SUMMARY
This paper presents a draft report to Council for Amendment 78 to Annex 3 —
Meteorological Service for International Air Navigation. The amendment
proposal concerns: a) introduction of space weather advisory information
services, improvement of the provision of SIGMET information by
meteorological watch offices (MWOS), information on the release of
radioactive material into the atmosphere, SIGMET and AIRMET information,
introduction of IWXXM, and aeronautical meteorological personnel
qualification and competency, education and training; and b) consequential
amendment concerning change of references related to the provision of

1.1 During its 206th Session, the Air Navigation Commission conducted final reviews of
proposed amendments relating to Annex 3 — Meteorological Service for International Air Navigation.
The Commission agreed that the proposed amendments, as contained in the State letters referenced in the
summary box above and as modified by the Commission, be consolidated for inclusion in Amendment 78
to Annex 3. The development and review of the proposed amendments, along with proposed applicability
dates are presented in detail in the attached draft report to Council.
2.1 The Air Navigation Commission is invited to approve the attached draft report to Council
concerning Amendment 78 to Annex 3.

EXECUTIVE SUMMARY
This paper presents a proposal of the Air Navigation Commission for Amendment 78 to Annex 3 —
Meteorological Service for International Air Navigation. The amendment proposal concerns:
a) introduction of space weather advisory information services, improvement of the provision of
SIGMET information by meteorological watch offices (MWOS), information on the release of
radioactive material into the atmosphere, SIGMET and AIRMET information, modifications of IWXXM
representations of information, aeronautical meteorological personnel qualification and competency,
education and training; and b) a consequential amendment concerning change of references related to
the provision of aeronautical information service.
Having examined the technical circumstances associated with the implementation of the amendment, the
Air Navigation Commission considers that an effective date of July 2018 and a proposed applicability
date of 8 November 2018 would be suitable for Amendment 78 to Annex 3, except for the provisions
listed below :
Financial States: The space weather provider States will have significant costs in the
implications: establishment and subsequent provision of space weather services, at least over the
initial three years where there may not be a regional cost recovery mechanism. The cost
to States to implement IWXXM will increase to various extents, depending on
prevailing State capabilities. The other components of this proposal do not have
significant financial implications.
Industry: Some limited costs associated with software changes can be expected to
accommodate new and modified information requirements. However, significant
efficiencies would be expected through the operational use of the new information
provided on space weather and through the integration of meteorological information to
the system-wide information management environment.

2.2 The Commission has agreed that the amendments listed in the table above be presented to
the Council for inclusion in Amendment 78 to Annex 3 and thus recommends to the Council to take
action as stated in the executive summary.
Rationale
3.1.1 The amendment proposal introduces Standards and Recommended Practices (SARPs) for
a space weather information service which will support international air navigation. The suggested
introduction of these new SARPs is the culmination of a process initiated by Recommendation 1/20 c) of
the Meteorology (MET) Divisional Meeting (Montréal, 9 to 27 September 2002), continued by the
subsequent work of ICAO and WMO which, over the years, worked together in maturing a proposal for a
new requirement which was confirmed in December 2011 by IATA. The introduction of Space Weather
Advisory Information Service was developed as a follow up to Recommendation 2/7 of the Meteorology
(MET) Divisional Meeting (Montréal, 7 to 18 July 2014). The space weather proposals are consistent
with the Global Air Navigation Plan (GANP) (Doc 9750) and are supported by a process for the
assessment of prospective providers of space weather information, the establishment of providers and the
further development of higher resolution information over time.

Implementation issues
3.1.2 The SARPs for a space weather information service will be supported by the issuance of
the Manual on Space Weather Information (Doc xxxx) to be developed to assist the implementation
process by 8 November 2018.

3.1.3 The Provider States will have significant costs in the establishment and subsequent
provision of space weather services, at least over the initial three years where there may not be a regional
cost recovery mechanism. However, on the positive side efficiency enhancements will reduce industry
costs.
Rationale
3.2.1 The amendment proposal adds a note to Annex 3, Chapter 3, 3.4.1, regarding the
guidance to meteorological watch offices in bilateral and multilateral cooperation and coordination for the
provision of SIGMET information messages to address user needs for better harmonization of the
provision of en-route hazardous weather information.
Implementation issues
3.2.2 No implementation issues are expected for this provision except for the need of an
increased coordination between meteorological watch offices for the provision of SIGMET messages.
Cost impact
3.2.3 The implementation of this provision will not have a significant cost impact.
Rationale
3.3.1 The amendment proposal introduces changes to Annex 3 to allow for the provision of
SIGMET and AIRMET messages to contain a cylindrical description of the airspace affected. The
proposed provision has an associated note to aid meteorological watch offices in the provision of the
SIGMET messages for a radioactive cloud considering the recommendations of the International Atomic
Energy Agency (IAEA).

3.3.3 The implementation of this provision will not have an associated cost impact except for
the introduction of minor software changes which are considered negligible.

Rationale
3.4.1 The amendment proposal would enable the use of ‘TEST’ or ‘EXER’ qualifiers in test
messages for volcanic ash and tropical cyclone advisory as well as in SIGMET and AIRMET
information. These provisions would remove the potential for ambiguity that may arise between
operational messages and those messages issued during communications tests (e.g. TEST) or volcanic ash
and tropical cyclone contingency exercises (e.g. EXER).
3.4.2 Additionally the amendment contains proposals to amend Annex 3 that would enable
greater clarity in the presentation of information about tropical cyclones (TC) (Annex 3, Table A2-2
Template for advisory message for tropical cyclones) with regard to their advisory number, observation
time, TC centre position, and associated observed cumulonimbus (CB) cloud. These proposals are
reflected in proposals for related changes in SIGMET information (Annex 3, Table A6-1A Template for
SIGMET and AIRMET messages) as well as with the remediation of missing cloud level utility and area
description with reference to FIR and UIR.
Implementation issues
3.4.3 No implementation issues are expected regarding these provisions except for the training
needs. This training requirement would be minimal.

3.4.4 The implementation of this provision will not have an associated cost impact except for
the addition of minor software changes.
Rationale
3.5.1 The amendment proposal contains provisions to amend Annex 3 that extend the use of
the ICAO Meteorological Information Exchange Model (IWXXM) to facilitate the exchange of
meteorological observations and reports (METAR/SPECI), aerodrome forecasts (TAF), SIGMETs,
AIRMETs, and volcanic ash and tropical cyclone advisory information, in a system-wide information
management (SWIM)-compliant environment. The current provisions allow those States with the
capability to begin using IWXXM to exchange meteorological information in such a manner. From
November 2020, the exchange of information in IWXXM format (in addition to the traditional
alphanumeric code) is proposed to become a Standard and the primary means for the exchange of
international MET information.
Implementation issues
3.5.2 For IWXXM, the transition is staged and makes allowance for some States to defer full
implementation. An extended period of time that will accommodate these States will be enabled as
necessary. It is anticipated that most States will implement, within reasonable timeframes, as the
advantages of doing so become clear.

Cost impact
3.5.3 The cost to States to implement IWXXM will increase to various extents, depending on
prevailing State capabilities. However, the proposal lays the foundation for more effective provision and
use of more extensive meteorological information. The efficiency of aircraft operations is enhanced with
more timely access to and incorporation of digital meteorological information in flight planning, flow
management and aircraft management.
Rationale
3.6.1 The proposal would provide greater clarity with regard to the qualification and
competency, education and training of personnel engaged in the provision of meteorological service for
international air navigation (i.e. aeronautical meteorological personnel). The proposal brings the ICAO
provisions in line with the requirements of the World Meteorological Organization (WMO) in this regard.

4.1 The Air Navigation Commission, having examined the technical circumstances

5. EDITORIAL ADJUSTMENT
5.1 In order to provide States with a comprehensive edition of Annex 3, Amendment 77-B
(adopted by the Council on 22 February 2016 and applicable 5 November 2020) will be consolidated with
the proposed Amendment 78 in a new edition of the Annex. In so doing, the provisions of Amendment
77-B will be adjusted editorially to feature the 2019 and 2020 applicability dates at the beginning of each
affected provision.

available to assist operators in assessing the risks associated with space weather
events;
b) extend the use of the ICAO Meteorological Information Exchange Model (IWXXM)
to facilitate the exchange of meteorological observations and reports
(METAR/SPECI), aerodrome forecasts (TAF), SIGMETs, AIRMETs, and volcanic
ash and tropical cyclone advisory information, in a system wide information
management (SWIM) compliant environments; and
2. IMPACT ASSESSMENT
2.1 Safety impact: The safety of aircraft operations is enhanced with access to improved
information on current and expected atmospheric conditions. Improved information about space weather
events that may affect communications, navigation and surveillance systems utilized by the aviation
industry will lead to improved decision-making, particularly in the planning phase, to mitigate the
potential impacts of space weather events on aircraft operations.
2.2 Financial impact: The space weather provider States will have significant costs in the
establishment and subsequent provision of space weather services, at least over the initial three years
where there may not be a regional cost recovery mechanism. The cost to States to implement IWXXM

and fuel-loading decisions and minimize the need for rerouting flights due to the potential impacts of
space weather events.
2.7 Expected implementation time: The expected implementation dates of 7 November 2019
for the element concerning modifications of IWXXM representations of information and
5 November 2020 for the element concerning IWXXM as a Standard are intended to enable WMO to
develop the supporting data models and to allow sufficient time for full implementation by States.

within a flight information region (FIR) or a control area (CTA), shall establish, in accordance with
regional air navigation agreement, one or more MWOs, or arrange for another Contracting State to do so.

RESOLUTION OF ADOPTION
The Council
Acting in accordance with the Convention on International Civil Aviation, and particularly with the
provisions of Articles 37, 54 and 90 thereof,
1. Hereby adopts on [D] Amendment 78 to the International Standards and Recommended Practices
contained in the document entitled International Standards and Recommended Practices, Meteorological
Service for International Air Navigation which for convenience is designated Annex 3 to the Convention;
2. Prescribes [*] July 2018 as the date upon which the said amendment shall become effective,
except for any part thereof in respect of which a majority of the Contracting States have registered their
disapproval with the council before that date;
3. Resolves that the said amendment or such parts thereof as have become effective shall become
applicable on 8 November 2018 unless otherwise indicated;
a) to notify each Contracting State immediately of the above action and immediately after
[*] July 2018 of those parts of the amendment which have become effective;
1) to notify the Organization (in accordance with the obligation imposed by Article 38 of the
Convention) of the differences that will exist on 8 November 2018 between its national
regulations or practices and the provisions of the Standards in the Annex as hereby
amended, such notification to be made before 8 October 20181, and thereafter to notify
the Organization of any further differences that arise;
2) to notify the Organization before 8 October 20181 of the date or dates by which it will
have complied with the provisions of the Standards in the Annex as hereby amended;
c) to invite each Contracting State to notify additionally any differences between its own
practices and those established by the Recommended Practices, when the notification of such
differences is important for the safety of air navigation, following the procedure specified in
