This maximum value is made up of a constant and a
variable (δ). This variable considers the additional presence of memory, graphics cards and storage.
These variables may be found in tables 2 and 4, respectively, and are the criteria for the desktop and
portable computer categories.

E.4 Test Procedure for determining the consumption of computers in off, sleep and inactive modes
The following procedure must be followed for measuring the energy consumption of computers in off,
sleep and inactive modes.
The configuration of the measured computer's hardware must be exactly the same as that delivered to
the end client in the market. This procedure must be performed in the given sequence and the test mode
is indicated, whenever necessary.
Computers must be tested with the same BIOS settings as those delivered to the end client, except where
otherwise established.

E.4.1 - Test requirements


E.4.1.1 - Power or energy meter
The energy or power meters to be used for collecting the consumption values must have the following
specifications, as a minimum:
 Maximum manufacturer specified error of ±0.5% for all the ranges used during the test;
 Available current crest factor of 3 or more, in the range value used;
 Lower limit of the current range of 10 mA or less;

Note: In case power measurement is selected, the measuring equipment must be able to integrate the
energy during any time interval selected by the operator, with a power resolution equal to or less than
0.1 mW, integrating the time displayed with a resolution of 1 second or less.

The computer's energy consumption must be measured when it is supplied by an alternating current
power source with the specifications given in Table 6.

If the UUT has an Ethernet interface (network card), this must be linked to an Ethernet network switch
capable of functioning at the highest and lowest network speeds specified for the UUT. The network
connection must be live during all tests.

E.4.1.4 - Measurement procedure for off, sleep and idle modes for all computer types
The measurement of a computer's alternating current consumption must be conducted as follows:

UUT Preparation

1. Record the manufacture and model name of the UUT.


2. Ensure that the UUT is connected to network resources as detailed below, and that the UUT
maintains this live connection for the duration of testing, disregarding brief lapses when changing
link speeds.
a. Desktops and compact computers must be connected to an Ethernet network switch (IEEE,
802.3), as specified in the test configuration. The computer must maintain this live connection to
the switch for the duration of testing, disregarding brief lapses when passing from one link speed
to another. Computers without Ethernet capability must maintain a wireless connection to a
wireless router or network access point for the duration of testing.

b. Small-scale servers must be connected to an Ethernet network switch (IEEE, 802.3), as specified
in the test configuration, keeping this connection live.

c. Thin clients must be connected to an active server by means of an Ethernet network switch
(IEEE, 802.3) and must run the intended terminal/remote connection software.

3. Connect an energy or power meter as described earlier to the AC supply network with the
appropriate voltage/frequency for the test.

4. Connect the UUT to the power outlet of the energy meter. No power strips or UPS units must be
connected between the meter and the UUT. For a valid test, the meter must remain connected in this
way, until all the tests in off, sleep and idle mode have been completed and recorded.

5. Record the AC voltage and supply frequency.

6. Switch on and boot the computer, waiting until the operating system has completely loaded. If
necessary, run the initial operating system setup and allow all the preliminary file indexing
processes of the files and other periodic/one-time execution processes to complete.

7. Record the basic information on the computer configuration - computer type, operating system name
and version, processor type and speed, available and total physical memory, etc.

8. Record the basic information about the video card or graphics chipset (if applicable), video card /
chipset name, frame buffer width, resolution, amount of onboard memory and bits per pixel.

9. Check that the UUT is configured as it is sold, including all the accessories, WOL enabling and
default software included. The UUT must also be configured using the following requirements for
all the tests:
a. Desktop systems shipped without accessories must be configured with a mouse, keyboard and an
external monitor. Naturally, the monitor must be powered apart from the UUT.

b. Notebooks must include all the accessories supplied with the system, and it is not necessary to
include a separate keyboard or mouse when fitted with a pointing device or scanner.

c. Notebooks must have their batteries removed for all the tests. For systems that do not support
operation without a battery, the test may be performed with fully charged battery pack(s)
installed, ensuring that this configuration is reported in the test results.

d. Small-scale Servers, Servers and Thin Clients delivered without accessories must be configured
with a mouse, keyboard and an external monitor (if the server has display output functionality).

e. For computers with Ethernet capability, power to Wi-fi radios used on wireless networks must
be switched off during all the tests. This applies to wireless network adapters (for example,
802.11) or internal devices for wireless networks. For computers without Ethernet capability,
power to the wireless connection radio (for example, IEEE, 802.11) must remain on during the
test, maintaining a live wireless connection to a wireless router or network access point that
supports the maximum and minimum data speeds of the client radio, for the duration of testing.

f. The primary hard disks cannot use energy management ("spin down") during the idle mode test,
unless they contain some kind of non-volatile cache integral to the unit (for example, "hybrid"
hard disk units). If more than one internal hard disk is installed as shipped, the non-primary
internal hard disk(s) may be tested with energy management of the hard disk enabled as
shipping. If these additional units are not covered by energy management when delivered to the
customer, these must be tested without such characteristics implemented.

10. The following guidelines must be followed for configuring the energy definitions for computer
monitors (without adjusting other energy management configurations):

a. For computers with external screens (most desktops): use the computer's energy management
configuration to prevent the monitor from powering down, ensuring that it stays on for the
length of the idle mode test as described below.

b. For computers with integrated computer monitors (notebooks and integrated systems): use the
energy management configurations to set the screen to power down after 1 minute.

11. Shut down the UUT.

12. Measuring the consumption in off mode


With the UUT connected to the power meter in off mode, set the meter to begin accumulating true
power values of power consumed with an interval less than or equal to 1 reading per second.
Accumulate power values for 5 minutes and record the average value (arithmetic mean) observed
during the 5-minute period, or if an energy meter is used, multiply the value read in Wh by 12 to
obtain the power value in Watts.

13. Measuring the consumption in idle mode


Switch on the computer and start recording the elapsed time, starting when the computer is initially

Once the operating system is completely loaded and ready, close any open window so that the
standard operating system screen or its equivalent is displayed. Adjust the meter to start
accumulating true power values with an interval less than or equal to 1 reading per second.
Accumulate power values for 5 minutes and record the average value (arithmetic mean) observed
during the 5-minute period, or if an energy meter is used, multiply the value read in Wh by 12 to
obtain the power value in Watts.

14. Measuring the consumption in sleep mode


After completing the measurements in idle mode, put the computer into sleep mode. Reset the
energy consumption meter (if necessary) and start accumulating true power values at an interval
greater than or equal to 1 reading per second. Accumulate power values for 5 additional minutes and
record the average value (arithmetic mean) observed during this 5-minute period, or if an energy
meter is used, multiply the value read in Wh by 12 to obtain the power value in Watts. If the
consumption is to be tested in sleep mode with the wake on LAN (WOL) feature enabled and
disabled, wake the computer and change the WOL setting through the operating system or by other
means. Put the computer into sleep mode once again and repeat step 14, recording the consumption
in sleep mode in this new condition.
